<p style="text-align:center">Ministry of Personnel, Public Grievances &amp; Pensions<br /><strong> MoS (PP) Dr Jitendra Singh gives Appointment letters to candidates appointed on compassionate grounds in DoPT</strong></p>

<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh gave appointment letters to the candidates selected on the basis of compassionate grounds in Department of Personnel &amp; Training (DoPT), here today. The Secretary, Department of Administrative Reforms &amp; Public Grievances and Department of Pensions, Shri K. V. Eapen and senior officers of the Ministry were also present on the occasion.  The letters were presented to 9 such candidates selected for appointment as MTS in DoPT.</p>



<p>Speaking on the occasion, Dr Jitendra Singh said that the Government has a system of compassionate appointments where employment is given to the dependents of the deceased Government servants who have died before reaching their retirement. The appointments are given to the most suitable applicants based on their penury conditions and to support their livelihood. He expressed happiness and satisfaction that this pending process has been completed by DoPT. The Minister said that this is a human issue and this step will help these families in meeting their livelihood needs. He added that 18 such vacancies were there, out of which 9 have been selected and given appointment letters today. He conveyed his wishes to the candidates and encouraged them to work hard to contribute to the Government system.  </p>



<p>The last such appointment was made during the year 2014 against the vacancies that occurred for the year 2011. Present appointments are being made for the vacancies that occurred since the year 2012 and onwards. In total, 18 vacancies occurred during these years, for which 18 applications were received. Accordingly, in order to ensure that appointment on compassionate ground should go only to the most deserving dependents, a Sub-Committee was constituted to physically verify their penury conditions. The Sub-Committee had submitted its report on 03.05.2019. Finally, the Screening Committee met on 15th May, 2019 to assess the suitability of the applicants on the basis of the Guidelines on Compassionate appointments. The Screening Committee also considered the report of the Sub-Committee and recommended 09 most suitable applicants for appointment to the post of MTS on compassionate ground against vacancies that have arisen since 2012.</p>



<p>Thus, a very important long pending issue of appointments on compassionate ground in DoPT has been resolved within a very short span of time for which the bereaved families of the deceased employees were waiting for last 7 years.</p>

<p>The MoS (PP) Dr. Jitendra Singh will confer Certificates of Appreciation to 9 Ministries/Departments of Government of India tomorrow (12.02.2019) here, to appreciate the sincere efforts made by them and giving recognition of the commendable work done by them in implementation of e-Office. In 2018, 34 Ministries/Departments were awarded Certificate of Appreciation.</p>



<p>The e-Office is a Mission Mode Project under the National e-Governance Plan and is being implemented by the Department of Administrative Reforms and Public Grievances (DARPG) to improve efficiency in Government Process and Service Delivery Mechanism.</p>



<p>The e-Office is a Digital Workplace Solution that replaces the physical files and documents with an efficient electronic system. Being an electronic system, it has its inherent advantages such as data is stored digitally with audit trails for every transaction being done. Regular backups and Disaster Recovery Systems are in place which ensures that Government files are not damaged in case of any mishap. In addition, this being a web based application; people can access it from anywhere through VPN.</p>

<p>3) eFile MIS Reports</p>



<p>4) Personnel Information Management System (PIMS)</p>



<p>5) Employee Master Details (EMD)</p>

<p>7) Leave MIS Reports</p>



<p>8) Tour Management System (TMS)</p>



<p>9) Master Data Management</p>



<p>The Department of Administrative Reforms and Public Grievances (DARPG) has coordinated with all Central Ministries/Departments to expedite the implementation of the e-office. The Department has taken various steps to accelerate the implementation in the various Ministries/Departments. This includes, conducting review meetings and visiting Ministries/Departments to understand the specific problems. As a result of these efforts, till date, 43 Ministries/Departments are completely on e-Office platform. Department of Health Research is the latest to achieve complete e-Office implementation. 75 Ministries/Departments are actively using the e-office platform. Ministry of AYUSH is the most recent Ministry to go live on the e-office platform.</p>



<p>The main outcomes generated by the e-Office are as follows:-</p>



<p>Transparency and Accountability has been brought by e-office. File notes cannot be changed or undone and the file cannot be kept pending as the system is designed to give feedback and monitoring mechanism.<br /> Quick Disposal of files and timely monitoring of pending files has been the other advantage of e-office<br /> Instant file exchange: The file can be received within fraction of seconds.<br /> Knowledge Repository: Knowledge is wealth and now using KMS (Knowledge Management System) knowledge can be preserved in a centralised and easily accessible repository for employees.</p>

<p>Dear Dr.Tharoor Ji,</p>
<p>Kindly refer to your D.O. letter No. DO/S1/09/2017/986 dated 26.09.2017 requesting, for providing the exemption of Rs. 5 lakhs per annum to pension income.</p>
<p>I have got the matter examined. Currently, the basic exemption limit for individual taxpayer is Rs, 2, 50,000, However, considering the specific needs of the senior citizens, the basic exemption limit for a senior citizen above 60 year, is fixed at Rs.3,00,000 and for very senior citizen i.e. above 80 years, the same is fixed Rs. 5,00,000. Therefore, a pensioner who is a senior citizen is not required to pay any income-tax if his. total income, including pension., does not exceed Rs. 3 lakhs Similarly, a pensioner who is very senior citizen is not required to pay tax if his total income, including pension, does not exceed Rs. 5, 00.000. However, the suggestions that pension up to Rs. 5 lakhs per annum should be exempt in all cases would require amendment to the existing provisions of the Income-tax Act, 1964.</p>
<p>Accordingly, the proposal would be examined during the exercise for the ensuing Union Budget, 2018 and the outcome would be reflected in the Finance Bill 2018.</p>

<p><strong>Discontinuation of Interview at Lower Level Posts</strong><br />
The Prime Minister in his address to the nation on the Independence Day has stressed the need to discontinue holding interviews for recruitment for such junior level posts where personality assessment is not an absolutely necessary requirement.<br />
He has called upon the Government Organizations&#8217; to end this practice at the earliest as it will help in curbing corruption, more objective selection in transparent manner substantially easing the problems of poor people.</p>
<p>He has emphasized that the recruitment should be made on merit basis through transparent, online processes leading to less Government and more Governance.</p>
<p>The Department of Personnel and Training on the basis of recommendations made by the Committee of Secretaries has already taken a decision to discontinue interviews at the junior level posts at Group &#8216;B&#8217; (Non-Gazetted), Group &#8216;C&#8217; ,Group &#8216;D&#8217; (which are now reclassified as Group &#8216;C&#8217;) and all equivalent posts.<br />
All the advertisement for future vacancies will be without the Interview as part of the recruitment process. From 1 st January 2016 there will be no recruitment with interview at the junior level posts, in Government of India Ministries/Departments/attached Office/Subordinate Office/Autonomous Bodies/Public Sector Undertakings.</p>
<p>The interviews will be done away even in cases where the selections were made purely on basis of performance in the interview. The Ministries/Departments/Organizations&#8217; will consider revising the scheme for selection for such cases.<br />
As the Skill Test or Physical Test is different from Interview they may continue. However these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests.</p>
<p>The decision to discontinue interview for the junior level posts across the country will be major step towards achieving the objectives of citizen centric transparent governance.</p>
<p>The matter has also been taken up with the State Governments/UTs to undertake similar exercise, from time to time. In this regard letters from Secretary (Personnel) to the State Chief Secretaries have been issued on 4th September 2015 and letters from MoS(PP) to the State Chief Ministers have been issued on 29th September 2015 and 1st January 2015.</p>
<p>To Facilitate the implementation of the directions of the Hon&#8217;ble Prime Minister further by the various  Organizations/Ministries/Departments/Governments a one day workshop was also organized by the DOPT on 16 th November 2015.</p>
<p>Some of the State Government have shared the status in this regard with the DOPT. The Summary of the State Responses on the Discontinuation of Interview is as follows:</p>

<td>Manipur</td>
<td>It was informed that the State Government had undertaken the recruitment of Graduate Teachers under the Rashtriya Madhyamik Siksha Abhiyaan (RMSA) without conducting interview. This measure was successfully undertaken and was completely transparent and corruption free. It was informed that the second pilot measure in this regard is being undertaken by the Health Department.</td>
</tr>
<tr>
<td>Punjab</td>
<td>Some of the Departments have already implemented the decision and that there has been no problem with completely doing away with interviews for the posts of SDO in Irrigation Department, Senior Assistant in Secretariat and for a few lower level posts in Agro Industry Department.</td>
</tr>
<tr>
<td>Rajasthan</td>
<td>The representative from Rajasthan informed that interviews have been discontinued in some posts and retained in some of them. For Class 3/Ministerial staff and Group D/Class 4 level recruitment, there have been no interview. Similarly for Constable, there have been only written test and physical test. The interviews have been dispensed away for all the posts under the Rajasthan Education Service Rules,1970.</td>
</tr>
<tr>
<td>Maharashtra</td>
<td>Interviews for the recruitment of the clerks have been discontinued. For Class 2 non-Gazetted, Class 3 and 4 posts, interviews have been done away .The State Government has taken a decision and issued directions to the effect that the decision of discontinuation of Interview will also be applicable to all State Government undertakings and local bodies. About 61% of the recruitment is done without Interview.</td>
</tr>
<tr>
<td>Uttarakhand</td>
<td>The state Government has abolished interviews in the group &#8216;C&#8217; and &#8216;B (non gazetted). There has been no interview in Class 3/4 levels of posts.</td>
</tr>
<tr>
<td>Jharkhand</td>
<td>No interview in &#8216;D&#8217;, &#8216;C&#8217;, and &#8216;B&#8217; (non-gazetted)</td>
</tr>
<tr>
<td>Kerala</td>
<td>At present no interview are there for group &#8216;C&#8217; and &#8216;D&#8217; posts and even for some of the gazetted posts.</td>
</tr>
<tr>
<td>Sikkim</td>
<td>For Group D/Class 4 level posts there are no interviews. At Group C/III level, for 90% of posts there are no interviews.</td>
</tr>
<tr>
<td>Himachal Pradesh</td>
<td>There is a proposal to discontinue interview for Group C and Group B Posts</td>
</tr>
<tr>
<td>Haryana</td>
<td>No interviews at Group &#8216;D&#8217; level</td>
</tr>
<tr>
<td>Tamil Nadu</td>
<td>The recruitment is done by the following four recruitment boards and the status vis-à-vis conducting the interview is as follows:-</p>
<p>1) Uniform Services Board- No interview<br />
2) Medical Services Board- No interview<br />

<p><b>Officers thank MoS DoPT for speedy promotions</b></p>
<p>A delegation of officers belonging to Central Secretariat Service (CSS) called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh, here today, to thank him and convey their gratitude for speedy disposal of their promotion cases leading to empanelment of as many 37 officers in one go to the post of Joint Secretary to the Government of India and consequent promotion of 27 officers to the level of Joint Secretary on in-situ basis.</p>
<p>Acknowledging their gratitude, Dr. Jitendra Singh congratulated them and reiterated Shri Narendra Modi Government’s resolve to make governance easy and at the same time make the environment work-friendly for the officers. The government is in favour of doing away with avoidable delays in promotions and empanelments so that the officers can work with enthusiasm and a positive frame of mind.</p>
<p>With the passage of time, Dr. Jitendra Singh said, the pressure on officers has increased because of the increased expectations on one hand and on the other hand increased scrutiny by public as well as media. But, instead of grudging this changing scenario we would have to learn to adapt to it and do our best because transparency and accountability are prime areas of emphasis of Shri Narendra Modi Government.</p>
<p>Meanwhile, in order to deal with the stress of the officers, Department of Personnel &amp; Training (DoPT) has, of late, started a number of new measures including regular daily ‘Yoga’ for officers across the country from 1st of April. Similarly, the DoPT will also contemplate various steps to improve the facilities and privileges available to IAS Officers coming on deputation to union capital so that they need not find themselves at a disadvantage on account of issues related to transport facility, admission of their children in schools, etc.</p>
<p>Dr. Jitendra Singh said, the launch of “Digital India Week” by the Prime Minister on 1st July is also a step towards making the governance easy and reducing the file work pressure on the officers, besides also avoiding unnecessary delays or harassment to the common citizen.</p>

<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said here today that the Government will sympathetically consider setting up “Indian Sign Language Research &amp; Training Centre” as an independent body for the benefit of those suffering from impaired hearing. He was talking to a delegation of “National Association of the Deaf” (NAD) led by its Secretary, Shri A.S. Narayanan, who requested for withdrawal of the order placing the proposed Indian Sign Language Research &amp; Training Centre under “Ali Yavar Jung National Institute for the Hearing Handicapped” (AYJNIHH). They demanded that the proposed autonomous institute for sign language research and training should, instead of being placed under another institute, be managed by concerned experts dealing with hearing impairment as well as by representatives of the Association of the deaf.</p>
<p>Dr. Jitendra Singh gave the deputation a patient hearing and said, the number of persons suffering from hearing impairment in India has gone up in recent years and even though the official census placed their number at 5 million, some of the other surveys have placed their number at much higher figure. In this background, he said, special consideration has to be given to the peculiar requirements of this section of society, so that their talent and aptitudes can be put to the best use and their potential can be exploited in the best possible manner.</p>
<p>Dr. Jitendra Singh said, he has understood the contention expressed by the representatives of NAD that “Ali Yavar Jung National Institute for the Hearing Handicapped” deals more with therapeutic management like cochlear implant, etc., to restore hearing and may not be actually imparting the non-pharmaceutical training like sign language, etc. He would, therefore, take up the issue and try to find a way out, he said.</p>
