UPGRADATION OF CLASS OF TRAVEL IN RESPECT OF CANDIDATES APPEARING FOR SSB INTERVIEW AND / OR MEDICAL EXAMINATION AND CANDIDATES SELECTED FOR PRECOMMISSIONING TRAINING

Sir,

1. I am directed to convey the sanction of the Competent Authority to amend the following provisions as contained in the Travel Regulations – 2014:-

FOR

192 (3)(a)(i)(a) Civilian candidates called up for interview and / or medical test will be entitled to the following allowances within Indian limits:
(a) One second class single fare for a journey performed by rail or road mileage at the rate laid down in Rule 61 at par with individual drawing grade pay of, Rs 2400/- to Rs 2800/- for journeys performed by road from the normal place of residence to place of interview and / or medical examination and return where Government transport is not provided. Where considered necessary or advisable, – the authority calling up a candidate for interview may issue railway warrant by second class for the journey to be undertaken by the candidate. Such railway te warrants will be issued by the shortest route. No cash TA will be paid in addition.

192(3)(b) Candidates selected to join the National Defence Academy, Khadakvasla, OTA, Chennai / Gaya, IMA, Dehradun and Naval Academy, Kochi will be provided with conveyance as under:

(i) Civilian candidates will be issued with second class warrants, but if this is not possible for want of time, they will travel in second class at their own expense and Claim second class fare on arrival at the destination.

192(4) TA to the extent laid down in clause (3) of this rule will be admissible to the following when called for interview / medical examination:-

(a) Engineering graduates and graduates in agriculture called for permanent / regular commission by Service Selection Board.
(b) Medical graduates for regular commission in AMC.
(c) Dental graduates for regular commission in Army Dental Corps.
(d) Veterinary graduates for permanent / regular commission in RVC.
(e) Cadets of Senior Division of Army Wing of NCC for grant of regular commission in the Army.
(f) Special entry cadets of the Indian Navy, cadets of Senior Division Naval Wing NCC and Dufferin cadets.
(g) Civilian candidates called up for recruitment in the Education Branch of Indian Navy.
(h) Candidates called for interview by Air Force Selection Board.
(j) Candidates for the regular commission in the Military Nursing Services.

192-A The ex-JCOs and their equivalents in the Navy and Air Force when called for interview by Deputy Director General, Defence Security Corps for selection as JCOs in Defence Security Corps will be entitled to:

(a) Free return second class railway warrants within Indian limits.

193 Conveyance to Recruits, Combatants and Non-Combatants (enrolled)

(d) Candidates when called up for interview and medical examination for recruitment as Airman will be entitled to the following TA:

(i) Rail fare by second class from place of residence in India to the place of interview and back. If the placed are not connected by rail, actual bus fare will be admissible.

194 Travelling Allowance to individuals accepted as a candidate for direct commission in the rank of JCO

An individual accepted as a candidate for direct commission in the rank of JCO and ordered to join with a view to his nomination for a direct commission in entitled to 2nd class rail fare from home to the station where the unit is located. Road Mileage. Allowance at prescribed rate is admissible in respect of journeys by road if the placed are not connected by rail.

196 Conveyance to Ordnance Factories Personnel when called for interview / selection
Personnel of the Ordnance Factories, when permitted compete with outsiders for appointments in any posts in the ordinance factories and called for interview by a Selection Committee, will be granted 2nd Class rail fare.

197 Conveyance to Personnel for Scientific / Technical posts in Defence Production / Inspection and R&D Organisation

Candidates called for interview in connection with appointment to Scientific / Technical posts | Establishments / Laboratories under the Defence Producation / Inspection Organisation, Research and Development Organization / Director General of Ordnance factory Organization, will be granted 2nd class railway fare from their normal place of residence to the place of interview and back When return tickets at concessional fare are available under the Railway Rules in force at the time of travel, reimbursement will be restricted to the actual cost of return ticket.

198 Travelling Allowance to Scheduled Castes / Tribes / Disabled Ex-Service Personnel when called up for Interview / Written test for group ‘C’ post

(i) Scheduled Castes / Tribes candidates and disabled ex-Servicemen when called for interview / written tests for appointment to Group ‘C’ advertised posts, recruitment to which is made departmentally i.e. otherwise than through the UPSC., either direct or through employment exchange the recruiting authority may allow such candidates 2nd class rail fares by the shortest route from the Railway Station nearest to their normal place of residence, or from which they normally perform the journey whichever is nearer to the place of interview and back to the same station provides the distance travelled by rail each way exceeds eighty kilometers. No extra charges, if any incurred for reserving seat / sleeping berth in the train will however, be reimbursed to the candidates.

Subject: Benefit of Central Government Employees Group Insurance Scheme on Re- Classification of posts according to Grade Pay of Master Craftsman.

Sir,

With due regards, it 1s submitted that the Ministry of Finance (Department of Expenditure) vide its Notification G.S.R. 552 (E), Dated 28th July 2009 has amended the Central Civil Service (Revised Pay) Rules, 2008 whereby Master Craftsmen has been granted the Grade Pay of Rs. 4200/- and Highly Skilled Workers are split in a ratio of 50 : 50 and re-designated as Highly Skilled Worker Grade-II (Grade Pay of Rs. 2400 in Pay Band PB – 1) and Highly Skilled Worker Grade-I (Grade Pay of Rs. 2800/- in Pay band PB – 1).

Accordingly the pay scale of Master craftsman has been revised from Rs. (4500 – 7000) to Rs. (5000 – 8000) vide MOD letter F. No. 11(5)/2008/ D(Civ-I) Dated 28th Aug, 2009 as per SRO – 11 E and the post of Highly Skilled (4000 – 6000) has been bifurcated in the ratio of 50 : 50 whereby 50 per cent incumbents have been upgraded as Highly Skilled grade – I in the pay scale of Rs. (4500 – 7000). As per above notification, the artisan staff in MOD 1s restructured w.e.f. 01.01.2006 as under

1. Skilled (5200 – 20200) plus 1900 Grade pay
2. Highly Skilled-II ( — Do–  ) plus 2400 Grade pay
3. Highly skilled-I ( — Do–  ) plus 2800 Grade pay
4. Master Craftsman (9300 – 34800) plus 4200 Grade pay

It is also submitted that Department of Personnel & Training vide their S.O. 946 (E), dated 9th April, 2009, re-classified the posts on the basis of Grade Pay and accordingly the Grade Pay of Rs.4200/- has been classified as Group ‘B’ .

In order to facilitate the Central Government Employees, at a low cost and on a wholly contributory and self financing basis, the twin benefits of an insurance cover to help their families in the event of death during service and a lump sum payment to augment their resources on retirement, the CGEGIS 1980 was introduced and Para 5.2 of GOI, Min of Finance O.M. dated 31-01-1989 and 09-08-1989 stipulates that rate of subscription for the scheme shall be Rs. 60/- for Group ‘B’ Employees and the amount of insurance cover will be Rs. 60000/- (Sixty Thousand).

This issue (deduction of subscription of CGEGIS) has been raised by BPMS in the Steering Committee meeting for 89″ Departmental Council (JCM) (MOD) as Agenda Point No. 106 and the minutes forwarded vide MOD ID No. 5(1)/2010/D (JCM), dated 27th Aug, 2010 stipulates that CGDA has issued to all the controllers to deduct the monthly subscription towards CGEGIS as per re-classification of posts in compliance with MOD ID No. 10(1)/2012/ D(Civ.ID), dated 29.06.2012.

It is learnt that the subscription of CGEGIS from MCM in DGQA is still being deducted only Rs. 30/- per month which is applicable for Group ‘C’ employees, whereas the Master Craftsman is to be construed as Group ‘B’ employees and their subscription should have been deducted @ Rs. 60/- per month w.e.f. 01.01.2006. It 1s worth to mention here that other Dtes/HQrs of MOD including erstwhile OFB has implemented the above instruction except DGQA. Copy of the OFB letter 1s enclosed for your ready reference.

Hence, you are requested to issue necessary directives to the concerned authorities so that MCM of DGQA may also be entitled for subscription of CGEGIS @ Rs. 60/- per month.

Subject: Provisions of Travel, Accommodation & Medical Entitlement to Agniveers enrolled under AGNIPATH Scheme, 2022.

I am directed to refer to Ministry of Defence letter no. DMA/JS (N&DS)/2021/Agnipath-01 dated 15.06.2022 on the above subject and to state that in pursuance of the Government’s decision to implement the Agnipath Scheme, 2022. following provisions have been laid out for the purpose of Travel, Accommodation & Medical Entitlement to Agniveers:

TRAVEL ENTITLEMENT

Joining Recruitment Centre

1. Agniveer selected and reporting to the recruitment centre would be reimbursed AC – III Tier / AC Chair train fare from their home to the designated recruitment centre or actual cost of travel expenses whichever is less. Similarly, Agniveer would be entitled for AC – III Tier / AC Chair Car in all types of entitled train(s) by ERW from training centre to the designated unit on successful completion of training.

Duty

2. Rail. Agniveer will travel by AC -III Tier / AC Chair Car in all types of trains by availing FRW while travelling on duty. In case of travel by any other mode the reimbursement would be restricted to AC —III Tier fare of superfast train or actual cost of Travel expense, whichever is less.

3. Sea. Agniveer will travel by the lowest class of ship i.e. Bunk Class operated by Shipping Corporation of India.

4. Road. Actual fare by ordinary public bus or at prescribed rates for auto rickshaw or Rs 12 per KM if no rates are prescribed.

5. Daily Allowance on Temporary Duty. Agniveer on temporary duty would be required to stay in the mess. However, if required to stay in civil accommodation, the entitled hotel rates are as follows: –

Notes:

(a) Hotel charges would be on reimbursement basis without production of hotel bills against self contained claim only, if required to stay in civil accommodation in case of non availability of Mess.

(b) No ration will be drawn during the period of temporary duty.

(c) The above rates will be reimbursed provided the TD is for a period beyond 12 hours.

6. Entitlement on Posting (Self Only). Agniveer on posting would be entitled Lump Sum posting allowance as follows:

Notes:

• (i) The above amount is all inclusive and would be admitted as a lump sum without the requirement of providing any bills for transportation of personal effects / two wheeler.
• (ii) No other allowance related to transfer/ posting would be admissible.
• (iii) Conveyance for self as admissible on duty would be admissible in addition to above.
• (iv) The amount would be paid on publication of DOPT Il /Gen Form / POR by the new unit clearly indicating the distance in accordance with the distance chart issued by ADG (Strat Mov).

7. Recall from Leave. An Agniveer granted annual leave who is recalled to service before the completion for the first half of his leave, may again be granted free conveyance to and from his home town when granted leave subsequently. This would be in addition to his entitlement under LTC. Further the rail fare from his home town to the unit when recalled will be reimbursed provided he has not proceeded on LTC.

8. Conveyance for Interview / Medical Examination etc. Agniveers when called for interview, medical examination etc for recruitment will be entitled to rail fare by AC — III Tier from place of residence in India to the place of interview and back. For places not connected by rail, actual bus fare will be admissible.

9. Conveyance on Exit (Self Only). The Agniveer on Exit from Service will be entitled as per the entitlement on Posting. The payment will be made on publication of Non Effective DOPT II / Gen Form / POR.

10. Conveyance Related to self-illness. The Agniveer would be entitled as follows in respect of Illness: –

(a) Free conveyance will be admissible to the Agniveer when admitted to Civil Hospital, when transferred to Service hospital in the same station or another station when the condition of the patient permits such transfer.

(b) Free Conveyance by Rail / Air as indicated below will be granted to such number of persons as mentioned below in respect of an Agniveer reported as dangerously ill either in civil hospital or a Service hospital or to attend the funeral of an Agniveer within Indian limits provided that the death is not due to the individual s own misconduct:-

(i) Agniveers placed on dangerously ill list – Two Persons

(ii) To attend the funeral of an Agniveer – Two Persons

(iii) Rail. The visitors will be entitled to travel by by AC – III Tier / AC Chair Car in all types of trains in cash which will be reimbursed both ways. In case of travel by any other mode the claim would be restricted to AC – III Tier fare of superfast train.

OR

(iv) Air. Air journey may be permitted to one relative in case of Agniveer being placed on dangerously ill list / to attend the funeral. The second relative to travel by rail. However, if the relative travelling by air is a lady or a male above the age of 60 years or physically handicapped then the second relative may also travel by Air.

(v) Return Journey. ‘The return journey in all cases by the relatives will be performed as per entitlement given to Agniveers vide para 2, 3 and 4 above.

11. Conveyance to the relative of Aqniveer who are Battle Casualty. Two relatives of  Agniveer will be entitled to visit the Agniveer once every six months who is a battle casualty undergoing treatment in the Hospitals for more than three months.

12. Killed in Border/Line of Control (LC), operation/Counter-insurgency (CI) operations in India and abroad.

• (a) The dead body will be embalmed and coffined for the purpose of transportation. The cost of embalming will be restricted to the extent of actual expenditure as charged by the Government Hospital and that of coffin should be the barest minimum on the basis of austerity standards.
• (b) The dead body will be transported by fastest mode of transport available accompanied by only one person who may either be a member of the family or person deputed by the family or a unit representative from the place of occurrence as the case may be upto his Hometown or place of last rites.
• (c) in case of death occurring in inaccessible areas requiring more than 12 hours of the journey time, the body will be evacuated by service helicopter to the nearest Hospital for embalming purposes and thereafter will be moved by fastest mode of transport to the nearest airport/ airfield from where the body will be flown/moved by commercial flights our courier flight to the Hometown/ place of last rites.
• (d) TA (without halting allowance and incidentals) will be admissible to one member of the family/ person deputed by the family for the journey performed by Air/ Steamer/ Rail/ Road to reach the place death/ designated place of enable him to accompany the dead body of the deceased.

13. Conveyance of Dead Body.

(a) If death occurs while at Permanent HQ in India and family desires to transport the body of the deceased Agniveer to his hometown, this will have to be done under own arrangements subject to the reimbursement of the amount due to them as admissible on posting.

(b) If death occurs while on tour in India or abroad, the body may be brought by air on a commercial flight to the HQ or to hometown according to the wishes of the family.

LTC

14. Entitlement on LTC (Self only). Agniveer would be entitled for the following:-

Notes:-

• (i) Agniveer cannot travel in a private car and claim train fare.
• (ii) Agniveer can travel by air and claim is to be restricted to rail fare.
• (iii) Agniveer can claim maximum 4 number of such LTCs during their engagement period.
• (iv) Agniveer can claim LTC only after completion of their 6 months training and joining in respective Units.
• (v) Only one LTC can be claimed in the same year.
• vi) LTC would be counted against the year in which the leave commences.

I am directed to refer to Ministry of Defence letter no. An Agniveer proceeding on leave/TD and not drawing ration in kind would be entitled to draw Ration Money Allowance (RMA)/ Special Rate of Ration Allowance (SRA)/ Condiment Expenditure at specific rate as notified by Govt. of India orders No. PC-12045/ Q/ST-6 (Common Ration)/ 1411/ DMA (QS)/ 2019 dated 04.04.2019, No. 21704/ST-6 (Condiments)/ 1414/D (QS) dated 05.07.2022 and PC-1/ 12045/Q/ ST-6 (Common Ration)/ 1423/ DMA (QS)/ 2022 dated 07.07.2022 and as amended from time to time.

3. This issues with the concurrence of Finance Division of this Ministry vide their ID. No. 14(1)/2022-Fin(QB)/190 dated 25.11.2022.

Subject: Payment on Dress Allowance of Agniveers enrolled under the Agnipath Scheme, 2022.

I am directed to refer to Ministry of Defence letter no. DMA/ JS(N&DS)/2021/ Agnipath-01 dated 15.06.2022 on the above subject and to state that in pursuance of the Government’s decision to implement the Agnipath Scheme, 2022, the rate of Dress allowance in respect of an Agniveer has been finalised, which shall be as follows:

(a) Rate of Dress allowance:

(b) The amount of Dress Allowance shall be credited to the Agniveer’s Bank account directly in the month of July. The disbursement of the payment of Dress Allowance has been explained below with an example:

(c) This allowance covers only the basic uniform of the Agniveer. Any special clothing like that provided at Siachen Glacier or inside submarine will be provided additionally.

(d) During the training period the dress will be issued to the Agniveers at Govt Cost.

2. Recovery of Dress Allowance: In case of Agniveers Existing under own accord/ deserters the dress allowance will be recovered at the following rate:-

• a Exiting under own accord/ deserters in the month-July to September – Rs. 5000
• b Exiting under own accord/ deserters in the month October to December – Rs. 2500
• c Exiting under own accord/ deserters in the month January to June – NIL

3, No recovery of Dress Allowance is to be made in the case of death of an Agniveer/ invalidment through causes beyond his/her control.

4, This issues with the concurrence of Finance Division of this Ministry vide their I.D. No. 377/2022-AG/PD of R.F.2(6)/2022-AG/PD dated 05.12.2022.

Subject: Payment of Ex-gratia in case of death of Agniveers enrolled under the Agnipath Scheme, 2022.

I am directed to refer to Ministry of Defence létter no. DMA/JS (N&DS)/2021/ Agnipath-01 dated 15.06.2022 on the above subject and to state that in pursuance of the Government’s decision to implement the Agnipath Scheme, 2022, the death of an Agniveer has been categorized and accordingly Ex-gratia will be granted to the Next of Kin of the Agniveer. The details of categorization of death and payment on death are as follows:

2. The provision of grant of ex-gratia takes into account the hardships and risks involved in certain assignments, the intensity and magnitude of the tragedy and deprivation that families of government servants experience on the demise of the breadwinner in different circumstances, the expectation of the employer from the employees to function in extreme circumstances, etc. The compensation is intended to provide security to employees who are required to function under trying circumstances and are exposed to different kinds of risks in the performance of their duties.

3. The Powers to Sanction ex-gratia payment under this order is with AG/CoP/AOP in case of Army, Navy and Air Force respectively, in consultation with PIFA (Principle Integrated Financial Advisor). Thereafter payment will be released to NoK by CPAO (New Delhi), NPO and AFCAO in respect of Army, Navy and Indian Air Force. Agniveers. Further, in case of any disagreement, regarding grant of Ex-gratia to Nok of Agniveer, the matter will tie decided by Department of Military Affairs, not below the rank of Additional Secretary.

4. The conditions and guidelines to be observed for grant of ex-gratia in terms of these orders are indicated in the Annexure-I.

5. The definition of the Bonafide official duty is annexed at Annexure-2.

6. This issues with the concurrence of Finance Division of this Ministry vide their I.D. No 372/2022-AG/PD of R.F. 2(8)/2022-AG/PD dated 02.12.2022.

ANNEXURE-1

ANNEXURE TO LETTER NO. 4(24)2022/D (PAY/SERVICES) DATED

Conditions governing the payment of ex-gratia and guidelines to be observed:

The main condition to be satisfied for the payment of the ex-gratia in the specified circumstances is that the death of the Agniveer concerned should have occurred in the actual performance of Bonafide official duties. In other words, a causal connection should be established between the occurrence of death and government service.

2 Powers having been delegated to the AGICOP/AOP in case of Army, Navy and Air Force, respectively, to sanction ex gratia payments under these orders, it shall be their responsibility as well as that of the Principal Integrated Financial Advisers (P/FAs) to satisfy themselves that the death of an Agniveer to be compensated by the payment of the ex gratia to the family in fact occurred in the actual performance of Bonafide official duties and to establish its causal connection and nexus with government service. This could be done on the basis of medical and other documents relating to the case.

3 Even if an Agniveer had died in such circumstances that a medical report could not be secured, the nexus and causal connection with government service would need to be adequately established in determining the entitlement to the ex gratia lumpsum payment. In deciding this Issue, all evidence (both direct and circumstantial) shall be taken into account and the benefit of reasonable doubt should be given to the claimant. The benefit of reasonable doubt will be extended more liberally in field service cases.

4 In cases of accidents to commercial aircraft resulting In the death of passengers, compensation |s payable to the next of kin by the national or private airline concerned in terms of international conventions. The ex-gratia in terms of these orders will, therefore, not be admissible in addition in the event of death due to accidents while travelling on duty by commercial aircraft and shall be restricted only to those cases where death occurs in an accident while travelling on duty by service aircraft. The payment of ex gratia in these cases will be without prejudice to the bond required to be executed by the Agniveer, if any, indemnifying the Government against any claims on account of death while travelling by service aircraft.

5. Railways also pay compensation to the next of kin of passengers killed in train accidents. Therefore, the ex gratia compensation admissible in terms of para 1 (a) & (b) of these orders shall be reduced by the compensation, if any, received by the next of kin of an Agniveer killed in train accidents while travelling on duty.

6 Ex Gratia compensation under para 1 (a) & {b) of these orders will be admissible to an Agniveer killed while employed in aid of the civil administration in quelling agitations. protest demonstrations. riots. etc.. regardless of whether such agitations. demonstrations. etc. are resorted to by members of the public, political parties. etc. or by other public servants. including police personnel. In addition. on the context of 4 perceptible increase in violence-related incidents over tie years, An Agniveer on duty could become unwitting victims of bomb basis in public places or vehicles, indiscriminate shooting incidents in public. etc, often resorted to by terrorists, anti-social elements, etc. The compensation under para 1 (a) & (b) of these orders will also, therefore, be admissible in cases of death in such incidents, provided the Agniveer concerned were actually on duty at the elevant time.

7 Families of Agniveer killed after being kidnapped by militants. terrorists, extremists, eic because of their official position or with a view to Spreading terror will also be entitled to the compensation under these orders.

8 Cases of death resulting from acts of violence or assault by terrorists, anti-social elements, etc. against an Agniveer with the intention of deterring or preventing him from performing his duties: or because of any act done or attempted to be done by such Agniveer in the lawful discharge of his duties or because of his official position will also be covered under para 1 (a) & (b).

9. In case of any doubt in regard to the applicability of the ex gratia compensation scheme, such cases will be referred to the Department of Military Affairs (CMA) and these matters be decided by DMA, not below the rank of Additional Secretary.

10. Ex-gratia shall be admissible in addition to other benefits like non-contributory insurance and Seva Nidhi.

11. In determining the admissibility of the ex-gratia payable from Central Government funds, ex-gratia payments, if any, made to families of the deceased Agniveer from State funds by the State Government concerned shall not be taken into account and shall be excluded.

12. In certain cases, relief is also provided to families of deceased Agniveers from sundry Government sources, such as the Prime Minister’s Relief Fund, Chief Minister’s Relief Fund etc. In such cases, it should be ensured that the aggregate of the relief/ ex-gratia paid from different sources does not exceed Rs.9 Lakhs in each individual case.

13. in view of the fact that the ex gratia in terms of these orders is payable to the families of the deceased Agniveer default or contributory negligence, if any, on the part of the Agniveer concerned shall not be taken into account in sanctioning the compensation.

14. Where any doubt arises as to the interpretation of the provisions of these orders. It shall be referred to the Department of Military Affairs (DMA) and these matters be decided by DMA. not below the rank of Additional Secretary.

ANNEXURE-2

DEFINITION OF BONAFIDE OFFICIAL DUTY IN RESPECT OF CASES COVERED UNDER LETTER NO. 1(21)2022/D (PAY/SERVICES) DATED

The definition of Bonafide official duties has been clarified for better interpretation of these orders regarding grant of Ex-gratia to the next of kin of the Agniveers who die in harness in the performance of their Bonafide official duties:

(a) An Agniveer subject to the disciplinary code of the Armed Forces shall be treated on ‘Bonafide Official duty’:

• a. When performing an official task or a task failure to do which would constitute an offence, triable under the disciplinary code applicable to him.
• b. When moving from one place of duty to another place of duty irrespective of the mode of journey.
• c. During the period of participation in recreation and other unit/sports activities organized or approved by service authorities and during the period of traveling in relation thereto.

Note 1: An Agniveer participating in local/ national/ international sports tournaments as member of service teams or mountaineering expeditions/ gliding organized by service authorities, with the approval of Service HQs, shall be deemed to be ‘on Bonafide duty’ for the purpose of grant of ex-gratia.

Note 2: An Agniveer participating in sports tournaments or in privately organized mountaineering expeditions of indulging in gliding as a hobby in their individual capacity, shall not be deemed to be ‘on Bonafide duty’ for the purpose of grant of ex-gratia lump sum compensation, even though _ prior permission of the competent service authorities may have been obtained by them.

Note 3: An Injuries sustained by Agniveer in impromptu games and sports which are organized by or with the approval of the local service authority and death or disability arising from such injuries, will be regarded as having occurred ‘on Bonafide duty’ for the purpose of grant of ex-gratia.

Note 4: An Agniveer deputed for training at courses conducted by the Himalayan Mountaineering Institute, Darjeeling and other similar institutes shall be treated at par with personnel attending other authorized professional courses or exercise for the Defence Services for the purpose of grant of ex-gratia on account of death sustained during the courses.

d. When proceeding on leave/ valid out pass from his duty station to his leave station or returning to duty from his leave Station on leave/ valid out pass.

Note 1: An Agniveer while travelling between his place of duty to leave station and vice-versa is to be treated on duty irrespective of whether he has availed railway warrant/ concession vouchers/ cash TA etc or not for the journey. This would also include journey performed from leave Station to duty station in case the individual returns early.

Note 2: The occurrence of death should have taken place in reaching the leave station from duty station or vice versa using the commonly available/ adopted route and mode of transport.

e. When travelling by a reasonable route from one’s official residence to and back from the appointed place of duty, irrespective of the mode of conveyance (whether private or provides by the Government).

f. Death which occurs when an individual is not strictly ‘on duty’ e.g. on leave, including cases of death as a result of attack by or action against extremists or anti-social elements may also be considered attributable to service, provided that it involved risk which was due to his belonging to the Armed Forces and that the same was not a risk faced by a civilian. Death due to personal enmity is not admissible.

Defence Pensioners can Submit Extended Life Certificate till Feb 2023

All defence pensioners who are yet to complete their annual identification are requested to complete their annual identification/ life certification by February 2023 positively to ensure smooth processing and credit of their pension entitlement.

MoD approves extension of pension payment for three months for banks’ pensioners, migrated to SPARSH, whose identification was due in November 2022

Ministry of Defence has approved the extension of pension payment for three months for banks’ pensioners, who migrated to SPARSH, {System for Pension Administration (Raksha)} and whose identification was due in November 2022. It is reiterated that the process of Annual Identification/ Life Certification is a statutory requirement for continued and timely credit of monthly pension. Thus, all defence pensioners who are yet to complete their annual identification are requested to complete their annual identification/ life certification by February 2023 positively to ensure smooth processing and credit of their pension entitlement.

Annual Identification/ Life Certification can be done via the following means:

1. Via the Digital Jeevan Pramaan online/ Jeevan Pramaan Face App for Android Users.

• SPARSH Pensioner: Please choose Sanctioning Authority as “Defence – PCDA (P) Allahabad” & Disbursing Authority as “SPARSH – PCDA (Pensions) Allahabad”.

2. Pensioners can complete Annual Identification/ Life Certification by logging in sparsh.defencepension.gov.in/ and opting for:

• Download & upload Manual Life Certificate (MLC) duly signed by authorized signatory, or
• By selecting Aadhaar based Digital Life Certificate (DLC)

3. Pensioners may also visit for completing their Annual Identification/ Life Certification at nearest Service Centre established at following agencies:

• Common Service Centres (CSCs) – To find your nearest CSC click here: https://findmycsc.nic.in/
• Nearest DPDO or Defence Accounts Department Service Centre.
• Service centres established by SBI, PNB, Bank of Baroda, HDFC Bank and Kotak Mahindra Bank.

4. Legacy Pensioner (pre-2016 Retiree) who has not yet migrated to SPARSH can perform their Life Certification as was being done by them in previous years. For performing life certification through Jeevan Pramaan, they have to select respective Sanctioning Authority as “Defence – Jt.CDA(AF) Subroto Park” or Defence – PCDA (P) Allahabad” or “Defence – PCDA (Navy) Mumbai & Disbursing Authority as your respective pension disbursing bank/ DPDO etc.

Respected Sir,

With due regards, your kind attention is invited to the assurances made by higher authorities of Ministry of Defence to the recognised federations of Civilian employees of MoD that the service conditions of employees, who are on deemed deputation for a period of two years in newly incorporated DPSUs, will not be changed and they will be given better options of service conditions in new scenario.

But, those assurances are proving daydreaming at this budding stage. The PLB has always been declared and disbursed before Dussehra festival to the employees of Ordnance Factories, DGQA & DGAQA. But at this time, there is no decision taken on the matter for these employees.

It has come to notice of the federation that DOO has made a proposal for approval of the Ministry only for first six months of previous year i.e. pre-corporatisation period. But for later period of the year, no proposal/ decision has been communicated either by Govt or by the Corporations. There is unrest amongst employees over the issue.

Therefore, you are requested to look into the matter and do the needful to ensure timely payment of PLB, as per existing formula, to the employees of Ordnance Factories, DGQA, DGAQA for the year 2021-22.

FIXATION OF FLAT RATE OF LICENCE FEE FOR RESIDENTIAL ACCOMMODATION FOR SERVICE OFFICERS & DEFENCE CIVILIANS

1. Consequent upon issue of modified instructions vide Government of India, Ministry of Urban Development, Directorate of Estates, Office Memorandum No. 18011/2/2015-Pol II dt 29 June 2020 regarding revision of flat rates of licence fee for residential accommodation, I am directed to convey the sanction of the President for revision of flat rates of licence fee for Standard/ Classified residential & Hostel Accommodation both in respect of Defence Civilian as per Annexure I & for Service Officer as per Annexure II (a) to (c) attached.

2. The rates for Substandard/ Unclassified Accommodation of corresponding Plinth Area shall be charged at 75% of the Normal rates of License Fee charged for Standard/ Classified Accommodation from the Service Personnel.

3 The raised rates of licence fee would be effective from 01.07.2020.

4 Para 128 of SAO 10/S/86 dealing with the fixation and recovery of licence fee and furniture charges stands modified to the extant indicated above.

5. This letter issues with the concurrence of Ministry of Defence (Finance/Works) vide their ID No iZ0/Fin/Works- lil/22 at 29/06/2022.
