<p>Subject: <strong>Date
 of next increment- Rule 10 of Army Officers and Air Force Officers Pay 
Rules, 2017; Regulation 10 of Navy Officers Pay Regulations, 2017; Rule 
10 of Army, Air Force and Military Nursing Service Pay Rules, 2017; 
Regulation 10 of Navy Pay Regulations, 2017 and Rule 9 of the 
Non-Combatants (Enrolled) of Air Force Rules, 2017</strong>&#8211; regarding.</p>



<p>The
 undersigned is directed to invite attention to Rule 10 of Army Officers
 and Air Force Officers Pay Rules, 2017; Regulation 10 of Navy Officers 
Pay Regulations, 2017; Rule 10 of Army, Air Force and Military Nursing 
Service Pay Rules, 2017; Regulation 10 of Navy Pay Regulations, 2017 and
 Rule 9 of the Non-Combatants (Enrolled) of Air Force Rules, 2017 which 
provides, inter alia, that there shall be two dates for increment namely
 1st January and 1st July of every year, instead of the provision of one
 date of increment on the 1st July during the 6th Pay Commission pay 
structure. The Rule/Regulation further provides that an employee shall 
be entitled to only one annual increment either on 1st January or 1st 
July depending on the date of appointment, promotion or grant of 
financial upgradation. The Sub-Rule/Regulation (2) thereof provides that
 increment in respect of an employee appointed or promoted or granted 
financial upgradation including upgradation under MACP during the period
 between the 2nd day of January and 1st day of July (both inclusive) 
shall be granted on 1st day of 4 January and the increment in respect 
Hof an employee appointed or promoted or granted financial upgradation 
including upgradation under MACP during the period between 2nd day of 
July and 1st day of January (both inclusive) shall be granted ork1st day
 of July.</p>



<p>2. The proviso to Sub-Rule/Regulation (2) of 
Rule 10 of Army Officers and Air Force Officers Pay Rules, 2017; 
Regulation 10 of Navy Officers Pay Regulations, 2017; Rule 10 of Army, 
Air Force and Military Nursing Service Pay Rules, 2017; Regulation 10 of
 Navy Pay Regulations, 2017 and Rule 9 of the Non-Combatants (Enrolled) 
of Air Force Rules, 2017, provides that the next increment after drawal 
of increment on 1st day of July 2016 shall accrue as on 1st day of July 
2017.</p>



<p>3. During the regime of pay structure immediately
 prior to 01/01/2016, when the annual increment was admissible uniformly
 on 1st July every year; the increment was admissible on July, provided 
the condition of 6 months service was fulfilled. Thereafter, the next 
increment used to be given after a period of 12 months.</p>



<p>Accordingly,
 keeping in view the principle followed during the period before 
1.1.2016 immediately prior to coming into force of the Army Officers and
 Air Force Officers Pay Rules, 2017; Navy Officers pay Regulations, 
2017; Army, Air Force and Military Nursing Service pay Rules, 2017; Navy
 pay Regulations, 2017 and Non-Combatants (Enrolled) of Air Force Rules,
 2017, which has been modified in the revised pay structure in ‘terms of
 Rule/Regulation 10 of the Army Officers and Air Force Officers Pay 
Rules, 2017; Navy Officers Pay Regulations, 2017; Army, Air Force and 
Military Nursing Service Pay Rules, 2017; Navy Pay Regulations, 2017 and
 Rule 9 of the Non- Combatants (Enrolled) of Air Force Rules, 2017 by 
way of 2 dates of</p>



<p>increment on 1st January and 1st July, it is 
clarified that in case an employee is promoted or granted financial 
upgradation including upgradation under the MACP scheme on January or 
1st July, where the pay is fixed in the Level applicable to the post on 
which promotion is made in accordance with the Rule/Regulation 12 of the
 Army Officers and Air Force Officers pay Rules, 2017; Navy Officers pay
 Regulations, 2017; Army, Air Force and Military Nursing Service pay 
Rules, 2017; Navy pay Regulations, 2017 and Rule 11 of the 
Non-Combatants (Enrolled) of Air Force Rules, 2017 the first increment 
in the Level applicable to the post on which promotion is made shall 
accrue on the following 1st July Or January, as the case may be, 
provided a period of 6th months qualifying service is strictly 
fulfilled. The next increment thereafter shall, however, accrue only 
after completion of one year.</p>



<p>5. This issues with the concurrence of Defence (Finance) vide its ID No.1(3)/2018/P-III/AG-291/PA dated 28.02.2019.</p>

<p>Subject:<strong> Cadre Review of Barrack and Stores Cadre- reg</strong></p>
<p>Reference is invited to MoD letter no. 76002/1St CR/BS Cadre/CSCC/23(l)/2017/D(W-II) dated 15.12.2017 and letter dated 10.05.2018.</p>
<p>2. During Inter Ministerial consultation regarding the Post of Joint DG (Resources), DoPT have noted some procedural and other discrepancies and stated as under</p>
<blockquote><p>(i) The proposal of BS Cadre does not specifically mention the cadre as organised Group &#8216;A&#8217; Cadre. However, the proposal has been finalized in a manner that it contains attributes of organised Group &#8216;A&#8217; service such as DR element at JTS to the extent of 50%, all standard grade of Group &#8216;A&#8217; Service upto SAG, making all the posts above JTS promotional, provision of 30% NFSG and mention of NFU, As such, the proposal tantamount to formation of an Organised Group &#8216;A&#8217; service.</p>
<p>(ii) As per procedural requirements, for formation of a Service as Group &#8216;A&#8217; Cadre/Group &#8216;A&#8217; Service/Organised &#8216; Service, the cadre review guidelines issued by the DoPT on 14/12/2010 are applicable. Proposals for formation of a Service as Group &#8216;A&#8217; Cadre/Group &#8216;A&#8217; Service/Organised Services are to be placed. before the Cadre Review Committee (CRC) headed by Cabinet Secretary with Secretary (Personnel), Secretary (Expenditure), Secretary (Administrative Department) and the Senior Most Member of the service concerned as Members. Based on the recommendations of CRC, approval of MoS (PP) and Finance Minister is obtained and subsequently the proposal is submitted for approval of the cabinet. The above, procedure has not been completed in the Cadre Review of Barracks and Store Cadre and the sanction letter has been issued only on the basis of approval of Deptt. of Expenditure.</p>
<p>(iii) The Cadre Review for Barrack and Stores cadre may also have serious implication on. the concept of organized Group &#8216;A&#8217; Service/ Group &#8216;A&#8217; Service/ NFU/NFSG etc. and various court cases on the matter of organized status/NFU/extension of 30% NFSG etc.</p>
<p>(iv) Accordingly, MoD&#8217;s letter dated 15/ 12/2017 needs to be immediately withdrawal/kept on hold wrt Group &#8216;A&#8217; cadre till the approval of the competent authority (i.e Cabinet) on the Cadre Review/formation of Group &#8216;A&#8217; Cadre/Group &#8216;A&#8217; service/organized status. The procedure as per Cadre Review guidelines issued by the DoPT on 14/12/2010 needs to be followed and proposal submitted to DoPT along with all necessary details. However, if it is intended to retain the cadre as Group &#8216;B&#8217;/Group &#8216;C&#8217; and not as Group &#8216;A&#8217;, the proposal may be revisited accordingly in consultation with DoE and while revisiting the provisions of DR element at JTS, 30% NFSG, NFU etc. which are characteristic/attributes of organized Group &#8216;A&#8217; service may be withdrawn.</p></blockquote>
<p>3. E-in-C&#8217;s Branch is requested to review the Cadre Review proposal and resubmit the file in the light of DoPT instructions whether they intend to retain the cadre as Group &#8216;B&#8217;/ Group &#8216;C&#8217; or intend to create an Organised Group &#8216;A&#8217; service. Based on the inputs, the proposal will be resubmitted to DoE if it is decided to retain the Cadre as Group &#8216;B&#8217;/Group &#8216;C&#8217; or will be taken up with DoPT as per the guidelines if the intention is to create an Organised Gr &#8216;A&#8217; Service.</p>
<p>4. Further, E-in-C&#8217;s Branch is requested to keep the Pay and Allowances of Barrack and Stores Cadre (BSO and above) in abeyance in light of the DoPT instructions till finalization of the case and in case pay fixation of the posts (BSO and above) have been carried out immediate steps may be taken to withdraw the same.</p>
<p>5. This issues with the approval of competent authority.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><strong>RATION MONEY ALLOWANCE</strong></span></p>
<p>As per the provisions of Govt. of India, Ministry of Defence letter No. 03(01)/2016/D(QS) dt. 31st July 2017, provision of free ration for officers of Defence Forces was discontinued in peace areas. Ration Money Allowance will be admitted by PCDA(O) by Direct Benefit Transfer (DBT) through individual bank accounts. Amount of Ration Money will be remitted alongwith the salary and reflected in Pay Slip as ‘Ration Money Allowance”</p>
<p><strong>SOP FOR CLAIMING RATION MONEY/ RATION ALLOWANCE :</strong></p>
<p>(1) Ration Money will be admitted based on the Part-II order published by the units.</p>
<p>(2) Ration money will be admitted as per the monthly rate of Ration Money Allowance by Govt. from time to time.</p>
<p>(3) The casualty will be published in the Part- II notifying casualty POSIN (Posting in) and admissible from the date of TOS (Taken on strength of new unit)</p>
<p>(4) Ration money will continue to be admitted till receipt of Part-II order for &#8216;POSOUT&#8217;/&#8217;STPRMONY&#8217;</p>
<p>(5) Officer on Ty. Duty is not entitled to Ration Money, however, ration money paid during ty. duty period will be adjusted by &#8216;T&#8217; wing while processing the claim for temporary duty.</p>
<p>(6) Copy of initial Part-II order for grant of Ration Money w.e.f. 01.07.2017 should be supported with a certificate for &#8216;Non-drawal of Ration Money in cash or kind beyond 01.07.2017 till the date of publication of Part-II order for GTDRMONY&#8217; for grant of Ration Money by this office.</p>
<p><strong>Amendment to revised Documentation Procedure for publication of Part-II Orders (Officers) for claiming Ration Money/Ration Allowance is as follows :</strong></p>
<p><strong>1. Ration Money Allowance (in peace)</strong><br />
A new code is to be generated for Ration Money Allowance to officers posted in peace area and the same is to be published on POSIN/POSOUT, as the case may be.</p>

<p>A certificate to the effect is also be enclosed with the DO Part II orders:<br />

<p>ii. The officer is posted to peace station i.e………………. (name of the station)</p>
<p>iii. No free messing/ration in kind was provided for the period.</p>
<p>iv. The officer has not claimed, paid Daily Messing Allowance for the period for which Ration Money Allowance is claimed.</p>

<p>Subject: <strong>Payment of Dearness Allowance to Armed Forces Officers and Personnel Below Officer Rank including NCs(E) &#8211; Revised rates effective from 01.07.2018.</strong></p>
<p>Sir,<br />
I am directed to refer to this Ministry&#8217;s letter No. 1(2)/2004- D(Pay/Services) dated 28th March 2018, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of <strong>7% to 9%</strong> with effect from 01.07.2018.</p>
<p>2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per <em><strong>7th CPC</strong></em> recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>
<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel.</p>
<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>
<p>5. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 257-PA dated 17.09.2018 based on Ministry of Finance (Department of Expenditure) O.M. No. 1/2/2018-E.II(B), dated 7th September 2018.</p>

<p>Subject: <strong>Benchmark for financial upgradation under MACP &#8211; clarification regarding</strong></p>
<p>Clarification was sought from DoP&amp;T on the issue of benchmark criteria for grant of financial upgradation under MACP. Now, the requisite clarification has been furnished by DoP&amp;T vide their Comm. No.1313743/CR/18 dated 22.06.2018, contents of which are reproduced below for information and compliance:</p>
<p>&#8220;With regard to the query of M/o Defence on the issue of bench mark for grant of MACP, it may be stated that DoP&amp;T has issued OM No. 35034/3/2015-Estt.(D) dated 28.09.2016 enhancing benchmark from &#8216;Good&#8217; to &#8216;Very Good&#8217; for all the posts for grant of financial upgradation under the MACPs as per the recommendations of 7th CPC. The above said OM was given effect from 25.07.2016 i.e. the date of acceptance of 7th CPC recommendations. Therefore, in cases where MACP falls due on or after 25.07.2016, the revised benchmark of Very Good&#8217; is to be followed. In other words, the overall grading of the APARs reckonable for grant of <strong>MACP</strong> should be atleast &#8216;Very Good&#8217;.</p>
<p>Instructions prescribing modalities of implementation of 7th CPC recommendations for enhancing the benchmark from &#8216;Good&#8217; to &#8216;Very Good&#8217; in respect of promotion, is yet to be issued. The matter is under consideration.&#8221;</p>

<p>Subject: <strong>Modification of Level-12A and 13 of Defence Pay Matrix &#8211; Issues regarding.</strong></p>
<p>The undersigned is directed to invite attention to the Pay Matrix contained in Part A of the Schedule of the Army Officers Pay Rules, 2017; Air Force Officers Pay Rules, 2017 and Navy Officers Pay Regulations, 2017 as promulgated vide SRO Nos. 12(E), 13(E) and 14(E) respectively dated 03rd May, 2017, where the Level-12A starts at Rs.1,16,700 at Cell one and ends at Rs.2,10,700 at Cell twenty one and Level-13 of the Pay Matrix starts at Rs.125,700 at Cell one and ends at Rs.2,14,000 at Cell nineteen and to state that in terms of Army Officers Pay (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017 promulgated vide SRO Nos.17(E), 18(E) and 19(E) respectively dated 06th July, 2017, the said Levels 12A and 13 of the Pay Matrix have been modified. The modified Level 12A starts at Rs.1,21,200 at Cell one and ends at Rs.2,12,400 at Cell twenty. The modified Level 13 starts at Rs.1,30,600 at Cell one and ends at Rs.2,15,900 at Cell eighteen.</p>
<p>2. The modified Levels 12A and 13 in terms of the Army Officers Pay (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017 take effect from 1st January, 2016. Accordingly, the earlier Levels 12A and 13 of the Pay Matrix as contained in Army Officers Pay Rules, 2017; Air Force Officers Pay Rules, 2017 and Navy Officers Pay Regulations, 2017 notified on 03.05.2017 and effective from 1st January, 2016 have become non-existent ab-initio with the promulgation of the Army Officers Pay (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017. The modified Levels 12A and 13 are an improvement on the earlier Levels 12A and 13 in as much as the earlier Levels 12 and 13 are based on the ‘Index of Rationalisation&#8217; (IOR) of 2.57, whereas the modified Levels 12A and 13 are based on the IOR of 2.67. It is for this reason of improvement that the modified Level 12A begins at Rs. 1,21,200 and Level 13 begins at Rs. 1,30,600, as against the earlier Levels 12A and 13 which began at Rs 1,16,700 and Rs. 125,700 respectively.</p>
<p>3. Consequent upon the aforesaid modification of Level-12A and Level 13 in terms of the Army Officers Pay (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017 effective from 01.01.2016, pay in respect of those who are entitled to Level-12A or Level-13 either from 01.01.2016 or from any date later than 01.01.2016, shall be re-fixed by the fitment factor of 2.57 as contained in Rule 7(1)(i) of Army Officers Pay Rules, 2017 and Air Force Officers Pay Rules, 2017 and Regulation 7(1)(i) of Navy Officers Pay Regulations, 2017 in the aforesaid respective modified Levels 12-A or 13 in supersession of the earlier pay fixation. The formula for fixation of pay based on the fitment factor of 2.57, as contained in the ibid Pay Rules/Pay Regulations, 2017 has not been modified by the aforesaid Pay (Amendment) Rules. The fitment factor of 2.57 is uniformly applicable for all employees for the purpose of fixation of pay in all the Levels of Pay Matrix. Some issues regarding re-fixation of pay and the decisions thereon are brought in the succeeding paragraphs for compliance.</p>
<p><em><strong>Issue No. 1 &#8211; Whether pay in the Level-12A and 13 is to be fixed by multiplying by a factor of 2.57 or 2.67</strong></em></p>
<p>4. Pay in the Levels-12A and 13 of the Pay Matrix, as provided for in the Army Officers Pay (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017, shall continue to be fixed based on the fitment factor of 2.57 as already provided for in Rule 7(1) (i) of Army Officers Pay Rules, 2017 and Air Force Officers Pay Rules, 2017 and Regulation 7(1) (i) of Navy Officers Pay Regulations, 2017. In case pay has been fixed in the modified Levels-12A and 13 by way of fitment factor of 2.67, the same is contrary to the Rules and is liable to be rectified and excess amount recovered forthwith. For more clarification, Issue no.1 mentioned in Ministry of Finance OM No. 4-6/2017-IC/E-III(A) dated 28.09.2017 may be referred to.</p>
<p><strong>Issue No. 2 Pay re-fixed in the modified Level-12A and 13 working out lower than the pay fixed in the earlier Level-12A and 13</strong></p>
<p>5. Pay in respect of those, who are entitled to Levels 12A or 13 either from 1.1.2016 or from any date later than 1.1.2016, has to be re-fixed in the modified Level 12A or 13 and the pay as earlier fixed in the earlier Level 12A or 13 gets automatically rescinded. Therefore, pay, as fixed in the modified Level 12A or 13 in terms of Rule 7 of Army Officers Pay Rules, 2017 and Air Force Officers Pay Rules, 2017 and Regulation 7 of Navy Officers Pay Regulations, 2017 in case of those who were drawing pay in the pre-revised pay structure in PB-4 plus Grade Pay of Rs.8000 or Rs. 8700 as the case may be, as on 31.12.2015 or in terms of Rule/Regulation 12 thereof in case of those promoted to Levels 12A and 13 on or after 1.1.2016, shall now be the pay for all purposes.</p>
<p>6. It has been decided that if the pay re-fixed strictly as per Rule/Regulation 7 or Rule/Regulation 12, as the case may be, of the Army Officers Pay Rules, 2017; Air Force Officers Pay Rules, 2017 and Navy Officers Pay Regulations, 2017 in the Levels-12A and 13 based on the Pay Matrix contained in the Army Officers Pay (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017 (as per the fitment factor of 2.57) happens to be lower than the pay as earlier fixed as per the said Rules (fitment factor of 2.57) in the earlier Levels-12A and 13, then while the pay as re-fixed shall be the pay as applicable to the concerned employee for all purposes, any recovery of over payment on account of such re-fixation during the period up to 31.7.2017, the month in which the Army Pay Officers (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017 have been issued, shall be waived. For more clarification, Issue no. 2 mentioned in Ministry of Finance OM No. 4-6/2017-IC/E-III(A) dated 28.09.2017 may be referred to.</p>
<p><em><strong>Issue No. 3 &#8211; Re-exercise of option for coming over to the Revised Pay structure in case of Level 12A and 13</strong></em></p>
<p>7. It has been decided that since the modification of the Levels 12A and 13 as per Army Officers Pay (Amendment) Rules, 2017; Air Force Officers Pay (Amendment) Rules, 2017 and Navy Officers Pay (Amendment) Regulations, 2017 is a material change, the employees, who were entitled to Level 12A or 13 as on 1.1.2016 and who had already opted for the earlier Level 12A or 13 as per Rules 5 and 6 of the Army Officers Pay Rules, 2017; Air Force Officers Pay Rules, 2017 and Navy Officers Pay Regulations, 2017, shall be given an opportunity for re-exercise of their option there under. Such an option may be exercised within three months from the date of issue of these orders.</p>

<p>Subject: <strong>Waival of revenue stamp for all payments on the basis of ECS</strong></p>
<p>A point has been scheduled to be raised in the forthcoming 23rd Ordinary Meeting of OFB JCM-III Level regarding affixing of Revenue Stamp on bills etc. It is alleged that some factories are insisting to affix Revenue stamp on bills above Rs 5000/- on or bills above Rs 25000/- while making payments through banks. In this connection please find enclosed herewith this office letter bearing No Pay Tech-I/0195 dated 8/12/2011 wherein detailed guidelines have been elaborated. It is, therefore, advised to follow scrupulously the guidelines laid down therein to avoid unnecessary confusion/ doubt while making payments made through ECS.</p>

<p>With reference to above cited letter please refer to Exception below Rule 92(1) of Swamy&#8217;s Compilation of Central Government Account, Receipts and Payments Rules which states- &#8220;In case of payment credited directly to the bank account of the officers/staff the acknowledgement of the bank branches for the cheque sent to them is to be watched by the Drawing and Disbursing Officers and confirmation made to Pay and Accounts Office. No formal quittance is to be obtained from the bank or officers/staff&#8221;. As such stamped receipt may not be insisted upon if payment is made through ECS.</p>

<p>Subject: <strong><em>Payment of Dearness Allowance to Armed Forces Officers and Personnel Below Officer Rank including NCs(E) &#8211; Revised rates effective from 1st January, 2018.</em></strong></p>

<p>Sir,<br />
I am directed to refer to this Ministry’s letter No.1(2)/2004/D(Pay/Services) dated 3rd October 2017, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 5% to 7% of the basic pay with effect from 1st January, 2018.</p>
<p>&nbsp;</p>
<p>2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc</p>
<p>&nbsp;</p>
<p>3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel.</p>
<p>&nbsp;</p>
<p>4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>
<p>&nbsp;</p>
<p>5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2018.</p>
<p>&nbsp;</p>
<p>6. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No.79-PA dated 26.03.18 based on Ministry of Finance (Department of Expenditure) O.M. No.1/1/2018-E.II(B), dated 15th March, 2018.</p>
