<h3 class="wp-block-heading">Subject: Guidelines for execution of Scoring System for Implementation of National Programme for Civil Services Capacity Building &#8211; Mission Karmayogi.</h3>



<p>The undersigned is directed to refer to this Department’s OM of even number dated 18.12.2024 (copy enclosed) vide which introducing of scoring system for implementation of National Programme for Civil Services Capacity Building &#8211; Mission Karmayogi was circulated to all Ministries/ Departments to dedicate their efforts through their Capacity Building Units to maximize participation and adherence to the scoring framework in order to align the capacity-building plans and complete necessary activities, such as employee onboarding and competency mapping, to ensure successful integration into the scoring framework.</p>



<p>2. To provide a structured approach to the monitoring and evaluation activities necessary for such a large and significant program, a comprehensive M&amp;E framework comprising of Key Performance Indicators (KPIs) has also been developed and notified vide this Department’s O.M. <strong>dated 08.08.2024</strong> (Copy enclosed). KPIs are based on the program’s key activities, which are crucial for achieving its objectives. The framework shall aid various stakeholders identified in Karmayogi Guidelines i.e. DoPT, SPV &#8211; Karmayogi Bharat (KB), Capacity Building Commission (CBC), Ministries/ Departments/ Organisations (MDOs) and Civil Services Training Institutes (CSTIs) in efficiently overseeing the implementation of Mission Karmayogi.</p>



<p>3. Now in continuation to the aforesaid O.Ms., the guidelines to execute the Scoring system are being issued detailing the roles and responsibilities of Ministries/Departments, Karmayogi Bharat, Capacity Building Commission and relevant timelines as under:</p>



<p><strong>I. Role of Ministries/Departments:&nbsp;</strong>Ministries/Departments(M/D) shall –</p>



<ul class="wp-block-list">
<li>Ensure that all officials including contractual workforce and outsourced personnel are on-boarded on the iGOT Karmayogi platform hereby also referred to as iGOT.</li>



<li>Furnish information on employee strength at M/D Headquarters including contractual/outsourced workforce etc. (ref. DoPT’s letter dated 29th October 2024, F. No.T-28/112/2024-iGOT) and submit requisite details through the Google Form (link provided in the aforementioned letter).</li>



<li>Ensure that correct information on employee strength is updated on iGOT Karmayogi Platform through department’s MDO admin portal under Staff Details tab.</li>



<li>Validate the officials on-boarded on the platform under respective Ministry/Department. Officials who are incorrectly mapped to a M/D shall be marked as “Not my User” through MDO Admin portal.</li>



<li>Identify the domain competencies required by officials at all levels in the M/D and</li>



<li>Communicate the domain competency requirement to all officials via circulars and internal notifications. This activity shall be completed within 2 months from the date of issue of this OM.</li>



<li>Update the ACBPs of the respective M/D to reflect the identified domain competencies. All ACBPs shall incorporate identified domain competencies, ensuring inclusion of domain courses in the respective training calendars.</li>



<li>Upload the designation wise domain competency requirement and proficiency level on iGOT Karmayogi Platform with the support of SPV-KB.</li>



<li>Ensure that courses are tagged to all identified competencies and proficiency level.
<ol class="wp-block-list">
<li>For the competencies that already have corresponding courses on iGOT<br />Karmayogi portal, map the courses to all employees through the “Training<br />Plan”. This would ensure that users can view the list of courses he/she has to<br />undertake on the “My iGOT” section of the portal.</li>



<li>For competencies that do not have any existing course on iGOT, M/Ds shall ensure availability of courses on priority on the platform. If a Subject Matter Expert (SME) from within the M/D (including the training institutes) is available, services of agencies empanelled by SPV-KB may be utilised for creating courses. If an in-house SME is not available, M/D can request SPV-KB to procure/ create the courses from outside the M/D (including private institutions).</li>
</ol>
</li>



<li>Monitor progress regularly on various KPIs (Ref. DoPT’s letter dated 8th August 2024, No.T-28/62/2024-iGOT) and encourage officials to take up ACBP courses on iGOT.</li>
</ul>



<p><strong>II. Role of Capacity Building Commission:</strong> CBC shall &#8211;</p>



<ul class="wp-block-list">
<li>Assist Ministries/Departments by enabling CBUs to conduct the process of identification of domain competency requirement of each M/D.</li>



<li>Guide the M/Ds in the process of updating the ACBPs of the to reflect the identified domain competencies.</li>



<li>Utilize its network of knowledge experts to facilitate M/Ds for course creation on domain competencies identified by M/Ds.</li>
</ul>



<p>III.&nbsp;<strong>Role of SPV-Karmayogi Bharat:</strong>&nbsp;The SPV — KB shall –</p>



<ol class="wp-block-list">
<li>Enable the mapping of all courses to the competencies and proficiency level.</li>



<li>Facilitate data cleaning on the iGOT portal by providing support to the MDO admins to ensure user profiles reflect their correct MDO, and designation/role.</li>



<li>Ensure that functionality to upload staff details is available on MDO admin portal for each M/D.</li>



<li>Facilitate creation of courses by SMEs in the M/D. If in-house SME is not available for any competency, KB shall procure/create such courses on demand.</li>



<li>Make M/D scorecards available on MDO Leader and MDO admin portals with clear visibility of scores for each criterion. M/Ds shall use these scorecards for real time tracking of their progress in Mission Karmayogi.</li>



<li>Develop the Karmayogi Dashboard for enabling, inter alia,
<ol class="wp-block-list">
<li>Insights to drive decision making</li>



<li>Seamless access to required information</li>



<li>Key Performance Indicators for all Departments</li>



<li>Relative rankings of all Departments based on the Departmental Scorecards</li>



<li>Top 5 Ministries/ Departments every quarter based on Departmental Scorecards</li>
</ol>
</li>
</ol>



<p><strong>IV. Role of DoPT:</strong> DoPT shall &#8211;</p>



<ol class="wp-block-list">
<li>Coordinate with various stakeholders to facilitate the implementation of Scoring System and Mission Karmayogi and provide requisite guidance and support</li>



<li>Review, refine, and update the Scoring System, revising focus areas as and when necessary.</li>



<li>Oversee and monitor the performance of Ministries/ Departments (M/Ds) vis-a-vis the Key Performance Indicators (KPIs) outlined in the Monitoring and Evaluation (M&amp;E) framework and the Scoring System</li>
</ol>



<p>4. All Ministries and Departments are requested to ensure strict adherence and compliance with the aforementioned guidelines to facilitate successful assessment of the KPIs using the scoring framework as outlined.</p>

<h3 class="wp-block-heading">Subject: Requirement of completing/ clearing a course related to procedural steps for holding Disciplinary Proceedings/ Departmental Inquiries by Inquiring Authorities (IAs)/ Inquiry Officers (IOs), on iGOT Karmayogi Platform</h3>



<p>Department of Personnel and Training has issued several instructions, in the past, for streamlining of conduct of Disciplinary Proceedings in order to reduce delay and to ensure expeditious disposal of Disciplinary cases. Besides, this Department has been emphasizing upon the need for conforming with the procedures prescribed in the Central Civil Services (Classification, Control and Appeal) Rules, 1965 {CCS(CCA) Rules, 1965}, as amended from time to time, while handling disciplinary proceedings conducted in Ministries/Departments. It is imperative that the inquiry is conducted strictly in accordance with the procedures prescribed for this purpose. However, it has been observed that, many a time, Hon’ble Administrative Tribunals and Courts have held the proceedings, concluded by the Inquiry Officer, as non-est for not being in conformity with the laid down procedure. Moreover, in several cases, referred to this Department by the Administrative Ministries/ Departments for advice, it has been noticed that Inquiring Authorities/ Inquiry Officers sometimes inadvertently miss the essential steps while conducting inquiry, in most of cases, due to lack of thorough knowledge of the procedures prescribed for conducting departmental proceedings; thereby committing avoidable lapses, which result in setting aside of inquiry by the Tribunals/ Courts.</p>



<p>2. In order to avoid such a situation and with a view to strengthening the knowledge base and skill of IAs/ IOs in handling a Departmental Inquiry, it has been decided that, in future, it may be ensured that IAs/IOs are mandated to clear a course related to procedural steps for holding Disciplinary Proceedings/ Departmental Inquiries, on iGOT Platform  <em>(<a href="https://igotkarmayogi.gov.in" target="_blank" rel="noreferrer noopener">https://igotkarmayogi.gov.in</a> OR iGOT Karmayogi App)</em>  One such course available on the iGOT Platform is “Conduct of Enquiry in Disciplinary Matters”.</p>



<p>3. All Ministries/ Departments are, therefore, requested to ensure that Officers being designated as IAs/ IOs complete/ clear the said course on iGOT Karmayogi Platform, so as to avoid the avoidable lapses in conduct of a Departmental Inquiry.</p>

<h3 class="wp-block-heading">Cabinet approves “Mission Karmayogi” &#8211; National Programme for Civil Services Capacity Building (NPCSCB) New National Architecture for Civil Services Capacity Building</h3>



<p><strong>Comprehensive reform of the capacity building apparatus at individual, institutional and process levels for efficient public service delivery</strong></p>



<p><strong>PM led HR Council to approve and monitor Civil Service Capacity Building Plans</strong></p>



<p><strong>Capacity Building Commission to harmonize training standards, create shared faculty and resources, and have supervisory role over all Central Training Institutions</strong></p>



<p><strong>Wholly owned SPV to own and operate the online learning platform and facilitate world-class learning content market-place.</strong></p>



<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved launching of a National Programme for Civil Services Capacity Building (NPCSCB)with the following institutional framework:-</p>



<p>(i) Prime Minister’s Public Human Resources (HR) Council,</p>



<p>(ii) Capacity Building Commission.</p>



<p>(iii) Special Purpose Vehicle for owning and operating the digital assets and the technological platform for online training,</p>



<p>(iv) Coordination Unit headed by the Cabinet Secretary.</p>



<h3 class="wp-block-heading">Salient Features</h3>



<p>NPCSCB has been carefully designed to lay the foundations for capacity building for Civil Servants so that they remain entrenched in Indian Culture and sensibilities and remain connected, with their roots, while they learn from the best institutions and practices across the world. The Programme will be delivered by setting up an Integrated Government Online Training-iGOT Karmayogi Platform. The core guiding principles of the Programme will be:</p>



<ul class="wp-block-list"><li>Supporting Transition from ‘Rules based’ to &#8216;Roles based&#8217; HR Management.Aligning work allocation of civil servants by matching their competencies to the requirements of the post.</li><li>To emphasize on ‘on-site learning’ to complement the ‘off-site’ learning,</li><li>To create an ecosystem of shared training infrastructure including that of learning materials, institutions and personnel</li><li>To calibrate all Civil Service positions to a Framework of Roles, Activities and Competencies (FRACs) approach and to create and deliver learning content relevant to the identified FRACs in every Government entity </li><li>To make available to all civil servants, an opportunity to continuously build and strengthen their Behavioral, Functional and Domain Competencies in their self-driven and mandated learning paths.</li><li>To enable all the Central Ministries and Departments and their Organizations to directly invest their resources towards co-creation and sharing the collaborative and common ecosystem of learning through an annual financial subscription for every employee,</li><li>To encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individual experts,</li><li>To undertake data analytics in respect of data emit provided by iGOT- Karmayogi pertaining to various aspects of capacity building, content creation, user feedback and mapping of competencies and identify areas for policy reforms.</li></ul>



<h3 class="wp-block-heading">Objectives</h3>



<p>It is also proposed to set up a Capacity Building Commission, with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis.</p>



<p>The role of Commission will be as under-</p>



<ul class="wp-block-list"><li>To assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans.</li><li>To exercise functional supervision over all Central Training Institutions dealing with civil services capacity building.</li><li>To create shared learning resources, including internal and external faculty and resource centers.</li><li>To coordinate and supervise the implementation of the Capacity Building Plans with the stakeholder Departments.</li><li>To make recommendations on standardization of training and capacity building, pedagogy and methodology</li><li>To set norms for common mid-career training programs across all civil services.</li><li>To suggest policy interventions required in the areas of HR Management and Capacity Building to the Government.</li></ul>



<p>iGOT-Karmayogi platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.</p>



<p>Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.</p>



<h3 class="wp-block-heading">Financial implications</h3>



<p>To cover around 46 lakh Central employees, a sum of Rs.510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a “not-for-profit” company and will own and manage iGOT-Karmayogiplatform. The SPV will create and operationalize the content, market place and manage key business services ofiGOT-Karmayogiplatform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the iGOT-Karmayogiplatform so as to generate a dashboard view of Key Performance Indicators.</p>



<h3 class="wp-block-heading">Background</h3>



<p>Capacity of Civil Services plays a vital role in rendering a wide variety of services, implementing welfare programs and performing core governance functions. A transformational change in Civil Service Capacity is proposed to be affectedby organically linking the transformation of work culture, strengthening public institutions and adopting modern technology to build civil service capacity with the overall aim of ensuring efficient delivery of services to citizens.</p>



<p>A Public Human Resources Council comprising of select Union Ministers, Chief Ministers, eminent public HR practitioners, thinkers, global thought leaders and Public Service functionaries under the Chairmanship of Hon’ble Prime Minister will serve as the apex body for providing strategic direction to the task of Civil Services Reform and capacity building.</p>
