<p>Sub: <strong>Pay anomaly in the Supervisory Cadre of Accounts Department, Ministry of Railways and pay disparity with other Supervisory Cadres of the Central Government Services.</strong></p>



<p>Your kind attention is invited towards our earlier letter dated 19th August, 2016, followed by reminders dated 24th May, 2017, January 14, 2019, 22nd August, 2019 and February 10, 2020, wherein it was requested that <strong>the benefit of Grade Pay Rs.5400 should be extended to the Supervisory Cadre in Accounts Department of the Ministry of <a aria-label="undefined (opens in a new tab)" href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railways</a> (who are the only left in this case) on completion of four years service in GP Rs.4800</strong>. It is worthwhile to mention here that the Supervisory Cadre of Accounts Department of the Railways is also entrusted with responsibilities of presenting Railway Accounts on widely accepted of accrual based Accounting in addition to presenting the Government Accounts as per requirements laid down in the Constitution of India. It would not be out of context to mention here that, Accounts Cadre is performing their duties under extreme pressure owing to huge number of vacancies and adopting modernization in technology.</p>

<p>Here it is worth-mentioning that, this issue is also an item of the <strong>Standing Committee of the NC/ JCM</strong>, wherein it was told to us that, a committee has been formed and the matter would be resolved shortly. Regrettably, despite regularly pursuing the matter for the last around four years, nothing more has been heard in this regard from your good offices, while an Unrecognized Association has been replied by the DoP&amp;T, vide letter No.19/2/2020- Estt.(Pay-I) dated 29th May, 2020, that this issue will be resolved within a few days. This practice is not fair as all such information should be routed through the NC/ JCM (Staff Side), that too to the Recognized Unions/ Associations.</p>



<p>As the matter has already been delayed badly, resulting in serious resentment amongst the affected staff, it would be in all appropriateness that the benefit of <strong>granting GP Rs.5400 should be extended to the Supervisory Cadre in Accounts Department of Ministry of Railways (who are the only left in this case) on completion of four years service in GP Rs.4800</strong>. This will help end pay disparity between the Organized Accounts Cadres of the Government of India. We do hope that, correspondence in future should be dealt with according to the established practice, i.e. through the Staff Side (JCM).</p>

<p class="has-text-align-center">Ministry of Personnel, Public Grievances &amp; Pensions<br /><strong>Special Recruitment Drive for Filling up of Vacant Posts</strong></p>



<p>Filling
 up of vacant posts is a continuing process. The recruitment agencies 
conduct recruitment process as per vacancies reported to them by the 
user departments. Based on vacancies reported by the user Departments, 
the <strong>Staff Selection Commission (SSC) </strong>has started recruitment process to fill up 1,05,338 posts during the year 2019 and 2020. During 2017-18, <strong>Centralized Employment Notifications (CENs)</strong>
 for 1,27,573 combined vacancies of various Group &#8216;C&#8217; and Level-1 posts 
were notified by the Ministry of Railways &#8211; for new and future vacancies
 to arise in two yearstime. Another five CENs covering 1,56,138 
vacancies of various Group &#8216;C&#8217; and Level-1 posts were issued in 2018-19.
 The Department of Posts has also conducted examination/notified to fill
 up 19,522 vacancies, other than those to be filled up through SSC, in 
various grades. Thus, recruitment process to fill up 4,08,591 vacancies 
by just three agencies viz. the <strong>SSC, Ministry of Railways and Department of Posts</strong>, is in progress.</p>

 Public Grievances &amp; Pensions, Atomic Energy and Space, DrJitendra

<p>Sub: <strong>Deployment of ECRC staff in Ticket checking activities.</strong></p>
<p>It has been observed that due to vacancies in ticket checking cadre, zonal Railways are facing problems in ensuring manning of reserved coaches, leaving a scope for leakage of revenue of Indian Railway and also causing inconvenience to the passengers.</p>
<p>1.1 Further, it has been observed that more than 65% of reserved tickets are now being booked through internet which has resulted in reduction in requirement of ECRC staff.</p>
<p>2. In order to optimize the human resource available in the Commercial Department, Board (CRB,FC,MS and MT) have decided that, as a temporary measure, wherever possible the ECRC staff may be engaged in stationary ticket checking activities and the stationary ticket checking staff may be entrusted with on board ticket checking activities. Necessary training must be imparted to the ECRC staff before being utilized for ticket checking duties.</p>

<p>Subject : <strong>Grant of ad-hoc bonus for 30 days to the Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel for the financial year 2017-2018. </strong></p>
<p>The President is pleased to decide that all Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2017-2018, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)&#8217;s OM No. 7/4/2014/E.III9A), dt. 29th August, 2016.</p>
<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>
<blockquote><p>a) Only those Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel who were in service on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).</p>
<p>b) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs. 7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)</p>
<p>c) All payments under these orders will be rounded off to the nearest rupee.</p>
<p>d) Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure.</p>
<p>e) All the Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.</p></blockquote>
<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<strong>Ministry of Railways extends all possible help to people of Kerala to combat floods</strong></p>
<p>Indian Railways has restored all affected tracks, normal Rail traffic is being restored from today</p>
<p style="text-align: right;">21 AUG 2018</p>
<p><strong>Due to unprecedented intense rain during south west monsoon during the last one week, and consequent opening of about 36 dams in  state of Kerala, 3 Divisions of Southern Railway were severely affected with heavy flash floods, land slips, boulder falling on track etc from 16.08.2018 as detailed below:-</strong></p>
<p>a)      In Thiruvananthapuram Division, Water level rose above danger level across 11 bridges, track got submerged at 3 locations, embankment washed away at 3 locations, Earth slips occurred at 7 locations over various sections.</p>
<p>b)      In Palakkad Division, Water level rose above danger level across 10 bridges and track got submerged at one location.</p>
<p>c)      In Madurai Division, earth slip and falling of boulders occurred at 6 locations.</p>
<p>d)      Railway team worked with dedication round the clock to clear the hurdles in the flood hit sections and all sections in the main route of Kerala were opened 20th August 2018 as below:</p>
<blockquote><p>Ø  Thiruvananthapuram (TVC) to Nagarcoil (NCJ) section was suspended from 0700 hrs of 15.8.2018 and was given fit from 09.30 hrs of 16.8.2018.</p>
<p>Ø  Ernakulam (ERS) &#8211; Kottayam (KTYM) suspended from 1600 hrs of 16.8.18, and given  fit from 20 hrs of  19.08.2018.</p>
<p>Ø  Ernakulam (ERS) &#8211; Shoranur (SRR) suspended from 1200 hrs of 16.8.18, and  was given fit from 2315 hrs of 19.08.2018.</p>
<p>Ø  Palakkad (PGT) &#8211; Shoranur (SRR) suspended from 1600hrs of 16.8.18 and was given fit at 0815hrs of 18.08.2018.</p>
<p>Ø  Shoranur (SRR) &#8211; Kozhikkode (CLT) suspended from 1600hrs of 16.8.18 and  was given fit at  0845 hrs of 19.8.18.</p>
<p>Ø  Kollam(QLN) &#8211; Punalur (PUU) section was  given fit on 20.08.2018.</p>
<p>Ø   Punalur (PUU) &#8211; Senkottai (SCT) and Thrissur (TCR) &#8211; Gururvayur (GUV) branch lines with heavy damages and falling of large amounts of boulders are also being attended on war foot basis, likely to be ready  within  two three days.</p></blockquote>
<p>e)      A total number of 9 track machines were deployed round the clock to repair the tracks.</p>
<p>f)       7 special trains carrying boulders, sand and ballast were sent for the restoration of affected track and embankment portions.</p>
<p>g)      HQ and Divisional team of about 30 Officers, 45 Supervisors and about 450 Railway Staff worked round the clock braving rain and water at adverse conditions with dedication and sincerity to restore the tracks on priority to give connectivity to state of Kerala at this critical time.</p>
<p>h)      Almost All the train services  except for few for want of pairing rakes are restored from today.</p>
<h2>Specials Trains to help stranded Passengers in Kerala :</h2>
<p>Ø  61 Passenger specials were run in Thiruvanathapuram and  Palakkad Divisions to connect stranded passengers.  In particular, Thiruvananthapuram- Ernakulam section was connected by passenger Special Trains via Alleppey,  which was not affected during the flood period every 3 hrs,  helping all for the movement of people, rescue and relief team. This was appreciated by press and media widely.</p>
<p>Ø  13 Express specials were run from Ernakulam and  Thiruvananthapuram, via Madurai from 17.08.2018 to 20.08.2018. Out of the above,</p>
<p>Ø  4 Trains from Ernakulam  to Chennai Egmore,</p>
<p>Ø  3 Trains from Ernakulam to Santragachi,</p>
<p>Ø  1 Train  between Thiruvananthapuram  and Howrah,</p>
<p>Ø  1Train between Thiruvananthapuram and  Silchar ,</p>
<p>Ø  1 Train from Thiruvananthapuram  to Gorakhpur,</p>
<p>Ø  1 Train between  Kochuveli and Bhubaneswar,</p>
<p>Ø  2 Trains from Chennai Egmore to Ernakulam were run.</p>
<p>Ø  Among these, 3 specials were run from Ernakulam and Thiruvananthpuram  to Santragachi based on the request  from State Government  of West Bengal.</p>
<p>Ø 1 special train from Kochuveli, Thiruvananthapuram  to Bhubaneswar was run today on the request of State Government of Odisha.</p>
<h2>Three Water rake Specials to Kerala:</h2>
<p>Ø  Southern Railway dispatched first water special with 7 BRN wagons carrying 2.8 lakh litres of water from Erode Jn Station to Kayankulam on 18.08.2018.</p>
<p>Ø  Second water special from Erode with 10 BRN wagons carrying 3.2 lakh litre of water also reached Tiruvalla on 20.08.2018.</p>
<p>Ø  Third water tank special with 29 tank wagons carrying 14.5 lakh litre of water which was dispatched from Pune on 18.8.2018 has reached Ernakulam on 20.08.2018.</p>
<p>Ø  Railways are running more water specials to meet the request of State Govt.</p>
<h2>Three lakh Rail Neer Bottles from IRCTC Plants in Southern Railway:</h2>
<p>Ø  Railway arranged 2 lakh numbers of one litre bottle of Rail Neer water to Flood Ravaged Kerala through Thiruvananthapuram Division.</p>
<p>Ø   Another one lakh bottles are getting ready to be delivered.</p>
<p>Ø    Railway Officials at Headquarters and Divisional Levels are coordinating with state Government officials of Kerala for the movement of the water bottles to required destination.</p>
<h2>Deployment of Professional Swimmers:</h2>
<p>Ø  10 employees who are Professional Swimmers of Thiruvananthapuram Division of Southern Railway were deputed to help in relief/rescue operations in connection with the flood affected areas in the district of Pattanamthitta for a period of 5 days, which was very much appreciated.</p>
<h2>Contributions to Kerala CM&#8217;s Relief Fund:</h2>
<p>Ø  Rs.65 lakh was contributed by the Officers and staff of Trivandrum Division to Chief Minister of Kerala Relief Fund to assist flood victims. Divisional Railway manger Trivandrum handed over the cheque to Honorable Chief Minister of Kerala on 20.08.2018.</p>
<p>&nbsp;</p>
<h2>Free transportation of Rice Train Special from Chhattisgarh:</h2>
<p>Ø  One rake containing 2500 tons of Rice dispatched from Raipur to Kazhakutam by Chhattisgarh Government to support flood victims of KeralaRailways didn&#8217;t charge any freight for this consignment. The rake is on run to the destination and is being closely monitored.</p>
<h2>Free Transport of Relief Materials to Kerala:</h2>
<p>Ø  Railway is arranging free transport of flood relief materials till 31st August, 2018 to Stations in Kerala.</p>
<p>Ø   Apart from government agencies, reputed organizations approved by DRMs were permitted to load the materials free of cost, to Stations within Kerala..</p>
<p>Ø  Help desks are opened in 11 major Parcel offices across Southern Railway. viz., .Chennai Central Chennai Egmore .Madurai Tiruchchirappalli.Salem Tirunelveli. Villupuram, Karur.Tirupur.Erode  and Coimbatore stations.</p>
<h2>Blankets &amp; Bed sheets being given to needy:</h2>
<p>Ø  3000 bedsheets and 300 blankets are already handed over to the relief authorities by Thiruvananthapuram Division.</p>
<p>Ø  4000 bed sheets and 700 blankets are also being arranged from six division’s to Sr DCM Trivandrum to be handed over to Relief Authorities.</p>
<h2>South Western Railway VPU with support materials:</h2>
<p>Ø  One VPU loaded with flood relief materials containing Rice, Dal, Sooji, Atta, oils, sugar, clothes, medicines, bleaching powder , etc., sent by SWR from Yashvantpur to Palakkad Division by Train No.16515 for distribution in Kerala.</p>
<h2>Water Purifiers, and other materials:</h2>
<p>Ø  150 Water purifiers sent by Train No.12626 has reached Piravam Road of  Kerala today for distribution.</p>
<p>Ø  Food packages, medicines, sanitary napkins, biscuits, soaps, etc., received at Parcel Help Desks are being dispatched to Kerala at regular intervals on priority.</p>
<h2>Southern Railway(SR) Medical Aid through St.John’s Ambulance Brigade Service:</h2>
<p>Ø   SR Opened First-aid Booths at major railway stations viz., Tiruvalla, Kottayam, Ernakulam and Chengannur.</p>
<p>Ø  8 Lakhs worth of medical relief materials mobilized are being taken to Chengannur for distribution.</p>
<h2>Southern Railway&#8217;s helping hand in all possible ways:</h2>
<p>Ø  Special control cells were opened in Trivandrum and Palakkad control Office which were coordinated by  officers / Commercial inspectors</p>
<p>Ø  Help desks, Enquiry Counters, Ticket refund Counters were opened at Trivandrum Central, Ernakulam Jn, Alleppey, Nagercoil, Thrissur, Mangalore Central, Kannur, Kozhikkode, Palakkad, Shoranur stations to help passengers.</p>
<p>Ø  Press and media bulletins were released frequently to update public on trains services and relief/restoration works.</p>
<h2>Shelter Arrangements free of cost:</h2>
<p>Ø  Paid AC waiting halls were opened to all passengers free of cost in both the divisions.</p>
<p>Ø  Stranded passengers were accommodated in Panchayat community Centre Schools at Shoranur.</p>
<p>Ø  At Chengannur, the pilgrimage Centre at the Railway premises has been converted into relief camp. More than 200 people have taken shelter there. Food packets and drinking water is being arranged by State Government officials.</p>
<p>Ø  At different stations and locations station staff are actively helping the NDRF officials in rescuing the people who are stranded and taken shelter at Railway Stations Specially in Chalakkudi and Kottayam section of Trivandrum division and Shoranur station of Palakkad   division.</p>
<h2>Food Arrangements free of cost:</h2>
<p>Ø   At all major stations, Trivandrum and Palakkad the catering establishments are operated round the clock and food supplied to the needy on payment basis.</p>
<p>Ø  Arrangements were made to supply food packets through NGO for stranded passengers in Aluva–Wadakkanchery section of Trivandrum and Shoranur in Palakkad division.</p>
<p>Ø  Food packets were distributed to staff working in the section Shoranur – Calicut section.</p>
<p>Ø  12000 Food packets were arranged at Chalakkudi and Aluva during 16th to 18th August 2018.</p>
<p>Ø  The staff of divisional office collected relief materials worth Rs 4 lakh which was also handed over to the district administration.</p>
<h2>Rescue efforts of SR along with NDRF/State Govt:</h2>
<p>Ø  At Chalakkudi station which was marooned in floods, many rescue attempts were spearheaded by the Railway staff in coordination with the NDRF authorities and finally all 50 persons including Railway staff were rescued.</p>
<p>Ø  Nearly 1000 locals were rescued by tower car operated in the traffic near Ernakulam on 17th and 18th August. A pregnant lady was rescued by boat from Chovvara station and airlifted to Thrissur, which was widely appreciated.</p>

<p>The issue regarding accepting Aadhaar and Driving Licence as valid proof of identity when presented from digital locker account of the passenger has been examined by Ministry of Railways and it has been decided that while undertaking journey in a train, if a passenger shows the Aadhaar/Driving Licence from the &#8216;Issued Documents&#8217; section by logging into his/her DigiLocker account, the same should be considered as valid proof of identity. It is, however, clarified that the documents uploaded by the user himself/herself (i.e. the documents in &#8216;Uploaded Documents&#8217; section) will not be considered as a valid proof of identity.</p>
<p>At present, the following proofs of identity are considered as valid for undertaking journey in any reserved class of Indian Railways :-</p>
<p>I. Voter Photo identity card issued by Election Commission of India</p>
<p>II. Passport</p>
<p>III. PAN Card issued by Income Tax Department</p>
<p>IV. Driving License issued by RTO</p>
<p>V. Photo identity card having serial number issued by Central/State Government</p>
<p>VI. Student Identity Card with photograph issued by recognized School/College for their students</p>
<p>VII. Nationalised Bank Passbook with photograph</p>
<p>VIII. Credit Cards issued by Banks with laminated photograph</p>
<p>IX. Unique Identification Card-Aadhaar, m-Aadhaar &amp; e-Aadhaar</p>
<p>X. Photo Identity cards having serial number issued by Public Sector Undertakings of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations</p>
<p>XI.    In case of reserved tickets booked through computerized Passenger Reservation System (PRS) counters, for undertaking journey in Sleeper (SL) &amp; Second Reserved Sitting (2S) classes, attested photocopy of Ration Card with photographs and Nationalized Bank Passbook with Photograph are also accepted</p>

<strong>Booking to Tatkal Tickets &amp; Measures to Avoid Misuse of Tatkal Scheme</strong></p>
<p style="text-align: right;">27 MAR 2018</p>
<p>On Indian Railways, reserved accommodation including Tatkal accommodation can be booked through computerised Passenger Reservation System (PRS) on first come first served basis. During peak rush periods/days when demand outstrips  the availability, reserved accommodation especially in higher classes and on popular routes gets exhausted within short duration of opening of reservation.  However,   during lean periods, on non-popular and lower classes, the accommodation remains available for longer duration.  The phenomenon is more relevant for Tatkal where limited accommodation is earmarked. This happens as the available limited accommodation is accessed simultaneously through more than 10,300 counters at 3465 computerised Passenger Reservation Centers as well as through internet.</p>
<p>To avoid misuse of Tatkal Scheme, there are some inbuilt features in Tatkal scheme which includes provision of not granting refund on cancellation of confirmed Tatkal tickets except in case of certain special circumstances indicated in the scheme, not allowing any modification of Tatkal ticket, etc. Some additional steps have also been taken to facilitate the passengers and to avoid the misuse, some of which are:-</p>
<ul>
<li>Staggering of the timings of reservation under Tatkal scheme.</li>
<li>Captcha implementation in Registration, Login and Booking page to check fraudulent booking through automation software.</li>
<li>Imposition of minimum time limit before proceeding for payment gateway as well as after making payment while booking tickets through internet.</li>
<li>Making OTP(one time password) compulsory for all net Banking Payment options.</li>
<li>Disabling authorised agents to book Tatkal tickets during first half an hour of opening of reservation.</li>
</ul>
<p>To keep a check on the activities of touts, preventive as well as regular checks are conducted jointly/individually by Vigilance, Security and Commercial Departments, and the action against the culprits is taken as per provisions of Section 143 of Railways Act, 1989.</p>

In order to provide better accessibility to Persons with Disabilities (Divyangjan) and elderly passengers, short term facilities as detailed below have been planned at all the stations:</p>
<ul>
<li>Standard ramp for barrier free entry.</li>
<li>Earmarking at least two parking lots.</li>
<li>Non-slippery walk-way from parking lot to building.</li>
<li>Signages of appropriate visibility.</li>
<li>At least one toilet (on the ground floor).</li>
<li>At least one drinking water tap suitable for use by Persons with Disabilities (Divyangjan).</li>
<li>&#8216;May I help you&#8217; Booth.<br />
In addition, long term facilities as detailed below have been planned at &#8216;A-1&#8217;, &#8216;A&#8217; &amp; &#8216;B&#8217; category stations:</li>
<li>Provision of facility for inter-platform transfer.</li>
<li>Engraving on edges of platform.</li>
</ul>

<p>Railways has decided to provide escalators at all the A1, A &amp; C category stations (footfall 25000 or above). Additionally railways has also planned to provide elevators at 500 more stations. About 3800 disabled friendly Integral Coach Factory (ICF) design coaches are available in the fleet of Indian Railways (IR). These coaches have a suitably designed compartment &amp; toilet adapted to the needs of the disabled/Divyangs. More disabled friendly coaches shall be added to the fleet of IR in the coming years. It is endeavoured to have at least one such ICR design coach in each Mail/Express train running with ICF coaches. Further, the fully air conditioned (WRRMDAC) Garib Rath trains have been provided with an Air conditioned disabled friendly compartment in the power cars.</p>
<p>For the assistance of visually impaired travellers, Integrated Braille signages, i.e. signages superimposed with Braille scripts are being provided in the newly manufactured coaches of Indian Railways (IR). In addition, retro-fitment of the same in existing coaches has also been taken up in a phased manner.</p>
<p>Railways has provided 467 escalators at 171 railway stations and 318 elevators at 134 railway stations for senior citizens/disabled/ Divyangs.</p>

<p>Ministry of Railways have eliminated the practice of manually recording punctuality performance at 41 major railway junctions across zones to ensure correct reporting of such data. The Railway Board has instructed zonal railways to link the arrival and departure of trains with data loggers from January 1 2018 without the fear of drop in punctuality and report authentic punctuality status.</p>
<p>A data logger (also data recorder) is an electronic device that records data over time by sensing status of relays. Railway zones have provided such data loggers this across 41 stations which include Howrah, Mumbai CST, Mughalsarai, Lucknow, Kanpur, Chennai Central, Ahmedabad and Bangalore.</p>
<p>It has been an endeavour of Indian Railways to run trains punctually and provide information to their customers more current, reliable and accurate, with minimal human intervention. Data Loggers were provided at Stations to monitor the status of functioning of signaling gears. For train control, Optical Fibre network has also been laid and linked to control centres of the Divisions.</p>
<p>It was decided to utilize these data loggers for capturing trains running information &amp; update Control Office Application (COA) automatically at the central server. For this purpose, to start with, the data loggers of one terminal station and one more station at each zonal railway is linked with COA through optical fibre backbone for automatically picking up the train running status. The work at 17 terminal stations and 17 other stations has been implemented as a pilot project. The system has been working since 1st Jan.2018 and extended to total 41 stations. (List attached)</p>
<p>As on date, punctuality of almost 80% of mail/express trains is being monitored through this system. It has been planned to further expand the network covering all the terminal stations. With the implementation of this system, the information available to the passenger is reliable and more current.</p>

<p>Sub: <strong>Clarification on booking of YTSK tickets through telephone.</strong></p>

<p>With a view to expanding the facilities for issuing of tickets (both reserved and unreserved) and allowing public private partnership in establishment and operation of computerized PRS-cum-UTS terminals at centres called Yatri Ticket Suvidha Kendra (YTSK), the YTSK scheme was launched vide Commercial Circular no. 33 of 2014. Thereafter, on the basis of feedback received, amendments have been made in the scheme from time to time.</p>
<p>&nbsp;</p>
<p>2. A reference has been received from Northern Railway forwarding therewith a request received from YTSK Association, Delhi’s to permit YTSKs to book tickets on telephone. In this connection, the Association has referred to the feature of booking reserved ticket telephonically which finds mention in both RTSA Rules, 1985 as well as RTSA Rules, 2014 (under which RTSAs started functioning as e-ticketing agents)</p>
<p>&nbsp;</p>
<p>3. The matter has been examined in this office and keeping in view the fact that the provision for booking reserved ticket telephonically figures in RTSA Rules, 1985 as well as RTSA Rules, 2014 and also in Computerised Ticket Service Provider Licensee (CTSPL) scheme which was introduced in the year 2000 allowing provision of PRS terminals to RTSAs, it has been decided that YTSKs may be allowed to book tickets on telephone. However, Zonal Railways are requested to ensure that in case the YTSK licensee acts on a telephone call, a written request shall be obtained by the Licensee from the client before delivering the railway ticket to him.</p>
