Sub:- Strengthening of IT Cadre of Indian Railway.

Please connect Board’s letter no. 2016/AC-II(CC)/37/9 dated 18/4/17 & 29/12/17 wherein instructions regarding restructuring of Group C categories of Senior Engineer(IT) and Junior Engineer (IT) in the percentage of 67:33 respectively have been circulated to Railways & Production Units. As stipulated in the letter ibid the restructuring is to be implemented with reference to the cadre strength in operation as on 1/4/2017 and the posts of Senior Engineer (IT) and Junior Engineer (IT) not in Operation as on 1/4/17 are to be treated as deemed to have been surrendered.

The matter has been examined further and it is requested to maintain expenditure neutrality while dealing with the proposal relating to strengthening IT cadre and restructuring of the IT Cadre on the Railway.

Sub: Acquiring of requisite qualifications by Trainees in -IS Pay Band and others
Ref: Railway Board’s letter of even No. dated 19.7.2018

Federations had been requested vide above reference albeit on a slightly different matter to impress upon the candidates who did not have the requisite minimum educational qualification for appointment in the Railways but were appointed in -IS Pay Band to acquire the requisite qualification in a reasonable period. Reports received shows that while many candidates have been able to acquire such qualifications, there remain some such ‘Trainees’ who are yet to acquire these qualifications.

Federations may appreciate that acquiring of minimum educational qualification is necessary for the career prospects of such Trainees’ and is an important aspect of human resource development. Therefore, a request is again made to impress upon such ‘Trainees’ make sincere efforts and acquire the requisite minimum qualification. It may be mentioned that there are many Open Schools which provide such opportunities.

2. While on the subject, it is also mentioned that a large number of compassionate ground appointees are taken into Railway service initially as trainee artisans who, after completion of 3 years prescribed period of training, are absorbed in regular technician category but they do not have any formal Certificate. It is suggested that it may be worthwhile to encourage such employees to appear in the NCVT examination conducted by the respective RDATs along with the Act Apprentices. This will enable them to have a formal qualification recognized outside also. Needless to say that this will be purely informal and their regularization as Technician-III shall not be incumbent upon passing such examination.

Ministry of Railway modifies the passenger fare revision circular in connection with Monthly Season Tickets (MST) and second class suburban fare

The circular for revision of passenger fares issued by Ministry of Railways that was to come into effect from 25.6.2014 had among other things made a change in the way the fare for monthly season tickets (MSTs) was to be calculated. In the existing system, the MST is 17-15 times the value of a single journey ticket for the same distance slab whereas the circular indicated that MSR fare would be now equivalent to 30 single journey fare for the same distance slab. Inclusive of the 10% fare hike and 4.2% FAC, the new MST fares ranged 1.7 times to 3.5 times of the old MST fare. Despite the fact that MSTs are highly subsidized, Ministry of Railway has now decided to modify the fair revision circular and hence a decision has been taken to increase the cost of existing MST fare by only 14.2% inclusive of FAC, i.e., the Monthly Season Tickets for both suburban and non-suburban shall now be charged at 14.2% over the existing rates rounded off as per extant instructions.

Further in the second class ordinary suburban single journey fares, it was noticed that upto a distance of 80 kms, there was increase in 3 of the slabs only and because of rounding off, the increase was coming to more than 14.2%. A view was therefore taken to avoid any hike in fares upto a distance of 80 kms. Thus there is no change in fare for second class suburban travelers for a distance upto 80 kms.

In view of the above modifications, the revised fares in the unreserved segment shall come into force from 28.6.2014. However, for reserved segment, the revised fares shall come into effect from 25.6.2014 as notified earlier.

Ministry of Railway gets 8 awards to its credit in the National sport award announced by the Government of India for the year 2012. These include Rashtriya Khel Protsahan Puruskar 2012, 6 Arjuna Awards and 1 Dhronacharya Award.

In a momentous recognition of the role and contribution of the Indian Railways in promoting sports in the country, Railway Sports Promotion Board (RSPB) of Ministry of Railways has bagged “Rastriya Khel Protsahan Puraskar”, for the year 2012 which is a part of National Sports Awards, announced by the Ministry of Youth Affairs and Sports, Government of India. The award to the Railways is in the category called “Financial support for sport excellence. The Indian Railways, was also the winner of the first ‘Rashtriya Khel Protsahan Puraskar’ in 2009 in the category “Employment of Sportspersons and Sports Welfare Measures”.

6 Railway sportspersons who are among the winners of Arjuna Awards 2012 include Ms. Laishram Bombayla Devi (Eastern Railway- Archery), Ms. Sudha Singh (Central Railway- Athletics), Mr. Joydeep Karmakar (South Eastern Railway-Shooting), Mr. Sandeep Sejwal (Western Railway-Swimming), Mr. Narsingh Yadav (Western Railway -Wrestling), Mr. Rajinder Kumar (Western Railway -Wrestling).

In addition, Athletics coach Shri Virender Poonia from North Western Railway is among the winners of Dronacharya Awards for 2012.

National Sports Awards are given every year to recognize and reward excellence in sports. Dronacharya Award is given to coaches for producing medal winners at prestigious international sports events. Arjuna Award is given for consistently outstanding performance for three consecutive years preceding the year of award. Rashtriya Khel Protsahan Puruskar, introduced from 2009 with a view to recognizing the contribution made to sports development by entities other than sportspersons and coaches, is given in four categories, namely, Community Sports Identification and Nuturing of Building Young Talent, Financial Support for Sports Excellence, Establishment and Management of Sports Academies of Excellence and Employment of Sportspersons and Sports Welfare Measures.

Indian Railways always takes lead in promoting sports in the country. Railways sports persons have been participating in prestigious national as well as international competitions like Asiad, Commonwealth Games, Olympics, other international level sports events and bringing laurels to the nation. With a galaxy of promising and outstanding sports persons on its roll since the inception of Railway Sports Promotion Board (RSPB) in 1928, Indian Railways have always been striving hard to take up the new challenges and bring laurels to the nation.

With this year’s new awards, Indian Railway Pariwar is now proud to have 19 Padamshrees, 3 Rajiv Gandhi Khel Ratna awardees, 146 Arjuna Awardees, 7 Dhyanchand Awardees, 6 Dronacharya awardees and 2 Rastriya Khel Protsahan Puraskar to its credit.

The awardees for the year 2012 will receive their awards from his excellency the President of India at a specially organized function at the Rashtrapati Bhawan, New Delhi on August 29,2012.
