										<content:encoded><![CDATA[<p><strong>Expansion of Healthcare Services</strong></p>
<p style="text-align: center;">Ministry of Health and Family Welfare</p>
<p style="text-align: right;">08-December, 2015</p>
<p>Public health being a State subject, the primary responsibility of providing health care services to the population including women and children in rural areas is that of respect State/UT Government. Under National Health Mission (NHM) support is being provided to States/ UTs to supplement the efforts of the States/UTs to strengthen their health care system for provision of accessible and affordable health care to all those who access public health facilities.</p>
<p><strong>Some of the special measures taken under NHM for the expansion of health services after May, 2014 are given below:-</strong></p>
<p><em>New initiatives for expansion of health services</em></p>
<p>1) <strong>Launch of India Newborn Action Plan (INAP):</strong> INAP was launched in September 2014, for accelerating the reduction of preventable newborn deaths and stillbirths in the country &#8211; with the goal of attaining ‘Single Digit Neo-natal Mortality Rate (NMR) by 2030’ and ‘Single Digit Still Birth Rate (SBR) by 2030’. Currently, there are estimated 7.47 lakh neonatal deaths annually.The neo-natal deaths are expected to reduce to below 2.28 lakh annually by 2030, once the goal is achieved.<br />
2)<strong> Intensified Diarrhoea Control Fortnight</strong> was observed in July- August 2014 and 2015 focusing on ORS and Zinc distribution for management of diarrhoea and improved feeding practices.<br />
3) <strong>Integrated Action Plan for Pneumonia and Diarrhoea (IAPPD)</strong> launched in four states with highest infant mortality (UP, MP, Bihar and Rajasthan).<br />
4) <strong>National Deworming day</strong> was observed in eleven States/UTs, namely- Assam, Bihar, Chhattisgarh, Dadra &amp; Nagar Haveli, Haryana, Karnataka, Maharashtra, Madhya Pradesh, Rajasthan, Tamil Nadu and Tripura.<br />
5) <strong>Launch of Mission Indradhanush:</strong> Mission Indradhanush was launched in December 2014 to reach 90 Lakh unimmunized/partially immunized children by 2020. It has been implemented in 201 districts in 1st Phase, 297 additional Districts are to be covered in 2nd Phase. About 20 lakh children received full immunization during the Phase-1 of Mission Indradhanush.</p>
<p>6) <strong>New vaccines:</strong> launch of new vaccines has been announced of which Inactivated Polio Vaccine (IPV) has already been launched on 30th November, 2015 and Rotavirus vaccine is planned to be launched on first quarter of 2016. In addition, NVBDCP has recently identified 21 adult JE vaccination districts in Assam, Uttar Pradesh and West Bengal. Adult JE vaccination campaign has been completed in three districts of Assam, selected blocks of three districts of West Bengal and ongoing in selected blocks of six districts of Uttar Pradesh.<br />
7) <strong>Launch of Nationwide Anti-TB drug resistance survey</strong>: Drug resistant survey for 13 TB drugs was launched to provide a better estimate on the burden of Multi-Drug Resistant Tuberculosis in the community. This is the biggest ever survey in the world with a sample size of 5214 patients. Results are expected by 2016.<br />
8) <strong>Kala Azar Elimination Plan :</strong> Kala-Azar elimination Plan was rolled out to reduce the annual incidence of Kala-Azar to less than one per 10,000 population at block PHC level by the end of 2015, which inter-alia includes,</p>
<ul>
<li>New thrust areas launched for UP, Bihar, West Bengal and Jharkhand.</li>
<li>New Action Plan to include active search, new drug regimen, coordinated Indoor Residual Spray (IRS) etc.</li>
<li>New non-invasive Diagnostic kit launched.</li>
</ul>
<p>9) <strong>Kayakalp</strong> –Award to Public Health facilities has been launched on 15th May 2015, as a national initiative to promote cleanliness, hygiene and infection control practices in public health facilities. Under this initiative public healthcare facilities shall be appraised and such public healthcare facilities that show exemplary performance meeting standards of protocols of cleanliness, hygiene and infection control will receive awards and commendation.</p>
<p>10) <strong>Operational Guidelines have been issued under NHM on :</strong></p>
<blockquote><p>(i) NHM Free Drugs Service Initiative<br />
(ii) NHM Free Diagnostic Services Initiative<br />
(iii) Mobile Medical Units<br />
(iv) Swachhta Guidelines for public Health Facilities</p></blockquote>
<p>&nbsp;</p>
<p>11) <strong>New Guidelines:</strong> The following new guidelines to strengthen capacities of States to effectively treat women in rural and urban areas of the country have been prepared:</p>
<blockquote><p>(i) National Guidelines for deworming in pregnancy<br />
(ii) Engaging General Surgeons for performing C-Sections and Managing Obstetric complications<br />
(iii) Maternal Near Miss Review Operational Guidelines<br />
(iv) National Guidelines for Diagnosis and Management of Gestational Diabetes<br />
(v) National Guidelines for calcium supplementation during pregnancy and lactation<br />
(vi) National Guidelines for screening of hypothyroidism during pregnancy<br />
(vii) Screening for Syphilis during pregnancy<br />
(viii) DAKSHATA – A strategic initiative to strengthen quality of intra and immediate postpartum care empowering providers for improved MNH care during institutional deliveries<br />
(ix) Daksh Skills Lab for RMNCH+A services (training manual for facilitators)<br />
(x) Daksh Skills Lab for RMNCH+A services (training manual for participants)</p></blockquote>

<p><strong>Supply of generic medicines at MRP by CGHS appointed chemists</strong></p>
<p>2618. SHRI A.U. SINGH DEO:</p>
<p>Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:</p>
<p>(a) whether Government is aware that local chemists appointed by CGHS Wellness Centres supply generic drugs but charge at MRP of branded medicines;</p>
<p>(b) if so, the details thereof and the steps proposed to curb such illegalities;</p>
<p>(c) the efforts and plans to be made to protect non-CGHS beneficiaries from the clutches of chemists who supply generic medicines in place of branded prescribed drugs and pocket huge profits; and</p>
<p>(d) the details of chemists” licenses issued during the last three years, year wise and work plan drawn to check unauthorized drug dealers?</p>
<p><strong>ANSWER</strong></p>

<p>(a) to (c): No such case has been reported, so far. Payment to Authorized Local Chemists is made as per printed price of the indented medicines minus agreed discount and VAT.</p>
<p>(d): Under the Drugs and Cosmetics Act, 1940 provisions related to manufacture and sale of drugs are administered by the State Drugs Control Authorities appointed by the State Governments. The information in respect of licenses issued by the State Licensing Authorities in each year is not maintained centrally.</p>

<p>Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-</p>
<p>(a) the number of nursing schools and colleges in the country along with their admission capacity, number of seats therein, State/UT-wise;</p>
<p>(b) the steps taken/proposed to be taken by the Government to open new nursing educational institutions in the country, location and State/UT-wise;</p>
<p>(c) whether the Government has received a number of proposals from the States/UTs for setting up/upgradation of nursing institutions;</p>
<p>(d) if so, the details thereof along with the proposals cleared and still pending for clearance indicating the reasons for their pendency during each of the last three years and the current year, State/UT-wise; and</p>
<p>(e) the fresh measures being taken by the Government for standardization of nursing education and meet the shortage of nurses in the country?</p>

<p>THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. HARSH VARDHAN)</p>
<p>(a): The number of nursing schools and colleges in the country is enclosed at Annexure – I. [as above]</p>
<p>(b) to (d): Under the Centrally Sponsored Scheme of Strengthening/ upgradation of Nursing Services (ANM/GNM), the Government has sanctioned certain districts in various States for opening of Auxillary Nurse Midwife (ANM)/General Nursing and Midwifery (GNM) Institutes, as per statement at Annexure – II [as above]. Opening of Institutes under the said scheme depends on proposals received from the States as per the scheme guidelines.</p>
<p>(e): INC has taken a number of steps which include revision of syllabus for various courses, development of Ph.D., Nursing Curriculum, establishment of national curriculum for Ph.D. (Nursing), development of quality assurance model, framing for syllabus for different speciality nursing programme etc. The norms for opening of new courses and nursing institutions have been relaxed by the Indian Nursing Council.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><strong>CLARIFICATION</strong></span></p>
<p>It has been brought to the notice of the undersigned that some of the CGHS empanelled Health Care Organizations have started charging new CGHS rates 2014 which have been placed on CGHS website for information and acceptance only. Since these rates have not yet been notified by Ministry of Health and Family Welfare, the empanelled HCOs cannot charge these new rates and CGHS 2010 rates would prevail. Charging these new rates 2014 from CGHS beneficiaries by empanelled health care organizations would amount to overcharging and suitable action including recovery of overcharged amount and forfeiture of performance bank guarantee would be initiated against those HCOs by CGHS.</p>

<p>This below information was given by the Union Minister of Health &amp; Family Welfare ShriGhulamNabi Azadin written reply to a question in the LokSabha yesterday.</p>
<p>This Ministry has been receiving complaints/grievances in respect of the following major aspects.<br />
1.Administrative:- Misbehavior by medical and paramedical staff, Shortage of staff,  Punctuality etc.</p>
<p>2. Technical:- Delay in settlement of medical reimbursement claims (MRCs),  Supply of substitute medicines instead of the prescribed by the Govt. specialists, Delay in supply of indented medicines, etc.</p>
<p>3. Related to empanelled hospitals: Denial of credit facility, Misbehavior of hospital doctors/staff, overcharging, etc.</p>
<p>4. Related to Internet accessibility: Disruption in services due to breakdown in internet connectivity,  etc.</p>
<p>To redress the grievances/complaints, the following steps have been taken:</p>
<p>Administrative :-Instructions have been issued to the doctors /para-medical staff working in CGHS to be polite and courteous in their behaviour with the patients. In specific cases transfers have also been made and disciplinary actions initiated. Contractual doctors are appointed to meet the requirement of Medical Officers. Regular inspections are carried out.</p>
<p>Technical:-The time limit for clearance of MRC bills has been fixed. CGHS doctors are advised to prescribe generic medicines to the maximum extent. The indented medicines are supplied through various local chemists to avoid the delay.</p>
<p>Related to empanelled hospitals: Penalty is imposed and suitable action is initiated against the erring empanelled private hospitals.</p>
<p>Related to Internet accessibility: -Medical Officers have been instructed not to stop to provide the consultation/treatment in case of failure of internet connection.</p>
<p>Apart from the above, SMS Alert system has been introduced aiming at bringing transparency in delivery of services as major initiative. Redressal Committees have also been formed by CGHS.</p>
<p>The allocation of financial resources is based on the evaluation of specific requirements/demands projected by the CGHS units and availability of resources.</p>

<strong>Steps taken by Ministry of Health and Family Welfare for relief operations in Uttarakhand : An update</strong></p>
<ul>
<li>Three Central Public Health Teams have been posted to Uttarakhand. The teams have reported to Principal Secretary (H) on 23.06.2013. Eight additional teams are also kept on standby, ready to move at short notice.</li>
<li>District units of Integrated Disease Surveillance Programme (IDSP), NRHM is conducting health surveillance in all affected districts. After picking up early warning signals, Diarrhoea cases in Haridwar (Alwalpur), Uttarkashi (Udvi) and Rudraprayag (Chandrapuri) have been managed at incipient stage. No outbreak of water borne / food borne / air borne or direct contact diseases has been reported from affected areas.</li>
<li><strong>MOHFW has deputed a high level team to Uttarakhand to review the public Health measures. </strong></li>
</ul>

<li>A specialist from National Vector Borne Disease Control Programme has been placed with the State Government for providing assistance on matters pertaining to vector borne diseases.</li>
<li>3 teams for providing Psycho-social support have been arranged from NIMHANS, Bangalore. In addition, specified number of specialists (as decided by the State Government) from the field of Cardiology, Psychiatry and Internal Medicine (2 each) have been placed with the State Government.</li>
<li>State Government has requested to supply specified quantity of 60 drug and non-drug items. Interim supplies of 3 truckloads of these medical supplies have been delivered.</li>
<li>On State’s request, 10,00,000 chlorine tablets is being procured by MOHFW.</li>
<li>Indian Red Cross Society has deployed a two member team from National HQ on 19th June 2013 to Uttarkashi and another team to Pittoragarh. A high level team from the HQ has also visited the State for assessment and coordinating relief work with State Red Cross unit.</li>
<li>IRCS has provided 7 truckloads of relief material that includes tents, family packs, kitchen sets, blankets, lanterns etc.</li>
<li>1100 bags for carrying dead bodies have been arranged through Indian Red Cross Society (IRCS). Additional 500 bags procured by MOHFW have also been sent.</li>
<li>The situation is being monitored by the Ministry.</li>
</ul>

<p> <strong>Steps taken by Ministry of Health and Family Welfare for relief operations in Uttarakhand : An update </strong></p>
</div>
<ul>
<li>Three Central Public Health Teams have been posted to Uttarakhand. The teams have reported to Principal Secretary (H) on 23.06.2013. Eight additional teams are also kept on standby, ready to move at short notice.</li>
<li>District units of Integrated Disease Surveillance Programme (IDSP), NRHM is conducting health surveillance in all affected districts. After picking up early warning signals, Diarrhoea cases in Haridwar (Alwalpur), Uttarkashi (Udvi) and Rudraprayag (Chandrapuri) have been managed at incipient stage. No outbreak of water borne / food borne / air borne or direct contact diseases has been reported from affected areas.</li>
<li><strong>MOHFW has deputed a high level team to Uttarakhand to review the public Health measures. </strong></li>
</ul>
<ul>
<li>A specialist from National Vector Borne Disease Control Programme has been placed with the State Government for providing assistance on matters pertaining to vector borne diseases.</li>
<li>3 teams for providing Psycho-social support have been arranged from NIMHANS, Bangalore. In addition, specified number of specialists (as decided by the State Government) from the field of Cardiology, Psychiatry and Internal Medicine (2 each) have been placed with the State Government.</li>
<li>State Government has requested to supply specified quantity of 60 drug and non-drug items. Interim supplies of 3 truckloads of these medical supplies have been delivered.</li>
<li>On State’s request, 10,00,000 chlorine tablets is being procured by MOHFW.</li>
<li>Indian Red Cross Society has deployed a two member team from National HQ on 19th June 2013 to Uttarkashi and another team to Pittoragarh. A high level team from the HQ has also visited the State for assessment and coordinating relief work with State Red Cross unit.</li>
<li>IRCS has provided 7 truckloads of relief material that includes tents, family packs, kitchen sets, blankets, lanterns etc.</li>
<li>1100 bags for carrying dead bodies have been arranged through Indian Red Cross Society (IRCS). Additional 500 bags procured by MOHFW have also been sent.</li>
<li>The situation is being monitored by the Ministry.</li>
