<p>It is proposed to engage retired personnel at the level of Section Officer and Private Secretary as Consultant in the Ministry of Defence (Sectt.) purely on temporary basis, as per Ministry&#8217;s guidelines dated 12.09.2012 and as amended from time to time. Officers retired from Ministry of Defence will be given preference.</p>



<p>Personnel engaged as Consultant will be paid a monthly remuneration of Rs.28,000/- in case of officers retired in the Grade Pay of Rs. 4,800 (pre-revised) / Level 8 and Rs. 31,500/- in the case of officers retired in the Grade Pay of Rs. 5,400 (pre-revised)/ Level-10.</p>



<p>Officers who have retired at the level of Section Officer and Private Secretary and who are less than the age of 64 years as on 31.03.2020 may furnish their application to D(Est.I/Gp.I) Section, Room No.315,&#8217;B&#8217; Wing, Sena Bhawan, New Delhi on or before 09.03.2020. Application received after due date not be entertained.</p>

<p>The undersigned is directed to refer to MOD OMs of even number dated 22.03.2018 and 26.02.2019 on the issue of availability of option for fixation of pay on promotion from the date of next increment (DNI) in the lower post and method of pay fixation from DNI, if opted for, in context of Army Pay Rules 2017. Air Force pay Rules 2017 and Navy Pay Regulations 2017 and to say that the aforesaid OMs dated 22.03.2018 and 26.02.2019 will be applicable in the cases of pay fixation on grant of MACP also in respect of ICOs/ORs and equivalent.</p>

<p>Minutes of the 30th Meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 23.03.2018 under the chairmanship of Hon&#8217;ble MOS(PP) at Vigyan Bhawan Annexe, New Delhi</p>
<p>The 30th meeting of Standing Committee of Voluntary Agencies (SCOVA) was held under the chairmanship of Hon&#8217;ble MOS(PP) on 23.03.2018. List of participants is enclosed.</p>
<p>2. Joint Secretary (P) welcomed the representatives of Pensioners Associations and the participating officers from various Ministries/Departments</p>
<p>3. He mentioned that some issues of the last SCOVA meeting have been resolved. Two review meetings were held with Ministry of Health &amp; Family Welfare on 05.06.2017 and with Ministry of Health &amp; Family Welfare, CPAO, Ministry of Defence, Department of Telecom and Department of Financial Services on 09.01.2018 to resolve issues pending in SCOVA.</p>
<p>4. Thereafter, the Action Taken Report on the decisions of the 29th SCOVA meeting and Fresh Agenda Items of the 30th SCOVA meeting were taken up for discussion.</p>
<p>5. Discussion on the Action Taken Report of 29th SCOVA meeting:</p>
<blockquote><p>(i) Revision of PPOs of pre-2006 pensioners.<br />
(ii). Health Insurance Scheme for pensioners including those residing in Non CGHS area.<br />
(iii). Special “Higher” Family Pension for widows of the war disabled invalidated out of service.<br />
(iv). Extension of CGHS facilities to P&amp;T pensioners.<br />
(v). Conversion of Postal Dispensary at Cantt. Road Cuttack to CGHS Wellness Centre.<br />
(vi). Anomaly in fixation of pension of DoT employees who were absorbed in BSNL between 01.10.2000 and 30.07.2001.<br />
(vii). Extension of benefit of upgraded Grade Pay to pre-2006 retirees of S-12 grade (Issue of grant of grade pay of Rs. 4600/- instead of Rs. 4200/-)<br />
(viii). Merger of Survey of India Dispensary at Dehradun in CGHS on the same lines as P&amp;T.<br />
(ix). Stoppage of recovery of wrongful/excess payments from Railways Pensioners.<br />
(x). Delay in commencement of family pension to spouse on death of pensioners.<br />
(xi). Timely (i) Restoration of commuted pension and (ii) Commencement of Additional Pension on attaining the age of 80 years by the Banks.<br />
(xii). Item wise details of payment made to be shown in the pass books of pensioners.<br />
(xiii). Additional Pension for recipients of disability pension of age of 80 years and above.<br />
(xiv). Upgradation of Polyclinic at Bajaj Nagar, Jaipur.<br />
(xv). Setting up of CGHS Wellness Centre at Kochi.<br />
(xvi). Empanelment of Hospitals/ Health Centre with CGHS in Ambernath/Dombivli.</p></blockquote>

<p>Subject : <strong>Instructions regarding prior permission by officers/officials of MoD for private visits abroad on leave. </strong></p>
<p>While processing the applications of the officers/officials of this Ministry for the purpose of issuing permission for their personal visit abroad, it has been noticed that the applications are submitted at short notice leaving little time to process their case by the Establishment Division.</p>
<p>2. In this regard, it needs to be mentioned that processing of such applications involve prior clearances from Cash Section, Vigilance Section and Security Office which consume substantial time.</p>
<p>3. In order to avoid delays in processing of such cases, it has been decided that henceforth officers/ officials would submit their application in the prescribed proforma (copy enclosed) at least a month prior to their date of departure.</p>
<p>4. This issues with the approval of the Competent Authority.</p>

<p><strong>Subject: Enhancement in the rate of Special Pension to Blinded Ex-servicemen under AO 606/75.</strong></p>
<p>Sir,</p>
<p>In supersession of Government of India, Ministry .of Defence letter No. 12-SB(8)/52-2001/958/D(Res) dated 16th Nov.2001, I am directed to convey the sanction of the President to enhance the Special Pension to blinded Ex-Servicemen from Rs. 500/- p.m. to Rs. 4000/-per month with effect from June, 2017. The expenditure will he debited to relevant Head of account of Defence Services Estimates.</p>
<p>2. The sanction is issued with the concurrence of Ministry of Defence (Fin/Pen) vide their ID No 10(12)/2016/FIN/PEN dated 05/06/2017.</p>

										<content:encoded><![CDATA[<p><strong>President accepts Parrikar&#8217;s resignation, Jaitley gets additional charge of Defence</strong></p>
<p>New Delhi: President Pranab Mukherjee, as advised by Prime Minister Narendra Modi, has accepted Manohar Parrikar’s resignation from the Council of Ministers, with immediate effect, under clause (2) of Article 75 of the Constitution.</p>
<p>As advised by Prime Minister Modi, the President has directed that Arun Jaitley, Cabinet Minister, shall be assigned the charge of the Ministry of Defence, in addition to his existing portfolios.</p>
<p>This development as the Bharatiya Janata Party (BJP) is all set to form the government in Goa under the leadership of Parrikar, who will be sworn-in as the Chief Minister tomorrow.</p>
<p>Governor Mridula Sinha invited Parrikar to form the next government in the coastal state last night after he submitted a letter of support of 21 legislators. Three MLAs of the Goa Forward Party, three of the Maharashtrawadi Gomantak Party (MGP) and two Independents have pledged support to Parrikar.</p>
<p>The BJP, which won 13 seats in the 40-member Goa Assembly, managed to garner support from other parties and Independents to attain majority under Parrikar.</p>
<p>The Congress got 17 seats in the recently concluded polls.<br />

										<content:encoded><![CDATA[<p><strong>Separate orders will be issued by the Ministry of Defence in regard to Armed Forces pensioners/family pensioners</strong></p>
<p>These orders shall apply to all pensioners/family pensioners who were drawing pension/family pension before 1.1.2016 under the Central Civil Services (Pension) Rules, 1972, Central Civil Services (Extraordinary Pension) Rules and the corresponding rules applicable to Railway pensioners and pensioners of All India Services, including officers of the Indian Civil Service retired from service on or after 1.1.1973. A pensioner/family pensioner who became entitled to pension/family pension with effect from 01.01.2016 consequent on retirement/death of Government servant on 31.12.2015, would also be covered by these orders.</p>

<p>Subject: <strong>Simplification of procedure for endorsement of Family Pension entitlement in the PPO of living Armed Force Pensioners-reg.</strong></p>
<p>I am directed to refer Gol, MoD letter No.6(4)/87/1369/B/D(Pens/Sers) dated 30.06.1988, which was issued for taking appropriate action for endorsement of Family Pension in the Pension Payment Orders of Armed Forces Personnel. For this purpose an application from “Appendix A” was enclosed along with ibid letter under which details of re-employment, family pension from other sources were required to be filled.</p>
<p>(2) After implementation of Cabinet Secretaries Commitee-2012 recommendations for grant of dual family pension to NOK of Armed Forces Pensioners, the matter was under consideration of this ministry for modification in “Appendix A”. It has now been decided to modify Appendix ‘A‘. The revised Appendix ‘A’ is attached with this letter.</p>
<p>(3) The other terms and conditions for endorsement of family pension in the PPO shall remain unchanged.</p>
<p>(4). These orders issue with the concurrence of MoD(Fin/Pen) vide their ID No.10(16)/2015/Fin/Pen dt. 30th June 2016.</p>

<p>The undersigned is directed to refer to this office earlier Office Memorandums of even number, dated 14-6-2016 and 21-6-2016 informing thereby about the decision of Ministry of Civil Aviation contained in their O.M.No. AV.18011/05/2012-AI, dated 20-5-2016 to authorize the FAs of Govt. Organisations to decide these cases without referring them to their administrative Ministry, provided the FA of the organisation is equivalent in rank to a Joint Secretary. It was inter-alia conveyed that respective Principal IFAs/IFAs not below the level of SAG can deal with the cases/requests relating to their respective organisations and the CGDA was advised to issue appropriate instructions directing respective IFAs to follow the criteria prescribed in the guidelines issued by Ministry of Civil Aviation and Ministry of Finance from time to time so that there is uniformity in grant of permission by the respective Financial Advisors.</p>

<p>2. It has been observed that requests for grant of permission to travel by Airlines other than Air India for official/LTC purposes are being submitted without complete information and requisite documents making it difficult for concerned Sections to process and decide such cases. Accordingly, for the guidance of all concerned and for ensuring uniformity in processing of such cases, it has now been decided to circulate a copy of gist of guidelines on the subject alongwith a proforma for applying for grant of permission to travel by Airlines other than Air India for official/ L TC purposes (annexure-A &amp; B).The proforma has been devised considering various guidelines issued from time to time by Ministry of Finance for granting permission/relaxation to travel by Airlines other than Air India</p>

<p>3. CGDA and JS &amp; Addi.FA dealing with Deptt. of OR&amp;O are requested to bring these instructions to the notice of all concerned with the request to submit their cases in proforma at annexure-B duly filled in accordance with the guidelines at annexure-A.</p>
