<p><span style="text-decoration: underline;"><strong>Will the Minister of DEFENCE be pleased to state:-</strong></span></p>
<p>(a) whether the employees of Ordnance factories in the country had gone on strike during the last three years;</p>
<p>(b) the details of the issues raised by them each time;</p>
<p>(c) whether the operations of ordnance factories were affected due to strike of employees;</p>
<p>(d) if so, the details thereof; and</p>
<p>(e) the steps taken / being taken by the Government in this regard?</p>

<p><span style="text-decoration: underline;"><em>ANSWER</em></span></p>
<p><strong>MINISTER OF STATE IN THE (SHRI JITENDRA SINGH) MINISTRY OF DEFENCE</strong></p>
<blockquote><p>(a) Yes, Madam.</p>
<p>(b) The trade unions have raised a number of demands. Most of the demands are common with other departments of the Government of India. However, there are certain demands specific to the ordnance factories such as payment of time wages to the piece workers, grant of 30 days Earned Leave to Industrial Workers who have opted Leave under the Factories Act, 1948, co- relation of piece work rates in the revised 6th Central Pay Commission (CPC) pay scales etc.</p>
<p>(c) &amp; (d): Production in ordnance factories was affected adversely due to poor attendance at various shop level. Overall attendance in the organization on the days of the strike was 59.28% (7.9.2010), 23.27% (28.2.2012), 30.19% (20.2.2013) and 28.69% (21.2.2013). The production come down to less than 50% (7.9.2010), less than 20% (28.2.2012) and less than 25% (20.2.2013 &amp; 21.2.2013) due to poor attendance.</p>
<p>(e) The demands are being examined at appropriate levels.</p></blockquote>

<p><strong>Civilian staff in canteens</strong></p>
<p>The below information was given by the Minister of Shri.A.K.Antony in Lok Sabha in a written reply about the employees of Unit Run Canteens&#8230;</p>
<p>The civilian staff working in Military Canteens, which are generally known as Unit run Canteens (URCs), are getting paid as per the rules regulating the terms and conditions of the services of the civilian employees of URCs, issued by Army Headquarters. These rules were made as per the directions of Hon’ble Supreme Court of India dated 4th January 2001, in the case of Union of India Vs M. Aslam and others.</p>
<p>Moreover, it has been held by the Hon’ble Supreme Court, in its Order dated 28.4.2009, in the case of R.R. Pillai Vs Commanding Officer HQ SAC (U), that employees of URC are not Government Servants. Thus, the recommendations of the Sixth Pay Commission are not applicable for the civilian staff working in Military Canteens.</p>

<p>The committee chaired by Cabinet Secretary is comprised of Principal Secretary to the Prime Minister; Defence Secretary; Secretary, Department of Expenditure; Secretary, Department of Ex- Servicemen&#8217;s Welfare and Secretary, Department of Personnel and Training. Consequent to change in charge of the then Secretary, Department of Expenditure to Department of Revenue, Secretary, Department of Revenue has also been co-opted as a Member of the Committee. Chief of Naval Staff &amp; Chairman, Chiefs of the Staff Committee made a presentation to the Committee.</p>
<p>The Committee further interacted with all the Service Chiefs (Chief of Naval Staff &amp; Chairman, Chiefs of the Staff Committee; Chief of Air Staff and Chief of Army Staff). The recommendations of the Committee have been submitted to the Prime Minister.</p>
<p>This information was given by Minister of Defence Shri AK Antony in a written reply to Shri M.B.Rajesh and others in Lok Sabha today.</p>
