<h3 class="wp-block-heading">Subject: Review of Modified Flexible Complementing Scheme (MFCS) &#8211; reg.</h3>



<p>The undersigned is directed to refer to this <strong>Department OM of even number dated 16.4.2020</strong> (copy enclosed) followed by <strong>reminder dated 06.07.2020</strong> on the above-mentioned subject conveying therein the following recommendations made by Committee of Secretaries (CoS), in its meeting held on 20th February 2020, while considering the proposal of review of Modified Flexible Complementing Scheme (MFCS):</p>



<ul class="wp-block-list"><li>Ministries/ Departments may carefully rework the Output Indicators so as to simplify and streamline them. Qualitative dimensions may also be captured so that excellence of a Scientist is brought out and only the deserving Scientists get promoted.</li><li>Ministries/ Departments may ensure that all promotions under MFCS are held timely so that the issue of granting retrospective promotion does not arise.</li><li>Number of posts required at HAG/ HAG+ level may be worked out individually at the Ministry/ Department level looking at the organizational structure and their specific requirements. Cadre review exercise may accordingly be undertaken.</li></ul>



<p>2. A response in this regard is still awaited. It is, therefore, requested that Action Taken Report on the recommendations made by CoS, may kindly be provided to this Department at the earliest.</p>

<p>Subject: &#8211; <strong>Review of Modified Flexible Complementing Scheme (MFCS) &#8211; reg.</strong></p>



<p>As the Scientific Ministries / Departments are aware a Committee under former Secretary, Department of Bio-Technology, Prof. K. Vijay Raghavan, was constituted to review the Modified Flexible Complimentary Scheme (MFCS). A proposal based on the recommendations of this Committee was considered by the Committee of Secretaries (CoS), constituted to frame comprehensive and uniform guidelines relating to promotion of scientists In Scientific Ministries and Departments, in its meeting held on 20th February 2020.</p>



<p>2. The CoS has inter-alia recommended as under:</p>



<ul class="wp-block-list"><li>Ministries / Departments may carefully rework the Output Indicators so as to simplify and streamline them. Qualitative dimensions may also be captured so that excellence of a Scientist is brought out and only the deserving Scientists get promoted.</li><li>Ministries / Departments may ensure that all promotions under MFCS are held timely so that the issue of granting retrospective promotion does not arise.</li><li>Number of posts required at HAG / HAG+ level may be worked out individually at the Ministry / Department level looking at the organizational structure and their specific requirements. <p>Sub: <strong>Treatment of period of Leave towards minimum residency period for in-situ  promotion under Modified Flexible Complimenting Scheme (MFCS)</strong></p>



<p>The undersigned is directed to refer to DoPT OM of even number dated 30.07.2014 regarding the subject mentioned above. Representations have been received seeking clarifications regarding treatment of Child Care Leave as per extant instructions towards minimum residency period.</p>



<p>The matter has been examined in consultation with Department of Science and Technology and the following clarification is issued: </p>



<p>Clause (v) of Para 4 of OM AB 14017/32/2013-Estt.(RR) dated 30.07.2014 may be replaced with the following clauses:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>&#8220;(v) Earned Leave for a total period of not exceeding 180 days (for 3 year residency period), 210 days (for 4 year residency period) and 240 days (for 5 year residency period) sanctioned as per Leave Rules shall also be taken into account while computing minimum residency period.</p></blockquote>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(va) Child Care Leave sanctioned as per Rules shall also be taken into account while computing minimum residency period&#8221;.</p></blockquote>



<p>For removal of doubts, it is clarified that the above said modifications will be effective from 30.07.2014, i.e. from the date of issue of the said OM.</p>

										<content:encoded><![CDATA[<p><b>Merit Promotion Scheme (MPS) instead of MFCS – 7th CPC Report</b></p>
<p>The three scientific Departments of DRDO, and Departments of Atomic Energy and Space have the Merit Promotion Scheme (MPS) instead of the MFCS.</p>
<p>The three scientific Departments of DRDO, and Departments of Atomic Energy and Space have the Merit Promotion Scheme (MPS) instead of the MFCS. However, while MFCS is meant only for Group `A’ posts, MPS extends to Group `B’ and Group `C’ posts as well.</p>
<p>Under the MPS there are several sub-schemes of career progression, with each sub-scheme specific to a category of scientific staff. Sub-schemes vary from each other in terms of residency period, start and end points of career progression and minimum qualifications. In the Department of Space, for example there are 25 sub-schemes of which four are dedicated only to Group `A’ posts while the rest of the schemes start either in Group `B’ or Group `C’ posts and end in Group `A’ posts. There are two which start at the lowest GP 1800.</p>
<p>In the Departments of Atomic Energy and Space, for each sub-scheme all eligible staff are promoted to the next level whereas in DRDO only a fixed percentage of eligible staff are promoted to the next level in the sub-scheme applicable to the Defence Research Technical Cadre (DRTC). The DRTC covers the scientific support staff in Group ‘B.’ The association of DRTC has accordingly demanded the removal of fixed percentage so that it is placed at par with Departments of Space and Atomic Energy.</p>
<p>The Commission is of the view that routine promotion of all eligible staff breeds complacency. The application of fixed percentage as done in DRDO, or the bell curve principle, as done in many organizations the world over, places a premium on quality and is therefore desirable. Hence removal of the fixed percentage in places where it is presently applicable is not recommended. On the contrary, the government may consider the application of a percentage system wherever the scheme is operative.</p>
