<p>Meeting between NC JCM Staff Side with 7th Pay Commission</p>
<p>Today NCJCM Staff Side under the leadership of Com. Shiva Gopal Mishra/Secy Staff Side NC JCM met with 7th Pay Commission to discuss issues pertaining to pay scales of Central Government Employees and Pensioners. Pictures of the meeting is being released underneath. Details of the deliberations held during meeting are being reproduced herein.</p>

<div>Responding to the invitation received from the VII th CPC, the JCM (Staff Side) delegation met the Pay Commission this day 09th June 2015 and deliberated again in detail on the following issues:-</div>
<div></div>
<blockquote>
<div>(a) Minimum wage — (15th ILC norms/Dr. Achroyed Formula for determining minimum wage as proposed in the JCM Staff Side Memorandum),</div>
<div></div>
<div>(b) Rate of increment.</div>
<div></div>
<div>(c) Fitment Formula,</div>
<div></div>
<div>(d) Qualification related Pay Scales,</div>
<div></div>
<div>(e) Pay parity for common categories.</div>
<div></div>
<div>(f) Date of effect of revised Pay Structure and allowances etc.,</div>
<div></div>
<div>(g) Upward revision of Ex-gratia to the families of employees killed in the course of performing duties,</div>
<div></div>
<div>(h) Parity in pension for eliminating the discrimination,</div>
<div></div>
<div>(i) Rectification of MACPS aberrations,</div>
<div></div>
<div>(j) Grant of increment to those retiring on 30th June and 31st December of the year.</div>

<div>Various other issues were also discussed with the VII CPC today. While the response of the Pay Commission by and large has been satisfactory on many points mentioned above, the revised pay structure/allowances is likely to be recommended to be given effect from January 1st, 2016. With today’s discussions in the final meeting with VII CPC, the deliberations by the JCM Staff Side got concluded.</div>

<div>It is expected that the VII th CPC would submit its report to the Government by the end of August 2015. Prominent leaders among those participated in the deliberations are Dr. M. Raghavaiah Leader (JCM) Staff Side, NFIR’ s President Guman Singh. Working President R.P.Bhatnagar and Joint General Secretary B.C. Sharma.</div>

<p> Dear Shri Raghavaiah,</p>
<p>The Seventh, Central Pay Commission has, from the time of its constitution, engaged with a variety of stakeholders on the issues which it has been mandated to cover in accordance with its terms of reference. Based on the wide ranging interaction the Commission has had in this period, certain broad issues have emerged before the Commission. The Commission has also been seeking from individual Ministries / Departments their views on the issues posed, in relation to matters that are relevant to the Ministries.</p>
<p>&nbsp;</p>
<p>The Commission has had the occasion to interact with the Federation in May 2014. A meeting was also held on 25 February 2015 with the National Council (Staff side) wherein it was agreed that the Commission would have a detailed engagement with the Staff side as part of its final deliberations.</p>
<p>&nbsp;</p>
<p>Accordingly, a meeting with the 7th Central Pay Commission has been scheduled for the Federation on two successive days viz. 13 and 14 April 2015. between 10.30 am and 1 pm in the Conference Room 1st floor B-14/A, Chatrapati Shivaji Bhawan, Qutub Institutional Area, New Delhi,</p>

										<content:encoded><![CDATA[<p><b>Meeting of National Council JCM (Staff Side) with 7th Pay Commission on 23, 24 March 2015</b></p>
<blockquote class="tr_bq"><p>Meeting of 7th pay commission with NC JCM will be held for two days</p></blockquote>
<p>The sources close to the 7th pay commission said, a Meeting of the National Council JCM (Staff Side) with the 7th Central Pay Commission has been scheduled to be held on two successive days ie on 23rd and 24th March 2015, at New Delhi.</p>
<p>The 7th pay commission held series of Meetings with various Associations, Ministries and Departments for the past 9 Months from June 2014</p>
<p>The Commission has had the occasion to interact with the National Council (Staff Side) and its constituents in May 2014. After it finished the series of Meetings held as scheduled with Associations and Ministries/Departments, the 7th pay commission invited National Council JCM to discuss the Major issues before it firms up its views. A meeting was held on 25 February 2015 with the National Council where it was agreed that the 7th Pay Commission would accord time to the National Council for their deposition before the Commission.</p>
<p>The Sources said that accordingly now the 7th pay commission has decided to allot two days for the Meeting with National Council JCM (Staff Side) on 23rd and 24th March 2015. Earlier the NCJCM has sought 7th pay commission to allot three days’ time slot to discuss the serving employee’s issues and one separate day for discussing Pensioners Issues.</p>
<p>Anyway, This will be a crucial meeting, as this may be considered as the last chance for the National council to know the views of seventh pay commission and put their demands on various issues pertaining to central government employees to convince the pay commission.</p>
<p>It is expected that the outcome of the Meeting will however reveal the matters of what can be considered in the recommendation of 7th pay commission.</p>

<p><strong>Meeting with Chairman 7th Pay Commission &amp; Discussion with Govt. on NJCA Strike Charter of Demands – 25.02.2015 – Com. K. K. N. Kutty (President), Com. M. S. Raja (Working President) &amp; Com. M. Krishnan (Secretary General) attended both the meetings on behalf of Confederation.</strong></p>

<p>Dear Comrade</p>
<p>The Standing Committee of the Staff Side, National Council has interaction with the 7th CPC on 25th Feb. 2015 followed by the Standing Committee meeting of National Council (JCM) with the Secretary DOPT in the afternoon. The meeting with the Secretary Personnel came as a result of the decisions that we have conveyed for organizing March to Parliament and other programmes, culminate as a pre pretretory meaure for an indefinite strike. The agenda for discussion with the Secretary Personnel was, therefore, the charter of demands (10 points) we had submitted to the Government after the National Convention of all Central Government Employees Organizations on 11th December, 2014. The response from the Government undoubtedly establish the fact that ultimately they have taken note of the growing discontentment of the Central Government employees manifested through various programmes we have jointly carried out by this time. We, therefore, earnestly request the affiliates and leaders of various organizations at the field formations to intensify the ongoing programmes to compel the Government to settle our demands. We give hereunder a brief resume of the discussions we had with the Pay Commission and the Secretary Personnel, which is indicative of the reflections of both the entities.</p>
<p><strong>Meeting with the Pay Commission:</strong><br />
The Chairman informed of his inability to take a final decision on the question of merger of DA and Interim relief as the Government has not referred this matter to them and further stated that this Govt. can take decisions on the two issues, without any report from the CPC. He added that the memoranda received from the staff Side on these two issues had been forwarded to the Government. He wanted the staff side to take up the matter with the Government and assured that on receipt of the reference from the Government they would consider the matter without any loss of time. However, they indicated that the Commission would strive to submit their report to the Government within the stipulated time frame and therefore, the question of Interim relief, in his opinion should not arise at all. The Staff side requested him to appreciate the fact that the matter concerning merger of DA and interim relief has been raised by them not on account of the possible delay on the part of the Pay Commission but emanated from the fact that the erosion in the real value of wages of the Central Government has been eroded during the period drastically.</p>
<p><strong>On Oral Evidence:</strong><br />
The methodology to be adopted by the 7th CPC in the matter was discussed at length. It was ultimately decided that the Staff Side after considering the viewpoints expressed by the CPC will draw out a plan both for the National Council Staff Side and for the organizations at the Departmental levels. The scheduled date for meetings with the Pay Commission will be finalized after Holi festival i.e. 5th March, 2015. The Staff Side will discuss the matter and will submit its consensus view to the Commission soon in this regard. In any case, the staff side would require the following information immediately at its office.</p>
<blockquote><p>1. Name of the organization which has submitted its memorandum to CPC with date of submission.<br />
2. Underwhich Ministry the Department function<br />
3. Whether the organization is recognized or not<br />
4. The number of employees, whom the organization represents<br />
5. The total – Group C and Group B Non Gazetted – strength of the concerned Department.</p></blockquote>
<p><strong>Inclusion of GDS</strong><br />
The Chairman assured that he would go through the Supreme Court Judgment in the matter. However, fie added that the inclusion or otherwise of the GDS within the purview of the 7th CPC is the prerogative of the Government and except making its opinion clear on the subject he might not be able to do anything further in the matter.</p>
<p>Standing Committee meeting with Secretary Personnel: There had been no tangible result in the discussions. The impression gained was that the staff side was invited to show that the dialogue continues, However, we give here under the response of the Government in respect of the issues subjected for discussion. The rest of the issues in the charter will be discussed later on at another meeting, for which the date has not been indicated.</p>
<p>1.<strong><em> Interim relief, Merger of DA, Date of effect, Inclusion of GDS in the ambit of 7th CPC; Settlement of anomalies; The views expressed by the official on each of the above items are as under</em></strong></p>
<blockquote><p>a). <strong>Interim relief is normally given if there is an apprehension of abnormal delay. Government has been informed by the 7th CPC that they would adhere to the time schedule.</strong></p>
<p>b). <strong>DA merger: Since the Pay Commission would be submitting its report soon, the question of merger of DA would automatically be in-built in their recommendation.</strong></p>
<p>c). It is the prerogative of the CPC to recommend the date of effect. Govt.’s role will come only after the recommendations are received.</p>
<p>d). GDS: Govt. has not considered the GDS as Civil Servants. However, the latest recommendation received from the Postal Department in the matter is said to be under the consideration of the Govt.</p>
<p>e). The National Anomaly committee will meet again shortly and the resolution on agreed items would be expedited.</p></blockquote>
<p>2. <strong>FDI and Privatization of Railways and Defense factories and Corporatization of Postal: </strong>The Staff Side was advised to take up the issue at a higher level as the issues raised were said to be policy matters.</p>
<p>3. <strong>No ban on recruitment.: </strong>The official Side clarified that the Govt. has not instituted any ban on recruitment. There is only ban on creation of posts. However, for operational posts, exemption has been provided in compelling situation.</p>
<p>4. <strong>Scrap PFRDA Act.: </strong>The official side will look into the letter received from the Railway and Defence Ministers. The scrapping of the Act was said to be not within the scope of discussion. The Joint Secretary Financial Services explained the various provisions of the Act and as to how the contributory pension scheme would be beneficial to the subscribers. The Staff Side requested the Government to make it optional that anybody who feels that the new scheme would be beneficial would opt for it and others will have the opportunity to opt out and adopt the old defined benefit scheme scheme of Pension.</p>
<p>5. <strong>Closure of Medical Stores Depots and Printing and Stationery Departments : </strong>It was categorically cleared by the Govt that there had been no decision to close down the Printing Presses and Stationery Department. In view of the new situation in which all Departments are permitted to purchase the requisite stationery items from the market, the Urban Development Ministry has suggested certain modernization and restructuring the of Stationery Department. The Govt. was prepared to discuss the details thereof and arrive at an amicable settlement, acceptable to the Staff Side. The official side expressed willingness to discuss the matter with the staff Side of the concerned Department along with the 3 (three) members of the standing Committee. In respect of Medical store depots also, the official side clarified that the department would not be closed down and no employee will be retrenched. They also wanted the staff side to meet and discuss the issue with them to clear the doubts and suspicion in the matter.</p>
<p>6. <strong>Active Functioning of JCM : </strong>The Government will convene the meeting of the National Council soon. the convening of the Departmental Councils would be taken up with the concerned Departmental heads. The delay in the grant of recognition may be brought to the notice of the Department of Personnel for corrective action at their end</p>
<p>7. <strong>Compassionate Appointment : </strong>Government will consider lifting of the ceiling of 5% but no assurance was held out. The other issues in the charter will be subjected to discussion later on.</p>

<p>Today, We met pay commission and <strong>demanded for interim report on merger of DA and Interim relief</strong>.</p>
<p>The pay commission told us that it has no such reference from Government and wanted us to demand the same from central government. However they agreed to write DO letter to Government of India in respect of our demands.</p>
<p>They informed us that Pay Commission will submit its report within stipulated time to Government. They proposed to us to send small groups from various departments for submission of their demands to them and asked JCM to make small groups to discuss important items in JCM memorandum for which we have agreed.</p>

The Seventh Central Pay Commission has, from the time of its constitution, engaged with a variety of stakeholders on issues which it has been mandated to cover in accordance with its terms of reference. Based on the wide ranging interaction the Commission has had in the recent months, certain broad issues have emerged before the Commission. The Commission has also been seeking from individual Ministries/Departments their views on the issues posed, in relation to matters that are relevant to the Ministries.</p>
<p>&nbsp;</p>
<p>The Commission has had the occasion to interact with the National Council and its constituents in May 2014. Before the Commission firms up its views on the major issues it is mandated to cover, a discussion with the National Council would be very useful.</p>
<p>&nbsp;</p>

<p><em><strong>Brief feedback on BPS Preliminary meeting with 7th CPC on 23rd July 2014</strong></em></p>
<p>Friends,<br />
BPS and BCPC were the first Pensioners’ organizations to be called for preliminary meeting with 7th CPC on 23rd to discuss the reply to questionnaire, the Memorandum &amp; the allied issue submitted by them. Only 45 minutes were given to each organization. S.C.Maheshwari G.S. BPS /Chairman BCPC had the opportunity to discuss the issues from both the Forums:</p>
<p>Following issues were discussed &amp; explained to the full satisfaction of the Chairman &amp; the members of 7th CPC who were very receptive, patient &amp; themselves actively participated in deliberations which ensued.</p>
<p>At the end Chairman remarked that NC JCM Memorandum is very exhaustive, includes most of the issues raised today &amp; that he will take it as a base for consideration. 1.New Pension Scheme: Response of commission was negative. Commission was apprised of the back ground, its failure in other countries &amp; the fate of EPS 95.They were also informed that it will be acceptable if 50% of last drawn is ensured.</p>
<p>2.Reasonable ratio to be maintained between maximum &amp; minimum salary &amp; Pension and adoption &amp; adoption of common multiplication factor for revision</p>
<p>3.Ratio between maximum &amp; minimum paid to be 5:1 for Defense Personnel and re-employment of ex servicemen as well as raising status of defense civilian pensioners to ex servicemen.</p>
<p>4.Inclusion of full DA in emoluments for calculating Pension. There was a very lively discussion on the issue in which the entire penal of 7th CPC participated &amp; cross examined Secy. Genl BPS. Finally they agreed to BPS point of view.</p>
<p><strong>5.100% neutralization of inflation :</strong> It was explained to the Commission that 100% neutralization is illusionary and DA is not sufficient, as the very system of calculation is faulty &amp; unrealistic,</p>
<p>6. Payment additional pension to start from the age of 65 years. Chairman agreed that age of 100 years for Pensioners was illusionary.</p>
<p><strong>7. Parity in Pensions :</strong> It was explained to the commission that full parity exists for High Court Supreme Court Judges, Govt. has agreed to OROP in case of Defence pensioners &amp; Sr Bureaucrats (S32 &amp; above ) have achieved it through modified parity formula of 6th CPC but for others who too are citizens of same category &amp; same country even the formula for parity given by 5th CPC &amp; accepted by Govt. is not being honored.</p>
<p><strong>8. Pension to BSNL pensioners :</strong> It was submitted that since they are governed by CCS(Pension) Rules 1972. They be treated at par with C.G.Pensioners for the purpose of revision of Pension, Chairman advised to submit separate Memorandum</p>
<p>9. Discrimination in medical facilities to pensioners of Postal department &amp; merger of 33 Postal dispensaries with <strong>CGHS</strong>.</p>
<p><strong>10. Medical facilities : </strong> To Pensioners following issues raised in BPS memorandum were discussed in detail &amp; the Chairman was agreeable to BPS views. (i) “Health is not a luxury” and “not be the sole possession of a privileged few”. It is a Fundamental justify of all present &amp; past Employees! To ensure hassle free health care facility to Pensioners/family pensioners, Smart Cards be issued irrespective of departments to all Pensioners and their Dependents for cashless medical facilities across the country. These smart cards should be valid in</p>
<ul>
<li>all Govt. hospitals</li>
<li>all NABH accredited Multi Super Specialty hospitals across the country which have been allotted land at concessional rate or given any aid or concession by the Central or the State govt.</li>
<li>all CGHS, RELHS &amp; ECHS empanelled hospitals across the country.</li>
</ul>
<p><strong>Medical attendants :</strong> For reimbursement of bills for treatment &amp; for hospitalization . No referral should be insisted in case of medical emergencies. For the purpose of reference for hospitalization &amp; reimbursement of expenditure thereon in other than emergency cases Doctors/Medical officers working in different Central/State Govt. department dispensaries/health units should be recognized as Authorized medical attendant.</p>
<p>The enjoyment of the highest attainable standard of health is recognized as a fundamental justify of all workers in terms of Article 21 read with Article 39for a, 41, 43, 48A and all related Articles as pronounced by the Supreme Court in Consumer Education and Research Centre &amp; Others vs Union of India (AIR 1995 Supreme Court 922) The Supreme court has held that the justify to health to a worker is an integral facet of meaningful justify to life to have not only a meaningful existence but also robust health and vigour.</p>
<p>Therefore, the justify to health, medical aid to protect the health and vigour of a worker while in service or post retirement is a fundamental justify-to make life of a worker meaningful and purposeful with dignity of person. Thus health care is not only a welfare measure but is a Fundamental justify. We suggest that, all the pensioners, irrespective of pre-retiral class and status, be treated as same category of citizens and the same homogenous group. There should be no class or category based discrimination and all must be provided Health care services at par .</p>
<p><strong>(ii). Hospital Regulatory Authority:</strong> To ensure that the hospitals do not avoid providing reasonable care to smart card holders and other poor citizens, a Hospital Regulatory Authority should be created to bring all NABH-accredited hospitals and NABL-accredited diagnostic Labs under its constant monitoring of quality, rates for different procedures &amp; timely bill payments by Govt. agencies and Insurance companies. CGHS rates may be revised keeping in mind the workability as per market conditions.</p>
<p><strong>(iii). Fixed Medical allowance (FMA):</strong> As is recorded in Para 5 of the minutes of Committee of Secretaries (COS) held on 15.04.2010 (Reference Cabinet Secretariat, Rashtrapati Bhavan No 502/2/3/2010-C.A.V Doc No. CD (C.A.V) 42/2010 Minutes of COS meeting dated 15.4.2010) which discussed enhancement of FMA. “CGHS card estimates for serving Personnel: Since estimates are not available separately for pensioners M/O Health &amp; Family Welfare had assessed the total cost per card p.a. in 2007-2008 = Rs 16435 i.e. Rs.1369 per month for OPD”.</p>
<p>Adding to it inflation, the figure today is well over Rs 2000/- PM. Ministry of Labour &amp; Employment, Govt. of India vide its letter no. G-25012/2/2011-SSI dated 07.06.2013 has already enhanced FMA to Rs 2000/- PM for EPFO beneficiaries. Thus, to help elderly pensioners to look after their health, Adequate raise in FMA will encourage a good number of pensioners to opt out of OPD facility which will reduce overcrowding in hospitals. OPD through Insurance will cost much more to the Govt. As such the proposal for raising Fixed Medical allowance to Pensioners is fully justified and is financially viable.</p>
<p>We suggest that FMA for all C.G. Pensioners be raised to at least Rs 2000/- PM without any distance restriction linking it to Dearness Relief for automatic further increase. We further suggest that FMA be exempted from INCOME TAX. Fixed Medical Allowance (FMA) is a compensatory allowance to reimburse the medical expenses. As Medical Reimbursement is not taxable, FMA should also be exempted from Income Tax.</p>
<p><span style="color: #ff0000;"><strong>11. DA /DR merger commission did not agree to discuss the issue as it is not covered byTOR</strong></span></p>
<p><span style="color: #ff0000;"><strong>12.Interim relief Commission response did not appeared to be very positive on our stressing the issue they said they will look into.</strong></span></p>
<p><strong>13. 6th CPC anomalies :</strong> Chairman asked for submission of detailed list through supplementary memorandum.</p>
<p>14.Plight of those born on 1.1.1938/46: Commission said, they will look into.</p>
<p>15. Plight of those retiring on 30June Commission said, they will look into.</p>
<p>16. Restoration of Commutation in 12 years: commission said thy will look into the details provided.</p>
<p>17. Grievance redressed. Chairman was critical of the functioning of the system already existing &amp; remarked “ you will not be benefited. Court is the only alternative”</p>
<p>Friends, BPS has done its duty well, issues raised by us has received due attention from NCJCM as well as the 7th CPC.</p>

<div>On the invitation of the Seventh Central Pay Commission for having Preliminary Interaction with All India Railwaymen’s Federation(AIRF), a delegation of the AIRF, comprising of Com. Shiva Gopal Mishra, General Secretary AIRF, Com. Rakhal Das Gupta, Working President AIRF, Com. Ch. Sankara Rao, Asstt. General Secretary AIRF and Com. J.R. Bhosale, Treasurer AIRF, met today, i.e. 28th May, 2014, the Seventh Central Pay Commission(Hon’ble Justice Shri Ashok Kumar Mathur, Chairman, Shri Vivek Rae, Member, Dr. Rathin Roy, Member and Ms Meena Agarwal, Secretary, Seventh Central Pay Commission) in Hotel Janpath(Camp Office of the VII CPC), New Delhi.</div>

<div><strong>The following points were raised by the AIRF before the VII CPC:-  </strong></div>

<div><strong>(i) Extension and improvement in Railway Services </strong></div>
<div><strong>(ii) Safety &amp; Training </strong></div>
<div><strong>(iii) Wages, Dearness Allowance and Other Allowances </strong></div>
<div><strong>(iv) Living Wage </strong></div>
<div><span style="color: #ff0000;"><strong>(v) Interim Relief </strong></span></div>
<div><span style="color: #ff0000;"><strong>(vi) Merger of Dearness Allowance</strong> </span></div>
<div></div>
<div>It was asserted by the AIRF that the Railwaymen are Industrial Workers and are governed by the Industrial Disputes Act, Factories Act and Hours of Employment Regulations etc.</div>
<div></div>
<div>It was stressed by the AIRF that, out of 7,000 railway stations, over 6,000 are road side stations where staff are bereft of all civic facilities like housing, electricity, drinking water, sanitation, medical facilities etc., and the education of their children suffers.</div>
<div></div>
<div>Indian Railways run 19,000 trains daily and additional train services are being introduced without developing</div>
<div>infrastructure and adding manpower, rather manpower is being reduced day-by-day. In spite of all impediments, there has been tremendous improvement in carrying goods traffic and passenger services.</div>
<div></div>
<div>AIRF further stressed that, the Railwaymen are working round-the-clock in all weathers and arduous conditions, even sacrificing their lives to keep the lifeline of the nation(Indian Railways) in operation. On the one hand it used to be said that we(the Railwaymen), are the second line of defence, on the other, when the issue of Wage Structure and Allowances comes, the Railwaymen always get raw-deal, saying, they are “Common Categories”. Quoting examples of the Running Staff, Technician, Technical Supervisor, Operating &amp; Commercial Staff, AIRF asked, where we are common? The VII CPC agreed that they would definitely look into these aspects while deciding wages and allowances of the Railwaymen.</div>

<div>It was impressed upon to the Seventh Central Pay Commission that AIRF would lead broad categories/ departments’ representation to VII CPC during oral evidence.</div>
<div></div>
<div>It was also stressed that the Seventh Central Pay Commission should consider the matter of granting Interim Relief as well as merger of Dearness Allowance with the Pay.</div>
<div></div>
<div>The Members of the Pay Commission, mainly the Chairman himself, interacted with AIRF’s representatives. The Pay Commission gave patient hearing and assured that they could understand the complexity and gravity of the Railway Industry, devotion and dutifulness of the Railwaymen and would try to administer justice to the Railwaymen by way of their recommendations.</div>
<div></div>
<div>Thereafter, representatives of the Staff Side, National Council (JCM), lead by Com. Shiva Gopal Mishra, Secretary, Staff Side, National Council(JCM), along with Com. Rakhal Das Gupta, Com. Ch. Sankara Rao and Com. J.R. Bhosale, Members, Standing Committee, NC/JCM/AIRF, held discussions with the VII CPC.</div>
<div></div>
<div>The issues of Fixation of Wages, allowances and the matters of Anomalies of VI CPC, Scrapping of New Pension Scheme, Promotional Policy, General Grade Structure along with the demands of Interim Relief and Merger of Dearness Allowance with the Pay were raised by the Staff Side, NC/JCM. Apart from AIRF representatives, in the delegation, Coms. M. Raghavaiah, Guman Singh, S.N. Pathak, S.K. Vyas, Sri Kumar, K.K.N. Kutty and B.C. Sharma were also present on the occasion.</div>
<div></div>
<div>The Chairman, VII CPC, on persistent demand of the Staff Side, NC/JCM, suggested that the Staff Side can submit separate Memorandum on Interim Relief and Merger of Dearness Allowance, so that VII CPC can seek necessary advice from the Government, as to how to deal with these issues since there has been no specific reference in the matter from the Government to VII CPC on these subjects.</div>
<div></div>
<div>It was decided that detailed memorandum on behalf of Staff Side, National Council(JCM) should be submitted by 30th June 2014, and all the departments, like Railways and others should submit their memorandum by 15th July, 2014.</div>
