Sub:- Engagement of Medical Practitioners (CMPs) over and above vacancies to contain the spread of COVID-19 Pandemic.

Vide the above referred letter it was decided to further extend the engagement of Medical Practitioners over and above the vacancies in Indian Railway Health Services (IRHS) to meet the local requirements for handling the COVID-19 pandemic from 01.01.2021 to 30.06.2021 or till the pandemic continues, whichever, is earlier with the same terms as contained in Boards earlier letters on the matter.

2. Railways are finding it difficult to engage CMPs for this period on the present structure of remuneration payable to them and have sought parity with the remuneration being paid by the State Governments. In this regard Board has decided that in view of present COVID situation, General Managers with concurrence of Associate Finance be delegated powers for a period of 06 months only (from the date of this letter) to revise remuneration payable to CMPs as per respective State Government rates, as local conditions and rates may affect availability of CMPs in a particular area. This is a purely temporary measure, after which status quo ante shall be restored.

3. Railway wise details of intake of CMPs (date of entry, date of exit, category and expenditure on each CMP etc.) for the period should be uploaded on the office website and the link may be forwarded to undersigned for information.

4. This letter, however, does not extend the currency of the arrangement as made vide above referred letter dated 24.12.2020 beyond 30.06.2021.

5. This issues with the concurrence of Associate Finance of Ministry of Railways (Railway Board).

Approval accorded under Production Linked Incentive (PLI) Scheme for Promotion of Domestic Manufacturing of Medical Devices

The Medical Device Sector in India suffers from a considerable cost of manufacturing disability vis-à-vis competing economies, inter alia, on account of lack of adequate infrastructure, domestic supply chain and logistics, high cost of finance, inadequate availability of power, limited design capabilities, low focus on research and development (R&D) and skill development, etc.

With an objective to boost domestic manufacturing, attract large investment in Medical Device Sector, the Department of Pharmaceuticals had launched a Production Linked Incentive (PLI) Scheme for Promotion of Domestic Manufacturing of Medical Devices to ensure a level playing field for the domestic manufacturers of medical devices with a total financial outlay of Rs.3,420 cr. for the period 2020-21 to 2027-28.

The applications under four different Target Segments including “Cancer care/Radiotherapy Medical Devices”, “Radiology & Imaging Medical Devices (both ionizing & non-ionizing radiation products) and Nuclear Imaging Devices”, “Anaesthetics & Cardio-Respiratory Medical Devices including Catheters of Cardio-Respiratory Category & Renal Care Medical Devices” and “All Implants including Implantable Electronic Devices” were invited.

The Government has approved applications of following applicants, which fulfill the prescribed laid down criteria, as under:

The setting up of these plants will lead to a total committed investment of Rs. 729.63 crore by the companies and employment generation of about 2,304. The commercial production is projected to commence from 1^st April, 2022 and the disbursal of production linked incentive by the Government over the five years period would be up to a maximum of Rs.121.00 crore per applicant per target segment. The setting of these plants will make the country self-reliant to a large extent in the specified target segments in the Medical Devices Sector. The remaining pending applications are proposed to be taken up for approval by end of February, 2021.
