In Lok Sabha the Minister of Human Resource Development Dr.D.Purandeswari answered to the question of whether the KVS has implemented the ACP Scheme for its teachers, she said in its written reply that KVS has not implemented MACP Scheme for its teachers of KVS.

Additionally she said, “Assured Career Progression (ACP) was recommended by the 5th Pay Commission and the teachers of Kendriya Vidyalaya Sangathan had not opted for this scheme. The 6th Central Pay Commission has recommended Modified Assured Career Progression (MACP) Scheme.  The ACP introduced in the year 1999 provided for grant of two financial upgradation at the interval of 12 and 24 years of continuous regular service. The MACP introduced in the year 2008 provided for grant of three financial upgradation at the interval of 10, 20 and 30 years of continuous regular service”.

KVS has adopted MACP Scheme for the Non-Teaching employees Group ‘B’&’C’  of KVS at par with the Central Government employees as per the recommendation of 6th CPC, vide O.M. dated on 9.2.2011. But still the teachers of KVS have been denied to implement the benefits of MACP Scheme  to teachers of KVS.

The point has been raised by the KEVINTSA in the JCM meeting of KVS as an additional agenda item with the permission of Chairperson. The point is that KVS is not granting MACP to teachers of KVs. The Commissioner, KVS clarified that the matter pertaining to grant of the benefits of MACPS to the teaching category employees of KVS is under active consideration of Ministry of HRD and Ministry of Finance, Government of India. The decision of the Government is still awaited.

The Chairperson, JCM was of the view that KVS may continue its efforts with the Ministry.
