<p>Dear Sir,</p>



<p>DOP&amp;T vide 0.M. referred at (1) above have issued Instructions permitting Government Employees to travel by Air to NER, J&amp;K and Andaman &amp; NicobarIslands (A&amp;N). Many employees due to ignorance and not properly advised by the concerned Administration have purchased Air Tickets from other than Authorized Agents and travelled and their final bills were also passed since they have genuinely travelled. However subsequently Audit Authorities raised objections and Audit directed the administration to recover the entire LTC-80 amount with penal/ interest etc. The issue was raised by the Staff Side in the Standing Committee of the National Council (JCM) meeting held on 09/03/20019 under the Chairmanship of Secretary DOPT. Considering the specific request made by the Staff Side to grant a onetime relaxation of such cases, the Chairman was kind enough to consider our request. Extract from the formula is given below for your kind perusal: </p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>&#8220;Staff side proposed that a) If the employee has actually travelled in Air India fight then the LTC-80 fare of the journey day may be paid to him irrespective of the fact that ticket was purchased from authorized Agent or not. Any excess amount over and above the LTC-80 fare can be recovered; b) No disciplinary action and stoppage of future LTC may be taken. c) A general instruction in this regard may be issued to all the Departments to regularize all the pending LTC-80 cases as above.</p><p>Chairman agreed to consider the demand of the staff side&#8221;.</p></blockquote>



<p>Subsequently DOP&amp;T vide OM refer at (2) above have issued instructions to grant one time relaxation to such Government employees who had availed LTC by air to visit J&amp;K and NER during the period of January 2010 – June, 2014 and booked the tickets through travel agents other than “M/s Balmer Lawrie &amp; Company’. ‘M/s Ashok Travels &amp; Tours’ and ‘IRCTC’ due to lack of awareness of rules.</p>



<p>Accordingly one time relaxation was give only in the case of J&amp;K and NER. The same benefit was not extended to employees who availed LTC-80 to Andaman &amp; Nicobar w.e.f. 26/09/2014. A large number of employees in different Departments / Ministries have availed LTC-80 facility to A&amp;N by purchasing Air Tickets from other than Authorized Agents. They are now subjected to similar hardship. Therefore it is requested that as a onetime measure relaxation in the case of such Government Employees who had availed LTC by Air to A&amp;N Island w.e.f. 26/09/2014 to 19/02/2020 i. e. up to the date of issue of DOP&amp;T OM dated 19/02/2020 and booked Air Ticket through Travel Agents other than the recognized Agents may please be given under the same conditions as applicable to the one time relaxation cases of J&amp;K and NER in accordance with the DOP&amp;T OM dated 19/02/2020. This request of the Staff Side may please be considered favourably and necessary Government orders may please be issued so as to save the effected employees from such financial hardship.</p>

<h3>Frequently Asked Questions on LTC entitlements of Fresh Recruit</h3>
<p><em>Frequently Asked Questions (FAQs) on Leave Travel Concession entitlements of Fresh Recrui</em>t</p>
<p>The 6th CPC had recommended that “Fresh Recruits” to the Central Government may be allowed to travel to their Home Town along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This was accepted by the Government and orders were issued vide DoPT O.M. No. 31011/4/2008-Estt.(A) dated 23rd September, 2008.</p>
<p>This Department receives a number of references seeking clarifications from various Ministry/ Departments about the year wise LTC entitlements of Fresh Recruits. Based on the same, a set of frequently asked questions have been answered as under:</p>

<td><strong>Question 1. What are the LTC entitlements of a Fresh Recruit?</strong><br />
Answer: Fresh recruits to the Central Government are allowed to travel to their home town along with their families on three occasions in a block of four years and to any place in India on the fourth occasion. This facility shall be available to the fresh recruits only for the first two blocks of four years applicable after joining the Government for the first time.</td>
</tr>
<tr>
<td><strong>Question 2. How are the two blocks of four years applied to the Fresh Recruit?</strong><br />
Answer: The first two blocks of four years shall apply with reference to the initial date of joining the Government service even though the Govt. servant may change the job within the Government subsequently. However, as per Rule 7 of CCS (LTC) Rules, 1988, the LTC entitlement of a fresh recruit will be calculated calendar year wise with effect from the date of completion of one year of regular service.</td>
</tr>
<tr>
<td><strong>Question 3. Are the LTC blocks of four years in respect of Fresh Recruits same as the regular blocks like 2010-13, 2014-17?</strong><br />
Answer: No. The first two blocks of four years of fresh recruits will be personal to them. On completion of eight year of LTC, they will be treated at par with other regular LTC beneficiaries as per the prescribed blocks like 2014-17, 2018-21 etc.</td>
</tr>
<tr>
<td><strong>Question 4. If a fresh recruit does not avail LTC facility in a particular year, can he/she avail it in the next year?</strong><br />
Answer: No. Carryover of LTC to the next year is not allowed in case of a fresh recruit as he is already entitled to every year LTC. Hence, if a fresh recruit does not avail of the LTC facility in any year, his LTC will deem to have lapsed with the end of that year.</td>
</tr>
<tr>
<td><strong>Question 5. How will the LTC entitlements of a Fresh Recruit be exercised after the completion of eight years of service?</strong><br />
Answer: (a) After the completion of eight years of service, when the next LTC cycle of fresh recruit coincides with the beginning of the second two year block (eg. 2016-17) of the running four year block (2014-17), he will be eligible only for ‘Home Town’ LTC if he/she has availed ‘Any Place in India’ LTC in the eighth year. Cases, where the new LTC cycle of fresh recruit coincides with the second year of the running two year block (ex. 2017 of 2016-2017), he will not be eligible for LTC in that year. Refer illustrations 1 &amp; 3 for further explanation. (b) At the end of the eighth year of LTC, when the new LTC cycle of a fresh recruit coincides with the beginning of a regular four year block, his entitlement in the regular block will be exercised as per the usual LTC Rules. Refer illustration 2.</td>

<td><strong>Question 6. How will the LTC entitlement computed in case of a fresh recruit joining the service on 31st December of any year?</strong><br />
Answer: A fresh recruit who joins the Government service on 31st December of any year, will be eligible for LTC w.e.f. 31st December of next year. Since, 31st December is the last date of a calendar year, his first occasion of LTC ends with that year. Hence, he may avail his first Home Town LTC on the last day of that year. From next year onwards he would be eligible for the remaining seven LTCs. Refer illustration 3.</td>
</tr>

<td><strong>Question 7. How will the entitlements of a fresh recruit be computed who has joined the Govt. service before 01.09.2008?</strong><br />
Answer: A fresh recruit who has joined Government service before 01.09.2008 (i.e before the introduction of this scheme) and has not completed his first eight years of service as on 01.09.2008 will be eligible for this concession for the remaining time-period till the completion of first eight years of his/ her service. Refer illustration 4.</td>
</tr>
<tr>
<td><strong>Question 8. Can a fresh recruit whose Home Town and Headquarters are same, avail LTC to Home Town?</strong><br />
Answer: No. A fresh recruit whose Home Town and Headquarters are same, cannot avail LTC to Home Town. He may avail LTC to any place in India on the fourth and eighth occasion only. As per Rule 8 of CCS (LTC) Rules, 1988, LTC to Home Town shall be admissible irrespective of the distance between the Headquarters of the Govt. servant and his Home Town which implies that Headquarters and Home Town should be at different places.</td>

<p>Explanation</p>
<p>1.After the completion of the first eight years, when the fresh recruit gets into the middle of the running regular block of four calendar years (ex. 2014-2017) where the new LTC cycle of fresh recruit coincides with the second year of the running two year block (ex. 2017 of 2016-2017), he will not be eligible for LTC in that year (i.e. 2017).</p>
<p>2.It can be seen from above that LTC entitlement for a fresh recruit is calculated calendar year wise with effect from the date of completion of one year of regular service.</p>
<p><strong>Illustration 2:</strong></p>
<p>An employee joins the Government service on 1st January, 2009. As per the CCS (LTC) Rules, he will become eligible for LTC with effect from 1st January, 2010 (i.e. after the completion of one year of regular service). His entitlement for Home Town / All India LTC would be as under:</p>

<p>i. A fresh recruit who joins on 31st December of any year, will be eligible for LTC w.e.f. 31st December of next year. Since, 31st December is the last date of that calendar year, his first occasion of LTC ends with that year. Hence, he may avail his first home town LTC on that day only (eg. 31st December, 2012). From next year onwards he will be eligible for the remaining seven LTCs.</p>
<p>ii. After the completion of eight years of service, when the next LTC cycle of fresh recruit coincides with the beginning of the second two year block (eg. 2020-21) of the running four year block (2018-21), he will be eligible only for the ‘Home Town’ LTC in that block if he has availed of ‘Any Place in India’ LTC in the eighth year. In case, the fresh recruit forgoes his eighth year LTC, then he has a choice to avail either ‘Any Place in India’ or ‘Home Town’ LTC in the following two year block (i.e. in 2020-21).</p>

<p>An employee joins the Government service on 10th May, 2006. As per the CCS (LTC) Rules, he will become eligible for LTC with effect from 10th May, 2007 (i.e. after the completion of one year of regular service). His entitlement for Home Town / All India LTC would be as under:</p>

<p>During the audit on the accounts of Regional Offices and Kendriya Vidyalayas, the audit parties observed that the officers entitled for travel by Air have booked their Air Tickets through private travel agencies, which is not in order as per the extant orders and have also objected to it.</p>

<p>As per the Government of India guidelines, Air Tickets may be purchased directly from offices of the Air India ( at Booking counters/website of Airlines) or by utilizing the services of Authorized Travel Agencies namely M/s Balmer Lawrie &amp; Company, M/s Ashok Travels &amp; Tours and IRCTC (to the extent IRCTC is authorized as per DoPT’s OM No.311011/6/2002-Estt.(A) dated 02.12.2009).</p>

<p>The same procedure should be following for booking the Air Tickets for performing the Leave Travel Concession travel facility.</p>

<p><img decoding="async" style="float: left; margin: 0 1em 1em 0;" src="http://centralgovernmentnews.com/wp-content/uploads/2015/10/7thpaycommission_LTC.jpg" alt="7th Pay Commission recommendations on LTC" width="300" height="250" />Everyone knows that Central Government Employees are entitled to avail Leave Travel Concession (LTC) once in two years to visit home town and once in four years to visit any places in India. The employees are reimbursed full expenses for transport from the work station to the place to be visited and back.</p>
<p>Before the sixth CPC was implemented, availing of LTC by the employees was less in number all over India. In order to encourage employees to avail LTC, the Central Government made some impressive modifications in the rules, which saw a huge increase in the percentage of employees going for it. The employees were allowed to travel by air to Jammu &amp; Kashmir and North Eastern States and it continued till June 2015. The modification in the rules that was brought in was the travelling expenses were given in packages depending upon employee’s designation. These visits by the employees saw a huge growth in tourism in these states. It turned out to be a great opportunity for the employees to travel to these places, to know different people, their culture and so on. But for unknown reason, the central government did not extend the orders beyond June 2015.</p>
<p><strong>Home Town LTC: Is it possible to make changes in the Permanent Address of a Central Government Employee?</strong></p>
<p>Those Central Government Employees having their Hometown on the outskirts of their work places, are automatically ineligible for availing LTC Hometown. But they are eligible for the LTC for visiting any other places in India. For the benefit of those employees, in exceptional cases, the CCS Rules (LTC) – Change of Hometown – allows an employee to change the Permanent Address only once in their whole service. The employee can apply for this, through their respective head of sections with detailed documents. A male employee can choose the native place of his wife or vice versa or any other closed relation’s address. Care should be taken while applying for the changes, as the rule allows only once in their whole service. After the changes in the permanent address, the employee can apply for the LTC showing the new address.</p>
<p><strong>Expecting new changes in 7th CPC for availing LTC…</strong></p>
<p>Central Government Employees should be allowed to avail LTC Home Town once in a year and All India LTC once in three years which can bring huge changes in the department of tourism in India. It can motivate the employees to travel, visit different places, to know different people and their working conditions etc. Air travelling should be allowed to all other places in India and can be extended to other neighbouring countries also.</p>

<p>The undersigned is directed to refer to this Department’s O.M. No.31011/4/2014-Estt.(A-IV) dated 19th June, 2014 which lays down that the Government employees are required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/s Balmer Lawrie &amp; Company’, ‘M/s Ashok Travels &amp; Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No. 31011/6/2002-Est(A) dated 02.12.2009) while undertaking LTC journey(s). Vide DoPT’s O.M. 31011/5/2014-Estt.(AIV) dated 24.09.2014, the web-portal of these authorized travel agents will also be treated as an acceptable mode for purchase of air tickets on LTC subject to the conditions stated vide Department of Expenditure’s O.M. No. 19024/1/2012-E-IV dated 5thSeptember, 2014.</p>

<p>2. It has been observed that various Ministries/Departments continue to send references to DoPT seeking relaxation regarding the booking of air tickets for the purpose of LTC from the travel agents not authorised by the aforesaid O.M.. In most of the cases, the common reason stated by the LTC beneficiaries is that they were not aware of the guidelines and inadvertently booked the tickets from other travel agents.</p>

<p>Sub: <strong>Travel by Premium Trains on LTC/Official Duty/Tour/Training/Transfer etc. – Clarification reg.</strong></p>
<p>Attention is invited to DoPT O.M. No. 31011/2/2015 Estt.(A-IV) dated 2th January 2015 and Deptt. of Expenditure, Min of Finance, O.M. No. 19046/2/2008-E.IV dated 22/04/2015, it is clarified that travel by Premium Trains by Central Government servants on LTC/Official Duty/Tour/Training/Transfer etc. is <strong>not allowed</strong> and therefore, the fare charged for Premium Trains by the Indian Railways for the journey performed by Premium Trains shall not be reimbursable. In cases where journey on Official Duty/Tour /Training/Transfer etc. has already been performed by Premium Trains, the amount reimbursed shall be restricted to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.</p>
<p>It is, therefore, once again impressed upon all concerned <strong>not to travel by premium trains on LTC/Official duty / Tour / Training/ Transfer etc.</strong> and Controlling / Countersigning Officers are requested to regulate the said claims in terms of the Govt. of India letters cited above.</p>

Dear brothers &amp; sisters,<br />
Namaskar<br />
You may be aware of that Shri S N Batwe, Patron/BPMS highlighted some of the following issues related to LTC, thereupon vide letter No. BPMS / DoP&amp;T/ LTC / 50 (7/2/R), Dated 10.11.2014 this federation requested the DoP&amp;T as well as MOD to consider the issues sympathetically :-</p>
<p>&nbsp;</p>
<p>(i) Earlier { DoP&amp;T F.No. 31011/412007-Estt.(A), dated 02.05.2008} the <strong>Group ‘B’ Central Government employees were entitled to travel by Air from their place of posting or nearest airport</strong> but now {vide DoP&amp;T O.M. No. 31011/ 3/ 2014-Estt.(A-IV), dated 26.09.2014} only eligible Government servants may travel from their place of posting or nearest airport, hence necessary clarification was required so that the Group ‘B’ employees may be entitled to travel by Air from their place of posting or nearest airport;</p>
<p>&nbsp;</p>
<p>(ii) Vide DoP&amp;T F.No. 31011/4/2007-Estt (A), Dated 30.04.2012 the Air travel relaxation under LTC for NER was extended for 02 yrs from 01.05.2012, i.e., applicable upto 01.05.2014 and vide DoP&amp;T F. No. 31011/2/2003-Estt.A-IV, dated 15.06.2012 the Air travel relaxation under LTC for J&amp;K was extended for 02 yrs from 18.06.2012, i.e., applicable upto 18.06.2014 whereas this order grants the relaxation for air travel w.e.f. 26.09.2014. <strong>There were some of the employees who have travelled by Air under LTC in the intervening period, i.e., 01.05.2014 / 18.06.2014 and 26.09.2014 in anticipation of extension of such relaxation as per prevailing practic</strong>e. To mitigate the financial hardships of such employees, the DoP&amp;T O.M. No. 31011/ 3/ 2014-Estt.(A-IV), dated 26.09.2014 should have retrospective effect, i.e., 01.05.2014.</p>
<p>&nbsp;</p>
<p>(iii) Some of the defence civilian employees while availing LTC by Air to destinations like A&amp;N Islands, J&amp;K and NER, did not follow the instructions regarding purchase of their air tickets only from the booking counters/websites of Air India or from the Authorized Travel Agents [M/s Balmer Lawrie &amp; Co, M/s Ashok Travels &amp; Tours and IRCTC] and their LTC claims are not being allowed. Hence, <strong>one time relaxation is required to settle these cases.</strong></p>
<p><strong> </strong></p>
<p>Now, Min of Defence is considering the case (iii) and invited the details from concerned authorities. Hence, all are requested to forward their details through proper channel in given format only.</p>

<p>Subject :<strong> Proposal for seeking one time relaxation in respect of LTC 80 claims of Defence Civilian Employees</strong></p>
<p><strong> </strong></p>
<p>Defence Civilian Employees’ Federations are pursuing the above issue in the meetings of the JCM Departmental Council wherein they have informed that many Defence civilian employees while availing LTC by Air to destinations like A&amp;N Islands, J&amp;K and NER, did not follow the instructions regarding purchase of these air tickets only from the booking counters/websites of Air India or from the Authorized Travel Agents [M/s Balmer Lawrie &amp; Co, M/s Ashok Travels &amp; Tours and IRCTC]. A number of employees being first time travellers by air, did not observe these instructions due to ignorance. As a result, there administrative authorities have rejected their claims under LTC 80 submitted by them after performing the journey. To resolve this issue, the employees Federations have approached this Ministry and have requested to take up the matter to DoP&amp;T with recommendation that:</p>
<p>&nbsp;</p>
<p>a) Claims of Group C and B employees who are otherwise not entitled for Air Travel, in case they have availed LTC 80 by purchasing Air tickets from other than the authorized agents may be considered as a one time measure and a relaxation may be granted to pass their LTC claims as a special case;</p>
<p>&nbsp;</p>
<p>b) For such employees who have purchased Air Tickets prior to 26 Sep 2014 from other than authorized agents to travel to A&amp;N Islands, in their case, the LTC claim may be restricted to their entitled class in Steamer/Ship</p>
<p>&nbsp;</p>
<p>2. The DoP&amp;T have communicated vide their letter No.31011/6/2015-Estt.A IV dated 1st July addressed to JCM, National Council, that it would not be feasible to relax the LTC rules as a one-time measure. However, cases of individual hardship as recommended by Ministries/ Departments would be considered on a case to case basis.</p>
<p>&nbsp;</p>
<p>3. Accordingly, it is proposed to take up the matter with the DoP&amp;T for a decision on the LTC claims submitted by the defence civilian employees where the air tickets have not been purchased by these employees in accordance with the Government instructions. It is requested that the details of such cases may please be furnished in the enclosed proforma latest by 17 Aug 2015, along with views/comments, so that a consolidated proposal could be sent to the DoP&amp;T for consideration of one time relaxation.</p>

<p>Headquarters / Place of Posting and Home Town LTC: Central Government Employees’ Confusions Continue on this matter</p>
<p>“The number of Central Government employees utilizing the LTC facilities has increased substantially thanks to the initiative of the tourism department to encourage the development of economically-backward states”</p>
<p>Not many would have know this message that there are a number of retired Central Government employees who had completed 40 years of their service without utilizing even a single LTC facility.</p>
<p>“Once upon a time, LTC was considered as a wasteful expense…things have changed, and now people treat it as an indulgence…!”</p>
<p>In the past, not many were interested in LTC because the families were big and only the lowest class journey fare was reimbursed by the Central Government. But, now, LTC includes travel in air-conditioned class and air-fare. Not surprisingly, employees are now very much interested and are utilizing the facility without fail.</p>
<p>Practical difficulties began when a number of employees began to travel. One of them was the situation where the office location and the employee’s hometown are the same. Usually, Central Government employees are posted in towns and cities that are away from their hometown, or their native place. At the time of joining, the employees are required to denote a village or town as their home Town. This cannot be changed.</p>
<p>Once in every four years, the Government would give the option to reimburse the to and fro travel tickets for the employee and his/her family to go to their hometown to meet their relatives and to look after the family’s immovable properties located there. This facility is called the Home Town LTC.</p>
<p>In the past, since only a few utilized this facility, there wasn’t any confusion in implementing them. When the Government announced that Home Town LTC could be converted as All India LTC, troubles began and clarifications were required.</p>
<p>LTC rules state that the headquarter/place of posting and the employee’s Home Town are the same, then he/she is not entitled to the conversion of Home Town LTC.</p>
<p>There are many questions in the minds of the employees about this clause.</p>
<blockquote><p><strong><em>Will the facility of Home Town LTC be denied if the headquarters and home town share the same Postal Pin code?</em></strong></p>
<p><strong><em>Does this apply if both come under the limits of the same municipality or Panchayat?</em></strong></p>
<p><strong><em>Will the 8 KM rule of CGHS apply to this?</em></strong></p>
<p><strong><em>Should the home town and headquarters not be located in the same district?</em></strong></p>
<p><strong><em>What does the phrase “irrespective of distance,” which is underlined in a number of orders, mean?</em></strong></p>
