<h3 class="wp-block-heading">SUB: Intimation regarding modification of instructions regarding booking of air tickets and common deficiencies being noticed in the claims.</h3>



<p>It is to be intimated to the units concerned that as notified in the OM No. 19024/03/2021-E.IV dated 16th June, 2022 there has been modification in the rules regarding booking of Air Tickets on Government duty. Unit representatives are hereby requested to go through the same and abide by it. In addition to this please refer the Office Circular No. T/1821/TADA/LTC CIRCULAR/2020 dated 13/10/2020 wherein the common deficiencies /shortcomings noticed during the audit of TADA/LTC claims were brought to notice of Controlling Officers/ Countersigning officers for strict compliance in future. However, the same deficiencies/ shortcomings are being noticed in the claims submitted by the most of Units/Establishments resulting in return/ rejection of claims in audit. Some common deficiencies being noticed are as follows:</p>



<ol class="wp-block-list"><li>DO part II not being found enclosed with the TADA claims.</li><li>Authority letter for detailment on TD not being found enclosed with the claim.</li><li>Final temporary duty claims are not being submitted within the duration of 15 days from the completion of return journey in case of advance payments.</li><li>All the columns viz. Name, Grade, Basic Pay, Pay Level as per 7th CPC, date of time of arrival and departure are not being properly filled in the claim.</li><li>In the claims pertaining to individuals not having NPS/GPF No. assigned, important details like Date of Birth, Appointment Date, Designation, HRA class, Pay Band, TPTA class which is required for the master creation are not found mentioned in the claim.</li><li>Certificate to the effect that tickets being submitted had been verified not being attached with the final claims. A certificate to the effect that tickets have been furnished by the employee for verification of controlling officers in case of drawal of advance should be furnished with the final claim.</li></ol>



<p>In this connection attention of Controlling Officers is drawn to Rule 9 of Travel Regulations,2014 wherein it is laid down that controlling officer would be personally responsible for any/every payment caused as a result of his failure to exercise necessary check expected of him. As such controlling officers are requested to scrutinize the requisition/claims to ensure correctness of the claims before forwarding to this office for audit and payment. This circular may be brought to the notice of all officers and staff for information and compliance. Plea of ignorance of rules cannot be valid ground for relaxation of rules.</p>

<p>As per the direction contained in CGDA’s letter no. AT/ Army/ Pay Civ/ IT/ PC. dt. 14/10/2019 &amp; 20/11/2019 and instructions of the Competent Authority, Payment on account of TA/ DA/ <strong><a href="https://centralgovernmentnews.com/category/ltc/" target="_blank" rel="noreferrer noopener">LTC</a></strong> Claims in respect of units falling under audit jurisdiction of PCDA(CC) Lucknow are required to be processed through DBT(Direct Bank Transfer) instead of UPFA (Unit Public Fund Account) hence the amount will be credited directly in the Bank Account of the claimant/ individual.</p>



<p>Therefore all the Officer Incharges of respective units are requested to enclose the verified accounts details of the individuals while forwarding their claims to this office.</p>



<p>Claims received after 07.12.2020 without the verified details of individual’s account shall not be entertained by this office.</p>

<p><strong>Message Title: Change of Home Town while availing LTC-Army Officers</strong></p>



<p><strong>Message </strong>: CGDA Office vide their letter No. AT/IV/4462/Claim/III dated 17/07/2019 have clarified to accept change of Home Town in respect of Army Officers at par with Defence Civilians, and for making the similar provisions of Defence Civilians at Rule 190(5) (ii) TR applicable to Army Officers also. Hence, such cases will be regulated as under:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>a. Home town once declared will be treated as final, and the same will be referred to while admitting Home Town LTC claims.</p><p>b. In case any change is to be notified through Part II orders and Home Town LTC claim submitted for the changed Home Town, the sanction of Head of Department, or if the officer himself is the Head of Department then sanction of MoD will invariably be enclosed with LTC claim.</p><p>c. The change of Home Town is permissible in exceptional circumstances and the change will not be made more than once in the entire service of the officer.</p></blockquote>

<p>Subject: <strong>Central Civil Services (Leave Travel Concession) Rules, 1988 &#8211; Relaxation to travel by private airlines to visit Jammu &amp; Kashmir.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s O.M. of even no. dated 28.11.2014 on the subject noted above and to say that vide aforesaid O.M., facility to travel on LTC by private airlines to Jammu &amp; Kashmir (J&amp;K) under the special dispensation scheme was allowed for a period of one year. This facility ended w.e.f. 28.11.2015 and was re-introduced on 01.06.2016.</p>
<p>2. Many references have been received about Govt. employees who had inadvertently travelled by private airlines to J&amp;K during the gap period i.e. from 28.11.2015 to 31.05.2016, under the impression that the facility was still operational and were later facing difficulties in settlement of their LTC claims.</p>
<p>3. The issue has been examined in consultation with Department of Expenditure and Ministry of Civil Aviation. In relaxation to this Department’s O.M. of even no. dated 28.11.2014, it has been decided to allow the claims of those Government employees who had travelled by private airlines to Jammu &amp; Kashmir on LTC during the gap period of 28.11.2015 – 31.05.2016. This shall be subject to the condition that tickets have been booked through the authorised modes and at LTC-80 fare or less and other conditions prescribed in DoPT’s O.M. No. 31011/7/2014-Estt.A-IV dated 28.11.2014.</p>

<p>The undersigned is directed to say that some instances where some Government servants colluded with private travel agents to submit LTC claims showing inflated airfare to  clandestinely obtain undue benefits like free boarding/lodging/transport or cash refunds have come to notice of the Government.</p>
<p>2. In order to curb these malpractices the following steps may be taken:</p>
<p>(i) As per instructions reiterated from time to time, in all cases whenever a Govt. servant claims LTC by air, he/she is required to book the air tickets either directly  through the airlines (Booking counters, website of airlines) or by utilizing the service of  authorized travel agents viz. &#8216;M/s Balmer Lawrie &amp; Company&#8217;, &#8216;M/s Ashok Travels &amp;  Tours&#8217; and &#8216;IRCTC&#8217;. Proposals from different Ministries/Departments for relaxation  continue to be received on the plea that the Government servant was not aware of this  requirement. Vide the OM dated No. 31011/3/2015-Estt (A.IV) dated 18th February, 2016 detailed guidelines on submission and processing of claims were circulated. These guidelines are required to be made available to Government servants whenever they apply for LTC. Plea of ignorance of the instructions therefore cannot be used by such Government servants.</p>
<p>The nodal Ministries of M/s Balmer Lawrie &amp; Co. (Ministry of Petroleum and Natural Gas), M/s Ashok Travels &amp; Tours (Ministry of Tourism) and IRCTC (Ministry of Railways) shall issue instructions to these organisations to ensure compliance to the instructions issued vide O.M. dated 18 th  February, 2016 on issue of air tickets. Any violation of these instructions shall invite blacklisting.</p>
<p>(ii) Vide the Department of Expenditure&#8217;s O.M. No. 19024/1/2009-E.IV dated 04.03.2011, it was clarified that reimbursement of air fare lower than LTC-80 fare of Air India is admissible for the journey(s) performed by Air India under LTC-80. LTC-80 fare is to be used as the ceiling beyond which no claim will be entertained. It has now been decided that in accordance with the canons of financial propriety, Government servants should purchase tickets at the lowest rate available at the time of booking for the date and time of scheduled journey. Government servant will be required to submit the print out of the tickets showing date and time of booking in addition to the fare charged. It may, however, be kept in mind that in some cases of cancellation/rescheduling, a refund fee may be applicable. This will be borne by the employee unless the journey had to be rescheduled/cancelled due to exigencies of work. The Authority which has approved the LTC will have the powers to cancel or reschedule it.</p>

<blockquote><p>(iii) While submitting the LTC claim after completion of the LTC journey, the Govt. servant will be required to submit a self-certificate on plain papers as follows:</p>
<p>(1) I certify that the airfare claimed by me is in respect of the fare charged by the Airline for the air journey only and does not include any charges for any facility/undue benefit including boarding/lodging/local transport.</p>
<p>(2) I also certify that I have booked the ticket at the lowest fare available for the destination at the time of booking for the scheduled date and time of departure. I am aware that suppression of any information or furnishing wrong information will render me liable to disciplinary action.</p></blockquote>
<p>3.  The Administrative Ministries/Departments may also from time to time do random checks from airlines whether the tickets were booked at the lowest fare available on that date.  Attention of the Ministries/Departments is also invited to Rule 3(1)(i) of the Central Civil Services (Conduct) Rules, 1964 which requires the Government servants to maintain absolute integrity at all times. In addition, cheating/fraud also attract various sections of the Indian Penal Code 1860. Ministries/Departments should therefore not hesitate to take severe action against employees guilty of deliberate malpractices, particularly in collusion with travel agents etc.</p>
<p>4. All the Ministries/ Departments of Government of India are requested to bring the contents of this O.M. to the notice of all concerned.</p>

										<content:encoded><![CDATA[<p><strong>Government announced the Leave Travel Concession (LTC) rules for easy settlement of the LTC claims.</strong></p>
<p>The amended Office Memorandum No.31011/3/2015-Estt(A.IV) seek to ease the procedural difficulties faced by government employees while applying for and settling LTC claims.</p>
<p>Setting outer time-limits for various LTC procedures, the DoPT today said leave or sanction of LTC leave advance would take no more than five days each. This would be extendable by three days where the government employee is away for the headquarters.</p>
<p>Besides, the administration will take no more than 10 days (13 where the employee is away from headquarters) to verify LTC claims after the LTC bill is submitted by the government employee.</p>
<p>The government also proposes to allow its employees to self-certify their proposed LTC journey. Under existing CCS (LTC) Rules, government employees are required to inform their controlling officer before the journey on LTC is to be undertaken.</p>
<p>Also, whenever a government employee applies for LTC, he /she may be provided with a copy of the guidelines to be followed while availing of the concession.</p>
<p>A government servant is allowed to avail of LTC once in a block of two years to visit his/her hometown, while LTC to any place in India can be availed once in a four-year block. If not availed during these blocks, the LTC may also be availed in the first year of the following block.</p>

<p>All Central government employees will soon be sharing their photos and interesting details of holidays.</p>
<p>Besides, they will be exempted from informing their controlling officers before going on holiday and a self-certification from them would suffice.</p>
<p>These are some of the changes the Centre has decided to make in the relevant rules for availing leave travel concession (LTC).</p>
<p>All LTC claims will be settled in a maximum of one-month’s time, as per the new rules. An additional ten days will be given to settle dues related to LTC travels by an employee in case he is posted away from the headquarters.</p>
<p>“Employees may be encouraged to share interesting insights and pictures, if any, of the destination he or she visited while availing LTC on an appropriate forum,” the rules finalised by Department of Personnel and Training (DoPT) said.</p>
<p>“Sometimes, the government servants claim that failure to follow the correct procedure was on account of a lack of knowledge of the rules or instructions while in the other cases the delay is caused in the late processing of LTC claims.</p>
<p>“To remove these bottlenecks, this department has decided to simplify the procedure of application and make the procedure of processing of LTC claims time-bound,” the DoPT said.</p>

<div style="text-align: justify;">This Department is in receipt of a number of references regarding the procedural difficulties faced by the Government employees in application and settlement of the LTC claims. Sometimes, the Government servants claim that failure to follow the correct procedure was on account of a lack of knowledge of the rules/instructions while in the other cases the delay is caused in<br />
the late processing of LTC claims.</div>

<div style="text-align: justify;">2. To remove these bottlenecks, this Department has decided to simplify the procedure of application and make the procedure of processing of LTC claims time bound.</div>

<div style="text-align: justify;">It may be noted that in cases where the place of posting of the Government employees is away from their Headquarters, additional 2 days transit-time may be allowed. The person proceeds on LTC after S.No.1 and 2 i.e. after ten days of applying LTC.</div>

<div style="text-align: justify;">3. Under CCS (LTC) Ruler, the Government servants are required to inform their Controlling Officer before the journey(s) on LTC to be undertaken. It has now been decided that the Leave Sanctioning Authority shall obtain a self-certification from the employee regarding the proposed LTC journey.</div>
<div style="text-align: justify;">The proforma for self-certification has been annexed with this O.M.</div>

<div style="text-align: justify;">4. In addition to the above, it has been decided that whenever a Government servant applies for LTC, he/she may be provided with a copy of the guidelines (enclosed) which needs to be followed while availing LTC.</div>

<div style="text-align: justify;">5. Employees may be encouraged to share interesting insights and pictures, if any, of the destination he/she visited while availing LTC on an appropriate forum.</div>
