<h3 class="wp-block-heading">Subject: Clarification On Final Claim of LTC.</h3>



<p>Reference: DOP&amp;T F. No. 31011/12/2022-Estt.A-IV dated 29.08.2022.</p>



<p>Attention is invited to DOP&amp;T OM cited under reference wherein it is explicitly mentioned that officials booking tickets to avail LTC may invariably obtain print-out of the Web Page for settlement of claim. However, this office is receiving large number of claims where this mandatory requirement is not fulfilled.</p>



<p>2, All directorates and offices are therefore advised to issue instruction to the officers/staff that Officials availing the LTC may invariably obtain print-out of the Web Page to ensure the cheapest fare in the slot and submit the same with final claim of LTC. All directorate/Offices may ensure the compliance of the same before forwarding the final claim to this office. In future claims may not be entertained without enclosing print out of the web page/lowest fare certificate issued by authorized travel agent.</p>

<h3 class="wp-block-heading">Please ensure:-</h3>



<p>1. The claim is preferred on the form Appendix ‘A’ to AO 30/89</p>



<p>2. The claim has been signed by the officer himself and countersigned by the Controlling Officer mentioned in Rule 6 of TR 2014.</p>



<p>3. The claim is receipted by the Officer.</p>



<p>4. Full details of family members (i.e. Name, Age, Relation etc) are filled in the claim.</p>



<p>5. Dependency certificate mentioning income, for Father / Mother and children more than 21 years is enclosed.</p>



<p>6. Details of leave sanctioned are mentioned on the claim, if officer is availing the <strong><a href="https://centralgovernmentnews.com/category/ltc/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">LTC</a></strong>. Enclose the copy of Leave Certificate/ Leave DO II.</p>



<p>7. All the Air / Railway tickets along with boarding pass are attached with the claim in original. Wait listed tickets of railway are not admissible for LTC, get confirmation of the same signed over the stamp by TT / Railway Auth.</p>



<p>8. The adjustment claim is submitted within 30 days from the date of completion of return journey. Prefer separate claims for Self and Family if moves have taken place on different dates. If claim for any family member will be submitted at latter date mention the same.</p>



<p>9. The details of advances taken for the move are invariably mentioned in the claim. Tickets purchased through DTS (Air/Rail) should be treated as advance and incorporated in the claim by adding in the total amount claimed as well as in advances for proper adjustment.</p>



<p>10. The air tickets must be booked through Booking Counter/direct website of operating air line or through Govt. Authorised travel agents i.e. Balmer &amp; Lawrie, Ashok Travels or IRCTC. Tickets booked through private agencies or private websites like makemytrip.com, yatra.com, Udchalo etc are not admissible.</p>



<p>11. Air Tickets booked should not be more than LTC 80 fare. Officer can book tickets for lowest fare available on the date of booking which also should not be more than LTC 80 rates.</p>



<p>12. Onward and return journey should be done in the same chronology and claim of return journey first &amp; onward journey at latter date is not permissible.</p>

<h3 class="wp-block-heading">LTC to Home town 177 A &#8211; Check List for LTC Claim</h3>



<p>13.The Officer and his dependant family members can travel from duty station to home town once in year.</p>



<p>14. Officer posted in field area can travel from duty station to his home town or SPR. Family members residing at SPR can travel from SPR to home town.</p>



<p>15. Officer and family members can travel on different dates, however return journey of family members should be completed within six months only.</p>



<p>16. Home town declared by the officer at the time of commissioning is treated as his declared home town, if the same has been changed get it notified through DO part II.</p>



<p>17. Journey up to the home town has to be shown( may be under own arrangement) in the claim if same differs from NRS/ nearest Air Port for which claim has been preferred.</p>



<h3 class="wp-block-heading">LTC to Any where in India 177 B &#8211; Check List for LTC Claim</h3>



<p>18. The Officer and spouse &amp; children can travel from duty station to any station in India once in alternate year in which LTC to home town is not availed.</p>



<p>19. LTC under 177B is not admissible to parents and other dependent family members.</p>



<p>20. Officer and spouse &amp; children can travel at different dates in batches but all the members have to visit the same station only. Return journey of family members must be within six months.</p>



<p>21. Officers posted in field area can travel from their duty station to visit station and their family members can travel from SPR/hometown to visit station.</p>



<p>22. Journey performed by circular routes is not admissible. Officer has to choose one destination and LTC is admissible from duty station to that destination by direct shortest route only.</p>

<h3 class="wp-block-heading">LTC to Officer posted in field area 177C &#8211; Check List for LTC Claim</h3>



<p>23. The Officer posted in field area and not residing with the family are entitle&nbsp; to avail LTC 177 C from their duty station to home/SPR in addition to LTC 177A or 177B.</p>



<p>24. The LTC is not admissible to those Officers who have been allotted Govt Accommodation at field unit and are residing with the families.</p>



<h3 class="wp-block-heading">LTC in lieu of Home Town &#8211; Check List for LTC Claim</h3>



<p>25. Officers and their family members may avail LTC in lieu of home town to visit any place in NER / Andaman &amp; Nicobar / Jammu &amp; Kashmir by forgoing home town LTC of that year.</p>



<p>26. Officers whose home town and place of posting is the same are not allowed to avail this LTC.</p>



<p>27. Similarly Officers who are serving in field area and their families are residing at home town, family of these are officers are not allowed to avail this LTC, as family do not have title for home town LTC.</p>



<p>28. Journey can be undertaken to J &amp; K, NER, A&amp;N by private airlines however fare will be restricted to LTC 80 fares only. Provisions of purchase of ticket from authorised agent / Air Line are not relaxed.</p>



<p>29. LTC in lieu of home town can be split by family members, i.e. officer can avail LTC 177A to visit his home town /SPR and family residing at SPR can avail the LTC in lieu of home town to visit J&amp;K, A&amp;N, NER.</p>



<h3 class="wp-block-heading">LTC for children studying and staying at hostel &#8211; Check List for LTC Claim</h3>



<p>30. Children of the officers staying in hostel can visit the duty station / home town of the officer during the vacation.</p>



<p>31. Claim is to be supported with certificate from Educational Institute regarding child is studying and stating in hostel.</p>



<p>32. LTC not admissible for journey performed for getting admission or leaving Institute after completion.</p>



<p>33. Children availing this concession are not entitled for other LTCs ( 177A or 177B)</p>

<h3 class="wp-block-heading">Please Ensure: </h3>



<p>1. The claim is preferred on the form IAFT-1715.</p>



<p>2. The claim has been signed by the officer himself and countersigned by the Controlling Officer mentioned in Rule 6 of TR 2014 unless the claimant is his own Controlling Officer or by the local superior Officer where the move has been authorised by the move sanctioning authority under appendix III TR.</p>



<p>3. The claim is receipted by the Officer.</p>



<p>4. An attested copy of IHQ of MoD (Army) posting order is attached with the claim. Copy of list of various postings available on Army Intra Net is not acceptable. Please enclose Letter of AHQr notifying posting or in case of Unit Move, order under Relief Program</p>



<p>5. A copy Part-II office order notifying POSOUT / POSIN is attached with the claim.</p>



<p>6. All the tickets for which reimbursement has been claimed are attached with the claim in original.</p>



<p>7. The adjustment claim is submitted within 60 days from the date of completion of journey. Prefer separate claims for Self and Family if moves have taken place on different dates.</p>



<p>8. The details of advances taken for the move in question are invariably mentioned in the claim. Tickets purchased through DTS (Air/Rail) should be treated as advance and incorporated in the claim by adding in the total amount claimed as well as in advances for proper adjustment.</p>



<h3 class="wp-block-heading">Move of Self &amp; Family &#8211; Check List for Permanent Duty Claim</h3>



<p>9. Entitlement is from Old duty station to New duty station only irrespective of leave / joining time granted. If officer / family travel via Home town, he /she need to prefer LTC claim for the same.</p>



<p>10. Air tickets along with boarding passes as well as rail tickets must be attached with the claim in original. The air tickets must be booked through Booking Counter/direct website of operating air line or through Govt. Authorised travel agents i.e. Balmer &amp; Lawrie, Ashok Travels or IRCTC. Tickets booked through private agencies or private websites are not admissible.</p>



<p>11. In case of journey undertaken by private airline where journey by Air India is mandatory a copy of IFA sanction to undertake journey by private Airline is enclosed.</p>



<p>12. Officers Posted to North East region are permissible to travel by private Air Lines on duties.</p>



<p>13. Additional fare to officer to bring family from old duty station is admissible only if NAC for the Govt Accommodation is issued by the station HQr of new duty station and family moved after allotment of accommodation. Additional fare is not admissible for retention of accommodation at old duty station on academic or other reasons.</p>



<h3 class="wp-block-heading">Conveyance of Baggage &#8211; Check List for Permanent Duty Claim</h3>



<p>14. Entitlement is 6000 kg from old duty station to new duty station in peace posting and from old duty station to SPR /Home (or vice versa) in case of field posting.</p>



<p>15. The move of family baggage/ car etc. to the new duty station/SPR is undertaken within the lien period (i.e. six months from the date of move of  the Officer) and where the move is undertaken beyond the lien period, enclose sanction of competent authority extending the lien period in terms of Rule 16(ii).</p>



<p>16. In case of field posting where entire quantity of baggage has been conveyed, a copy of allotment letter for Govt built married accommodation is enclosed. In case officer is moving Single to field unit baggage entitlement is 100kg on warrant only.</p>



<p>17. In case the baggage has been shifted to SPR, a copy of declaration notifying the SPR is enclosed. As per SAO 10/S/86, declaration of SPR is to be done within the period of Two months only, otherwise last duty station will be treated as SPR by default. No change of SPR is permissible, once the same is declared, during the period of field posting.</p>



<p>18. Tax invoice (Consignee Note) duly indicating the quantity of baggage (mention the weight) and payment receipt is enclosed with the claim.</p>



<p>19. In case of both husband and wife being Govt servant entitlement of baggage is 6000 kg combined for both of them. They can convey at any proportion as per their convenience but total should not exceed 6000 kg.</p>



<h3 class="wp-block-heading">Conveyance of car: Check List for Permanent Duty Claim:</h3>



<p>20. The Officer himself owned car at the old duty station prior to his posting. Enclose copy of RC of CAR in name of Officer. Car in the name of spouse/ father/ mother etc is not admissible for admittance of conveyance.</p>



<p>21. The car has been conveyed from the Officer`s old duty station to new duty station in case of peace posting and from old duty station to SPR / Home for field posting.</p>

<p>22. If car is conveyed by loading on truck, Tax invoice (Consignee Note) duly indicating the car details and payment receipt is enclosed with the claim. Also attested copies of the documents pertaining to the vehicle through which car was conveyed viz. Valid national permit, insurance policy, certificate of registration, driver’s driving licence etc. are attached with the claim. Claim will be admitted as per the weight of vehicle noted in the RC  of Vehicle. ( Weight of Veh X 50 X Km /6000)</p>



<p>23. If car is moved by road under own propulation /Chauffer driven, mention the same in claim. Enclose copy driving licence along with copy of RC of vehicle. Claim will be admitted as per the RMA rate notified by the station HQr of starting station.</p>



<p>24. Officer can claim conveyance of one car or bike. Same is not admissible for car and bike both or two cars.</p>



<h3 class="wp-block-heading">CTG &#8211; Check List for Permanent Duty Claim:</h3>

<p>Sub: <strong>Regulation of LTC claims when portion of journey are performed by private transport &#8211; Regd.</strong></p>



<p>This Directorate has sought clarification from the Nodal Ministry regarding reimbursement of LTC claims where a part of the journey (be it in the beginning, middle or end) has been performed by the Government servant by unauthorized mode of transport (private bus/private taxi etc.) and rest of the journey to the declared place of visit by authorized mode of transport.</p>



<p><strong>The Nodal Ministry has issued following clarification:</strong></p>



<p>(I) DOP&amp;T’s OM no. 31011/3/2015-Estt. (A.IV) dated 09.02.2017 provides that cases where a Government servant travels on LTC upto the nearest airport/railway station/bus terminal by authorized mode of transport and undertakes rest of the journey to the declared place of visit by private transport/ own arrangement (such as personal vehicle or private taxi etc.), may be dealt with as follows:-</p>



<ul class="wp-block-list"><li>(a) In all such cases the Government servant may be required to submit a declaration that he and the members of the family in respect of whom the claim is submitted have indeed travelled upto the declared place of visit.</li><li>(b) If a public transport is available in a particular area, the Government servant will be reimbursed the fare admissible for journey by otherwise entitled mode of public transport from the nearest airport/railway station/bus terminal to the declared place of visit by shortest direct route.</li><li>(c) In case, there is no public transport available in a particular stretch of journey, the Government  servant may be reimbursed as per his entitlement for journey on transfer for a maximum limit of 100 kms covered by the private/personal transport based on a self-certification from the Government servant. Beyond this, the expenditure shall be borne by the Government servant.</li></ul>



<p>(II) In view of the above provisions, a Government employee shall get fare reimbursement in cases where the initial or end part of the LTC journey from the source/destination to the nearest railhead/airport or vice-versa, as the case may be, has been performed by a private/personal mode of transport while the major part of the journey from the nearest railhead/airport has been performed by the authorized mode of transport.</p>



<p>Taking into account the advice of the Nodal Ministry in this regard, action may kindly be taken in similar cases only on the basis of the above advice and in any case of deviation from the above, the advice of the Directorate may be sought for.</p>

<h2 class="wp-block-heading" style="text-align:center">Leave Encashment with LTC</h2>



<p><strong>Whether encashment of leave is allowed after LTC is availed?</strong></p>



<p>Sanction of leave encashment should, as a practice, be done in advance, at the time of sanctioning the LTC. However, ex-postfacto sanction of leave encashment on LTC may be considered by the sanctioning authority as an exception in deserving cases within the time limit prescribed for submission of claims for LTC.</p>



<p><strong>Whether encashment of leave with LTC can be availed at the time when the LTC is availed by the Government servant only or can leave be encashed at the time when LTC is availed by family members?</strong></p>



<p><strong>Yes</strong>. A Govt. servant can be permitted to encash earned leave upto 10 days either at the time of availing LTC for himself or when his family avails it provided other conditions are satisfied.</p>



<p><strong>Whether leave encashment should be revised on retrospective revision of pay/D.A?</strong></p>



<p>In terms of 38-A of CCS(Leave) Rules, encashment of EL alongwith LTC is to be calculated on pay admissible on the date of availing LTC and DA admissible on that date. If pay or DA admissible has been revised with retrospective effect, going by the rule the Govt. servant would be entitled to encashment of Leave on the revised rates.</p>



<p><strong>Whether encashment of Earned Leave and Half Pay Leave is admissible to industrial employees?</strong></p>



<p>The industrial employees, other than those under the cadre control of the Ministry of Railways, are entitled to encash both Earned Leave and Half Pay Leave, subject to overall limit of 300. The cash equivalent of Half Pay Leave shall be equal to leave salary admissible for Half Pay Leave plus Dearness Allowance admissible on the leave salary without any reduction being made on account of pension and pension equivalent of other retirement benefits payable. But no commutation of Half Pay Leave shall be allowed to make up for the shortfall in Earned Leave and these orders are effective from 07-11-2006.{0M No. 12012/3/2009- Estt.(L) dated 28-12-2012}</p>

<p>Sub : <strong>Procedure for availing optional scheme of All India Leave Travel Concession (AILTC) facility for officers/staff working in Board&#8217;s Office. </strong></p>
<p>Subsequent to IR employees being given AILTC facility on optional basis in accordance with the CCS (LTC) Rules, 1988 as per Boards Order No. E(W) 2017/PS5-l/3 dated 10.09.2018, all officers/staff working in Boards office are also eligible to avail AILTC.</p>
<p>2. For availing the facility of AILTC, Officer/Staff working in Board&#8217;s Office should have rendered four or more years of continuous service on the date of the commencement of the journey. The following guidelines may be adhered to by the applicant for availing AILTC:-</p>
<blockquote><p>i) Privilege Pass Surrender Certificate (PPSC) may be obtained from &#8216;G Branch by following the prescribed procedure as contained in Boards letter dated 10.09.2018. However, in the first instance before applying for PPSC, the concerned staff should check his/her eligibility for availing AILTC.</p>
<p>ii) Leave of any type may be applied for and a declaration/advance intimation letter as per proforma enclosed at <strong><span style="text-decoration: underline;">Annexure-I </span></strong>intending to avail AILTC may be submitted to the concerned Establishment Branch (ERB-I, ERB-II &amp; ERB-V) along with original copy of PPSC issued by &#8216;G&#8217; Branch.</p>
<p>iii) In case, AILTC advance is required, a separate request may be submitted as per prescri bed proforma enclosed at <strong><span style="text-decoration: underline;">Annexure-II</span></strong> to the concerned ERB section ( ERB-I, II &amp; V) in addition to submission of self-declaration/advance intimation letter. AILTC advance is to be applied 65 days (in case of Air travel) or 125 days ( in case of train travel) before the proposed date of outward journey and within ten days of the drawal of advance, the concerned employee is to produce tickets, irrespective of the date of commencement of the journey.</p>
<p>iv) LTC advance upto 90% of the estimated fare would be sanctioned.</p>
<p>v) In case, an employee performs journey without intimation and submission of original PPSC to the concerned ERB section, claim for reimbursement under AILTC would not be entertained.</p>
<p>vi) Subsequent to performing the journey related to AILTC, necessary claims for reimbursement /difference of expenditure ( in case of advance) may be submitted directly to respective Cash-I/II/III Sections as per enclosed proforma at <strong><span style="text-decoration: underline;">Annexure-III </span></strong> for final settlement with all necessary required document.</p>
<p>vii) LTC claim as per Annexure-III is to be submitted within three months of completion of return journey, if no advance has been drawn; else, within one month of completion of return journey, if advance has been drawn.</p>
<p>viii) After undertaking journey, unspent amount of AILTC advance, if any, should be remitted within one month and in one lumpsum.</p>
<p>ix) Travel by Premium trains/Premium Tatkal trains/Suvidha trains are allowed on LTC however, travel in such train is to be by shortest route. Reimbursement of tatkal charges or premium tatkal charges shall also be admissible for the purpose of LTC. Flexi Fare (dynamic fare) applicable in Rajdhani/Shatabdi/Duronto trains is also admissible for the journey(s) performed by these trains on LTC.</p>
<p>x) Those officials entitled for Air travel are required to travel by Air India only at LTC-80 fare or less. Fare indicated at LTC-80 is the maximum permissible ceiling limit for reimbursement; however, efforts should be made to book Air tickets at the cheapest fare possible.</p>
<p>xi) Those employees ( i.e, Pay Level 1 to 8 of Pay Matrix as per 7th CPC) who are not entitled to travel by Air may travel by any airline; however, reimbursement in such cases shall be restricted to the fare of their entitled class of train /transport or actual expense, whichever is less. Further, dynamic fare component in respect of Rajdhani/Shatabdi/Duronto trains shall not be admissible in such cases i.e., where a non­ entitled Government servant travels by air and claims reimbursement for the entitled class of Rajdhani/Shatabdi/Duronto trains.</p>
<p>xii) In all cases, Air ticket is required to be booked either directly through the airlines ( Booking Counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz &#8216;MIS Balmer Lawrie &amp; Company&#8217;, M/s Ashok Travels &amp; Tours&#8217;, and IRCTC ( to the extent IRCTC is authorized as per DOP&amp;Ts OM No. 31011/6/2002-Estt(A) dated 2.12.2009) while undertaking LTC journey. Booking of tickets through other agencies is not permitted and no request for relaxation of rules for booking the tickets through any other agencies shall be considered by Boards office.</p>
<p>xiii) ) It may also be noted that Travel on Tour packages is not allowed, except in case of tours conducted by Indian Tourism Development Corporation (ITDC), State Tourism Development Corporation (STDC) and IRCTC. In such cases, only the fare component shall be reimbursable provided ITDC/STDC/IRCTC separately indicate the fare component and certify that the journey was actually performed by the Government servant and his family members for which he/she is claiming the All India Leave Travel Concession.</p>
<p>xiv) All tickets purchased should be submitted in original along with boarding passes duly stamped by Airport authorities (in case of Air travel) at the time of submitting claims after performing journey.</p>
<p>xv) In respect of special relaxation relating to travel by Air ( for those who are not entitled for Air travel under AILTC) on LTC to North East Region, Jammu &amp; Kashmir and Andaman &amp; Nicobar, DOP&amp;Ts OM No. 31011/3/2018-Estt(A-IV) dated 20.09.2018 may be referred to.</p></blockquote>
<p>3. Role of &#8216;G-Branch&#8217;, ERB-I, II, V, Cash-I, II &amp; III sections and PAO/Office/RB would be as under:-</p>
<blockquote><p>a) General Branch will issue the Privilege Pass Surrender Certificate (PPSC) for AILTC purpose within 10 days of receiving the request from Applicant as per the instructions contained in E(W)&#8217;s above mentioned letter.</p>
<p>b) After receiving the request for optional AILTC as per Annexure-I &amp; II, respective Establishment Branches (ERB-I, ERB-II &amp; ERB-V) would verify/certify the necessary columns in it along with checking the admissibility as to whether the concerned employee is eligible for AILTC as per extant policy instruction and forward it to concerned Cash Section in case LTC advance has been sought.</p>
<p>c) An acknowledgement to the concerned employee may also be made and a copy of guidelines for perusal of employee may be given so as to ensure that the concerned employee is fully aware of the extant rules to be followed while availing optional AILTC and that there is no issue with regard to clearing of AILTC claim. In case AILTC is not admissible for the concerned employee, the same be advised in writing to the employee within three working days of the receipt of the intimation. A copy be also endorsed to the concerned Cash Section for information and record.</p>
<p>d) Concerned Cash section would process the case for LTC advance and reimbursement/claim as per extant rule for AILTC issued by Board&#8217;s Office like normal reimbursement of TA/DA, Children Education Allowance (CEA) claim without referring it to Associate Finance. However, if any clarification is required on the extant rules, the nodal branch may be consulted. In respect of AILTC advance/clearing of claim, concerned Cash section are to sanction the amount based on concerned employee&#8217;s eligibility for travel in AILTC, fares of shortest route by train and as per fare available under LTC-80 in respect of Air ticket.</p>
<p>e) After clearing of LTC claim, the concerned Cash Section would maintain the details of such claim separately as per CCS(LTC) Rule for maintaining register of LTC claim. Proforma is at <span style="text-decoration: underline;"><strong>Annexure-IV</strong></span>.</p>
<p>f) ERB-II, V and PAO Sections would also be required to make an entry in the service book of concerned employee claiming LTC along with an undertaking of completion of four or more years of service in this regard.</p>
<p>g) ERB-I, II, V, Cash-I, II, Ill &amp; PAO sections may also go through the instructions issued on AI LTC/LTC by E(W) branch &amp; DOP&amp;T before processing the request related to AILTC.</p></blockquote>
<p>4. All concerned may note that any misuse of <strong>AILTC</strong> will be viewed seriously and the concerned official would be liable for appropriate action under the relevant rules. Cash section may also randomly get some of the air tickets verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.</p>

<p>Subject: <strong>Admissibility of air fare for children below the age of 5 years of the Government servants non-entitled to travel by air on LTC &#8211; clarification reg. </strong></p>
<p>The undersigned is directed to invite reference to Department of Personnel Training’s O.M. No. 31011/2/2006-Estt.A dated 24.4.2006, 21.05.2007 and 03.12.2007 which stipulates that a non-entitled Goverment servant is allowed to travel by air while availing LTC provided that the reimbursement made in such cases is restricted to the train fare of entitled class. In this regard, it may be noted that while no fare is charged by Railways for a child below the age of 5 years travelling by train, airlines charge full air fare for child of 2 years of age and above.</p>
<p>2. This Department is in receipt of references from various Ministries/Departments seeking clarification on reimbursement of LTC claim in a situation where a child of a non-entitled Government servant, aged less than 5 years, travels by air on LTC and entitled train fare is claimed by that Government employee in respect of his/her child.</p>
<p>3. The matter has been examined and it is clarified that since children below the age of 5 years are not charged for rail journeys, no reimbursement shall be made in respect of the air journey performed by children, aged less than 5 years, of the Government servants who are not entitled to travel by air on LTC. It may be noted that this provision shall not be applicable for the segments where the air journey has been allowed to the non-entitled Government servants and their families under the special dispensation scheme, existent from time to time.</p>

<p>All non-entitled central government employees have been allowed to travel by air while availing Leave Travel Concession (LTC) with a condition that reimbursement in such cases shall be restricted to the fare of their entitled class of train or actual expense.</p>
<p>The Ministry of Personnel had recently eased norms for processing claims of LTC — which allows grant of leave and ticket reimbursement to eligible central government employees to travel to their home towns and other places.</p>
<p>“Government employees not entitled to travel by air may travel by any airline. However, reimbursement in such cases shall be restricted to the fare of their entitled class of train, transport or actual expense, whichever is less,” an order issued by the Ministry said.</p>
<p>The move comes after the government received a number of queries in this regard. In many cases, employees did not have railway station or good road network to their home towns and they had requested for permission to travel by air to save time, which was being denied, officials said.</p>
<p>Now, they will be allowed to travel by air and by any airline, they said. At present, those entitled to travel by air have to mandatorily travel by Air India.</p>
<p>A government servant may also apply for advance for himself or his family members 65 days before the proposed date of the outward journey and he or she would be required to produce the tickets within ten days of the withdrawal of advance, irrespective of the date of commencement of the journey, as per the new norms.</p>
<p>There are about 50 lakh central government employees.</p>
<p>All central government employees have been asked to share photos and interesting details of their holidays.</p>
<p>The DoPT has decided to put a limit of one month for verification of LTC claim after the LTC bill is submitted by government employee for settlement and final payment.</p>
<p>“Efforts should be made to reduce the duration of processing of LTC applications or claims at the earliest. The maximum time limit should be strictly adhered to and non- compliance of time limit should be adequately explained,” its directive said.</p>

<p>The Ministry of Defence (MoD) may refer to their I.D.Note above seeking clarification on the admissibility of TA claim where air tickets have been purchased from a franchisee of M/s Balmer Lawrie and Company Limited (BLCL), which is an authorized travel agent of the Government of India.</p>
<p>2. M/s Balmer and Lawrie has clarified that the franchisee agency is authorized to issue air tickets only in the name of BLCL and are not authorized to levy any service/agency charges etc. for providing franchisee services on behalf of BLCL. Ministry of Defence may, therefore, regulate TA claims where air tickets have been issued by an agency, appointed as its franchisee by BLCL for the purpose of issuing of air tickets on Government account on BLCL&#8217;s behalf, provided it is ensured that the IATA number quoted on the air ticket is that of BLCL (and not that allotted  to the franchisee agency of BLCL or any other) and that the amount reimbursed does not include service/agency charges etc. if any levied by the franchisee agency of BLCL for providing their services.</p>
