<p>(a) whether the Government is aware of the fact that several private hospitals empanelled under the Central Government Health Scheme (CGHS) decided to suspend cashless services to the beneficiaries of the health care programme;</p>



<p>(b) if so, the details thereof and the pending amount to be paid to the hospitals both private and Government category;</p>



<p>(c) whether the cashless services to Ex-Servicemen Contributory Health Scheme is also suspended by the hospitals in private sector; and</p>



<p>(d) the steps taken by the Government to ensure un-interrupted cashless services to the beneficiaries?</p>



<p><strong>ANSWER</strong></p>



<p>THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE<br />(DR. BHARATI PRAVIN PAWAR)</p>



<p>(a) to (d):Under the Central Government Health Scheme(CGHS), empaneled Health Care Organizations (HCOs) are required to provide cashless facilities to the eligible CGHS beneficiaries. However, there have been reports that some hospitals are not providing cashless facilities. Suitable action is taken against them whenever such cases come to notice. AMRI Hospital, Bhubneshwar, M/s Charnock Hospitals Pvt. Ltd., Kolkata, Rabindranth Tagore International Institute of Cardiac Sciences, Kolkata and Utkal Hospital, Bhubaneshwar, Fortis Healthcare Limited, Shalimar Bagh, New Delhi and Amar Eye Centre, Naveen Shahdara Delhi have submitted notice to opt out of CGHS.</p>



<p>Under CGHS, during the current Financial Year, HCOs’ bills worth Rs. 1200 crore (approx.) have been paid and bills amounting to Rs. 1100 crore (approx.) are received for payment.</p>



<p>Regarding Ex-Servicemen Contributory Health Scheme (ECHS), as per the information provided by the Ministry of Defence, 174 Health Care Organizations (HCOs) have stopped giving cashless services to ECHS beneficiaries.</p>



<p>Under CGHS, following steps have been taken to ensure uninterrupted cashless services to the beneficiaries:-</p>



<ul class="wp-block-list"><li>(i) Adequate funds are provided to CGHS under the relevant Head of Account for clearance of hospital bills.</li><li>(ii) Hospital Bills are regularly processed for settlement and an amount of Rs. 1200 crore (approx.) has already been paid to private hospitals during current Financial Year 2021-22.</li><li>(iii) Additional manpower has been mobilised to expedite settlement of hospital claims.</li><li>(iv) In June 2021, CGHS has shifted to settlement of bills in paperless mode on the IT Platform of National Health Authority which is an attached Office of Ministry of Health &amp; Family Welfare.</li></ul>



<p>As informed by Ministry of Defence, following steps have been taken for timely payment of bills to the hospitals empanelled under ECHS: –</p>



<ul class="wp-block-list"><li>(i) Provision of adequate budgetary support has been made.</li><li>(ii) Usages of IT solution for continuous monitoring for efficient processing of bills and timely payment.</li><li>(iii) Empanelment of additional HCOs as an alternative to those who have refused services.</li></ul>

<p>(b) whether the Government is planning e-mail services at par with private e-mail services such as g-mail and Yahoo for officials work; and</p>
<p>(c) if so, the action taken to improve e-mail services provided by National Informatics Centre (NIC)?</p>
<p><strong>ANSWER</strong></p>

<p>STATEMENT REFERRED IN REPLY TO LOK SABHA STARRED<br />
QUESTION NO. *451 FOR 05.04.2017 REGARDING<br />
USE OF PRIVATE E-MAIL BY GOVERNMENT EMPLOYEES</p>
<p>(a) to (c): The Government has notified the E-mail policy of Government of India vide Gazette Notification dated 18th February 2015. This policy inter alia mandates and provides for guidelines for use of Government email service, provided by NIC, for all official communications by Government officers.</p>
<p>The Government of India has also approved a project to strengthen the NIC email infrastructure. Once implemented, the new email system will provide for 50 lakhs email ids for Government users across the country. This new setup will be as per global standards.</p>
<p>National Informatics Centre (NIC) does not Track the usage of private emails by Government employees, including PSU employees.</p>

<p>(c)the steps being taken by the government to alleviate problems of ESIC employees in this regard;</p>
<p>(d)whether the Health Insurance Scheme run by the Government provides guarantee of income which is necessary for livelihood and if so, the details thereof; and</p>
<p>(e)if not, whether the Government proposes to implement such schemes in future?</p>
<p><strong>ANSWER</strong></p>
<p>MINISTER OF STATE (IC) FOR LABOUR AND EMPLOYMENT (SHRI BANDARU DATTATREYA)</p>
<p>(a) &amp; (c): No, Madam. The employees under ESI Scheme are eligible for cashless treatment in the ESI Hospitals and tie up hospitals. In case of emergency treatment outside the ESI network, the employees are reimbursed on CGHS rates or respective state rates.</p>
<p>(b): Not applicable in view of answer at (a) above.</p>
<p>(d): Yes, Madam. Under ESI Scheme, cash compensation for loss of wages is paid as under:</p>
<blockquote><p>1. Sickness Leave &#8211; For 91 days @ 70% of wages</p>
<p>2. Temporary disablement &#8211; Till the spell of sickness lasts @ 90% of wages</p>
<p>3. Maternity leave &#8211; For 12 weeks (under revision to 26 weeks) @ 100% of wages</p>
<p>4. Unemployment allowance- @50% for first year and 25% for second year.</p></blockquote>
<p>(e): Not applicable.<br />

<p>(a) whether the Government proposes to implement the recommendations of the Seventh Central Pay Commission(CPC) also for the employees of the autonomous bodies including the Council of Advancement of Peoples Action and Rural Technology(CAPART) and the employees working on contract basis under Central Government;</p>
<p>(b) if so, the details thereof and if not, the reasons therefor; and</p>
<p>(c) the details of the amount paid to the employees after implementing the recommendations of the Commission?</p>

<p>(a) to (c): An appropriate decision in regard to extension of the recommendations of the 7th Central Pay Commission pertaining to pay matters, as already accepted and notified by the Central Government in respect of Central Government employees, in regard to employees of the Quasi-Government Organizations, Autonomous Organizations and Statutory Bodies, etc set up and funded/controlled by the Central Government, would be taken having regard to all relevant factors. However, there is no proposal at present under consideration to extend revised pay based on the 7th Central Pay Commission, as accepted by the Government in case of regular Central Government employees, in regard to contract employees.</p>

<p>(a) whether the Government has any proposal to change the existing rule to allow Government employees to travel on low fare private airlines also while availing Leave Travel Concession (LTC);</p>
<p>(b) if so, the details thereof and if not, the reasons therefor; and</p>
<p>(c) the time by which the said proposal is likely to be implemented?</p>

<p>Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-</p>
<p>(a) whether the Government has adopted the policy of zero tolerance to root out corruption in the country;</p>
<p>(b) if so, the details thereof and the measures taken under this policy; and</p>
<p>(c) the extent to which the Government has been successful in tackling corruption in the country after adopting the said policy?</p>
<p style="text-align: center;"><span style="text-decoration: underline;"><strong>ANSWER</strong></span></p>
<p>MINISTER OF THE STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCE AND PENSIONS AND MINISTER OF THE STATE IN THE PRIME MINISTER`S OFFICE (SHRI V. NARAYANASAMY)</p>
<p>(a) &amp; (b) The Central Government is fully alive and committed to implement its policy of “Zero Tolerance against Corruption” and has already taken several measures to combat corruption and improve the functioning of Government. These include:-</p>
<blockquote><p>(i) Enactment of Right to Information Act, 2005;(ii) Enactment of Lokpal and Lokayuktas Act, 2013;</p>
<p>(iii) Issue of comprehensive instructions on transparency in tendering and contracting process by the CVC;</p>
<p>(iv) Issue of instructions by the CVC asking the organizations to adopt Integrity Pact in major Government procurement activities; State Governments have also been advised to adopt Integrity Pact in major procurements;</p>
<p>(v) Introduction of e-Governance and simplification of procedures and systems;</p>
<p>(vi) Issue of Citizen Charters;</p>
<p>(vii) Ratification of United Nations Convention against Corruption (UNCAC) in 2011;</p>
<p>(viii) Placing of details of immovable property returns of all Members of the All India Services and other Group ‘A’ officers of the Central Government in the public domain;</p>
<p>(ix) Issue of orders for setting up of 92 additional Special Courts exclusively for trail of CBI cases in different states.</p></blockquote>
<p>Besides these, the Government has also introduced a number of legislations in the Parliament in the recent past for effectively tackling corruption. Some of them are-</p>
<p>(i) The Whistle-blowers Protection Bill, 2011;</p>
<p>(ii) The Prevention of Bribery of Foreign Public Officials and Officials of Public International Organizations Bill, 2011;</p>
<p>(iii) The Right of Citizens for Time Bound Delivery of Goods and Services and Redressal of the Grievances Bill, 2011;</p>
<p>(iv) The Public Procurement Bill, 2012.</p>
<p>(v) The Prevention of Corruption (Amendment) Bill, 2013.</p>
<p>(c) The fight against corruption is an ongoing process and it is the endeavour of the Government to strengthen the anti-corruption mechanism.</p>

										<content:encoded><![CDATA[<p><strong>Vacant posts of teachers in Kendriya Vidyalayas</strong></p>
<p>As on 01.01.2014, out of 42374 sanctioned posts, only 8948 posts of teachers are lying vacant in the Kendriya Vidyalayas all over the country. These are being filled expeditiously. Some positions of teachers are always vacant due to the time-lag between the occurrence of vacancy and recruitment. The recruitment process for the vacancies of the year 2011-12 has been completed and Post Graduate Teachers and Trained Graduate Teachers (Misc) have already been posted. However, 838 vacancies of the year 2011-12 of Primary Teachers and Trained Graduate Teachers could not be filled up, as the process of the operation of the selection panel is sub judice. The process for recruitment against vacancies of different categories of teachers for the year 2012-13 &amp; 2013-14 had already begun and the examination for all teaching posts was conducted from 14th December, 2013 to 16th December, 2013 all over the country.</p>
