<p>Will the <strong>PRIME MINISTER</strong> be pleased to state:</p>



<p>(a) whether the Government receives large number of public grievances on various issues and if so, the details thereof, Ministry/Department-wise;</p>



<p>(b) the number of public grievances received/ addressed so far, Ministry/Department-wise; and</p>



<p>(c) whether these grievances are addressed on time, if so, the details thereof and if not, the reasons therefor?</p>



<p><strong>ANSWER</strong></p>



<p>MINISTER OF STATE IN THE MINISTRY OF PERSONNEL PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)</p>



<p>(a): Yes sir, the public grievances received by Government on the Central Public Grievances Redress and Monitoring System (CPGRAMS) portal for the year 2022 Ministry/ Department wise are at Annex l . Public Grievances are received on various issues such as implementation of Government schemes/ programmes, quality of services, civic amenities, harassment &amp; atrocities, corruption etc.</p>



<p>(b): The list of Public Grievances addressed for the year 2022 Ministry/ Department wise are at Annex 2.</p>



<p>(c): The endeavour of the Government is to ensure quality and timely disposal of the public Grievances. The stipulated time-frame for disposal of public Grievances was reduced from 60 days to 45 days in June 2021 which was further reduced to 30 days from July 2022. In case redressal is not possible within the stipulated timeframe an interim reply shall be given to the citizen. The average grievance redressal time for the month of October 2022 is 27 days and for November 2022 is 28 days.</p>

<p>(a): As per database maintained by Central Pension Accounting Office (CPAO), Controller General of Defence Accounts, Ministry of Railways, Department of Telecommunications, Department of Post, the estimated number of retired persons availing Central Government pension is at Annexure-I.</p>



<p>(b) to (d): With a view to make Doorstep Services for submission of Life Certificate available to all pensioners across the country and to ease the process, the Department of Pension &amp; Pensioners’ Welfare roped in the India Posts and Payment Bank (IPPB) under the Department of Posts for Digital Life Certificate. The IPPB has started Doorstep Service of obtaining Life Certificate in November, 2020 through its network of Postmen &amp; Gramin Dak Sevaks.</p>

<p>The central government declared on Friday that no proposal to include&nbsp;menstrual leave in governmental departments is being explored at this time. Menstrual leave is a type of leave in which a person may be entitled to paid or unpaid time off from work if they are menstruation and hence unable to work.</p>



<p>Smriti Irani, the Minister of Women and Child Development, told the Lok Sabha that the Central Civil Services CCS (Leave) Rules, 1972, do not include provisions for menstrual leave and that no proposal to introduce such leave is presently under consideration. According to the union minister, female government employees are entitled to earned leave, half-pay leave, unusual leave, child care leave, commuted leave, maternity leave, leave on medical certificate, leave not due, and other sorts of leave under these regulations.</p>

<p>During their menstrual period, many women suffer a variety of problems. Dysmenorrhea is a disorder in which some women experience discomfort during menstruation. Despite having some worries prior to menstruation, up to 80% of women do not experience issues severe enough to interfere with daily functioning as a result of menstruation. Premenstrual syndrome affects 20 to 30 percent of women, interfering with their daily lives. In 3 to 8% of persons, the symptoms are severe. Premenstrual dysphoric disorder (PMDD) is a severe and debilitating type of premenstrual syndrome that affects 1.8–5.8% of women who menstruate.</p>



<p>Meanwhile, in India, a number of private businesses and start-ups, including food delivery apps like Zomato and Swiggy, have introduced a policy allowing employees to take menstruation leave. Last year, Zomato introduced a ten-day paid &#8220;period leave&#8221; policy for female and trans employees, while Swiggy provides female delivery crew a monthly two-day time off policy during periods. Byju&#8217;s, the country&#8217;s biggest education app, allows female workers to take up to 12 Period Leaves (PELs) every year, according to the company&#8217;s blog.</p>



<p>Menstrual leave is governed or provided for in several nations across the world. Women in Indonesia have the entitlement to two days of menstruation leave every month under the Labor Act No. 13 of 2003, albeit these are not extra leaves. Since 1947, Japan has followed the regulation that &#8220;where a woman has sought leave because working during her menstrual period would be very difficult, the employer should not employ such lady on days of her menstrual period.&#8221; Female employees in South Korea are entitled to menstruation leave and are guaranteed additional compensation if they do not use the time off that they are entitled to. Women in Taiwan are entitled to three days of &#8220;menstrual leave&#8221; each year under the Gender Equality in Employment Act.</p>

<p>The Rajya Sabha has approved the Medical Termination of Pregnancy (Amendment) Bill, 2021 to amend the Medical Termination of Pregnancy Act, 1971 on 16th March 2021. The Bill was approved in Lok Sabha on 17th March 2020.</p>



<p><strong>Salient features of amendments:</strong></p>



<ul class="wp-block-list"><li>Enhancing the upper gestation limit from 20 to 24 weeks for special categories of women which will be defined in the amendments to the MTP Rules and would include survivors of rape, victims of incest, and other vulnerable women (like differently-abled women, minors), etc.</li><li>The opinion of only one provider will be required up to 20 weeks of gestation and of two providers for termination of pregnancy of 20-24 weeks of gestation.</li><li>Upper gestation limit not to apply in cases of substantial fetal abnormalities diagnosed by the Medical Board. The composition, functions, and other details of the Medical Board to be prescribed subsequently in Rules under the Act.</li><li>Name and other particulars of a woman whose pregnancy has been terminated shall not be revealed except to a person authorised in any law for the time being in force.</li><li>The ground of failure of contraceptive has been extended to women and her partner.</li><li>The Medical Termination of Pregnancy (Amendment) Bill, 2021 is for expanding access of women to safe and legal abortion services on therapeutic, eugenic, humanitarian, or social grounds. The amendments include the substitution of certain sub-sections, insertion of certain new clauses under some sections in the existing Medical Termination of Pregnancy Act, 1971, with a view to increase the upper gestation limit for termination of pregnancy under certain conditions and to strengthen access to comprehensive abortion care, under strict conditions, without compromising service and quality of safe abortion.</li></ul>



<p>It is a step towards the safety and well-being of the women and many women will be benefitted from this. Recently several petitions were received by the Courts seeking permission for aborting pregnancies at a gestational age beyond the present permissible limit on grounds of fetal abnormalities or pregnancies due to sexual violence faced by women. The amendments will increase the ambit and access of women to safe abortion services and will ensure dignity, autonomy, confidentiality, and justice for women who need to terminate the pregnancy.</p>

<p>Employees Provident Fund Organization (<a href="https://centralgovernmentnews.com/category/epfo/" target="_blank" rel="noreferrer noopener" aria-label="EPFO (opens in a new tab)">EPFO</a>) invests 85% of the funds in debt instruments and 15% of the investment is made in Exchange Traded Funds (ETFs), as notified by the government according to the investment pattern. </p>



<p>Based on Nifty 50, Sensex, Central Public Sector Enterprises (CPSEs) and Bharat 22 Indices, the investment in ETFs is made. EPFO does not invest in individual companies &#8216; stock and shareholdings. </p>

<p>Under  the Pradhan Mantri Mudra Yojana (PMMY), 20.84 crore loan accounts  totalling an amount of Rs 10.24 lac crore have been sanctioned upto  01.11.2019. As per the findings of  the PMMY survey conducted by Labour  Bureau, an attached office of the Ministry of Labour &amp; Employment,  around 5 crore persons (3.1 crore self-employed and 1.95 crore  hired  workers) were working in establishments for which MUDRA  loans were  availed between April, 2015 to March, 2018. The findings of the survey  reveal that these loans enabled beneficiaries to sustain the economic  activities they were engaged in.</p>



<p>This information was given by  Shri Santosh Kumar Gangwar, Minister of State (I/C) for Labour and  Employment in written reply to a question in Lok Sabha today.</p>

<p>1. <strong>Question</strong>:  whether it is true that the <em><strong>Economic Survey presented this year recommends an increase in retirement age for employees to 70 years</strong></em>;<br /><strong>Answer</strong>: The Economic Survey 2018-19 did not recommend an increase the <strong><em>retirement age</em></strong> for employees to 70 years. It merely highlighted the experience of other major countries.</p>

<p class="has-text-align-center">Ministry of Personnel, Public Grievances &amp; Pensions<br /><strong> Provisions relating to Reservations</strong></p>



<p class="has-text-align-right">20 NOV 2019</p>



<p>The instructions issued by Government on India under Article 16 (4) and 16 (4A) of the Constitution are, mutatis mutandis, followed by the Public Sector Undertakings (PSUs), Financial Institutions including the Public Sector Banks under the Central Government. Implementation of the reservation provisions are insisted upon as a pre-condition to receive grants-in-aid by the voluntary organizations, autonomous bodies/institutions etc. where:-</p>



<ul class="wp-block-list"><li>the recipient body employs more than 20 persons on a regular basis and at least 50% of its recurring expenditure is met from grants-in-aid from Central Government; and</li><li>the body is registered society of a cooperative institution and is in receipt of a general purpose annual grants-in-aid of Rs. 2 lakhs and above from the Consolidated Fund of India.</li></ul>



<p>Ministries/Departments have been directed to include suitable clause in the terms and conditions under which voluntary agencies / organizations etc. are given grants-in-aid by the Government for reservation for SCs/ STs/ OBCs in the posts and services under such organisations or agencies. It has further being provided that while sanctioning further grants, the progress made in employing SCs/ STs/ OBCs should be kept in view.</p>

<p>Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:</p>



<p>(a) whether the Government has issued any directives/guidelines to all the State Governments and Union Territories to fix the salary of nurses who are working in private sector, if so, the details and current status thereof;</p>



<p>(b) whether the Government has received implementation reports from the concerned State/UT Governments in this regard, if so, the details thereof and if not, the reasons therefor; and</p>



<p>(c) the steps taken/being taken by the Government for urgent implementation of the said directives/guidelines?</p>

<p>(a): Hon’ble Supreme Court vide judgement dated 29th January, 2016 in Writ Petition (C) No.527/2011 directed Ministry of Health and Family Welfare to look into the grievances of nurses working in private hospitals/ institutions by forming a committee. Accordingly, Ministry of Health and Family Welfare constituted a committee in February, 2016. The Recommendations of the committee relating to salary and working conditions of nurses working in private hospitals / institutions have been sent to all States/UTs for making legislation/guidelines in this regard.</p>



<p>(b)&amp; (c): A number of State Governments have already initiated action in the above matter. Health being State subject, it is for the concerned State Governments to make legislation / guidelines for the purpose</p>
