<p>NO. 455. SHRI KANAKMAL KATARA:<br />Will the Minister of HOUSING AND URBAN AFFAIRS be pleased<br />to state:</p>



<p>(a) whether complaints have been received regarding the families living in an unauthorized manner in a Government accommodation and its servant quarters/ barsatis of general pool residential accommodations including Lodhi Colony, New Delhi;</p>



<p>(b) if so, the details thereof;</p>



<p>(c) whether there has been a sharp rise in the number of families living in unauthorized manner in Government accommodation and its servant quarters/ barsatis in Lodhi Colony, New Delhi, during the last three years and if so, the details thereof;</p>



<p>(d) the details of such allottees who have rented their servant quarters/ barsatis in unauthorized way without prior police verification; and</p>



<p>(e) the details of the action taken by the Government for proper disposal of the said complaints and the action taken against the involved allottees and officials in the matter?</p>



<h3 class="wp-block-heading">ANSWER</h3>



<p>THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS<br />(SHRI KAUSHAL KISHORE)</p>



<p>(a) &amp; (b): Yes, during the last three years (2019-2021), 496 complaints of unauthorized occupation/subletting have been received in all General Pool Residential Accommodation (GPRA) including Lodhi Colony, New Delhi.</p>



<p>(c): No, Sir.</p>



<p>(d): Out of these 496 complaints, 134 have already vacated their accommodations. In respect of the remaining 362 complaints, the quarters of the alleged allottes were inspected; out of these 182 were found not involved in subletting while the balance 180 were found to be involved in subletting. Notices were issued in all these suspected cases. In 99 cases, subletting was established and the quarters involved were cancelled while 81 cases were closed as subletting was not proved.</p>



<p>(e): Directorate of Estates has issued instructions regarding allotment of barsatis/ rooms of general pool residential accommodations including Lodhi Colony, New Delhi.</p>

<p>Will the Minister of DEFENCE be pleased to state:-</p>



<p>(a) whether disability pension being is granted to the lower ranks/sepoy in the military and if so, the details thereof;</p>



<p>(b) whether some discrimination has been reported in sanctioning disability pension to some lower ranks/sepoy in the military;</p>



<p>(c) if so, the details thereof;</p>



<p>(d) whether the Ministry has received any grievance/request from lower ranks/sepoy in this regard; and</p>



<p>(e) if so, the details thereof and the action taken by the Ministry thereon?</p>



<p><strong>ANSWER</strong></p>



<p>MINISTER OF STATE (SHRI AJAY BHATT)<br />IN THE MINISTRY OF DEFENCE</p>



<p>(a) Yes, Sir. As per extant orders, Armed Forces Personnel including Sepoy who is invalided out from service on account of a disability which is attributable to or aggravated by Military service is being granted disability pension consisting of service element and disability element. The rate of disability element for 100% disability shall be 30% of emoluments last drawn by the individual. For lower percentage of disability, the disability element reduces proportionately.</p>



<p>(b) &amp; (c): No, Sir.</p>



<p>(d) &amp; (e): Saabka Sainik Sangarsh Committee submitted various representations regarding calculation of disability element on slab based system as had been recommended by 7th Central Pay Commission (CPC).</p>



<p>The 7th CPC recommended a return to the slab based system. The 7th CPC, however, in respect of Civilian Employees of Central Government had not made any recommendation. Civilian Employees of Central Government were getting disability pension under 6th CPC on percentage based system as such they will continue to get disability element on percentage based system. It created an anomalous situation. Therefore, the Service Headquarters requested to maintain Status quo i.e. to be continued the calculation method of disability element on percentage basis as per 6th CPC regime. The concerns of Services were examined in this Department and the matter was referred to Anomaly Committee on Pension through Department of Expenditure, Ministry of Finance.</p>



<p>Department of Expenditure, Ministry of Finance conveyed the approval of the Cabinet regarding recommendation of Anomaly Committee in the matter that parity with Civilian for grant of Disability Element which was granted to Defence Forces under 6th CPC regime, shall be maintained. Accordingly, orders were issued on 04.09.2017 for continuing Disability Element on percentage basis.</p>



<p>Saabka Sainik Sangarsh Committee was replied on the lines of existing position.</p>

<p>(a) the main objective of National Pension Scheme;</p>



<p>(b) the age prescribed for availing the benefit of said scheme;</p>



<p>(c) whether all citizens of the country can avail benefit of the scheme or limited retired employees can avail the benefit of the scheme and if so, the details thereof; and</p>



<p>(d) whether this scheme has also been implemented in States and if so, the details of the services provided in Gujarat State so far?</p>



<h3 class="has-text-align-center wp-block-heading"><strong>ANSWER</strong></h3>



<p>The Minister of State (Finance)</p>



<p>(a) The National Pension System (NPS) was introduced by the Government of India to replace the defined benefit pension system. NPS was made mandatory for all new recruits to the Central Government service from 1st January 2004, (except the armed forces in the first stage) and has also been rolled out for all citizens with effect from 1st May 2009, on a voluntary basis. The Government had made a conscious move to shift from the defined benefit, pay-as-you-go pension scheme to defined contribution pension scheme, NPS, due to rising and unsustainable pension bills. The transition aimed at freeing the limited resources of the Government for more productive and socio-economic sectoral development.</p>



<p>(b) NPS is open for subscription to all citizens of India, resident as well as non-resident, aged between 18- 65 years. A person after retiring at the age of 60 years can also join NPS and contribute till the age of 65 years.</p>



<p>(c) All citizens of the country, resident as well as non resident, aged between 18-65 years can subscribe to NPS, and can avail the following benefits under NPS:</p>



<ul class="wp-block-list"><li>i. Contribution up to Rs. 1.50 lakhs made to the NPS Tier-I account are eligible for tax deduction under Section 80CCD (1) and Section 80CCE of the Income Tax Act, 1961. An additional tax rebate of Rs.50000/- is also allowed for contributions made to NPS Tier-I under Section 80CCD (1B) of the Income Tax Act, 1961. The contribution made by an employer to the Tier 1 account of an employee (up to 14% of the salary for Central Government and up to 10% of the salary in case of other employers) is also tax-exempt under Section 80CCD (2) of the Income Tax Act, 1961 subject to a maximum of Rs. 7.50 lakhs under Section 17(2) (vii) of the Income Tax Act, 1961.</li><li>ii. Deduction under Section 80C for the contribution made to Tier II NPS account by Central Government employees for a fixed period of not less than three years, is allowed.</li><li>iii. In accordance with Section 10(12A) of the Income Tax Act, 1961, the entire 60% amount withdrawn as a lump sum is tax-free.</li><li>iv. Partial withdrawal of up to 25% of the subscriber’s own contributions before attaining the age of superannuation is allowed, subject to certain conditions.</li><li>v. Transparency and portability are ensured through online access of the pension account by the NPS subscribers, across all geographical locations, and portability of employments.</li></ul>



<p>(d) As of now all State Governments (except West Bengal) have notified NPS for their employees. Further, as reported by the Central Recordkeeping Agency (CRA), a total of 2,38,599 subscribers from the State Government of Gujarat have joined NPS as on 27.02.2021 and the total Assets Under Management (AUM) for the State Government of Gujarat are Rs.14,152.36 cr.</p>

<p>(a) The following Ex-servicemen (ESM) resettlement schemes are sponsored by Directorate General Resettlement (DGR) to provide resettlement opportunities to ESM of three Armed Forces Services:-</p>



<ol class="wp-block-list"><li>Security Agency Scheme</li><li>ESM Coal Loading and Transportation Scheme &amp; Tipper Attachment Scheme</li><li>Tipper Attachment Scheme for War Widows and Disabled</li><li>Management of CNG Stations</li><li>Allotment of&nbsp;&nbsp; BPCL/IOCL Company Owned Company Operated (COCO) Outlets/Retail Pumps</li><li>Allotment of Mother &nbsp;Dairy &nbsp;Milk Booths &nbsp;and Fruit &nbsp;&amp; Vegetable &nbsp;(Safal) &nbsp;Shops in NCR</li><li>Allotment of Regular LPG Distributorship</li><li>Retail Outlet Dealership (Petrol/Diesel)</li></ol>



<p>Kendriya Sainik Board (KSB) is implementing welfare schemes for ESM/Widows/War Widows and their dependents. The details of such schemes are at&nbsp;<strong>Annexure :A .</strong></p>



<p>(b) All the &nbsp;schemes &nbsp;of&nbsp; DGR &nbsp;as&nbsp; mentioned &nbsp;in reply &nbsp;to &nbsp;part &nbsp;(a) &nbsp;of the question &nbsp;except ‘<strong>Management of CNG Stations’</strong>&nbsp;and ‘<strong>Allotment of Mother Dairy Milk Booths and Fruit &amp;&nbsp;</strong><strong>Vegetable (Safal) shops in NCR’&nbsp;</strong>are meant for all States/UTs.</p>



<ul class="wp-block-list"><li>All welfare schemes of KSB are meant for all States/UTs.</li></ul>



<p>In addition to the above, details of schemes provided by State Government of Rajasthan are at&nbsp;<strong>Annexure :B</strong>&nbsp;.</p>



<p>(c) All the schemes mentioned in reply to part (a) of the question except :Tipper Attachment Scheme for War Widows and Disabled Soldiers , which is only for War Widows &nbsp;and disabled soldiers having 50% or more disability and :Allotment of Regular LPG Distributorship and Retail Outlet Dealership (Petrol/Diesel) which also includes widows and dependents of ESM, are exclusively for</p>



<p>(d) DGR compiles data regarding implementation of reservation policy for Ex-servicemen in Central Government Ministries/Departments , Nationalized Banks/Financial Institutions , Central Public Sector Enterprises(CPSEs) and Central Armed Police Forces (CAPP) on half years Details of percentage of ESM re-employed in such Departments as per information available as on 3151December 2019 is at Annexure :C .</p>



<p>Data regarding employment of non ex-servicemen against vacancies reserved for ex­ servicemen is not compiled.</p>



<p>(e) DGR Schemes are based on requisitions from user Departments and sponsorship is made once such vacancies are released to DGR and they are utilized in totally.</p>



<p>Low employment rate of ex-servicemen in jobs is mainly due to not possessing National Council of Vocational Training (NCVT) qualification which is an essential qualification for technical posts and inadequate preparation by ESM for the competitive selection process in recruiting agencies which is totally academic.</p>

This scholarship will be given by Education Department and Free education for children in Government school, College, Technical Education, Medical &amp; Engineering.</li><li>Employment to be provided to widow or her son or unmarried daughter (upto Level 10) with a right to be exercised by the widow to keep her option for employment open till the child grows and becomes eligible for service.</li><li>A school/ Dispensary/ Hospital/ Panchayat Bhawan/ Roads/ Park/ Public Places will be re-named on the name of the martyr soldier.</li><li>Free Roadways pass will be issued for widow and dependent children.</li><li>Issue Special I Card to War Widows for regards to be in office.</li></ul>
