<p>The Dopt Minister said in a written reply, there is no proposal to change 5-Day Week for Central government offices.</p>
<p>As per media news, Minister of State for Personnel, Public Grievances and Pensions Shri.Jitendra Singh today replied to a question in Lok Sabha, whether the Central Government plans to change the five days per week working for central government employees.</p>
<p>He clarified that Central Government has no such proposal to change five days per week working for central government offices and also no proposal to hike earned leave and casual leave being granted to the Central government employees.</p>

<p>In Parliament the Minister of Finance Shri.Chidambaram informed in a written reply to a question on 2nd Febrauary 2014 that the date of effect of the recommendations of the 7th Central Pay Commission will be decided once the Report is submitted.<br />
And he also said, the composition of the 7th Central Pay Commission is broadly in line with the composition of the previous Central Pay Commissions.</p>
<p>The scope of the task before the Central Pay Commission is framed in such a fashion as to enable the Commission to examine holistically all aspects of emoluments structure of various categories of Central Government employees, including personnel of Defence Forces, having regard, inter-alia, to the issues specific to them and make recommendations thereon.</p>

<div>Studies have been conducted by Services and by Defence Institute of Psychological Research (DIPR) and College of Defence Management from time to time. Besides, Board of Inquiry is conducted in cases of suicides to establish reasons.</div>

<div>Government has taken a number of measures for prevention of suicide cases which include provision of Psychological counselling by psychological counsellors, conduct of Yoga and meditation as part of unit routine, establishing a grievance redressal mechanism, liberalized leave policy and improvement in living and working conditions through provision of better infrastructure and facilities.</p>

<strong>Will the Minister of HOME AFFAIRS be pleased to state:-</strong></p>
<p>(a) whether any proposal is under consideration of the Government to bring the risk <a href="http://centralgovernmentnews.com/category/allowance/" target="_blank">allowance</a> given to Central Armed Police Forces (CAPF) including CRPF personnel deployed in maoist strongholds at par with their counterparts in Jammu and Kashmir or the North Eastern Region of the country; and</p>
<p>(b) if so, the details thereof and the time by which a final decision is likely to be taken by the Government in this regard?</p>

<p>(a) to (b): At present, no such proposal is under the consideration of the Government. As per the Ministry of Home Affairs order dated 16.4.2009, Risk/Hardship Allowance is sanctioned to the combatized Central Armed Police Forces (CAPFs) personnel upto the rank of Commandant, based upon their deployment at different places in India including Jammu &amp; Kashmir, North Eastern Region and Left Wing Extremist (LWE) States.</p>

<p>From the above, it may be seen that the total number of personnel who have proceeded on voluntary retirement during last three years and the current year is only 35513, which is about 1.18% of the Forces posted strength per year. The personnel proceed on voluntary retirement from service mainly due to various personal and domestic reasons including children/family issues, health/illness of self or family, social/family obligations and commitments etc. The Government has taken following steps to improve the service and working conditions of the personnel:</p>
<p>(i) Implementing a transparent, rational and fair leave policy;</p>
<p>(ii) Grant of leave to the Force personnel to attend to their urgent domestic problems/issues/needs;</p>
<p>(iii) Regular interaction, both formal and informal, among Commanders, officers and troops to find out and address their problems;</p>
<p>(iv) Revamping of grievances redressaI machinery;</p>
<p>(v) Regulating duty hours to ensure adequate rest and relief;</p>
<p>(vi) Improving living conditions through provision of basic amenities! facilities for troops and their families;</p>
<p>(vii) Motivating the forces through increased risk, hardship and other allowances;</p>
<p>(viii) Provision of STD telephone facilities to the troops to facilitate being in touch th their family members and to reduce tension in the remote locations;</p>
<p>(ix) Better medical facilities for troops and their families including introduction of Composite Hospitals with specialized facilities;</p>
<p>(x) Organising talks by doctors and other specialists to address their personal and psychological concerns;</p>
<p>(xi) Yoga and meditation classes for better stress management;</p>
<p>(xii) Recreational and sports facilities and provision of team games and sports etc;</p>
<p>(xiii) Providing welfare measures like Central Police canteen facility to the troops and their families, scholarships to their wards, etc;</p>
<p>(xiv) Giving status of ex-CAPFs personnel to the retired personnel of CAPFs, which is expected to boost the morale of the existing CAPFs personnel and also expected to provide better identity, community recognition and thus higher esteem and pride in the society to the Ex-CAPFs personnel.</p>

<p>Whether persons appointed in JNVs prior to the year 2004 in teaching as well as non-teaching categories are not getting pension after retirement..?</p>
<p>The Ministry has replied to the questions above mentioned in Lok Sabha on 13.3.2013 as under<strong>&#8230;</strong></p>

<div>The employees of JNVs appointed before 01.01.2004 have not been found eligible for the grant of pension under the CCS (Pension) Rules, 1972 as the Navodaya Vidyalaya Samiti (NVS), an autonomous organization, was registered after 01.01.1986, the cut-off date for determining the eligibility of employees of autonomous bodies, for pension under CCS (Pension) Rules, 1972. These employees have been representing for this pension and some sections of them had proceeded on strike with effect from 06.02.2013 for fulfillment of their demands, of which the major demand related to grant of pension. The strike has since been withdrawn with effect from 15.2.2013 after assurances from the Government that all their legitimate demands would be sympathetically considered in a time-bound manner.</div>

<div>The Government has approved the introduction of the New Pension Scheme (NPS) for all the regular employees of the NVS, joining on or after 1.4.2009. Those employees who had joined the Navodaya Vidyalaya Samiti on a regular basis before 1.4.2009, including those appointed prior to the year 2004, shall have the option either to continue with the existing Contributory Provident Fund Scheme or to join the New Pension Scheme&#8221;.</div>

<p style="text-align: center;"><strong>RESERVATION IN PROMOTION</strong></p>
<p>Minister of Personnel, Public Grievances &amp; Pensions Shri.V.Narayanasamy replied to a question in Lok Sabha on 12th December 2012 regarding the subject of reservation in promotion.</p>
<p>In his written reply, reservation is available to Scheduled Castes and Scheduled Tribes at the rate of 15% and 7.5%, respectively, in all Groups viz. A, B, C (including erstwhile Group D posts) in case of promotion by non-selection method. In case of promotion by selection method, reservation is available in Group B, C and upto the lowest rung of Group A at the same rates.</p>
<p>As regards senior posts of Secretary, Additional Secretary and Joint Secretary in the Central Ministries/ Departments, these posts are filled on deputation basis under the Central Staffing Scheme except the posts in the Ministry of External Affairs. Reservation does not apply to posts filled on deputation. The officers borrowed from various cadres including the State Cadres, who are empanelled to hold such posts and who give their option for deputation are appointed under the Central Staffing Scheme. Likewise, the posts of Director (not including the posts in Central Secretariat Service) are also filled under the Central Staffing Scheme.</p>
<p>In case the empanelment does not lead to adequate representation to categories like SC/ST, women, particular State Cadres, North East, etc., the criteria for empanelment would be suitably relaxed to give due representations. For this purpose, adequacy of representation would mean the cumulative representation in four batches, i.e. current batch and immediately preceding 3 batches being less than 2/3rd of all India percentage of empanelment. The number of officers to be selected on this basis shall not exceed about 15% of the number included in the recommended list and these selections would follow the required process albeit with suitably relaxed norms. The relaxation is given in terms of Average Weighted Score obtained by an SC/ST officer in comparison to General Category Officers, if he/she is clear from vigilance angle.</p>
<p>Instructions exist that in promotions by selection within Group A (Class I) carrying an ultimate salary of Rs.18, 300/- (pre-revised) per month or less, the Scheduled Caste/Scheduled Tribe officers, who are senior enough in the zone of consideration for promotion so as to be within the number of vacancies for which the select list has to be drawn, would be included in the list provided they are not considered unfit for promotion.</p>

<p>Minister of Social Justice and Empowerment Shri.Balram Naik submitted as written reply to the questions regarding reservation quota in Lok Sabha on 10th December 2012 as follows&#8230;</p>
<p>As per Census, 2001, the proportion of Scheduled Castes and Scheduled Tribes in the country`s population is 16.2% and 8.2% respectively.</p>
<p>As per the information provided by the Department of Personnel and Training, the Hon`ble Supreme Court in the matter of Indra Sawhney Vs. Union of India observed that it is not possible to accept the theory of proportionate representation, though the proportion of population of Backward Classes to the total population would certainly be relevant and held that the power conferred by clause (4) of article 16 should be exercised in a fair manner and within reasonable limits so that reservation does not exceed 50%.</p>

<div>There are approximately 5400 civilian employees working in various Units Run Canteens (URCs). The pay and benefits of URC employees are governed as per rules regulating the terms and conditions of the services of civilian employees of the URCs issued by Army Head Quarters. The basic pay of all categories of URC employees has been increased by 50% w.e.f. 1.2.2009 and another 15% w.e.f. 1.12.2009.</div>

<p>The below information was given by the Minister of State (Independent Charge) of Ministry of Information and Broadcasting Shri.Manish Tiwari in written reply in the Lok Sabha on 4.12.2012 as follows&#8230;</p>
<p>The Group of Ministers recommended filling up of 3452 critical posts in Prasar Bharati (Doordarshan and All India Radio). Out of these 3452 posts, approval of Ministry of Finance has been obtained for filling up of 1150 posts, in the first phase. The Government has taken the following steps to improve the service conditions of employees of Prasar Bharati.</p>
<p>The Government has recently amended Section 11 of the Prasar Bharati Act, 1990 which provides that all the regular employees belonging to the cadres borne on Akashvani and Doordarshan (AIR and DD) who were recruited before 05.10.2007 shall serve in Prasar Bharati on deemed deputation till retirement and would be entitled to pay and all other benefits admissible to an employee of the Government. The amendment further provides that the employees recruited after 05.10.2007 shall be Prasar Bharati employees.</p>
<p>Departmental Promotional Committees are being held for filling up of vacant promotional posts in AIR and DD</p>
<p>Financial upgradation under Modified Assured Career Progression Scheme has also been granted to the eligible employees.</p>
