<p><strong>Lok Sabha Elections 2019: Narendra Modi will take oath for a second consecutive term as Prime Minister on May 30, 2019</strong></p>



<p style="text-align:center"><em><strong>Narendra Modi to take oath as PM on May 30</strong></em></p>



<p>Narendra Modi will take oath for a second consecutive term as Prime Minister on May 30 at 7 pm in Rashtrapati Bhavan, along with members of the Union Council of Ministers.</p>



<p>President Ram Nath Kovind will administer the oath and secrecy of the Prime Minister and other members of the Union Council of Ministers, a statement issued by the President’s Office mentioned.</p>



<p>“The President will administer the Oath of Office and Secrecy to the Prime Minister and other members of Union Council of Ministers on 30.05.2019 at 07.00 p.m. at Rashtrapati Bhavan,” the press statement read.</p>



<p>Riding on muscular nationalism and a strident anti-Congress plank spearheaded by Modi, the BJP on May 23 got an overwhelming majority in the Lok Sabha, crossing on its own the 300 seat mark while storming back to power for the second consecutive term.</p>



<p>The BJP, which had won 282 seats in the 2014 Lok Sabha elections, managed to increase its tally and notched up 303 seats in the 2019 elections.</p>



<p>This will be the first time when a non-Congress party has managed to secure a majority on its own for the second consecutive term after Indira Gandhi had won in 1971. Earlier, Jawaharlal Nehru had performed that feat.</p>

<p>Subject: <strong>Relaxation and extension of timelines for recording of PAR for the year 2018-19 electronically in respect of AIS officers on account of their engagement on duty in connection with the ongoing General Elections &#8211; reg.</strong></p>



<p>I am directed to refer to the subject noted above and state that due to ongoing General Elections to the Lok Sabha, a large number of AIS officers are engaged on duty for conduct of the said elections. It is understood there would be practical difficulties in recording of PAR online as per the target dates prescribed under AIS (PAR) Rules, 2007, through SPARROW platform, for officers engaged for election duty.</p>



<p>Accordingly, the matter has been examined in this Department and it has been decided with the approval of competent authority to relax Rule 4A(1) of AIS (PAR) Rules, 2007, as a one-time measure to the extent that the target dates prescribed for online generation, filing up of self-appraisal, reporting , reviewing and acceptance of PAR for the year 2018-19 through SPARROW portal for all levels of AIS officers be modified as per Annexure herewith.</p>



<p>Further, instructions for cases where the reporting I reviewing I accepting authority demits office or retires before the due date as amended herewith shall be issued separately.</p>

<p style="text-align:center"><strong>Telangana State government declared Public Holiday on 11th April, 2019 for General Election for Lok Sabha &#8211; HOLIDAY</strong></p>



<p>In account of General Elections for 17th Lok Sabha to be held on 11th April 2019 in Telangana, the state government of Telangana has declared a public holiday for all government offices and schools.</p>



<p>The State Government authorize all the Collectors and District Election Officers in the State to declare local holiday on the day before the day of Poll i.e. on 10.04.2019 (Wednesday) and on the day of Poll i.e., on 11.4.2019 (Thursday).</p>



<p>Similar all the Collectors and District Election Officers are authrorized to declare a local holiday on the day fixed for counting i.e., on 23.05.2019 (Thursday), if necessary.</p>

<p>The Election Commission of India has decided to hold bye-elections to fill casual vacancies from 64 &#8211; Dhrangadhra AC and 85 &#8211; Manavadar AC in the State Legislative. Assembly of Gujarat.</p>



<p>After taking into consideration various factors like, festivals, electoral rolls, etc., the Commission has decided to hold the bye-elections to these 2 Assembly Constituencies following the same schedule as for the relevant Parliamentary Constituency as per the programme mentioned as under: </p>

<p><strong>ELECTORAL ROLL</strong></p>



<p>The electoral rolls of the Assembly Constituencies where bye-elections are being held have been revised with reference to 01.01.2019 as the qualifying date.</p>



<p><strong>ELECTRONIC VOTING MACHINES (EVMs) &amp; VVPATs</strong></p>



<p>The Commission has decided to use EVMs &amp; VVPATs in the bye-elections in all the polling stations. Adequate numbers of EVMs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.</p>



<p><strong>IDENTIFICATION OF VOTERS</strong></p>



<p>In consonance with the past practice, the Commission has decided that the voter’s identification shall be mandatory in the aforementioned bye- elections at the time of poll. Electoral Photo Identity Cards (EPIC) shall be the main document of identification of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the said bye-elections.</p>



<p><strong>MODEL CODE OF CONDUCT</strong></p>



<p>The Model Code of Conduct shall come into force with immediate effect in the district(s) in which the whole or any part of the Assembly Constituencies going for bye-elections is included, subject to partial modification as issued vide Commission’s instruction No. 437/6/INST/2016/CCS, dated 29th June, 2017 (available on the Commission’s website). The Model Code of Conduct shall be applicable to all candidates, political parties and the State Government concerned. The Model Code of Conduct shall also be applicable to the Union Government for the State concerned.</p>

<p style="text-align:center"><strong>Cabinet approves issue of Notifications for &#8220;General Elections to the Lok Sabha 2019&#8221;</strong></p>



<p style="text-align:right">13 MAR 2019</p>



<p>The Union Cabinet chaired by Prime Minister Narendra Modi has approved the &#8220;<strong>General Elections to the Lok Sabha 2019</strong>&#8221; &#8211; for issuance of statutory notifications under under sub-section(2) of Section 14 of the Representation of the People Act, 1951”. It provides for calling upon the parliamentary constituencies to elect Members to the House of the People, on the dates to be recommended by the Election Commission of India in its Proceedings.</p>



<p><strong>Impact:</strong></p>



<p>The issuing of notifications would begin the election process for constituting the Seventeenth House of the People. </p>

<p>The five-year term  of  the  16th  Lok  Sabha  is  due  to  expire  on  03rdJune, 2019. Credible elections, conducted  at  regular prescribed intervals, are the very soul of any democratic system. Article 324 of the Constitution of  India  bestows  the  relevant  powers,  duties  and  functions  upon  the Election Commission of India while Section 14 of the Representation of the People Act, 1951 provides for the conduct of the elections to constitute a new Lok Sabha before the expiry of its current term. Taking into account these Constitutional and legal provisions, the Election Commission of India has made comprehensive preparations for the conduct of elections to the 17th Lok Sabha in a free, fair and peaceful manner.</p>



<p>2. Elections to the world’s largest democracy pose immense  challenges with respect to logistics and man/woman and material management and Commission&#8217;s endeavour in this direction has been to consult all the stakeholders,invite inputs from all the relevant departments/organization sand evolve a coordinated framework for smooth delivery of another round of General Elections.</p>



<p>3. In the course of assessing various dimensions involved in holding elections to the 543 Parliamentary Constituencies (PCs) and,   in<br /> 3 particular,the parameters to be considered  for their  scheduling and phasing, the Election Commission of India has planned meticulously for each and every aspect of election much in advance to ensure that these elections are conducted in best professional manner.</p>



<p>4. The Commission organized a series of meetings wit hthe Chief Electoral Officers (CEOs) of all  the 36 States and Union Territories (UTs) to review all the aspects of election preparedness in all the States and UTs and accordingly,  appropriate instructions were issued to the CEOs for ensuring efficient conduct of the elections. </p>



<p>5. The Commission also held meeting with the Chief Secretaries, Directors  General of Police, Home Secretaries, Chief Electoral  Officers and Police Nodal Officers of all States and UTs on 21st,   22nd  &amp;  28th January, 2019, to assess the overall law  and order situation, as certain State/ UT specific areas of concern,t o  deliberate on the quantum of Central Armed Police Forces (CAPFs) required in each State/ UT and to review the overall preparedness of the election machinery. The cooperation  of all authorities was sought for conducting free, fair and peaceful elections across the country, under the overall superintendence, direction and control of the Commission.</p>



<p>6. The   Commission   has visited   different States   to   review   the   poll preparedness.  During  these visits,the   Commission  interacted  with political  parties,  enforcement  agencies,  all  District  officers,  SSPs/SPs, Divisional Commissioners, Range IGs and Chief Secretaries,  Home Secretaries, DGPs and other Senior officers of the States.</p>



<p>7. The  conduct  of  General  Elections  in  the  entire  country  requires considerable deployment of Central and State Police Forces to ensure peaceful, free,fair election with fearless participation of electors, especially in the vulnerable areas/pockets. Mobilization, deployment and disengagement of these forces with minimum criss cross movement and optimal utilization, involved complex planning and detailed analysis, carried out over several rounds of consultations with the senior officers of the Ministry of Home Affairs/CAPFs/Police Nodal Officers of the States/UTs. The Commission also held discussions with the Union Home  Secretary  to highlight the areas of coordination for effective deployment of these forces.</p>



<p>8. The Commission also  held  meeting with Railway and many others in regard to the specific  requirements of special trains,  including  other logistics, for smooth and timely movement of CAPF  Companies and other police forces across States/UTs, including their intra-State shifting during the election period. </p>



<p>9. Keeping in view the interests of the students and also the fact that Polling Stations are mostly located in school buildings and teachers are engaged as polling personnel, the Commission has consciously factored-in the examination  schedules of various State  Boards, including the Central Board of Secondary  Education, in the process of finalizingthe poll dates. In addition to this, other relevant factors like various holidays and festivals falling in the months of March,  April and May, harvest season in certain parts of the country and the inputs obtained from the Indian Meteorological Department on the pre-monsoon rainfall, on set and spread of monsoon and acute hot weather conditions in certain parts of the country have also been taken in to consideration.Thus, while deciding on the number of poll days for each State/UT and the composition of the PCs that go to polls on  a particular pollday, the Commission has,  to the extent possible, taken all  relevant aspects and information, related there to, in to view</p>



<p>10. <strong>DELIMITATION OF PARLIAMENTARY AND ASSEMBLY CONSTITUENCIES :</strong>  The General Election to the House of People, 2019 to constitute the17th Lok Sabha shall be held on the basis of  the  extent  of  Parliamentary Constituencies as contained in the “Delimitation of Parliamentary and Assembly Constituencies Order, 2008”.  Therefore, there is no change in the extent and status of any Parliamentary Constituency after General election to Lok   Sabha,   2009.      Besides,   the   total   number   of   Parliamentary Constituencies allotted to various States/UTs including SC/ST seats are also continued  to  be  the  same.    Similarly,  general  elections  to  the  Legislative Assemblies of <strong>Arunachal Pradesh, Odisha and Sikkim</strong> shall be held on the basis  of  the  extent  of  Assembly  Constituencies  as  contained  in  the  said Delimitation Order, 2008.  The total number of ACs allotted to these States including SC/ST seats shall also continue to be the same.</p>



<p>11. As  per “Andhra Pradesh  Reorganisation  Act,  2014(No.6  of  2014) dated 1st March, 2014” &amp; “Andhra Pradesh Reorganisation (Removal of Difficulties) Order, 2015 dated 23.4.2015” and subsequently,‘Commission’s Notification  No.282/AP/2018(DEL)  dated  22.9.2018, the  total number  of Parliamentary and Assembly Constituencies in respect of Andhra Pradesh and Telangana States shall be as under:</p>



<p><strong>ANDHRA PRADESH </strong></p>



<p><strong>Parliamentary Constituencies:</strong>  Total number of seats as allocated are 25, SC-4 and ST-1.</p>



<p><strong>Assembly Constituencies: </strong>Total number of seats as allocated are 175, SC-29 &amp; ST-7.</p>

<p>Subject: <strong>Election Commission of India Firmly Stands by fool proof nature of ECI EVMs.</strong></p>
<p>It has come to the notice of Election Commission of India that an event claiming to demonstrate EVMs used by ECI can be tampered with, has been organised in London.</p>
<p>Whereas, ECI has been wary of becoming a party to this motivated slugfest, ECI firmly stands by the empirical facts about fool proof nature of ECI EVMs deployed in elections in India.</p>
<p>It needs to be reiterated that these EVMs are manufactured in Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited (ECIL) under very strict supervisory and security conditions and there are rigorous Standard Operating Procedures meticulously observed at all stages under the supervision of a Committee of eminent technical experts constituted way back in 2010.</p>
<p>It is being separately examined as to what legal action can and should be taken in the matter.</p>
