<p>Sub: <strong>Installation of LED based Lightings in Govt. Buildings</strong></p>



<p>Please refer to OM No. 02/ECC/ESCO/2019/491 Dated 07.12.2018 vide which it was requested to pursue with client Department as well as EESL to get the work of Energy Efficiency Measures in Non-GPOA buildings completed by 31.12.2018. It is intimated that MoHUA had asked the progress in respect of the above for updation in e-Samiksha urgently on 30.05.20l9 and following data available with the Directorate was submitted:</p>



<ol class="wp-block-list"><li>Work completed in 337 Nos. Buildings.</li><li>Work in Progress in 216 Nos. Buildings.</li><li>Work is yet to be taken up in 686 Nos. Buildings.</li></ol>



<p>It is therefore again requested to pursue the matter with Client Departments &amp; EESL to complete the work in all 1239 Non-GPOA Buildings as early as possible. The zone wise details prior to restructuring are also enclosed for ready reference which may be corrected as per restructuring &amp; be intimated to the Directorate. A status report may also be sent on email delseetlqa.cpwd@nic.in &amp; deleeetlqa.cpwd@nic.in immediately for further appraisal of MoHUA about the updated progress in the matter.</p>

<h2>1. What is the UJALA scheme?</h2>
<p>Hon’ble Prime Minister Sh. Narendra Modi described the LED bulb as “Prakash Path” &#8211; “way to light&#8221;. A simple act of change of one light bulb to LED at South Block Prime Minister&#8217;s office heralded a movement in the entire country for considering the same change. The initiative is part of the Government of India’s efforts to spread the message of energy efficiency in the country.UJALA scheme aims to promote efficient use of energy at the residential level; enhance the awareness of consumers about the efficacy of using energy efficient appliances and aggregating demand to reduce the high initial costs thus facilitating higher uptake of LED lights by residential users. It may be noted that the scheme was initially labelled DELP (Domestic Efficient Lighting Program) and was relaunched as UJALA.</p>
<h2>2. Who is eligible to get LEDs under the UJALA scheme and what are the requirements to purchase the LEDs?</h2>
<p>Every domestic household having a metered connection from their respective Electricity Distribution Company is eligible to get the LED bulbs under the UJALA Scheme.The consumer can purchase the LED on EMI payment (monthly/bimonthly instalments in electricity bill) or on upfront payment by paying the full amount. The consumer needs to carry the following documents to get the UJALA LED bulb:<br />
1) For EMI &#8211; Copy of latest electricity bill and copy of Government authorized ID proof<br />
2) For Upfront &#8211; Copy of Government authorized ID proof.</p>
<h2>3. Where and how can the LED bulb be procured?</h2>
<p>UJALA LED bulbs are being distributed through special counters (kiosks) set up at designated places in a city. These will not be available at retail stores. The location details of distributioncounters is available at www.ujala.gov.in, wherein the locations are geo-tagged for consumer convenience.</p>
<h2>4. What is the price of LED bulbs?</h2>
<p>UJALA appliances can be purchased at Rs 70 per LED bulb, Rs 220 per LED tubelight and Rs 1200 per Fan. The price of appliances consist of component such as price of bulb, distribution, awareness cost, which is discovered through competitive bidding, Annual Maintenance Cost (AMC), cost of capital and administrative costs.</p>
<h2>5. What if the LED bulb fuses? Is there any warranty?</h2>
<p>If the LED bulb stops working due to a technical defects, EESL provides free-of-cost replacements for a period of three years. All replacements are done through designated replacement/ distribution kiosks as mentioned on www.ujala.gov.in. During the distribution period these LEDs can be replaced from any of the UJALA kiosks. Post distribution, there are state specific replacement drives that will indicate the retails shops/locations where replacement will be available.</p>
<h2>6. Where can I register my complaints?</h2>
<p>There are 4 types of redressal mechanisms available to the consumer:</p>
<p>1) Complaints during distribution can be addressed at our distribution agency’s customer care centre number which is publicised in our advertisements and awareness drives. EESL has ensured that a toll-free helpline number, corresponding to the manufacturer, is printed on the UJALA LED bulb box as well as the consent deed (payment receipt).Once the duration of the distribution is over the consumers can contact the respective manufacturer via these helpline numbers and seek replacement of the bulb. The respective manufacturer will guide the consumer to the nearest retail outlet, at which the bulbs with technical flaws can be replaced</p>
<p>2) EESL maintains a robust social media response system, where users can Tweet their complaint to EESL&#8217;s Twitter handle @EESL_India.</p>
<p>3) A detailed email with description and contact details may also be sent to info@eesl.co.in.</p>
<p>4) UJALA Dashboard (www.ujala.gov.in) also has a complaint/ grievance resolution tab on the top right. Consumers are free to lodge their concerns on this platform.All complaints are usually addressed within 48 hours of receipt and a satisfactory resolution follows.</p>
<h2>7. What does white and blue colour represent on the UJALA dashboard?</h2>
<p>The blue colour indicates stateswhere UJALA distribution scheme has been launched and opened up to the consumers. The white colour indicates the states where the scheme is still in process of being implemented. UJALA being a government scheme has to follow stringent protocolsbefore it is launched in any state.</p>

<p>Reference is invited to this Department&#8217;s OM of even number dated 30.10.2017 on the subject mentioned above and to inform that the implementation progress was reviewed again by Group of Officers vide meeting in Cabinet Secretariat on 07.11.2017.</p>
<p>2. All Ministries/Departments were requested to nominate a Nodal Officer and to provide the complete details of all Government Buildings in Delhi as well as outside, within their administrative control, alongwith the status of implementation by 10.11.2017. It is observed that most of the Ministries/Departments have neither nominated a Nodal Officer nor provided the information. Non-receipt of information on time has been viewed adversely.</p>
<p>3. It is requested that Ministries/Departments provide the information as sought to Department of Expenditure by 08.12.2017 positively.</p>
<p>4. Further, all Ministries/Departments should chalk out a time bound action plan to switch over to LED based lightings, not only with respect to their Ministry/Department buildings but buildings of their attached/subordinate offices, autonomous bodies, PSUs etc. The action plan of each Ministry/Department may also be sent to Department of Expenditure latest by 08.12.2017.</p>

<p>Reference is invited to this Department&#8217;s OM of even number dated 04.08.2017 on the subject mentioned above and to inform that the implementation progress was reviewed recently by Group of officers vide meeting in Cabinet Secretariat on 29.09.2017.</p>
<p>2. As per decision taken during the deliberation, all Ministries/Departments<br />
are requested to ensure that replacement work of old bulbs with new LED based<br />
lightnings is completed by 31.10.2017 in your offices including Attached/Subordinate Offices, CPSUs, Autonomous Bodies and field offices.</p>
<p>3. It is requested that Ministries/Departments should apprised Department of<br />
Expenditure with the action taken in this regard by 10.11.2017 positively as per the format attached.</p>
<p>4. Further, each Ministry/Department should nominate a Nodal Officer at the<br />
level of Joint Secretary for monitoring the progress and certifying completion of installation of LED based lightings and energy efficiency measures on behalf of the Ministry/Department. The names of the nominated officers should be provided by 03.11.2017.</p>

<p>Subject: <strong>Economy Measures &#8211; Mandatory installation of LED based lighting in all Government buildings &#8211; regarding</strong></p>
<p>The Hon&#8217;ble Prime Minister on 5th January 2015 launched the National LED programme to facilitate rapid adoption of LED based home and street</p>
<p>lighting across the country. The programme components, Unnat Jyoti by<br />
Affordable LEOs for All (UJALA) and Street Lighting National Programme (SNLP) are under implementation in 34 States and UTs. This programme along with Building Energy Efficiency Programme (BEEP) is being implemented by Energy Efficiency Services Limited (EESL), a joint venture company of four power sector Central PSUs. EESL works on Energy Services Company (ESCO) model wherein upfront investment is done by EESL and the investment is recouped on annuity basis with performance based guaranteed energy saving during the project period.</p>
<p>2. Pursuant to the above the Central Government has taken a decision for mandatory installation of LED based lighting and energy efficient equipments</p>
<p>(Fans &amp; ACs) in all Government buildings.</p>
<p>3. Government buildings is a major source of energy consumption. Usage of LED based lightings and energy efficient equipments in Government buildings will lead to economy in expenditure and savings in the long run through reduction in energy consumed.</p>
<p>4. Keeping in view the economy in expenditure and savings that will entail, all Ministries/Departments are requested to convert the existing lightings/equipments into LED based lightings and energy efficient equipments on priority utilizing the services of CPWO/EESL.</p>
<p>5. The model Agreement/Contract to be entered in to between the Client Ministry/Department and EESL is enclosed for reference. The Client Ministry/Department and EESL on mutual agreement can modify/amend the provisions of the model Agreement/Contract to suit their specific requirements.</p>
<p>6. In respect of those Government buildings maintained by CPWD but where the electricity bill is borne/paid by the respective Ministries/Departments, CPWD (as third party) will countersign the agreement to provide comfort to the Ministry/Department as well as extending help for implementing the contract.</p>
<p>7. Action taken in this regard be reported to Ministry of Power and Department of Expenditure by 15.08.2017 for monitoring purposes.</p>
