<h3 class="wp-block-heading">Sub: Booking of Air tickets under LTC Scheme prior to 21 days &#8211; Reg.</h3>



<p>Ref: 1. DoPT OM. No. 31011/12/2022-Estt(A-IV), dt. 29.08.2022</p>



<p><a href="https://centralgovernmentnews.com/category/ltc/">Leave Travel Concession</a> (LTC) scheme is a concessional travel facility for the Government employees to visit their Hometown or to visit any place in India during a block of four years. In terms of provisions of the Scheme, the Government employees have the option either to avail Hometown LTC twice in a block of two years each or to visit home town once in a period of two years and to visit any place in India in another block of two years. The current block of four years is 2022-25 with two years block of 2022-2023 and 2024-2025.</p>



<p>Instructions from DOPT regarding booking of Air tickets were issued in vide <strong>OM No. 31011/12/2022-Estt(A-IV), dt. 29.08.2022</strong>(the copy of the circular is enclosed) in <strong>which following were emphasized</strong>:</p>



<p>In all cases of air travel in respect of LTC, air tickets shall be purchased from the three Authorised Travel Agents(ATAs) namely:</p>



<ol class="wp-block-list">
<li>M/s Balmer Lawrie &amp; Company Limited (BLCL)</li>



<li>M/s Ashok Travels &amp; Tours (ATT)</li>



<li>Indian Railways Catering and Tourism Corporation Ltd (IRCTC)</li>
</ol>



<ul class="wp-block-list">
<li>Government employees are to choose flight having the Best Available Fare on their entitled travel class which is the Cheapest Fare available, preferably for non-stop flight in a given slot, at the time of booking. They are to retain the print- out of the concerned webpage of the ATAs having flight and fare details for the purpose of the settlement of the LTC claim.</li>



<li>Employees are encouraged to book air tickets at least 21 days prior to the intended date of travel on LTC, to avail the most competitive fares and minimise burden to the exchequer.</li>
</ul>



<p>It is observed that in many cases the instructions regarding booking of air tickets well in advance were not being followed. Hence, it is hereby instructed to furnish valid reasons / justifications for such non-compliance. It is also noted that the officials are submitting LTC intimations / applications at a very short period before the date of Outward Journey. As minimum time is required to process the applications it is advised to submit the LIC Advance and EL Encashment on LTC application at least 10 days prior to the date of onward journey.</p>

<h3 class="wp-block-heading">Subject: Central Civil Services (Leave Travel Concession) Rules, 1988 Clarifications/modifications in LTC instructions-regd.</h3>



<p>Sir/Madam,</p>



<p>Correspondences were being received from the field offices regarding CCS (LTC) Rules 1988 &#8211; wherein various queries were raised while regulating LTC claims pursuant to instructions issued vide Ministry of Finance, Department of Expenditure’s O.M. dated 31.12.2021, 16.06.2022 &amp; Ministry of Personnel, Public Grievances &amp; Pensions, Department of Personnel &amp; Training’s OM dated 29.08.2022.</p>



<p>2. The matter was referred to DoPT/MoF and accordingly response has now been received from DoPT as well as from MoF.</p>



<p>3. The consolidated clarifications received on the queries raised, from DoPT/MoF are as under:-</p>

When air journey has been performed on two different PNR numbers. Can this be taken as a through ticket?&nbsp;(b) If No, can the LTC claim be reimbursed when the air journey is performed on two different PNR Numbers?</td><td>In terms of prevailing instructions on LTC, no break journey is allowed in any case and the Government officer availing LTC has to reach their intended place of destination via shortest route.</td></tr><tr><td>4.</td><td>“Whether LTC-80 will continue post disinvestment of Air India? For any place that is not enlisted in the LTC-80 fare list, with what should the Air Fare to that place be limited to while reimbursing LTC claim?</td><td>The LTC-80 was a scheme offered by Air India for booking of air tickets when Central Government Officers availed LTC. However, Air India has now been dis-invested and is no longer a PSU of Government of India. LTC-80 scheme offered by erstwhile Air India thus has lost its relevance.Post disinvestment of Air India, DoPT has issued guidelines vide OM No.31011/ 12/ 2022-Estt.A-IV dated 29.08.2022 wherein revised instructions for availing LTC by the government employees have been issued.This OM has further been modified vide DoPT’s OM No.31011/ 11/ 2023- Pers.Policy A-IV dated 20.10.2023.The instructions/ guidelines contained in the above said OMs may kindly be perused for required clarification.</td></tr><tr><td></td><td>If any official(in pay level 9 to 11) made his LTC journey with different modes of transport through longer route of journey despite destination point being directly connected by Air and Rail, then how such case shall be reimbursed . For instance, one official claimed for LTC journey from Patna to Hyderabad and made his journey as Patna &#8211; to Ahmedabad by air, Ahmedabad to Mumbai by Rail and Mumbai to Hyderabad by Govt. Bus.</td><td>Rule 13 of LTC Rules, may be referred which states that “Reimbursement under the leave travel concession scheme shall not cover incidental expenses and expenditure incurred on local journeys. Reimbursement for expenses of journey shall be allowed only on the basis of point to point journey on a through ticket over the shortest direct route” and also refer to GJI.D.1) of Rule 13(0.M No.43/ 10/ 58-Estt.(A),dated 11.04.1958). In such cases, no break journey Is allowed and the Govt. officer availing LTC has to reach his intended place of destination via shortest route.</td></tr><tr><td></td><td>Whether reimbursement under Special cash package scheme is to be made in case a government servant produces voucher of a vendor registered under Composite Scheme.</td><td>It is informed that MoF, DoE vide para 2(e) of OM No. 12(2)/ 2020-E.II.A dated 12.10.2020, has clearly stated that items/ services should carry a GST rate of not less than 12% and purchased from GST registered vendor / service provider through digital mode and obtain a voucher indicating the GST number and the amount of GST paid. Further vide point 9 of OM of even number dated 20.10.2020 it was clarified that any goods and services with GST details should be submitted . In this case, action be taken strictly in accordance with the MoF, DoE OM No. 12(2)/ 2020-E.II.A dated 12.10.2020 and subsequent FAQs issued on 20.10.2020.</td></tr></tbody></table></figure>



<p>4. Accordingly, it is stated that LTC cases may be regulated as per above clarifications received from the Ministry.</p>



<p>5. The cases already settled pursuant to MoF, OM dated 31.12.2021/ 16.06.2022 &amp; DoPT’s OM dated 29.08.2022, while still a lack of clarity in the matter, may also be re-examined/ re-regulated in the light of the above.</p>



<p>6. It may be noted that copies of office orders etc, in this regard need not be sent to Headquarters.</p>

<h3 class="wp-block-heading">Subject: Central Civil Services (Leave Travel Concession) Rules, 1988 &#8211; clarifications/ modifications in the LTC instructions regarding.</h3>



<p>The undersigned is directed to refer to DoPT’s OM No. 31011/11/2015 -Estt.A-IV dated 12.05.2016 on admissibility of catering charges in respect of rail journey performed on LTC and OM No. 31011/12/2022 -Estt.A-IV dated 29.08.2022 regarding booking of Air Tickets on Government Account in respect of LTC.</p>



<p>2. Keeping in view the several references, grievances, etc. in respect of different issues flagged in these OMs, the matter has been considered in consultation with the Department of Expenditure and decided as below:</p>



<p><strong>(i) Reimbursement of Catering charges in case of LTC</strong> &#8211; Keeping in view the fact that Indian Railways is now providing options to the traveller to avail catering facility or not, it has been decided that wherever employees opt for catering services while booking the tickets for the eligible trains for the purpose of LTC, the reimbursement of catering charges shall be allowed.</p>



<p><strong>(ii) Reimbursement of Cancellation charges levied by the airlines/ travel agents</strong> &#8211; It has been decided that both types of the cancellation charges, viz. (i) cancellation charges levied by the airlines &amp; (ii) cancellation charges levied by the three authorized travel agents for utilization of their portals/platforms, if any, shall be reimbursed on the ground of official exigencies only.</p>



<p><strong>(iii) Booking of Air tickets through three Authorized Travel Agents viz. IRCTC, BLCL &amp; AT’F even in case of the employees not entitled for air travel under LTC</strong> &#8211; It has been decided that the Government employees not entitled for air travel but wish to travel by air, are no longer required to mandatorily book their air tickets through these three travel agencies viz. M/s Balmer Lawrie &amp; Company Limited (BLCL), M/s Ashok Travels &amp; Tours (ATT), Indian Railways Catering and Tourism Corporation Ltd. (IRCTC) only as the reimbursement is restricted to the actual air fare or the entitled train/bus fare for the shortest route, whichever is less. In case of cancellation of tickets, cancellation charges shall be borne by the Government employees concerned. However, in case of Special Dispensation Scheme, the Government employees not entitled for air travel under LTC, but wish to travel by air to the intended place of visit in NE region, UTs of J&amp;K, Ladakh, A &amp; N, are required to book their air ticket through three ATAs only.</p>



<p>3. The claim of reimbursement in respect of LTC journey is to be settled as per the above instructions, however the cases which have already been settled, need not be reopened.</p>



<p>4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these instructions are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.</p>

<h3 class="wp-block-heading"><strong>Subject: Central Civil Services (Leave Travel Concession) Rules, 1988 &#8211; Fulfilment of procedural requirements</strong></h3>



<p>The undersigned is directed to refer to the above mentioned subject and to state that Government employees are allowed to encash 10 days earned leave at the time of availing of LTC to the extent of 60 days during the entire service. However, certain queries have been raised about whether to allow reimbursement of leave encashment or not in cases where the Government employees undertake journeys on private vehicles in areas connected by public transport or the Government servant himself decides to forgo his claim resulting in ‘Nil’ claim on journeys performed.</p>



<p>2. The matter has been considered and decided that since the leave encashment is limited upto 60 days in the entire service, the denial of encashment of leave would not be appropriate in such cases where the Government employee decides to forgo his claim of reimbursement for travel undertaken on private/ hired vehicle or his claim is ‘Nil’, provided that:</p>



<ul class="wp-block-list">
<li>(i) A Government employee intimates to the Department his intention to avail of LTC in advance and gets the leave sanctioned as per the prescribed procedure before the journey is undertaken;</li>



<li>(ii) The Government employee has submitted a request for leave encashment before the commencement of the journey;</li>



<li>(iii) The Government employee gives a self-declaration that he has actually travelled to the declared place of visit and is not claiming the fare reimbursement for the entire LTC journey.</li>
</ul>



<p>3. It is further clarified that in the following cases, the Government employees are not required to forgo the fare-reimbursement for LTC Journey as per prevailing instructions:</p>



<ul class="wp-block-list">
<li>(i) The Journey on LTC is made by taxi, auto-rickshaw etc, only between places not connected by rail and these modes operate on a regular basis from point to point with the specific approval of the State Governments/transport authorities concerned and are authorized to ply ;</li>



<li>(ii) Where a Government servant travels on LTC upto the nearest airport/railway station/ bus terminal by authorized mode of transport and undertakes the rest of the journey to a declared place of visit by private transport/ own arrangement (such as personal vehicle or private taxi, etc.), limited upto 200 KMs to and fro ;</li>



<li>(iii) When the Head of Department allows the use of own/hired taxi for an LTC journey on account of the disability of the Government servant or dependent family member as per the extant instructions.</li>
</ul>



<p>4. It is also reiterated that, within the same block, when the LTC is being availed of by the Government servant and his family members separately, encashment of leave would be restricted to one occasion only.</p>

<h3 class="wp-block-heading">Subject : Central Civil Services (Leave Travel Concession) Rules, 1988 &#8211; Relaxation to travel by air to visit North East Region, Jammu &amp; Kashmir, Ladakh and Andaman &amp; Nicobar &#8211; extension beyond 25.09.2022 &#8211; reg.</h3>



<p>The undersigned is directed to refer to this&nbsp;Department’s OM No.31011/3/2018-Estt.A-IV dated 08.10.2020&nbsp;regarding relaxation to travel by air to visit North East Region, Jammu &amp; Kashmir, and Andaman &amp; Nicobar, and to say that in relaxation to CCS (LTC) Rules, 1988, the scheme allowing Government servants to travel by air to North East Region (NER), Union Territory of Jammu and Kashmir (J&amp;K), Union Territory of Ladakh and Union Territory of Andaman &amp; Nicobar Islands (A&amp;N) is extended for a further period of two years, w.e.f. 26th September, 2022 till 25th September, 2024.</p>



<h2 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/air-india-ltc-80-fare-list-october-2022-to-august-2023-pdf/">Air India LTC 80 Fare List October 2022 to August 2023 PDF</a></h2>



<p>2. The above Special Dispensation Concession is subject to the following terms &amp; conditions:</p>



<ul class="wp-block-list"><li>(i) All eligible Government servants may avail LTC to visit any place in NER/ A&amp;N/ J&amp;K/ Ladakh against the conversion of their one Home Town LTC in a four years’ block period.</li><li>(ii) Government servants, whose Home Town and Headquarters/ place of posting are same, they are not allowed the conversion of any Home Town LTC as they are not eligible for the Home Town LTC facility.</li><li>(iii) The Government servant whose Home Town is situated in NER/ A&amp;N/ J&amp;K/ Ladakh will also be allowed conversion of Home Town LTC for availing this Scheme to visit any place in any one of the three regions out of the above mentioned four regions except the region wherein his/her Hometown is situated.</li><li>(iv) Fresh Recruits are also allowed conversion of one of the three Home Town LTCs in a block of four years, applicable to them to visit NER/ A&amp;N/ J&amp;K/ Ladakh. In addition, they are allowed one additional conversion of Home Town LTC to visit UT of J&amp;K/ UT of Ladakh in a block of four years.</li><li>(v) Government servants entitled to travel by air may avail this concession from their Headquarters in their entitled class of air by any airlines subject to the terms and conditions as enumerated in&nbsp;DoPT’s OM. No. 31011/12/2022-Estt.A-IV dated 29.08.2022&nbsp;(copy enclosed).</li><li>(vi) Government servants not entitled to travel by air are allowed to travel by air in Economy class by any airlines subject to the terms and conditions as enumerated in&nbsp;DoPT’s OM dated 29.08.2022&nbsp;in the following sectors:<ul><li>(a) Between Kolkata/ Guwahati and any place in NER.</li><li>(b) Between Kolkata/ Chennai/ Visakhapatnam and Port Blair.</li><li>(c) Between Delhi/ Amritsar and any place in J&amp;K/Ladakh.</li></ul></li><li>Journey for these non-entitled employees from their Headquarters&nbsp;upto Kolkata/ Guwahati/Chennai /Visakhapatnam/ Delhi/ Amritsar&nbsp;shall be undertaken as per their entitlement.</li><li>(vii) Air travel by Government employees to NER, J&amp;K, Ladakh and A&amp;N as mentioned in para (v) and (vi) above is allowed whether they avail the concession against Anywhere in India LTC or in lieu of the Home Town LTC, as permitted.</li><li>(viii) Government servants not entitled to travel by air are also allowed to travel by air in Economy class by any airlines to any place in NER/A&amp;N/J&amp;K/Ladakh from their Headquarters directly, however, the reimbursement will be subject to the conditions as enumerated in&nbsp;DoPT’s OM. No. 31011/12/2022-Estt.A-IV dated 29.08.2022.</li><li>(ix) The instructions regarding booking of air tickets through authorized travel agents, best available fares, slots, booking time, advances, reimbursement, etc., as mentioned in&nbsp;DoPT&#8217;s OM. No. 31011/12/2022 -Estt.A-IV dated 29.08.2022&nbsp;will also be applicable for this Special Dispensation Scheme.</li></ul>

<p>3. All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In order to keep a check on any kind of misuse of LTC, Ministries/ Departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.</p>

In so far as applicability of this extended scheme to the persons belonging to Indian Audit and Accounts Department is concerned, a separate communication will be issued after the comments/ concurrence from the O/o C&amp;AG is received as mandated under Article 148(5) of the Constitution of India.</p>

<h3 class="wp-block-heading">Subject: Instructions on booking of Air Tickets on Government Account in respect of Leave Travel Concession (LTC) &#8211; regarding.</h3>



<p>The undersigned is directed to refer to the above mentioned subject and to state that in view of the disinvestment of Air India and the consolidated instructions issued consequently by Department of Expenditure vide O.M. No. 19024/03/2021-E.IV dated 16.06.2022, which is also applicable in case of air journey in respect of LTC, it has been decided that:</p>



<ol class="wp-block-list"><li>In all cases of air travel in respect of LTC, air tickets shall be purchased only from the three Authorized Travel Agents (ATAs), namely:</li></ol>



<p>(a) M/s Balmer Lawrie &amp; Company Limited (BLCL),</p>



<p>(b) M/s Ashok Travels &amp; Tours (ATT),</p>



<p>(c) Indian Railways Catering and Tourism Corporation Ltd. (IRCTC).</p>



<ol class="wp-block-list" start="2"><li>The choice of the travel agent for booking of ticket from the three authorized travel agents is left open to the Ministry/Department and the official in case of self booking, based on convenience and service quality. No agency charges/convenience fees will be paid to these ATAs.</li><li>Government employees are to choose flight having the Best Available Fare on their entitled travel class which is the Cheapest Fare available, preferably for Non-stop flight in a given slot, mentioned below, at the time of booking. They are to retain the print-out of the concerned webpage of the ATAs having flight and fare details for the purpose of the settlement of the LTC claims.</li></ol>



<p>(a) On the day of travel in the desired 3 hours’ slot of following time band &#8211; 00:00 hours to 03:00 hours, 03:00 hours to 06:00 hours, 06:00 hours to 09:00 hours, 09:00 hours to 12:00 hours, 12:00 hours to 15:00 hours, 15:00 hours to 18:00 hours, 18:00 hours to 21:00 hours, 21:00 hours to 24:00 hours.</p>



<p>(b) With provision of optimizing within a 10% price band, for convenience and comfort.</p>



<ol class="wp-block-list" start="4"><li>Employees are encouraged to book flight tickets at least 21 days prior to the intended date of travel on LTC, to avail the most competitive fares and minimize burden on the exchequer.</li><li>Employees are also encouraged to avoid unnecessary cancellations.&nbsp;Cancellations made less than 24 hours before intended travel on LTC, will require the submission of a self-declared justification by the employee. All the three ATAs have been directed to provide zero/nil cancellation charges. Till then, cancellation charges are to be reimbursed for all cases where cancellation was due to the circumstances/reasons beyond the control of Government employee.</li><li>Employees should preferably book only one ticket for each leg of intended travel on LTC. Holding of more than one ticket is not allowed.</li><li>While tickets may be arranged by the office through the travel agent, employees are encouraged to make ticket booking digitally through the Self Booking Tool/online booking website/portal of these 3 ATAs only. Employees must register their official Government Email-Id with these three agencies to book their air tickets digitally through above modes for travel by any airlines.</li><li>In case of unavoidable circumstances, where the booking of ticket is done from unauthorized travel agent/website, the Financial Advisors of the Ministry /Department and Head of Department not below the rank of Joint Secretary in subordinate/attached offices are authorized to grant relaxation.</li><li>No Mileage Points will be generated against travel on Government account.</li></ol>



<h4 class="wp-block-heading">Provisions for Advances</h4>



<ol class="wp-block-list"><li>Government employees entitled for air travel, may apply for LTC advance with the print-out of the concerned webpage of authorized travel agency having suitable flight and fare details while tracking the fare of the flight under the three hour time slot, as mentioned at Para I {iii)(a) above, at least 30 days prior to the intended date of journey.</li><li>Government employees not entitled for air travel and wish to travel by air but not under the Special Dispensation Scheme, may apply for LTC advance with reference to Rail/Bus fare.</li><li>Those Government employees who are not entitled for air travel but who wish to travel by air under the Special Dispensation Scheme, may apply for LTC advance with reference to Rail/Bus fare from their Headquarters/ place of posting up to Kolkata/ Guwahati/ Chennai/ Visakhapatnam/ Delhi/ Amritsar plus air fare (indicated in print-out of the concerned webpage of authorized travel agency having suitable flight and fare details) from the relevant railhead in Kolkata/ Guwahati/ Chennai/ Visakhapatnam/ Delhi/ Amritsar till the place of visit in North East Region/Union Territory of Jammu &amp; Kashmir/ Union Territory of Andaman &amp; Nicobar/Union Territory of Ladakh.</li></ol>



<h4 class="wp-block-heading"><strong>Provisions for Reimbursements</strong></h4>



<ol class="wp-block-list"><li>In case, at the time of actual booking of the ticket after receiving the advance, there is any difference in fare owing to the time gap between request for advance and grant of advance, the difference in fare will be adjusted at the time of settlement of LTC claim.</li><li>In all cases wherein the non-entitled Government employees travel by air under Special Dispensation Scheme directly from their Headquarters/place of posting to the place of visit in NER/ J&amp;K/ A&amp;N/ Ladakh, the Government employees must take the print-out of the concerned webpage having flight and fare details of the flight for relevant railhead viz. Kolkata/ Guwahati/ Delhi/ Amritsar/ Chennai/ Vishakhapatnam to the place of visit viz. NER or UT of J&amp;K or UT of Ladakh or UT of A&amp;N within the same time-slot where the direct flight has been booked for the purpose of reimbursement. In case the flight tickets are not available in the same slot, the print out of the details of the flights available in the next slot may be retained.<br />In such cases, the reimbursement will be restricted to the actual air fare for the direct journey or the fare entitled under Special Dispensation Scheme, whichever is less.</li><li>Government employees not entitled for air travel and wish to travel by air but not under the Special Dispensation Scheme, are also required to book their air ticket through only the three ATAs mentioned above irrespective of booking time limit. However, the reimbursement will be restricted to the actual air fare or the entitled train/bus fare for the shortest route, whichever is a</li></ol>

<h3 class="wp-block-heading">Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 Fulfillment of procedural requirements clarification reg.</h3>



<p>The undersigned is directed to refer to para (c) of this Department’s O.M. of even number dated 09.02.2017 on the subject noted above regarding reimbursement in cases where a Government servant travels on <a href="https://centralgovernmentnews.com/category/ltc/" target="_blank" rel="noreferrer noopener">LTC</a> up to the nearest airport/ railway station/ bus terminal by authorized mode of transport and undertakes rest of the journey to the declared place of visit by private transport/ own arrangement (such as a personal vehicle or private taxi etc.).</p>



<p><strong>2. Para (c) of the aforesaid O.M. provides as under:</strong></p>



<p>“(c) In case, there is no public transport available in a particular stretch of journey, the Government servant may be reimbursed as per his entitlement for journey on transfer for a maximum limit of 100 Kms covered by the private/ personal transport based on a self-certification from the Government servant. Beyond this, the expenditure shall be borne by the Government servant”.</p>



<p>3. With regard to the above provision, many references are received in this Department seeking following clarifications:-</p>



<p><a href="https://centralgovernmentnews.com/special-cash-package-equivalent-in-lieu-of-ltc-fare-for-central-government-employees-during-the-block-2018-2021/"><strong>Special cash package equivalent in lieu of LTC fare for central government employees during the Block 2018-2021</strong></a></p>



<p>(i) Whether the 100 Kms limit specified in DoPT’s O.M. No. 31011/3/ 2015-Estt.A-IV dated 09.02.2017 is for the whole journey (i.e. to and fro combined) or separately for onward and return journey, i.e. 100 Kms for onward and 100 Kms for return journey?</p>



<p>(ii) How assistance shall be provided in cases where various members of a family avail LTC separately and thus avail the facility of private taxi/ transport separately? Whether in such cases also reimbursement as above shall be provided individually to each family member?</p>



<p>4. The matter has been considered in this Department and it is clarified that the 100 Kms limit as prescribed in DoPT’s O.M. No. 31011/3/ 2015-Estt.A-IV dated 09.02.2017 is to be seen from one side. Hence, for the to and fro journey, the fare reimbursement shall be provided for a total of 200 Kms (100 Kms each side).</p>



<p>5. As regards the second situation described in para 3(ii) above, it is stated that in cases where members of the family avail LTC separately, they shall also be eligible for reimbursement of taxi fare/ private transport separately as per DoPT’s O.M. No. 31011/ 3/ 2015-Estt.A-IV dated 09.02.2017.</p>

<p><strong>Subject:- Clarification regarding queries being received in respect of Special Cash Package equivalent in lieu of Leave Travel Concession Fare for Central Government Employees during the block 2018-21 (FAQ No.3)</strong></p>



<p>The undersigned is directed to say that this Department has been receiving a number of queries relating to Special Package equivalent in lieu of Leave Travel Concession Fare for Central Government Employees during the block 2018-21 announced by the Government on 12th October, 2020. Two sets of frequently asked questions have already been clarified vide this Department’s OM of even no. dated 20th October, 2020 and 10th November, 2020 are available on this Department’s website viz. doe.gov.in.</p>

<h3 class="has-text-align-center wp-block-heading"><strong>FAQ 3 on LTC Cash Voucher Scheme</strong></h3>

As per records he has sufficient EL for encashment purpose. Whether an employee can only avail LTC fare without claiming Leave encashment even though he has not exhausted the prescribed limit for leave encashment for LTC.</td><td>An employee can avail this scheme utilizing the applicable LTC fare without opting for leave encashment. Leave encashment is optional.</td></tr><tr><td>2.</td><td>If an employee opts for only deemed LTC fare without the leave &nbsp;encashment and spends less than three times of the deemed fare as has been prescribed to claim reimbursement of the deemed LTC fare, how the reimbursement would be calculated.</td><td>The reimbursement in this case would be on pro-rata basis. Since in order to claim the applicable deemed  fare,  an employee is required to spend three times of the deemed LTC fare, the reimbursement in the case of expenditure less than the prescribed three times would be 1/3rd  of the actual expenditure. An illustration of calculation is given at annexure attached below.</td></tr><tr><td>3.</td><td>Can an employee avail leave encashment for less than 10 days.</td><td>The number of days of Leave encashment for LTC (10 days or less than 10 days) is to be in accordance with the relevant provisions of LTC rules.</td></tr><tr><td>4.</td><td>Will payment of premium of already existing insurance policies be covered under this scheme?</td><td>The special cash package envisages just of purchase of goods and services with GST of 12% and above made during the period between 12.10.2020 and 31.03.2021. Payment of premium of existing insurance policies does not fall under this category. However, payment of premmm for insurance policies purchased during the period       between 12.10.2020 and 31.03.2021  is eligible  for reimbursement under the scheme.</td></tr><tr><td>5.</td><td>If an employee buys a car or any other items or services, whether it is mandatory to submit original bills to DDO as the same may be required for claim the warranty and ownership of the item/ service.</td><td>No, self attested photocopy would suffice. However, the original bills may be produces on demand for information.</td></tr><tr><td>6.</td><td>The vouchers/ bills to be submitted  to avail this scheme on  or before the 31st March 2021. Employees who are due to superannuate (say) on the 31st December 2020, be required to submit the vouchers/bills  before  his  superannuation i.e. before the 31st December 2020.</td><td>Vouchers/ bills should be submitted and settled before the date of superannuation in this case.</td></tr></tbody></table><figcaption>FAQ on LTC Cash Voucher Scheme – Central Government Employees</figcaption></figure>

<p><strong>Subject: Clarification regarding queries being received in respect of Special cash package equivalent of Leave Travel Concession Fare for Central Government Employees during the Block 2018-21 (FAQ No. 2).</strong></p>



<p>The undersigned is directed to say that this Department has been receiving a number of queries relating to Special Package equivalent in lieu of Leave Travel Concession Fare for Central Government Employees during the Block 2018-21 announced by the Government on 12th October, 2020. A set of frequently asked questions have already been clarified vide this Department’s O.M. of even No. dated 20th October, 2020 and is available on this Department’s website viz. doe.gov.in.</p>

<h2 class="has-text-align-center wp-block-heading">FAQ NO 2</h2>



<h2 class="has-text-align-center wp-block-heading"><strong>FAQ ON LTC CASH VOUCHER SCHEME</strong></h2>



<p>1. <strong>An employee whose workplace and hometown are same and is eligible for only one all India LTC in one Block Year. If that LTC is exhausted, will he be eligible for this scheme?</strong></p>



<p>No. The scheme is in lieu of one LTC available during the block year.</p>



<p>2. <strong>If an employee does not have enough leave or less than the minimum balance of 40 days which is required in his leave account and avail leave encashment for LTC, whether he will be eligible for leave encashment in this scheme?</strong></p>



<p>Leave encashment is to be in accordance with LTC Rules. The employee can however avail the benefit of scheme without the leave encashment if such encashment is not available.</p>



<p>3. <strong>If an employee has already availed hometown LTC (only for self) for 2018-19 along with leave encashment, can he now claim LTC cash voucher scheme with LTC for self from block year 2020-21 and for remaining family members from block 2018-19?</strong></p>



<p>Yes. He can claim leave encashment as per the scheme provided it does not exceed the maximum limit of 60 days eligible for encashment.</p>



<p>4. <strong>If both husband and wife are working in the central government, if one is availing LTC cash voucher scheme for self and spouse and also taking LTC leave encashment, then can the spouse avail LTC leave encashment separately?</strong></p>



<p>Yes </p>



<p>5. <strong>If an employee avails only deemed LTC fare without leave encashment, and spends less than or equal to three times of the deemed fare entitlement, how much reimbursement will he get?</strong></p>



<p>Reimbursement will be on pro-rata basis.</p>



<p>6. <strong>Whether purchase of goods/ services on loan/EMI, will be covered under this scheme?</strong></p>



<p>Purchase of any goods or services which attract GST of 12% and above qualify for reimbursement under this scheme. Purchases on EMI basis are also permissible. The purchase should have been effected after the issue of the order i.e. 12.10.2020 and should have an invoice. </p>



<p>7. <strong>For those officials having three Hometown LTCs and one all India LTC, can they avail special cash package for year 2020 in 2021 (upto 31.03.2021) and avail LTC for 2021 also in 2021?</strong></p>



<p>The scheme is valid up to 31.3.2021 and is in lieu of the available LTC. An official may avail LTC for 2021 in 2021 provided the same has not been foregone in lieu of the benefits of the said scheme. </p>



<p>8. <strong>If a fresh recruit who is governed by LTC Rules for New Recruits is in his 8th year after recruitment opts for this scheme, can he submit bills having date of January-March 2021?</strong></p>



<p>Yes, but one block year of LTC/ or one LTC to be foregone to avail the benefits of the Special Scheme.</p>



<p>9. <strong>Since the fresh recruits are not allocated block year, can they avail this scheme?</strong></p>



<p>Yes</p>



<p>10. <strong>Can the payment be made by cheque /DD / Banker’s Cheque/ NEFT/ RTGS?</strong></p>



<p>Yes</p>



<p>11. <strong>If a defence employee wants to buy a car from defence canteen, attracting only 14% GST as against 28% GST in the market, can he avail this scheme?</strong></p>



<p>As per scheme Goods &amp; Services attracting GST of 12% or more can be purchased.</p>



<p>12. <strong>If an employee has already exhausted 60 days of Leave Encashment, can he further avail 10 days Leave Encashment?</strong></p>



<p>No. He can avail only deemed fare value.</p>



<p>13. <strong>If an employee is availing Cash scheme against year 2018-19 (extended till 31.12.2020), can he submit bills from January, 2021 to March, 2021?</strong></p>



<p>Yes, provided the transactions occurred on or after 12.10.2020 and bills are submitted before 31.03.2021.</p>



<p>14. <strong>If a child is less than 5 year old then he is not eligible for rail fare, will he be counted as a dependent for this scheme?</strong></p>



<p>Yes. Provided the child is eligible as a dependent in accordance with LTC Rules.</p>



<p>15. <strong>Is this scheme applicable to the Autonomous Bodies?</strong></p>



<p>Autonomous Bodies can adopt the scheme provided they are already implementing LTC scheme similar to the Central Government’s Scheme, before 12.10.2020.</p>



<p>16. <strong>Whether any advance will be given like LTC advance?</strong></p>



<p>Please refer to para 4 Of Ministry of Finance, Department of Expenditure OM No.12(2)/20 /E-IIA dated 12.10.2020. It has been stated that an amount up to 100% of leave encashment and 50% of the value of deemed fare may be paid as advance into the bank account of employee.</p>



<p>17. <strong>Whether we can purchase different items under this scheme like we purchase washing machine, mobile, AC or not?</strong></p>



<p>Yes. An individual can purchase different items which attract GST of 12% and more. The payment should be made through digital mode.</p>



<p>18. <strong>I availed home LTC in 2019. What is my eligibility position for LTC cash voucher scheme?</strong></p>



<p>This scheme is for the LTC block of 2018-21. Normally, a block contains two LTC fare [home town and anywhere in India]. If one has been availed and the other remaining, the same can be utilized for this purpose. Any unutilized LTC of the block of 2018-21 is eligible.</p>



<p>19. <strong>How spending of 3 to 4 times on purchasing of products will be tracked? Will purchase made online from e-commerce website be acceptable?</strong></p>



<p>Any purchase with digital mode is to be supported by invoice. Based on production of invoice the spending is calculated. The intention of this scheme is to encourage every mode of purchase. It is for the employee to choose a suitable digital mode.</p>



<p>20. <strong>I purchased certain items after 12.10.2020 but before formally exercising my option. Can it be counted for reimbursement?</strong></p>



<p>All eligible purchases on or after 12.10.2020 and before 31.3.2021 can be counted.</p>



<p>21. <strong>Whether the advance taken under the scheme is to be settled within 30 days of disbursal of advance as stipulated under LTC rules. Can receipt be in the name of any dependent?</strong></p>



<p>The Special Cash Package Scheme in lieu of one LTC is to compensate and incentivise consumption by Government Employees and the benefits can be availed up to 31.03.2021. Para 4 of O.M. dated 12.10.2020 provides for advance to Government employees in lieu of LTC fare and Leave encashment. As this is a Special Cash Package, the rules relating to advance taken under LTC are not applicable in the present scheme. Accordingly it is clarified that:<br /><br />(i) The advance taken under the scheme shall be settled on or before 31st March 2021, and<br /><br />(ii) the invoices of the goods and services purchased as per the scheme may be in the name of spouse or any family member who are eligible for LTC Fare as declared in the Service records.</p>
