Sub: Scheme of LDCE for filling up 20% vacancies of OS-IT and 13.33 % vacancies of Senior Clerk.

Attention is invited to RBE No.102/2005 vide which the 20% DR quota that was introduced for, inter-alia OS-II, was decided to be operated instead as an LDCE quota open to all Graduate serving employees with prescribed residency period. The written exam (Railway wise) was to be conducted by RRB Vide RBE No.147/2006, the conduct of the exam was shifted from RRBs to respective Zonal Railways themselves. Vide RBE No. 110/2016, conduct of Senior Clerk LDCE (13.33% quota) was also handed over from RRBs to Zonal Railways.

The conducting of the OS-II and Senior Clerk LDCEs has however been centralized in each Railway so far, meaning thereby that vacancies of all Departments and all Divisions are clubbed together for a common exam and panel.

Railways have however, been raising this issue of centralized LDCE for these categories periodically, pointing out that with MACP in place, volunteers for OS-II and Senior Clerk LDCE are scarce due to the risk of inter-divisional transfer in a centralized panel scenario, which results in a number of vacancies remaining unfilled.

The matter has accordingly been reviewed in consultation with the Zonal Railways and it has been decided that the LDCE for both the OS-II and Senior Clerks may be decentralized, by holding the exam at the Divisional level by clubbing the vacancies of all the departments. This decentralization will be in respect of Divisionally controlled cadres/ seniority units for these posts.

Sub : Eligibility for LDCE for the post of Supervisor (NT)-reg.

In compliance with the rules contained in the SRO 30 dated 14.07.2010 & SRO 58 dated 19.07.2012, it is re-iterated in the following for information to all concerned in order to remove doubt and ambiguity arising out of it regarding the eligibility conditions for LDCE for the post of Supervisor (NT). An extract from the above mentioned SROs has been reproduced below : –

“Twenty five per cent by Limited Departmental Competitive Examination from amongst Non-Industrial employees in or above the pay Band -1 Rs. 5200-20200 (Grade pay Rs.1800) but below the pay Band-1 Rs. 5200-20200 (Grade pay Rs.2400) with three years regular service in the pay Band -1 Rs. 5200-20200 (Grade Pay Rs.1800) and possessing the necessary educational qualification for direct recruitment failing which by direct recruitment”.

In view of the above, it is stated that an applicant/employee for LDCE for the post of Supervisor (NT) has to complete three years of regular service in or above the pay Band -1 Rs.5200 – 20200 (Grade Pay Rs.1800) but below the pay Band-1 Rs. 5200- 20200 (Grade pay Rs.2400) as an Non-industrial employee within the crucial date as determined for a particular Limited Departmental Competitive Examination.

ORDER

Whereas the Central Secretariat Stenographers Service Private Secretary Grade (Limited Departmental Competitive Examination) Regulations, 2010 provide that for being eligible to appear in the Private Secretary Grade (Limited Departmental Competitive Examination) any regular Personal Assistant of the Central Secretariat Stenographers’ Service (CSSS) possessing a Bachelor’s Degree from a recognized University, on the crucial date, inter-alia, should satisfy the following condition :-

He/She should have rendered not less than three years’ of approved and continuous service in the grade.

Provided that if he/she had been appointed to the Personal Assistant of the Central Secretariat Stenographers’ Service on the results of the competitive examination, including a Limited Departmental Competitive Examination, such an examination should have been held not Less than three years before the crucial date and he/she should have rendered not less than two years approved and continuous service in that grade.

2. And whereas, in pursuance to the notice for the Combined Section Officers/Stenographers’ (Grade- B/Grade-I) Limited Departmental Competitive Examination (LDCE) 2012 & 2013, representations from PAs of CSSS appointed to  the grade through LDCE mode were received in this Department seeking relaxation in the eligibility criteria to appear in the Private Secretary Grade Limited Departmental Competitive Examination, 2012 and 2013.

3. And whereas, on examination of the representations it was observed that the LDC Examination 2009 and 2010 for promotion to the grade of PAs were conducted by the Staff Selection Commission on 5th July, 2009 and 4th July, 2010 respectively. The crucial date for counting of three years of length of service for eligibility criterion for PS Grade LDCE, 2012 and 2013 being 1st JuLy, 2012 and 1st July, 2013 respectively, the PAs appointed through LDCE mode on the basis of the said examinations are thus not eligible for appearing in the PS Grade LDCE 2012 and 2013.

4. And whereas, it was further observed that the PAs appointed to the Grade through Seniority Quota for SL Years 2009 and 2010 are eligible as per the provision for appearing in the PS grade LDC Examination 2012 and 2013 whereas the PAs of 2009 and 2010 appointed through LDCE mode do not fulfill the said eligibility criteria despite some of them being placed higher in the ranking in the Select Lists, 2009 and 2010 of PA Grade.  It was noted that the said provision in eligibility criterion of the said examination unduly places the PAs who have been appointed as regular PAs through the mode of LDC Examination of 2009 and 2010 at disadvantage.

5. And Now, therefore, it has been decided in consultation with the UPSC, as provided under Rute 23 of the Central Secretariat Stenographers’ Service Rules 2010, to give one time relaxation in the condition relating to the eligibility criterion of regular Personal Assistants appointed through LDCE, contained in the Regulation 4 (i) of Central Secretariat Stenographers’ Service Private Secretary Grade (Limited Departmental Competitive Examination) Regulation, 2010, for appearing in the Private Secretary Grade LDCE, 2012 and 2013 of CSSS. Consequently regular PAs of CSSS appointed through the results of LDCE for the years 2009 and 2010 will be eligible to appear in the Combined Section Officers/Stenographers’ (Grade-B/Grade-I) Limited Departmental Competitive Examination 2012 & 2013 (Category —IV, PS Grade of CSSS) respectively to be conducted by UPSC.

The undersigned is directed to say that on the basis of final results of the SOs/Stenos (Gr. ‘B’/Gr. ‘I’) Limited Departmental Competitive Examinations 2009, 2010 & 2011, 144 candidates have been recommended by the UPSC for their appointment to PS Grade of CSSS for these years. Allocation of the candidates recommended by the Commission on the basis of the above Examination has been made against the vacancies available in the Cadre Units.

2. Cadre Units are requested to relieve the officers immediately subject to their being found clear from vigilance angle for appointment as PS in the Cadre Units to which they have been nominated as per the Annexure to this OM. The candidates may be included in the Select list of PS Grade of CSSS for the Select List year shown against their names (in the Annexure) in the manner indicated in the CSSS Rules,1969/2010. Copies of appointment orders/notifications may please be endorsed to this Department and the UPSC.

3. Allocation of officers have been made in accordance with the Rotational Transfer Policy for CSSS Personnel.

4. The examination dossiers of the candidates, as received from the Commission, are sent herewith, which may be retained as part of their personal tiles.

The undersigned is directed to say that the Department of Personnel & Training had reported 268 (UR – 229, SC – 24 & ST – 15) vacancies for the year 2010 to be filled up in the Section Officers grade of Central Secretariat Service(CSS) on the basis of the results of the Combined SOs/Stenographers (Gr. ‘B’/Gr ‘I’) Limited Departmental Competitive Examination 2009, 2010 & 2011conducted by UPSC. UPSC has since declared the final result of LDCE 2009, 2010 & 2011 on 24 July, 2013. The details of qualified candidates for the year 2010 are as under:

Out of 257 (UR – 229, SC – 24, SI – 04) candidates recommended by UPSC, only 255 (UR- 227, SC -24, ST- 04) candidates are effectively available for consideration for appointment as Section Officers in the Select List of the year 2010. Allocation of candidates has been made having regard to the vacancies in the various cadre units and Rotational Transfer Policy for CSS personnel. The list of candidates is annexed. Dossiers of the candidates included in the Select List will be sent in due course.

2. The cadre unit authorities are requested to initiate the process of appointment/relieving of the candidates immediately subject to being clear from vigilance angle as per available relevant instructions on the subject.

3. It may also be brought to the notice of all the officers who figure in the annexure that their appointments shall be subject to the outcome of the following Court cases and also as per any other order by any competent court in any of the connected matters :

Sub : Select List of Section Officers’ Grade for the year 2009 against Examination Quota on the basis of Combined Limited Departmental Competitive Examination, 2009, 2010 and 2011 held by the Union Public Service Commission.

The undersigned is directed to say that the Department of Personnel & Training had reported 396 (Genl – 274, SC – 58 & ST – 64 ) vacancies for the year 2009 to be filled up in the Section Officers grade of Central Secretariat Service (CSS) on the basis of the results of the Combined SOs/Stenographers(Gr B /Gr ‘B’) Limited Departmental Competitive Examination 2009, 2010 and 2011 conducted by UPSC. UPSC has since declared the final result of LDCE 2009, 2010 & 2011 on 24th July, 2013. The details of qualified candidates for the year 2009 are as under :-

Out of the 376 candidates recommended by the UPSC only 374 (Gen-273, SC-57, ST-44) candidates are effectively available for consideration for appointment as Section Officers in the Select List of the year 2009 Allocation of candidates has been made having regard to the vacancies in the various cadre units and Rotational Transfer Policy for CSS personnel. The list of candidates is annexed Dossiers of the candidates included in the Select List will be sent in due course.

2. The candidates included in the Select List of 2009 of the Section Officers Grade of the respective cadre units as in the Annexure to this O.M. may be appointed to the Grade immediately subject to being clear from vigilance angle as per available relevant instructions on the subject.

3. The cadre unit authorities are requested to initiate the process of appointment of the candidates immediately. It may be ensured that the officers concerned are relieved within 45 days from the date of issue of this 0M to take up the new posting in the cadre unit allocated, failing which their appointment/promotion shall be cancelled and the dossier(s) of the candidate(s) concerned returned to the UPSC.

4. It may also be brought to the notice of all the officers who figure in the Annexure that their appointments shall be subject to the outcome of the following Court cases and also as per any other order by any competent court in any of the connected matters

Subject : Combined Section Officers’/Stenographers’ (Gr.’B’/Gr.I) Limited Departmental Competitive Examination 2009, 2010 & 2011- allocation of candidates – regarding.

The undersigned is directed to say that the final result of the Combined Section officers/Stenographers’ (Grade B/Grade 1) Limited Departmental Competitive Examination, 2009, 2010 & 2011 in the grade of Section Officer of CSS has been declared by UPSC on 24.07.2011 and is available on the website of UPSC . As per Rotational Transfer Policy for CSS Officers, on promotion, an official of the CSS at any level, shall be posted Out
of the Ministry/Department if he/she has served in the same Ministry/Department in any capacity for a period exceeding the prescribed tenure for the promotion post vide this Department’s 0M No. 21/2/2009-CS.I(P) dated 8th April, 2010.

2. All the cadre units are, therefore requested;

(i) to furnish the vacancy position in SO grade as on 1.8.2013 as per Annexure-I.

(ii) to furnish a list of Section Officers working in the cadre unit as on 1.8.2013 as per Annexure-II,

(iii) to obtain the personal information from the candidates who have qualified the Combined Section officers/Stenographers’ (Grade B/Grade I) Limited Departmental Competitive Examination, 2009, 2010 & 2011 in the grade of Section Officer of CSS, as per Annexure-III and forward the same to this Department positively by 02.8.2013 to enable this Department to finalise the allocation of successful candidates to various Ministries/Department without any delay.

3. In this context ¡t may also be noted that;

(i) Information may be sent in a single lot in respect of entire cadre unit comprising of information in respect of all the qualified candidates in respect of all the sub-cadres.

(ii) Preference of posting will not be accepted if not received through proper channel.

(iii) Even if an officer is not covered under Rotational Transfer Policy (RTP), information in annexure-III is required, because, it may happen that due to lack of vacanoes in the cadre unit that person has to be moved out.

Subject : Promotion of LDC as UDC of Central Secretariat Clerical Service (CSCS) on ad-hoc basis-Continuance of Ad-hoc appointments regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 19th December, 2012 whereby cadre units were permitted to continue the ad-hoc appointments in the U.D. grade made by the cadre units has been reviewed in this Department. Since availability of regular UDCs through normal modes of recruitment prescribed under the CSCS Rules may take some more time, it has been decided that the period of ad-hoc appointment of those LDCs who are working as UDC of on ad-hoc basis may be extended up to 31st December, 2013 or till regular UDCs become available, whichever is earlier.

2. Continuance of ad-hoc appointment shall not confer on the appointees any right to continue in UDC Grade indefinitely or for inclusion in the Select List of UDC of CSCS or to claim seniority in UDC Grade of CSCS.

3. Other terms and conditions mentioned in this Department’s O.M. No.3/6/2004-CS.II dated 28.2.2005 will remain unchanged.

The undersigned is directed to refer to this Department’s O.M. of even number dated 12.12.2012 and subsequent reminder dated 18.03.2013 by which all the CSCS Cadre Units were requested to furnish the vacancy position for Lower Division Grade Limited Departmental Competitive Examination for Group ‘C’ Staff 2013, (Grade Pay of Rs.1800) to this Department in the prescribed proforma. The requisite information has not been received so far from majority of the Cadre Units.

2. All the defaulting CSCS Cadre Units (list attached) are once again requested to furnish the said vacancy position to this Department in the prescribed proforma latest by 11.04.2013.
