Retirement issue is to be handled with social mindset – says Dr. Jitendra Singh

There are approximately 40,000 fresh retirees every year from the Central Government Civil establishments alone. This number could be close to 1,00,000 including defense, railways, posts and telecom. In addition there is a pool of around 50 lakh existing pensioners. This group of personnel can, by and large, offer greater maturity, experience and stability. With improved living conditions and the best of medical facilities, most of these retiring government employees would be capable of putting in a good 5-7 years of active service.

25-June-2014 21:25 IST

MoS (Personnel) Dr. Jitendra Singh addresses pre-retirement counseling programme

The retirement issue is to be handled with social mindset – says Dr. Jitendra Singh

The Department of Pension and Pensioners’ Welfare conducted a pre-retirement counseling for retirees here today. Addressing the concluding session the Minister of State for Personnel, Public Grievances and Pension Dr. Jitendra Singh said that the issue of retirement is to be handled with social mindset. The MoS stated that the society should feel good about it. He stated that the issue is too large to handle by the government itself and hoped that social organization should come forward to help.

The Department of Pensions has institutionalised regular conduct of pre-retirement Counseling workshops. These workshops target retiring personnel two to two-and-a-half years before the retirement date. Topics covered are (i) Formalities to be covered for timely payment of retirement dues (ii) Financial planning for the amounts received at retirement (iii) Preparation of Will (iv) CGHS facilities after retirement and (v) Post-retirement opportunities through Sankalp.

The “Sankalp’ programme has been initiated by the Department towards this end and a web portal of the same name has also been launched. Pensioners, Pensioner Associations and NGOs can register on the website http//www.pensionersportal.gov.in/sankalp.

Recognising the fact that a retiring government employee is very often unprepared to face the fact that he may be without a daily routine and a meaningful existence the day after he retires, the Government is looking for ways to engage the retired employees in meaningful social work.

Further, the financial requirements are by and large taken care of by the regular monthly pension payments which are also inflation indexed. What that hurts is a sense of not being wanted anymore and the lack of a daily routine.

Realising the potential of such a large section of experienced, capable and productive workforce, the Department of Pensions and Pensioners’ Welfare has conceptualised such pre-retirement counseling sessions for retirees. This serves as a platform for exchange of information between retiring employees and voluntary or other organisations working towards building society looking for expertise, skill and maturity which can be offered by these retired government servants. The forum will serve to facilitate matching of broad parameters of geographical location and basic skills/ expertise required/ available. Both employees and organisations will have to register on to this portal.

Another possibility is to bring together groups of like-minded pensioners /Pensioners’ Associations and the ministries which are looking for concurrent audit or evaluation of development schemes being implemented all over the country.

The stakeholders identified for the project are:

Supply side:

a) Pensioners

b) Pensioners Associations identified by the Department involved in pensioners welfare

Demand side:

a) Organisations involved in Social welfare projects

b) Government Departments having Social welfare schemes

c) Indian Institute of Corporate affairs for CSR activities

d) Corporate-Public and Private with CSR funds

During the cabinet meeting of June 3 that was presided over by J&K Chief Minister, Omar Abdullah, it was decided to increase the retirement age of state employees from 58 to 60, on par with the Central Government employees.

It is worth mentioning here that the resolution marks the successful culmination of more than 6 years of protests and demands made by various employees unions across the state. There are also talks that the decision was made with the Lok Sabha elections in mind, which are due at the end of this year.

The minimum age limit to qualify for state government employment has also been increased by three years to 40.

We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.

Because the series of events that had happened until now listed below are telling that it will be come true soon.

1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.

2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’

3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’

The above information clearly indicates that some Good News for Central Government Employees are waiting to be announced within a week or two. All the central government employees know what that good news is!

The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!

Retirement age of employees of Sick Central Public Sector Enterprises…

The Minister of Heavy Industry and Public Enterprises said in Parliament in a written reply to a question that the Department of Public Enterprises is not considering any proposal to enhance the age of superannuation of employees of all sick Central Public Sector Enterprises (CPSEs) from 58 to 60 years.

However, Board for Reconstruction of Public Sector Enterprises (BRPSE) has been directed to undertake in-depth examination with regard to enhancement of age of superannuation from 58 to 60 years in respect of such CPSEs whose revival packages have been approved by the Government and which will continue to be in public sector after implementation of revival package, and thereafter make suitable recommendations to the concerned administrative Ministry for obtaining approval of competent authority.

BRPSE has also been directed to ensure that the issue of the enhancement of age of superannuation from 58 to 60 years is adequately addressed while examining/recommending future proposals for revival of sick/loss making CPSEs and that the revival package has specific recommendation in this regard.

BRPSE has not made any specific recommendation regarding enhancement of age of superannuation from 58 to 60 years in respect of employees of ITI Limited.

Enhancement of age of retirement of Board and below Board level employees of profit earning Central Public Sector Enterprises (CPSEs).

CHAPTER II
PERSONNEL POLICIES
(b) Composition of Board of Directors
40. DPE/Guidelines/II(b)/40

Enhancement of age of retirement of Board and below Board level employees of profit earning Central Public Sector Enterprises (CPSEs).

The Government had taken a decision to increase the age of retirement from 58 to 60 years of Board level and below Board level employees of Central Public Sector Enterprises (CPSEs) in May 1998. In May 2000, sick/unviable CPSEs were permitted to roll back the age of retirement from 60 to 58 years with the approval of the Cabinet. Subsequently in August 2001, the Cabinet delegated the authority to Minister-in-charge to approve proposals for roll back of age of retirement from 60 to 58 years for all CPSEs and all categories of employees, which are duly approved by their Board of Directors. This decision was reviewed in April 2005 and it was decided that the power for roll back of age of retirement of all categories of employees of CPSEs would thereafter vest with the Cabinet.

2. In the meantime, several sick CPSEs have started making profit and these CPSEs have requested for enhancement of age of retirement of its employees from 58 to 60 years. The matter has further been reviewed by the Government and it has now been decided that the Minister-in-charge of the administrative Ministry/ Department concerned is empowered to approve the proposals of CPSEs to enhance the age of retirement from 58 to 60 years, provided that-

(a) The CPSE concerned should as per its audited annual accounts have made net profits for the last 3 years continuously and should have a positive net worth during the last three years.

(b)The CPSE has not availed any budgetary support during the last 3 years and no budgetary support will be availed by the CPSE in future.

(c) The proposals are approved by the Board of Directors of the CPSE concerned and have the concurrence of Financial Advisor of the concerned administrative Ministry/Department.

3. All the administrative Ministries/Departments are requested to take note of the above decision and to advise the CPSEs under their administrative control suitably in the matter.

The award of the seventh pay commission will be implemented from the beginning of 2016 and will benefit nearly 3 million pensioners. But since state governments generally match central wages, the actual beneficiary list stands at over 11 million employees and pensioners.

The national capital, home to a vast majority of central government employees, is headed for elections this November. And so are four other states, followed by the general elections sometime early next year. This, more than anything else, explains the central government’s hurry to promise its employees higher wages.

The award of the seventh pay commission will be implemented from the beginning of 2016 and will benefit nearly 3 million pensioners. But since state governments generally match central wages, the actual beneficiary list stands at over 11 million employees and pensioners. The fact that this award is one more in a long list of expenditure-heavy pre-election programmes, will mean several consequences for India’s finances. Back of envelope calculations suggest that even if the increments in the 6th pay commission were to be matched, the centre’s wage bill could rise by up to Rs 1 lakh crore in 2016. But on the other hand, this payout will spark a surge in consumption starting that year. Why? The sixth pay commission award amounted to around 0.5 percent of GDP and a tidy sum was handed out as arrears in the start of 2008. That extra spending power meant that the ensuing slowdown was mitigated to some extent. This could play out again in 2016. Meanwhile, CNBC TV18 learns that the proposal to extend the retirement age of central government employees by two years has received fresh impetus. A decision on this could be taken within a week or two, and would be the second major populist decision by the UPA to woo the urban middle class and the powerful government employee mass in Indian society.
