<p>Subject: <strong>Sanchay under the aegis of Azadi Ka Amrti Mahotsav and Swachta Pakhvada &#8211; Collection of used clothes &#8211;  regarding</strong></p>



<p>The country is celebrating &#8221; <strong>Azadi Ka Amrti Mahotsav</strong> &#8221; and it has presented an opportunity to share our privileges with the less fortunate sections of the society. As winter has set in a drive to distribute warm wearable clothes to people in need is envisaged under the initiative &#8211; &#8221; <strong>Sanchay</strong> &#8221; wherein all Government employees are requested to donate clothes in good condition for distribution to the under privileged people.</p>



<ol class="wp-block-list" start="2"><li>Those desirous of donating may drop their clothes at all entry/exit points of North Block and other frequently visited places such as canteen etc.. Collection boxes are being placed at all such locations. Cooperation and whole hearted participation requested from all Government employees. This drive will run from 29.11.2021 to 3.12.2021.</li></ol>

<h3 class="wp-block-heading">Subject: Sharing/pooling of vehicles by Central Government employees regarding.</h3>



<p>In view of the prevailing pollution levels in the National Capital Region (<strong>NCR</strong>) all Central Government employees posted in the Central Government offices located in NCR while attending offices, are advised to use public transport, as far as possible in the case where the employees are using their private vehicles/ Government vehicles, it is advisable that the vehicles are pooled in order to reduce the number of vehicles on roads. It is also reiterated that all employees shall continue to strictly follow the COVID-appropriate behavior and wear masks at all times and avoid non-essential travel. This advisory will be in force with immediate effect.</p>

No entry by physical mode (by hand or by post) will be accepted.</li><li>The Wards of the following categories of employees are not eligible for participation in competition : &#8211;<br />(a) Uniform personnel in Defence Services/ Para Military Organisations/ Central Police Organisation/ Police/ RPF/ CISF/ BSF/ ITBP/ NSG etc.<br />(b) Employees of Autonomous bodies/ undertaking/ Public Sector Banks even though administratively controlled by Central Ministries.<br />(c) Casual /DaiIy Wages Workers.<br />(d) Employees attached to offices on temporary duty.<br />(e) A newly recruited employee who has put less than 6 months in regular establishment/ services.</li><li>Decision of the judges shall be final and no appeal against their decision shall be entertained.</li><li>All the participants shall be given digital participation certificate. <p>Sub: <strong>Consolidated instructions on compassionate appointment &#8211; Replacement of Para 13 &#8211; regarding.</strong></p>



<p>The undersigned is directed to say that consolidated instructions on compassionate appointment under the Central Government were issued vide this Department’s O.M. No. 14014/2/2012-Estt. (D) dated 16.1.2013. Para 13 of these consolidated instructions provides guidelines to the competent authorities in Ministries/Departments for dealing with requests/ applications seeking appointment on compassionate grounds and disposal of such requests/ applications thereof by the Ministries/Departments.</p>



<ol class="wp-block-list" start="2"><li>References have been received from different Ministries/ Departments relating to the procedure and modalities involved in processing claims of compassionate appointment. The lack of uniformity in processing such claims by different Government offices, has also come under scrutiny of the Courts including Central Administrative Tribunals. As a result, a need has been felt to bring in more objectivity and transparency as well as streamline the process in dealing with requests/ Applications seeking compassionate appointment. The Hon&#8217;ble Jabalpur Bench of the Central Administrative Tribunal, in its Order dated 26.9.2019, in O.A. No. 202/00756/2017 of Deepanshu Raje v/s Union of India &amp; Others. inter-alia, directed Secretary. Department of Personnel and Training, to issue revised guidelines, so as to bring in more transparency and probity in the system in processing the claims of Compassionate Appointment.</li><li>Therefore, after careful examination, the procedure, as provided in O.M. dated 16.1.2013. has been reviewed in consultation with the major stakeholder Ministries/ Departments. Accordingly. it has been decided to substitute existing Para 13 of the consolidated instructions (OM dated 16.1.2013), with revised Para 13 given in Appendix.</li><li>All Ministries/ Departments may circulate these revised instructions to all offices under their administrative control and also issue. wherever necessary. departmental instructions for supplementing these guidelines, for dealing with requests/applications seeking appointment on compassionate grounds.</li></ol>

<p>Subject: <strong>Relaxation in the eligibility service &#8211; change in the crucial date i.e. 1st January &#8211; regarding</strong></p>



<p>As per instructions contained in DoPT&#8217;s OM No.22011/4/ 2013-Estt.(D) dated 8.5.2017, Ministries/Departments, which were mostly following Financial Year (April &#8211; March) based vacancy year system till 2017-18 for promotion to various grades, were required to shift to Calendar Year (January to December) based vacancy year from the year 2018 onwards. Consequently, the crucial date for determining eligibility also changed from 1st April to 1st January.</p>



<ol class="wp-block-list" start="2"><li>Due to the shift in the vacancy year and consequent change in the crucial date for determining eligibility, employees, who were completing eligibility service as on 1st April of the vacancy year, were not becoming eligible for consideration for promotion in that vacancy year and that such these employees were becoming eligible for consideration for promotion for vacancies arising only next year w.e.f 1st January, subject to fulfillment of other conditions.</li><li>Requests have been received for the vacancy year 2019 onwards, requesting for grant of relaxation of eligibility service by upto 3 months as on the crucial date of 1st January, on the grounds of shifting of vacancy year from financial year-wise to calendar year-wise, to enable employees to be considered for promotion in that year and that this Department has been granting relaxation, on case to case basis, for the Vacancy Years 2019, 2020 and 2021.</li><li>With a view to enable timely holding of DPCs, where the recruitment has been shifted from financial year-wise to calendar year-wise, in the light of DoPT&#8217;s OM dated 8.5.20 17, it has been decided in consultation with the Union Public Service Commission and approval of the competent authority, to delegate powers to the Administrative Ministries and Departments (Cadre Controlling Authorities) to relax the eligibility service prescribed in the Recruitment Rules/Service Rules (RRs/SRs) for these posts/cadre, as on the crucial date viz. 1st January, 2021, for upto a maximum period of 3 months. Relaxation in eligibility service is to be accorded in such cases where the employees would have been eligible for being considered for promotion as on 1st April, 2021, but due to change in the crucial date to 1st January, 2021, they become ineligible for being considered for promotion during 2021. Similar relaxation is permitted for vacancy years 2022 and 2023, as indicated in the table below:</li></ol>

<ol class="wp-block-list" start="5"><li>No delegation of relaxation of eligibility service so granted to Administrative Ministries/Departments shall be available for vacancy year 2024. Further, the relaxation is subject to the condition that actual promotions are effected only after completion of the eligibility service prescribed in the Recruitment Rules/Service Rules.</li><li>If case any RRs/SRs, prescribe a different crucial date of eligibility, other than January, the concerned Administrative Ministry/Department would have to necessarily amend the SRs/RRs and align the same with extant instructions by prescribing the crucial date as 1st January of the vacancy year.</li></ol>

<p>Subject: <strong>Clarifications on Children Education Allowance (CEA) during COVID-19 epidemic Lockdown period.</strong></p>



<p>This Department has been receiving several references/ queries from Central Government employees stating that in the prevailing pandemic situation, result/report cards were not sent to the parents by the School through SMS / email, and fee is also being deposited online, and the parents are having difficulty in claiming CEA.</p>



<p>2 . The matter has been considered and it has been decided that in relaxation of para 2(b) of this Department&#8217;s OM No.A-27012/02/2017- Estt.(AL) dated 17th July, 2018, the CEA claims may also be considered through a self-certification made from the concerned employees or through printout of e-mail/SMS of result/ report card/ fee payment, in addition to the prescribed modes of claims only for the academic years ending March, 2020<br />and March, 2021.</p>

<p>Subject: <strong>Extension of timelines for submission of Annual Performance Assessment Report (APAR) in respect of Group-A, B and C officers of CSS/CSSS/CSCS cadre through SPARROW portal for the year 2020-2021.</strong></p>



<p>The undersigned is directed to invite reference to this Department&#8217;s OM of even number dated 17th May, 2021 conveying revised timelines for completion of APAR process for the year 2020-2021 in respect of Group &#8216;A&#8217;, &#8216;B&#8217; and &#8216;C&#8217; officers of CSS/CSSS/CSCS cadres and the Estt. Division of DoPT&#8217;s o.M. No 21011/02/2015-Estt. (A)-part-II dated 17th June, 2021 vide which the timelines for completion of APAR process for the year 2020-21 for group &#8216;A&#8217;, &#8216;B&#8217; and &#8216;C&#8217; officers of Central Civil Services has been further extended</p>



<ol class="wp-block-list" start="2"><li>Accordingly, in the view of the prevailing covid-19 situation, it has been decided with the approval of competent authority that the timelines for distribution/online generation, recording and completion of entire APAR process for the year 2020-21, shall also be extended further in respect of all Group A, B and C officers/staff of CSS/CSSS/CSCS cadres as specified in the Annexure.</li><li>lt has further been decided that for the APAR year 2020-21, the extended timelines specified ln the Annexure shall also apply to the reporting, reviewing officers who have demitted office or retired from service on or after 29.02.2021. They shall be allowed to record their remarks till the respective extended cut-off dates.</li><li>Further, the decision conveyed vide Estt. Division OM dated 14.06.2021 (copy enclosed) delinking recording and completion of APAR for the year 2020-21 from the conduct of Annual Medical Examination and thereafter submission report by 31.12.2021 may also please be noted for compliance.</li></ol>

<p>Subject:&nbsp;<strong>Extension of time lines for submission of Annual Performance Assessment Report (APAR) in respect of Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services for the year 2020-21.</strong></p>



<p>The time schedule for recording and completion of <a href="https://centralgovernmentnews.com/tag/apar/" target="_blank" rel="noreferrer noopener">APAR</a> is laid down in this Department OM No. 21011/01/ 2009-Estt. (A) (Pt.II) dated 23.07.2009.</p>



<p>2. In the light of the situation arising out of COVID-19, it has been decided with the approval of the competent authority that the revised target dates for distribution / online generation, recording, and completion of the entire APAR process for the year 2020-21 for Group ‘A’, ·B’ and ‘C’ officers / staff of Central Civil Services shall be as specified in the Annexure.</p>



<p>3. This relaxation is a <strong>one-time</strong> measure only for the APAR year 2020-2021 and is subject to the condition that no remarks shall be recorded in the APAR for the year 2020-21 after 31.12.2021. Where the reporting, reviewing, and the accepting authority fail to record their comments within the time frame, the officer reported upon may be assessed on the basis of the overall record and self-assessment for the year, if he has submitted his self-appraisal within the stipulated time.</p>



<p>4. It has further been decided that for the APAR year 2020-2021, the extended timelines specified in the Annexure shall also apply to the reporting, reviewing, and accepting authorities, who have demitted office or retired from service on or after 28.02.2021. They shall be allowed to record their remarks till the respective extended cut-off dates.</p>

<p>The Central Civil Services Cultural &amp; Sports Board (CCSCSB) organizes All India Civil Services Tournaments in various discipline of sports in collaboration with States/ UTs/ RSBs. This year due to the Covid-19 pandemic, all sports activities were suspended across the country. The restrictions on organizing sporting activities were lifted in the month of December 2020. <ol class="wp-block-list" start="2"><li>A copy of the updated rules for All India Civil Services Tournaments indicating eligibility criteria, the composition of Team Rules of games etc has already been circulated to all concerned. The same is available on the website at <a href="https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisions">dopt </a><a href="https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisions" target="_blank" rel="noreferrer noopener">Welfaredivisions</a>. Minimum 6 teams are required to organise the tournament.</li><li>The States/UTs and Regional Sports Boards are requested to consider sending their team for the above All India Civil Services Tournament. The entries may be sent in the prescribed Proforma (Copy Attached) directly to Ms. Sunita Khatri, Deputy Director Sports (Sonipat), Rajeev Gandhi Stadium, Sector-4 Hockey Stadium Dist.-Sonipat, Haryana with a copy to Secretary &#8211; CCSCSB on or before 25.4.2021. Please ensure that the entries are submitted within prescribed time limits.</li><li>Please ensure that the entries are submitted within prescribed time limits, Teams are requested to make their own arrangements for accommodation and transportation.</li><li>The list of players along with a photocopy of their Identity Card should be authenticated by the authorized officer under his signature &amp; the seal is mandatory.</li><li>All the participants shall carry individual Identity Card/ Identity Slip/ Age Proof for verification of eligibility criteria by the Organizing Committee/ Representatives of the Board at the venue of the All India Civil Services Tournament.</li><li>Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating<br />State/UTs/RS B&#8217;s.</li><li>Every participating team may bring two flags representing their States/ UT/ Regional Sports<br />Board with them.</li><li>It should be ensured that every member of the team reports at the venue and participates in the tournament as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the tournament. Any act of indiscipline/ misbehavior/ misconduct will attract the provision of CCS (Conduct) Rules since<br />Government Employees are treated &#8216;ON DUTY&#8217; during the All India Civil Services Tournament.</li><li>The following categories of employees are not eligible for participation in AICS Tournaments:-</li></ol>



<ul class="wp-block-list"><li>(a) Uniform personnel in Defence Services/ Para Military Organisaions/ Central Police Organisation/ Police/ RPF/ CISF/ BSF/ ITBP/ NSG etc.</li><li>(b) Employees of Autonomous bodies/undertaking/Public Sector Banks eventhough administratively controlled by the Central Ministries.</li><li>(c) Casual / Daily wages workers.</li><li>(d) Employees attached to offices on temporary duty.</li><li>(e) A newly recruited employed who has put less than 6 months in regular establishment/ service.</li></ul>



<ol class="wp-block-list" start="11"><li>The general instructions as per SOP/Guidelines of <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVlD</a>-19 issued by Central/State Govt., are to be strictly followed by all players and supporting staff during the competition is at Annexure-II.</li></ol>



<p>If it is found that the general instructions are not followed by any player/ official in the tournament he/she shall be liable to be debarred from the tournament.</p>



<ol class="wp-block-list" start="12"><li>All players and supporting staff to show and carry a copy of their COVID-19 RT-PCR negative test report conducted 72 hours prior to their date of the competition. A Screening Check List for COVID19 (Annexure-III) is mandatory to be filled up daily at the venue during the entire period of the tournament.</li><li>All participants are requested to chalk out their journey in compliance to Covid-19 guidelines<br />issued by States/UTs from time to time.</li><li>Any information regarding change in dates/ venue/ cancellation etc. about the AICS tournament will be available on our website i.e. www.persmin.nic.in. All the participant teams are, therefore requested to check from organizers of the tournament about any possible change before starting their journey. Welfare</li><li>Referees&#8217;/Umpires&#8217; decision shall be final and binding on the competing teams.</li><li>Name and designation of Contact Officer :</li></ol>
