<h2 class="wp-block-heading">Finance minister declared that all central government employees would get LTC cash voucher and special festival advance schemes</h2>



<p>Finance Minister Sitharaman, in an effort to stimulate demand and increase consumer spending in preparation for the next holiday season, have announced Travel (<strong><a href="https://centralgovernmentnews.com/category/ltc/">LTC</a></strong>) casheat and special festival schemes for government employees. &#8220;We want to encourage these people to boost demand for the benefit of the least fortunate,&#8221; said the Finance Minister. The indications are that the savings of government and organised sector employees have increased.</p>



<p>Under the LTC cash voucher system , government servants may opt to receive cash in cash and 3 times ticket fare to purchase items with a GST level of at least 12%.</p>

<p>If central government staff prefer these advantages, the expense would be roughly 5.675 crore. This facility can also be used by workers of PSBs &amp; PSUs, who are subject to a cost of 1.900 crores. The market injection in the economy would amount to approximately 19,000 crores, according to the Finance Minister.</p>



<p>By way of the Advance Scheme Special Festival, the government has also declared that it would restore the advancement for <strong><a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government Employees</a></strong> until 31 March. A pre-loaded Rupay card provides an interest-free advance of € 10 000 and is recoverable in 10 monthly instalments. The demand is expected to reach around 8,000 crore at least.</p>



<p>The press conference of the Finance Minister is taking place when the GDP or gross domestic product of this country contract a record of 23.9% in April-June, when the quarter captured fully the damage caused from the restrictions on coronavirus and is anticipated to decrease by the Reserve Bank of India in total by 9.5% during the current financial year.</p>

<p>Will the Minister of EDUCATION be pleased to state:<br />(a) whether the Government proposes to construct <a href="https://centralgovernmentnews.com/category/kv-school/" target="_blank" rel="noreferrer noopener">Kendriya Vidyalayas</a> (KV) in the Khalari, Silli and Chandil of Ranchi parliamentary constituency;<br />(b) if so, the details thereof and if not, the reasons therefor;<br />(c) the reasons for the non-existence of a Kendriya Vidyalayas in these area of Jharkhand;<br />(d) the details of the steps taken by the Government to improve the educational infrastructure and facilities at schools and colleges in Jharkhand specially in Ranchi Lok Sabha Constituency;<br />(e) the list of KV schools currently in operation and proposed to be built, State-wise including Jharkhand;and<br />(f) the measures taken/proposed to be taken by the Government to improve the quality of education provided in public schools?</p>

<p>a) to c): Proposals for opening of new Kendriya Vidyalayas (KVs) are considered only if sponsored by the Ministries or Departments of the Government of India/State Governments/UT Administrations in the prescribed proforma, thereby committing resources for setting up the KV, as well as on availability of sanction of the Government. Proposals fulfilling the pre-requisites as per the norms of KVS are processed further for approval of the Competent Authority. No proposal has so far been received in the prescribed proforma from the State Government of Jharkhand for opening of new KVs at Khalari, Silli and Chandil of Ranchi Parliamentary constituency.</p>



<p>d): Government has taken various steps to improve the educational infrastructure and facilities in schools and colleges in the country including Jharkhand as per the Right of Children to Free and Compulsory Education (RTE) Act and has specified certain essential norms and standards for educational institutions. These norms include norms for number of teachers (Pupil Teacher ratio), minimum number of working hours, teaching learning equipment, library, play material, games and sports equipment, school organization as well as infrastructure. Support for these provisions is provided under the integrated Samagra Shiksha Centrally Sponsored Scheme.<br />Under the Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), central support has been approved for 13 institutions in Ranchi under various components of the scheme namely infrastructure grants to colleges/ universities, upgradation of existing Degree college to Model Degree College, enhancing quality and excellence in select autonomous colleges and creation of universities by way of upgradation of existing autonomous colleges. Out of the total approval of Rs.104 crore, the central share is Rs.62.4 crore and Rs.51.72 crore has been released as central share to 13 institutions in Ranchi district.</p>

<p>f): The Central Government has taken several steps to improve the quality of education in the schools which inter alia include the following:</p>



<ul class="wp-block-list"><li>In order to focus on ensuring competencies, the Central rules to the Right of Children to Free and Compulsory Education (RTE) Act, 2009 have been amended to include reference on class-wise, subject-wise Learning Outcomes, which have, accordingly, been finalized and shared with all States and UTs;</li><li>Under Samagra Shiksha, funds are given to all States and UTs for strengthening of infrastructure and provision of other facilities in schools to ensure that all schools meet the prescribed norms, besides other interventions to improve the quality of education such as training of in-service teachers, remedial teaching for academically weaker students, library grants to schools, ICT and digital initiatives;</li><li>Approval has been given for conducting a Census based audit of school infrastructure called Shagunotsav of all Government and Government aided schools in all States and UTs;</li><li>A performance Grading Index (PGI) has been designed to grade the States and UTs on a matrix based on 70 indicators;</li><li>Approval has been accorded for National Initiative for School Heads and Teachers Holistic Advancement (NISHTHA), an Integrated Teacher Training Programme to train 42 lakh teachers and other functionaries to make classrooms learner-friendly and improving children’s competencies in critical thinking, problem solving, creativity as well as social qualities such as cooperation, team work etc.</li></ul>

<h3 class="wp-block-heading">Urging upon the Government of India to withdraw the decision of DA/ DR freeze</h3>



<p>This online Federal Executive meeting of the National Federation of Civil Accounts Associations (NFCAA), which represents the All India Civil Accounts Employees Association and the All India Civil Accounts Employees Association Category &#8211; II held today the 4th September 2020 deliberated on the decision of Government to freeze the Dearness Allowance to Central Government Employees and Dearness Relief to the Central Government Pensioners due with effect from January 2020 for next eighteen months i.e. upto June, 2021.</p>



<p>The Government of India has taken the drastic decision to stop the normal increase in salary and pension in the form of Dearness Allowance and Dearness Relief for the next one and half years to its employees and pensioners which is the compensation for them against the price hike. Even the declared decision of the Government to pay the DA/DR to employees and pensioners retrospectively with effect from 1st January 2020 and payable in the month of March 2020 has been withdrawn vide an order dated 23rd April, 2020. The employees retiring during these eighteen months shall loose a huge amount in respect of Retirement benefits viz: Gratuity, Leave Encashment apart from recurring loss of DR in pension. This decision was also a bolt from the blue for low paid Central Government Employees who are in the forefront for fighting the <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> pandemic at the cost of their lives. They have been made to suffer for the rest of their life financially while they have already contributed at least one day’s salary/ wage to the PM Relief Fund or PM CARE fund as financial support to the Government of India. Moreover, the families of those persons who have expired recently due to corona infection or in any other form would be the worst sufferers. Considerably reduced pensionary benefits would be available to them and the conditions of the families of NPS holders shall be miserable as nothing substantial shall reach to them as compensation to their sacrifice in fighting the Coronavirus.</p>



<p>Therefore, the wage and pension freeze of the 48 lakhs Serving Central Government Employees and about 60 lakhs Central Government Pensioners have adversely affected the serving employees as well as pensioners who are particularly low paid or retired from lower level posts. They are the worst hit sections as it has become extremely difficult for them to survive with such a condition as they are deprived from routine compensation against the persistent rising prices of essential items and would rise further during the next one year.</p>



<p>The National Federation of Central Government &amp; Allied employees National Federation Of Central Government &amp; Allied Employees &amp; Workers Organisations (NFCGA-EWO) which is an Organisation of the central government, allied department, casual, contingent, outsourced and contract employees and workers and to which the All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category -II vide letter dated 25-04-2020 and dated 13-05-2020 have requested Hon’ble Finance Minister and the Hon’ble Prime Minister vide our letter respectively to kindly re-consider the decision of DA and DP freeze. Similarly, Staff side, JCM (National Council) has also requested the Government of India to kindly restore the payment of DA and DR to the central Government Employees and Central Government Pensioners.</p>



<p>This meeting therefore, in pursuance of the requests of NFCGA-EWO and the Staff side JCM (NC) urges upon the Government of India to kindly withdraw the decision of DA/ DR freeze and release the payment of DA Central Government Employees and Central Government Pensioners urgently.</p>



<p>The meeting resolves to forward the resolution to the Cabinet, Secretary to the Government of India, Secretary, Department of Expenditure, Ministry of Finance, and the Controller General of Accounts, Department of Expenditure, Ministry of Finance, with endorsement of its copies to the Secretary, Staff side, JCM (NC) and the Secretary General, NFCGA-EWO.</p>

<p><strong>Sub: Measures to reduce cost and improve savings &#8211; Review of cost of Over Time Allowance (OTA) and Travelling Allowance (TA).</strong></p>



<p>Ref: Railway Board’s letter No. 2015-B-235 dated 19.06.2020.</p>



<p>With the outbreak of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> pandemic, the budgeted earning target of the current year i.e. 2019-20 has been adversely affected. In view of this, the above referred instructions have been issued by the Board to adopt various economy, austerity and cost control measures so that liabilities are met within available funds.</p>



<p>2. Payment of OTA to <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway Servants</a> governed by Para 10 of the Railway Servants (Hours of Work &amp; Period of Rest) Rules, 2005 and Travelling <a href="https://centralgovernmentnews.com/category/allowance/" target="_blank" rel="noreferrer noopener">Allowance</a> is one of the steps to control expenditure and thus, a decision has been taken in a Board meeting held on 29.6.2020 that the cases of OTA and TA should be critically reviewed by the General Managers and a ceiling of 50% be imposed on payment of OTA and TA. A copy of Item No. 4 of the Minutes of the Board Meeting held on 29.06.2020 to discuss “Measures to reduce cost and improve saving” is enclosed for ready reference.</p>



<p>3. It may also be kept in mind that deferment of bills/payment is not expenditure control and maximum utilization of existing manpower within the stipulated working hours should be ensured.</p>



<p>4. It has been desired by the Board that the cases of payment of OTA and TA should be monitored closely by PCPOs and PFAs of the Zonal Railways.</p>

<p>Item No. 4 of the Minutes of the Board Meeting held on 29.06.2020 to discuss “Measures to reduce cost and improve saving”:</p>



<p>“<strong>Item No. 4</strong>: Impose 50% Ceiling on Over Time (Rs. 1300 Cr) and Travelling Allowance (Rs. 2300). There are other allowances which need to be reviewed by Zonal Railways and controlled. Broadly, such semi-variable allowances would be in the range of Rs. 13000 Cr. per annum.</p>

<p>The above subject was taken up by NFIR at various levels i.e. Central Government and as well at the level of Railway Minister and in this connection, affiliates attention is invited to NFIR’s letter dated 01/07/2020. cited under reference.</p>



<p>Affiliates may please take note that the case for considering ex-gratia payment to the families of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a> victims (<a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway</a> employees who got infected in the course of performing duties and unfortunately passed away) is being processed by the Railway Ministry. I have also spoken to the Financial Commissioner” (Railways) today and requested for positive action for providing relief to the families. Further development, if any, on this will be conveyed to the affiliates.</p>

<p>Sir,</p>



<p>A number of COVID-19 cases among the <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government employees</a> are being reported every day. The staff are subjected to man to man transmission of the Corona virus during the course of performing duty or otherwise. <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> Positive Central Government Employees are sent to either Home or Hospital Isolation and those come in contact are quarantined for 14 days. It is reported that, in these cases; the employees are being asked to apply for their own leave, which is not justified.</p>



<p>It may not be out of the context to mention here that, there has been a provision of Quarantine Leave in case of highly infectious diseases, This is a new disease and highly infectious with rapid transmission from man to man.</p>



<p>It is therefore requested to kindly cause necessary instructions to all Central Government</p>



<p>Departments to Grant Special Casual Leave or Quarantine leave as the case may be.</p>

<p><strong>FinMin working on norms for salaries of retired central govt officials re-appointed on contract</strong></p>



<p>The finance ministry is working on guidelines for wage transfers to contractually re-elected central government employees and has suggested that appointments will stay &#8216;no more&#8217;</p>



<p>The Ministry of Finance of the Department of Expense, in its August 13 Office Memorandum, has indicated that ministers and departments are appointing retired central government employees on contract basis, including as consultants.</p>

<p>In the case of the recruitment of retired central government officers, the department of expenditure has published draft regulations for pay and, within 10 days, invited comments by ministries / departments.</p>



<p>&#8220;It was felt that the salaries for the contractual appointment of retired central government employees should be regulated uniformly,&#8221; said the department.</p>



<p>The draft guidance notes that, by an application based on certification of the previous service and not on free market ads, the recruitment, even as advisors, of pensioners can not be undertaken as a &#8216;politique and must be held to a minimum&#8217;</p>



<p>&#8220;Such appointments may only take place in the justified official work requirements, where the retired employee&#8217;s appointment serves the public interest,&#8221; the draft guidelines stated.</p>



<p>As far as payment of wages is concerned, the draft guidelines state that a fixed monthly amount, which is deducted from the basic salary drawn at the time of retirement, is admissible. It is known as &#8220;pay.&#8221;</p>



<p>&#8220;For the period of contract, the amount of the wage so fixed remains unchanged.&#8221;</p>



<p>It said house rent allowance (HRA), except in situations where the Cabinet Appointments Committee is empowered to have a separate dispensation.</p>



<p>The length of these appointments shall run up to one year for an initial duration and can be increased to two years longer than the age of surplus</p>



<p>&#8220;… no more than the age of superannuation shall in any event be extended to the limit of five years,&#8221; the draft Guidelines have stated.</p>



<p>In addition, the remuneration will be regulated as offered by contract terms if the nomination of a former central government employee is made from an open market.</p>

<p>In view of the existing conditions due to Covid-19 pandemic, Postal Services, classified as essential service under Essential Services Maintenance Act (ESMA), have remained functional despite lockdown and Departmental and GDS Employees have been making consistent efforts in providing bask postal and financial services to the public. GDS Employees at present, are not provided medical assistance like Government Employee. are. <p>GDS Employees may be advised to download ‘Aarogya Setu’ App on then mobile phones and self-assess themselves by uploading their health status on the application. If GDS is unwell or shows any symptoms of <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">COVID-19</a></strong> i.e. fever, Cough or Breathlessness etc. he/ she may contact any Government Hospital/ Centre/ Private Hospital and if advised RT-PCR test for COVID 19, the same may be undertaken from any identified Government / Private Hospitals/ Labs.</p>



<p>GDS Employee will be eligible only once for financial grant at Para No.1 above.</p>



<p>The amount may be sanctioned from Circle Welfare Fund for GDS and CPMG will be the Competent Authority / Sanctioning Authority.</p>



<p>The amount should be sanctioned after duly scrutinizing and verifying all supporting documents like Doctor’s Prescription, Medial Bills etc.</p>



<p>Circles have sufficient fiends in Citric Welfare Fund for <strong><a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">GDS</a></strong> as per their closing balance for the year 2019-20. In case any additional funds are required in the GDS Welfare fund (when circle do not have sufficient fund in GDS Welfare fund), matter may be taken up with Directorate at the earliest.</p>

<p>Sub: <strong>Ex-gratia compensation to the families of Central Government employees who died due to Covid-19 infection in performance of their duties.</strong></p>



<p>Many Central Government employees (especially those of Armed and Paramilitary Forces, Police, Railways, Postal and Medical Services) have died due to Covid-19 infection caught up in performance of the duties and exigencies of their services. Their Families need to be adequately compensated for the severe loss of the caning member of the family while serving the Native in spite of the <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">COVID-19</a></strong> pandemic.</p>



<p>No amount of compensation will ever be enough lo recompense for the loss of a life especially in case of the employees who are putting their lives in danger to ensure seamless implementation to Government’s policies &amp; schemes particularly during Covid-19 pandemic. The Government should ensure a life of dignity and respect for the dependent family members of the Central Government employees who die due to Conid-19 infection caught in the course of performance of their duties.</p>



<p>In the present scenario of Covid-19 <strong><a aria-label="undefined (opens in a new tab)" href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government employees</a></strong> particularly doctors, para medical staffs, Heath workers, Railway Postal employees, police, Armed &amp; Para Military forces, etc are more prone to get infected with Covid-19 in the course of performance of their duties and some of them are meeting with tragic end.</p>

<p>Thermal scanning is the only screening done for all employees during duty to the work Place, Thermal scanning is done for most of the public visiting Government offices, Railway Stations etc. All corona infected persons particularly asymptomatic persons infected with corona virus cannot be screened out by thermal scanning. There are chances of employees getting infected with corona virus from the coworker and from the public.</p>



<p>Major chances of Government employees getting infected with corona virus in the course of performance of theirs duty are, in many departments Government employees are required to have direct interaction with public, in industrial establishments it is practically not possible to maintain one meter social distance between employees on the work spot, chances of employees getting infected enroute to duty and return from duty in work exigences employees with co-morbidity conditions and above 55 year of age required to attend work. handling of files by many employees, presence of left out wastes, particularly presence of human waste in rail coaches &amp; tracks, handling of variety of materials &amp; parcels across the nation, etc. Justices needs to be done for the loss of life through ex-gratin compensation to the families of Central Government employees who died due to Covid-19 infection caught in the course of performance of their duties.</p>



<p>Some of the Government organizations have already announced compensation for its employees who died due to Covid-19 infection in the course of performance of their duties. Some of them enlisted below:</p>



<p>The Government has approved the proposal for gram of ex-gratia monetary compensation to 1.08 lakh of workers and officers of the Food Corporation of India (FCI) who are working to supply food grains across the country amidst the outbreak of Corona virus pandemic. Under its provisions, during the six month period from March 24, 2020 to 23 September, 2020 if anybody dies due to COVID-19 infection while on duty with FCI, the Regular FCI Labour will get an ex-gratia of Rupees 15 lakh, Contractual Labour will be entitled 10 Rs.10 lakh, Category-1 Officers Rx.35 lakh. Category-2 Rs.30 lakh and Category 3 &amp; 4 workers &#8211; Rs.25 lakh. (Press release issued by Ministry of Consumer Affairs, Food &amp; Public Distribution)</p>

<p>The Ministry of Shipping has decided that all she Major ports may grants compensation Ex-Gratia of Rs.50 lakh in the event of boss of life doc to Covid-19 to the dependent members/legal heirs of the port employees employed directly or through contract by the port, (Press Release issued by Ministry of Shipping.</p>



<p>State-run Bank of Boards (BOB) has announced an ex-gralia cover of Rs 50 lakh for as employees in the event of death due to Corona virus disease. While the PSU bank offers Rs 20 lakh Group Life Insurance covers to its employees, It has added additional Rs 30 Lakh that will go to the dependents of the employee in the event of’ a death.</p>



<p>Gram of ex-gratia compensation to the families of deceased employees infected with Covid-19 in the course of performance of their duties will be doing at least some justice for the supreme sacrifice made by the employees.</p>



<p>It is therefore requested that, Families of Central Government employers who died because of Covid-19 infected in the course of performance of their duties may please be granted ex-gratia compensation of Rs. 50 lakh.</p>

<p><strong>BPMS condemns the Government&#8217;s decision of Corporatization of OFB</strong></p>

<p>Today as part of the Part-4 of the <a rel="noreferrer noopener" href="https://centralgovernmentnews.com/aatmanirbhar-bharat-from-1-june-2020-only-indigenous-products-will-be-sold-in-canteens-and-stores-across-the-country-in-the-central-armed-police-forces-capf/" target="_blank">Atmanirbhar Bharat</a> &#8211; New Horizons of Growth, the Finance Minister under the topic “Enhancing self reliance in Defence Production, announced the policy decision of the Government to Corporatise the Ordnance Factories. </p>



<p>Further, under “Policy Reforms” raised the FDI under the automatic route from 49% to 74%. Further also, under the chapter ‘India to become a global hub for Aircraft maintenance. Repair and Overhaul (MRO)” announced “Convergence between Defence Sector and Civil MROs will be established to create economies of scale” thereby indicating privatization of Base Repair Depots of Indian Air Force, The Government also issued RFI for converting 505 Army Based Workshop under the GOCO Model on 10/05/2020.</p>



<p>As a responsible stake holder, Bharatiya Pratiraksha Mazdoor Sangh, condemns and opposes these decisions of the Government which has been taken unilaterally without consulting the Federation, as assured from time to time by all authorities including the Hobble Raksha Mantri and also the written decision as minutised under Para 3 &amp; 4 of the meeting dt.23/08/2019. In fact during those discussions, the Government had assured to give a target of 30K Crore and the employees had accepted the challenge thrown by the Government.</p>



<p>The above act of the Government in making such declaration when the Nation is engaged in fighting the Covld¬19 pandemic, not only amounts to an act of dishonouring of commitment, but also establishes the arrogance of the administration and a derailment of the democratic process.</p>



<p>Here it may be pertinent to note that during this sudden unprecedented situation of <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank">Covid-19</a></strong> situation, almost overnight, Ordnance Factories responded to the Nation’s requirements by starting production of essential items like Coveralls, Hand Sanitisers, Tents, Face Masks, Repairs of Ventilators, Stretchers etc. </p>



<p>This has been applauded by all authorities through various modes including PIB release, Twitter etc. Here it may also be important to note that this could happen because in the present set up the OFs are totally dedicated to the Nations requirement without having to bother about commercial interests and Return on Investment etc. Can this be possible as a “Corporate set up where every money spent will have focus an RoI ?</p>



<p>Last week itself, the Hontile CDS and also top Army Officers made a commendable statement that under the given situation, the Army will opt for Made in India products and OFB being the single largest entity for Make in India products were all set to deliver to the expectations of the Government and even started the process of ramping up its production machinery, including cost cutting measures.</p>



<p>Similarly, the Army Base Workshops and the Base Repair Depots play a crutial role in maintaining the hardware of the forces and many “trade secrets” are being kept in the process. Opening up these important sector to private parties is a cause of concern as there are chances of jeopardizing the national interest_</p>



<p>BPMS hereby calls upon the Government to immediately roll back its decision, failing which it will launch a Nation wide agitation, which will be at the risk and cost of the Government.</p>



<p>Under no circumstances, shall BPMS tolerate such unilateral, unjust and bad decisions of the Government.</p>
