<p>MINISTER OF EDUCATION<br />(SHRI DHARMENDRA PRADHAN)</p>

<p>(a) to (c) A statement is laid on the Table of the House.</p>

<p class="has-text-align-center">******</p>

<p>STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF THE LOK SABHA STARRED QUESTION NO. 159 RAISED BY SHRI RAMPRIT MANDAL, HON’BLE MEMBER OF PARLIAMENT ANSWERED ON 10.03.2025 REGARDING “RESUMPTION OF MP QUOTA FOR ADMISSION IN KVs”.</p>

<p>(a) to (c) Kendriya Vidyalayas (KVs) are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence &amp; Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country.</p>

<p>Kendriya Vidyalaya Sangathan has withdrawn some of the special provisions {including quota for Hon’ble Members of Parliament (MP)} which were beyond the sanctioned class strength and impacting the learning of the students. These quotas were over and above the sanctioned class strength and hence were done away with in order to bring in qualitative changes to the system by maintaining a healthy Pupil Teacher Ratio (PTR) and to achieve desired learning outcomes in alignment with the vision of National Education Policy, 2020.</p>

<p>At present, there is no proposal under consideration of the Government to re-introduce the Hon’ble MP quota for admission in KVs.</p>

<h3 class="wp-block-heading">Subject: Clarifications on KVS Admission Guidelines 2024-25 &#8211; reg.</h3>

<p>Madam/Sir,</p>

<p>In continuation to this office letter <a href="https://centralgovernmentnews.com/kendriya-vidyalaya-sangathan-admission-schedule-2024-2025-pdf/">even number dated 28.03.2024</a> regarding KVS Admission Guidelines 2024 and various issues raised by the Deputy Commissioners of different Regions during VC held on 30.03.2024, following points are to be noted to ensure effective implementation of the guidelines:</p>

<p>1.&nbsp;<strong>09 seats</strong>&nbsp;(27%), as per the reservation norms for OBC candidates, will be taken within the approved class strength of 32, in place of 08 (OBC) seats, as mentioned in PART-C, Para 4 of KVS Admission Guidelines 2024-25.</p>

<p>2. The given example to clarify the interchangeability of reservation quota for SC/ST candidates, as per Para VI(b) of PART-C, may be read as:</p>

<p>“… e.g. in a single section KV total SC and ST seats are 7(5 SC + 2 ST). Now suppose 6 SC and&nbsp;1 ST are already admitted and there are no more ST candidates available to admit, in this case this 1seat of ST will not be given to SC, as 7 SC/ST candidates have already been admitted.” Section and reservation category wise number of seats are given in the below mentioned table:</p>

<figure class="wp-block-table"><table><tbody><tr><td><strong>S.N.</strong></td><td><strong>No. of Sections</strong></td><td><strong>Total Class Strength</strong></td><td><strong>RTE (25%)</strong></td><td><strong>SC (15%)</strong></td><td><strong>ST (7.5%)</strong></td><td><strong>OBC (27%)</strong></td></tr><tr><td>1.</td><td>01 Section</td><td>32</td><td>8</td><td>5</td><td>2</td><td>9</td></tr><tr><td>2.</td><td>02 Section</td><td>64</td><td>16</td><td>10</td><td>5</td><td>17</td></tr><tr><td>3.</td><td>03 Section</td><td>96</td><td>24</td><td>14</td><td>7</td><td>26</td></tr><tr><td>4.</td><td>04 Section</td><td>128</td><td>32</td><td>19</td><td>10</td><td>35</td></tr><tr><td>5.</td><td>05 Section</td><td>160</td><td>40</td><td>24</td><td>12</td><td>43</td></tr><tr><td>6.</td><td>06 Section</td><td>192</td><td>48</td><td>29</td><td>14</td><td>52</td></tr><tr><td>7.</td><td>07 Section</td><td>224</td><td>56</td><td>34</td><td>17</td><td>60</td></tr><tr><td>8.</td><td>08 Section</td><td>256</td><td>64</td><td>38</td><td>19</td><td>69</td></tr></tbody></table></figure>

<p>3. Table given at PART-A, Para 5 of KVS Admission Guidelines is applicable to Part A Para 7(i) also.</p>

<p>4.&nbsp;<strong>1st Provisional List</strong>&nbsp;for declaration of selected and waitlisted candidates is 22.04.2024 (Monday) in place of 19.04.2024, due to the schedule of Polling Day of First phase of Lok Sabha Election.</p>

<p>Further, as decided during the VC it is requested to submit the KV wise data of the students to be admitted in class XI 2024-25 as per new Admission Guidelines 2024-25, in the format (Excel Sheet only), as mentioned in Annexure-I latest by 15.04.2024 at dcacad02kvshq[at]gmail.com</p>

<p>This issues with the approval of competent authority.</p>

<ol class="wp-block-list">
<li>Financial Matters as communicated vide virtual DCs’ conference minutes dated 26.11.2021 :</li>

<p>i) Annual Physical verification of Fixed assets and other inventories is being conducted regularly. Also such reports are produced to AG audit during SARs.</p>

<p>ii) All Goods and services that are available on GeM are being procured through GeM portal only. Non-compliance be reported under serious irregularity.</p>

<p>iii) The policy of GoI for procurement of Make In India products is being adhered to.</p>

<li>All other issues as conveyed vide letter dated 02.8.2022 related to compliances of VVN protocol are being complied with in letter &amp; spirit. Also audit should check and report that payments should not be processed merely on the basis of authority letter but on duly signed cheque instrument and the cash book is properly maintained and attested.</li>

<p>As such, the Finance Officers/Audit teams may be asked to invariably mention on the above aspect in internal audit reports. <p>UNSTARRED QUESTION NO.1920 ANSWERED ON 13.03.2023</p>

<h2 class="wp-block-heading">CONTRACTUAL TEACHERS IN KVs / AD-HOC TEACHERS FOR HIGHER EDUCATION</h2>

<p>1920. SHRI RITESH PANDEY:<br />Will the Minister of EDUCATION be pleased to state:</p>

<p>(a) the details of number of teachers in Kendriya Vidyalayas employed on contractual basis in the last 5 years, State/UT-wise;</p>

<p>(b) the number of ad-hoc teachers in the higher education in the last 5 years, State/UT-wise;</p>

<p>(c) whether the Government is contemplating on the issue of contractual employment among teachers, if so, the details thereof and if not, the reasons therefor;</p>

<p>(d) whether the Government proposes to come up with a national-level policy framework to provide job security and other social security benefits to the contractual and ad-hoc teachers, if so, the details thereof and if not, the reasons therefor; and</p>

<p>(e) whether the Government plans to fill up over fifty per cent of senior faculty positions lying vacant in centrally-funded higher education institutions by promoting ad-hoc teachers to permanent positions, if so, the details thereof and if not, the reasons therefor?</p>

<h3 class="wp-block-heading">ANSWER</h3>

<p>MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SMT. ANNPURNA DEVI)</p>

<p>(a) The State/UT-wise number of contractual teachers engaged in Kendriya Vidyalayas (KVs) from Academic Year 2018-2019 to 2022-23 are at Annexure-I.</p>

<p>(b) The State/UT/Higher Educational Institution-wise number of Ad-hoc teachers engaged in Centrally Funded Higher Educational Institutions (CFHEIs) under Ministry of Education are at Annexure-II.</p>

<p>(c) to (e) The vacancies arise due to retirement, resignation, promotion and additional requirement on account of up-gradation / sanctioning of new streams as well as enhancement of students’ strength. Filling up of vacancies on regular basis is a continuous process and efforts are made to fill up the vacancies as per the provisions of the relevant recruitment rules of concerned Institution. Teachers are engaged on contractual basis for temporary duration by Kendriya Vidyalaya Sangathan (KVS) to ensure that the teaching-learning process is not hampered. To maintain the quality of education and to cover up the shortfall in the faculty, the CFHEIs under Ministry of Education are having the provision of recruiting / appointing visiting / adjunct faculty, Emeritus Professor, Institute Professor, ad-hoc faculty, Guest Faculty, Contract Faculty and Re-employed Faculty etc. There is no provision for making contractual / Ad-hoc teachers permanent as recruitment of teachers is made through a transparent participatory process through advertisement, written exam and interview. The process of filling up of lying vacant position of teachers / faculties have been advertised by the respective CFHEI under mission mode recruitment.</p>
