Date:30.11.2017

The Deputy Commissioner/Director
Kendriya Vidyalaya Sangathan
All Regional Offices/ZIETs

Sub: Fixation of pay under CCS (RP) rules 2016: clarification regarding.
Madam/Sir,
Please refer the proviso contained in Rule 5 of CCS (RP) Rules, 2016 vide which a Government servant may elect to continue to draw pay in the existing pay structure until the date on which he earns his next or any subsequent increment in the existing pay structure or until he vacates his post or ceases to draw pay in the existing pay structure subject to other provisions of this rule.

2) In this context, the matter regarding fixation of pay under 7th CPC in respect of those employees promoted between 1st day of January, 2016 and the date of notification of CCS (RP) Rules, 2016 that is 25th July, 2016 and opted to switch over in revised pay structure from the date of next increment after availing the benefit of promotion in pre revised pay structure has been examined by Ministry of Finance, Department of Expenditure. It has since been clarified by the Ministry of Finance Deptt of Expenditure (E.III-A Branch) that the option to switch over to the revised pay structure either on 01.01.2016 or from a later date than 01.01.2016 i.e., on the date of promotion or the date of next increment, is applicable under.-Rule-5 – in case of post held on 01.01.2016. In other words, if the date of next increment on 01.07.2016 for a post held on 01.01.2016 falls after the date of promotion, then the date of next increment for the post held on 01.01.2016 has no relevance for option, as this post is no longer held on the date of next increment. In view of the above, option cannot be exercised from 01.07.2016 to switch over to the revised pay structure in such cases consequent upon the implementation of 7th CPC. Copies of letters issued by the office of CGDA, UIan Batar Road, Plam, Delhi Cantt.-110010 including the one referred to supra are enclosed for ready reference.

It is, therefore, requested that pay fixation cases in terms of 7th CPC may be regulated-accordingly.

Encl: As above

Yours faithfully

(S. Muthusivam)
Deputy Commissioner (Fin.)

The Ministry of Human Resource Development will rank its over 1,000 Kendriya Vidyalayas (KV), a first of its kind initiative by the government, with an aim at improving the institutes through holding a competition among them, sources said.

The outcome of the initiative, the process of which has started recently, will be declared in June next year, the source said.

The move follows the direction of Union HRD Minister Prakash Javadekar with an aim at improving the Kendriya Vidyalayas, the source said.

According to sources, inspection of schools would be done twice for the ranking which would be an annual exercise from next year.

With maximum 1,000 points, the KVs would be graded under four categories, with 80 per cent and above (excellent) under A category, 60-79.9 per cent (very good) in B category, 40- 59.9 per cent (Good) in C, and below 40 per cent (average) in D.

Over 1,000 KVs would be assessed under seven parameters, including academic performance which will carry the highest weightage of 500 points, followed by school infrastructure (150 points) and school administration (120 points).

Other heads under which schools would be marked include finance (70 points), community participation (60 points), grace points (90 points) and overall observation by the inspectors (10 points).

This would be the first official ranking of Kendriya Vidyalayas in the country.

Higher education institutes in the country are assessed and accredited by the National Assessment and Accreditation Council (NAAC), an autonomous body funded by the University Grants Commission.

The Kendriya Vidyalayas are central government schools in the country instituted under the aegis of the Ministry of Human Resource Development (MHRD).

Its one of the main objectives includes catering to the educational needs of children of transferable Central government staff including defence and para-military personnel by providing a common programme of education.

Union HRD Minister, Sh. Prakash Javadekar announced the approval of three Kendriya Vidyala proposals, during an informal interaction with the media persons today. The Minister also received the feedback from the media regarding the performance of the ministry and education sector, appreciating the immense experience of the media professionals in covering the ministry of Human Resource Development.

The Minister briefed the press about the approval of three Kendriya Vidyalaya proposals. It was decided to open new Kendriya Vidyalaya in Rae Bareli, Uttar Pradesh (Railway Coach Factory) as well as in Takenpur, Madhya Pradesh (BSF Academy). It was also decided to adjust timings in the already functional Kendriya Vidyalaya in Piliphit, Uttar Pradesh to enable classes for Std XI considering the space constraints of the KV.

On NEET, the Minister clarified as follows

1. In case a candidate appeared in NEET-I and applied for NEET-II but not paid the fee, his candidature for NEET-II will not be considered as he has not submitted the fee and thus, his form has not been submitted successfully. The registration issued to any candidate is basically a unique number which is issued to all candidates who registers with the system. In the above case, result of NEET-I will be considered

2. In case, a candidate appeared in NEET-I and applied for NEET-II successfully but could not appear in NEET-II, such cases will be placed before the Oversight Committee for consideration of their NEET-I result.

3. Any other case which will come to the notice will also be placed before the Oversight Committee for taking final decisions.

For members of the Rajya Sabha, the state from where the member has been elected would be deemed to be his constituency for this purpose. Nominated members of the Rajya Sabha and Lok Sabha can recommend 06 cases for this purpose. Nominated members of the Rajya Sabha and Lok Sabha can remommend 06 cases for admissible in any one or more Kendriya vidyalayas o the country.
