<p>The applications are invited through publication of advertisement in the Employment News (Weekly) followed by short advertisement in other National/local dailies.</p>

<p>Yes, non-refundable application fee as prescribed in the advertisement has to be remitted in the form of crossed Demand Draft at the time of applying to the post.</p>
<p><strong>Who are exempted from payment of application fee … ?</strong></p>
<p>Persons belonging to SC/ST categories, Ex-servicemen and Physically Challenged persons are exempted from payment of application fees subject to production of photocopy of certificate issued by the competent authority in proof that they belong to the category mentioned above.</p>

<p>The mode of selection includes written examination and personal interview.</p>

										<content:encoded><![CDATA[<p><b>Cabinet approves setting up of 50 new Kendriya Vidyalayas in the country under Civil / Defence Sector</b></p>
<p>The Cabinet Committee on Economic Affairs,chaired by the Prime Minister Shri Narendra Modi has approved the proposal for opening of 50 new KendriyaVidyalayas (KVs) under Civil / Defence Sector in the country keeping in view the high demand for these schools for their quality of education and excellent results.</p>
<p>The total project cost based on KendriyaVidyalayaSangathan (KVS) norms for the proposed 50 new KVs is Rs.1160 crore.</p>
<p>New KVs will be opened from classes I to V for which 650 regular posts shall be created in all 50 KendriyaVidyalayas. The school grows every year with addition of one more higher class and, when the school grows upto class XII and becomes a full fledged school with two sections in each class, there shall be a requirement of about 4000 regular posts of various categories i.e., about 2900 teaching posts and about 1100 non-teaching posts. These new KVs when fully functional will provide quality education to approximately 50,000 students in addition to the approximately 12 lakh students already studying in present KVs.</p>
<p>The new KVs will address the educational needs of eligible students with high quality standards and will play a role of pace-setting educational institutions in the districts concerned.</p>
<p><b>Background:</b></p>
<p>The main objective of KVS is to cater to the educational needs of children of transferable Central Government employees including Defence and Para-military personnel by providing a common programme of education. There are at present 1142 functional KendriyaVidyalayas under the KVS including three abroad at Moscow, Kathmandu and Tehran.</p>
<p>The KendriyaVidyalayas are considered as model schools in the country in terms of physical infrastructure, teaching resources, curriculum and academic performance. KendriyaVidyalayas as pace setting schools have consistently turned out excellent academic performance as is evident from the Board Results of Class X and XII exams conducted by the Central Board of Secondary Education (CBSE).</p>

<p>It is to bring to the notice of all employees concerned that Annual Transfer of teaching/non-teaching employee is in process as per Transfer Guidelines. Grievance related to transfer (below Vice-Principal and section Officer) for modification, cancellation etc. are to be sent through controlling officer through E-mail address. i.e. kvstransfer@gmail.com.</p>
<p>Accordingly, employees concerned are advised to send their grievances through controlling officer i.e. KV/ RO/ ZIET via E-mail only. Grievances received other than E-mail from KV/ RO/ ZIET will not be entertained.</p>
<p>The following instructions are placed hereunder for perusal by D.Cs KVS, RO. Concerned.</p>
<p>1. All grievances/ representations are to be sent after scanning through their respective controlling officers of RO/ ZIET/ KV within 07 days from the date of issue of Transfer Orders through E-mail address only i.e. kvstransfer@gmail.com</p>
<p>2. The controlling officers must ensure before sending the grievances/representations that content given therein is correct, genuine and not contrary to the KVS Transfer Guidelines. Efforts should be made to redress the grievance/ representation by the controlling officer then and there, if possible to avoid unwanted correspondence</p>
<p>3. After compliance as above, at Serial No. 2, the representations/grievances are to be sent to KVS HQ through RO/ ZIET/KV via E-mail and facts must be verified on the face of the representation.</p>
<p>4. The employees visiting to KVS (HQ) will be allowed only with prior permission of his/her controlling officer. He/ She should bring the copy of representation sent through E-mail to the KVS (HQ)</p>
<p>5. The visit of the employee concerned without permission will not be entertained by KVS (HQ).</p>
<p>6. Application forwarded directly to KVS (HQ)/ advance copies other than the KVS employee will not be entertained except in exceptional cases.</p>
<p>All the DCs KVS, RO/Directions, ZIET, KVS are advised to bring this notice to their staff members and to all the KV concerned running under their jurisdiction with the instructions to the Principal of the KV concerned to bring this notice to all staff members of KV under limitation to this office.</p>

<p>Board Of Governors, Kendriya Vidyalaya Sangathan, in its 91st meeting held on 19th January, 2012 decided that working hours of teachers will be seven and half hours per day (45 hours per week) in line with the provisions of Right to Education Act., 2009. The additional one hour 20 minutes, after school hours was to be used for activities such as planning, preparation, evaluation, etc. This was to be done in the school itself.</p>
<p>In the 97th meeting of Board of Governors, Kendriya Vidyaiaya Sangathan, held on 27th February, 2014, the above decision has been reviewed and it has been decided that in line with the provisions of RTE Act, 2009, working hours of teachers will still remain 45 hours per week. However, additional one hour 20 minutes which the teachers are expected to devote in addition to school hours will be utilized for preparation and other follow up works. This time may be spent by the teachers preferably in the school. The work done during this additional one hour 20 minutes will be monitored by the Principal/Nice-Principal/HM.</p>
<p>The above arrangement comes into effect from the date of issue of this order.</p>

										<content:encoded><![CDATA[<p><strong>Retirement Age 62 : Enhancement of superannuation retirement age of KV teachers</strong></p>
<p><em><strong>Enhancement of superannuation retirement age of KV teachers to be at par with retirement age of University teachers : –</strong></em></p>
<p>The subject has been taken as a discussion point in the JCM meeting of KVS held on 25.7.2012 at New Delhi. The point has been raised by the AIKVTA, the superannuation age of University teachers has been enhanced to 65 years and that of the teachers working under NCT Delhi Administration have been enhanced to 62 years. The demand for enhanced superannuation age of KV teachers was approved by the KVS BOG albeit alongwith such proposal for employees of KVS as a whole, MHRD did not approve the proposal forwarded by KVS. Thus KVS tricked the KV teachers by forwarding the approval of BOG for enhancement of superannuation age of all employees of KVS (not specifically for KV teachers) which has no precedence for age enhancement in any other department under GOI.</p>
<p>KVs are struggling for filling the vacancies of teachers and quality teachers with vast experience may immensely benefit KV students simultaneously as KVS may gain financially if good numbers of teachers who are due for retirement in coming two years are retained. Retirement age of KV teachers should be enhanced to 65 years as has been done for University teachers.</p>
<p><strong>Comments of the KVS :</strong> The matter pertaining to enhancement of retirement age of KVS teaching and Non-teaching category of employees from 60 to 62 years was placed before the Board of Governors.KVS in its 82 meeting held on 19.02.2009. Thereafter, KVS vide its letter dated 21.04.2009 mooted a proposal to the MHRD to consider the enhancement of retirement age of the employees of KVS from 60 to 62 years. The MHRD after examining of the proposal of KVS, vide their letter dated 27-05- 2009 has communicated that there is no need to introduce any variations in retirement age between KVS employees and Central Govt employees.</p>
<p>As regards, the claim of the association of stated enhancement of retirement age of NCT of Delhi teachers from 60 to 62 years, from the papers submitted by the association it may be ascertained that the NCT of Delhi has reportedly permitted the re-employment of teachers upto the age of 62 years. The association thus, may submit the fully convincing supporting documents in favour of their claim of enhancement of retirement age of teachers under NCT of Delhi and other similar organizations. KVS would take up the matter with the Governing Ministry soon after JCM.</p>
<p><strong>Decision / Recommendation :</strong> After detailed deliberation on the matter from both sides the Chairperson decided that no parity can be held between the University teachers and KV teachers as well. Also it cannot be compared with other State Government teaching employees. Hence the demand of association does not appear to be acceptable.</p>

										<content:encoded><![CDATA[<p><strong>Restoration of 10 days EL along with 20 days HPL for KV Teachers</strong></p>
<p>Restoration of 10 days Earned Leave along with 20 days Half Pay Leave for KV Teachers : The main issue was pointed out by the AIKVTA in the JCM meeting as &#8220;GOI has restored the provision of 20 days Half Pay Leave (P.A) for teachers (Who are vocational staff) as per recommendations of 6th CPC. However, simultaneously the earlier provision of 10 days Earned Leave p.a. has been withdrawn. This has terminated a facility granted to teachers after long struggle, 10 days Earned Leave should be granted to KV teachers alongwith 20 days HPL as per recommendations of 6th CPC or at least it should be restored as was earlier to 6th CPC.</p>
<p>Comment of KVS : KVS is an autonomous organisation under Ministry of HRD, Govt. of India, the Government of India and the Govt. of India Rules as framed time to time through various Pay Commissions etc. These rules are extendable to its employees mutatis-mutandis.<br />
The present order is based on GOI circular No.13013/2/2008-Estt.(L) dated 11th November, 2008 issued on the recommendations of 6th CPC. Hence, restoration of 10 days EL alongwith 20 days HPL p.a. for teachers is not feasible as per CCS (Leave) Rules.</p>
<p>Decision/Recommendation : The order is issued based on recommendations of 6th Pay Commission; hence the demand for restoration of 10 days Earned Leave in addition to 20 days HPL was not accepted.</p>

<div>Extension of CGHS facilities to KV teachers similarly as being extended to KVS(HQ) and KVS(Regional Office) staff and extension of CGHS facility to KVS employees at par with retired Government of India employees, AIKVTA pointed out in the JCM meeting of KVS.</div>

<div>Teachers should also be granted CGHS facility as is being provided to KVS HQ and Regional Office Staff. The CGHS benefits available to Government of India employees after their retirement should also be available to retired KVS employees as is being extended to NCERT employees.</div>
<p>Comments of KVS : The matter for extending CGHS facilities to all the KVS employees was taken up by the Sangathan with the Director, CGHS and the have informed that the matter was referred to the Ministry of Health and Family Welfare and who has opined that it is the policy of the Government not to extend facilitites to new category of beneficiary but consolidate only to those available to existing ones. KVS has pursued the matter with the Director, UT-II Ministry of Human Resource Development, Govt. of India, New Delhi so  many times requesting the Ministry of HRD to reconsider the decision. But the same has been denied, though effort are still being made. However, the Sangathan will once again take up the matter with Ministry of Health through the Ministry of Human Resource Development, Govt. of India to reconsider their decision and CGHS authorities has intended their inability to extend the scheme to any concerned group due to constraints of man power etc. vide letter dated 27.6.2012.</p>

<div>Decision/Recommendation : Although, the staff side and official side were of the view that the CGHS facilitites should be extended to all the serving and retired employees of KVS. Since the CGHS authorities have shown their inability in extending the facility for want of infrastructural facilities as such, it was unanimously decided that the matter may be taken up with the Ministry of Health again through MHRD and the progress should be submiteed in the next meeting.</div>
