<p>The applications are invited through publication of advertisement in the Employment News (Weekly) followed by short advertisement in other National/local dailies.</p>

<p>Yes, non-refundable application fee as prescribed in the advertisement has to be remitted in the form of crossed Demand Draft at the time of applying to the post.</p>

<p>Persons belonging to SC/ST categories, Ex-servicemen and Physically Challenged persons are exempted from payment of application fees subject to production of photocopy of certificate issued by the competent authority in proof that they belong to the category mentioned above.</p>

<p>Subject: <strong>Implementation of Common Biometric Attendance System</strong></p>
<p>Madam/Sir,</p>
<p>As a part of the “Digital India” program of Government of India, it has been decided to implement common Biometric Attendance System (BAS) which will enable an employee to register attendance by simply presenting his I her biometric (finger print/ Iris) which will be authenticated online by doing one to one match with the bio-metric stored in the UIDAI data base against the employee’s Aadhaar number. This Aadhaar Enabled Biometric Attendance System needs only Aadhaar number, basic demographic details and a photograph of the user at the time of user registration which can be done by employee himself I herself by simple web based system. The biometric details are already available with the UIDAI which are then used for authentication.</p>
<p>2. To overcome the challenges in the present attendance systems, Common Biometric Attendanc System is envisaged with following featuree:</p>
<p>2.1 Cloud-based attendance software installed and operated from NIC National Data Centre<br />
(Further details can be noted from para 2 of “On-boarding Manual for Biometric Attendance System” which is available on the ‘attendance.gov,in’ web site)</p>
<p>2.2 Dedicated secure connectivity will be provided between National Data Centre &amp; UIDAI Data Centre by NIC for authentication.</p>
<p>2.3 All Ministries I Departments I subordinate organisations can access the system using the NIC network provided in the Bhawans.</p>
<p>2.4 Offices using the system will install biometric enabled terminals I devices to mark the attendance; the number and location of required devices will be assessed by the offices; the offices concerned will be responsible for day-today maintenance of the devices.</p>
<p>2.5 Connectivity of the devices /terminals will be established through Wi-Fi I GPRS.</p>
<p>2.6 Customised reporting formats for various levels of employees will be developed by UIDAI/ NIC.</p>
<p>2.7 Facility for centralised compilation and publication of attendance data in public domain will be provided as per requirements.</p>
<p>3. This setup costs extremely less and management information system does not require any resources or manual intervention. To facilitate the implementation and thereafter operate the Biometric Attendance System (BAS), it is desired to nominate a Nodal Officer (NO) for acting as a Single Point of Contract (SPoC) for driving the Boimetric attendance initiative. The Deputy Commissioner will be the Nodal Officer in case of Regional Offices. The Director will be the Nodal Officer in case of ZIETs and Principal shall be the Nodal Officer in case of Kendriya Vidyalaya concerned. The Nodal Officer shall be responsible for:-</p>
<p>3.1 Monitoring and co-coordinating with the stakeholders for smooth functioning of the Biometric Attendance System</p>
<p>3.2 providing update facility for bio-metric updating in case of poor bio-metric capture during enrolment process and in cases where there are failure in detecting the fingerprints by organising Aadhaar camps.</p>
<p>3.3 Organising special Aadhaar Enrolment Camps (AECs), if considerable numbers of employees are not able to register on the portal due to nonavailability of Aadhaar numbers.</p>
<p>3.4 Aadhaar number generation for the enrolments done in the AECs.</p>
<p>3.5 e-Aadhaar access.</p>
<p>3.6 Best Finger Detection and other Aadhaar related issues.</p>
<p>3.7 The Nodal Officers concerned are required to register the Unit online (once) on the portal for using attendance.gov.in by giving number of employees and their existing website name. Once the registration of the KVS unit (i.e Regional Office/ZIET/KV, as the case may be) is complete, the name of Unit concerned will be listed in the portal for enrolment of the employees and generation of various types of reports pertaining to that Unit.<br />
(For further details and steps for on-boarding the unit in the attendance portal can be found in Appendix ‘B’ of para 5.2 of On-boarding Manual for Biometric Attendance System-)</p>
<p>3.8 Subsequent step after registration of Unit concerned is, registration of employees. The employees of the Unit concerned are required to do online registration on attendance.gov.in portal for enabling them to mark attendance. The employees need to fill an online form using the fink ‘Employees Registration’ on the attendance portal. After the quality check y the UIDAI I Nodal Officer the employee becomes active in the attendance portal and can mark its attendance through the devices installed.<br />
(The details required for on boarding of employees in the attendance portal can be found in Appendix ‘C’ of para 5.3 to 5.6 of ‘On-boarding Manual for Biometric Attendance System’·)</p>
<p>4. In the first phase of implementation, approximately 150 Central Government Organisations have on boarded about 50,000 employees on common attendance portal {attendance.gov.in). 1000 wall mounted bio-metric attendance terminals, 5000 finger prints scanning devices and 200 IRIS devices have been procured through an open tender process floated by NICS I for 100 Government Bhawans I buildings. In the second phase of the program, the Gol has proposed that Central Government organisations shall use the common biometric attendance portal, which is hosted at NIC data center and shall procure I maintain biometric attendance terminals and desktop fingerprint scanning devices I IRIS devices in a decentralised manner, through open tenders, DGS&amp;D rate contract &amp; NICSI empanelled vendors. The Central Government Organisations shall procure the required Wi-Fi Access point for enabling network connectivity in the biometric attendance terminals through DGS&amp;D rate contract.<br />
(Further details for the plan of action can be noted from para 4, 5.7 of On-boarding Manual for Biometric Attendance System-)</p>
<p>5. It is estimated that for every 50 employees, one wall mounted bio-metric attendance terminal would be required and one finger print scanning device on a desktop would be sufficient for a unit (i.e. RO/ZIET/KV). Therefore, the total requirement of wall mounted biometric terminals as well as desktop devices could be estimated based on the total number of employees. However, depending upon the justified ground – based circumstances, the additional number of such devices can be<br />
procured for the smooth implementation of the BAS. The device(s) [i.e. wall mounted bio-metric attendance terminals, desktop finger print and iris scanning devices] can be procured through following methods:-</p>
<p>5.1 NICSI – devices are readily available for procurement through tho empanelled venders.</p>
<p>5.2 OPEN TENDERS devises can also be procured through open tenders but device specification should adhered to as appended in Appendix ‘D’ of the On-boarding Manual for Biometric Attendance System.</p>
<p>5.3 DGS&amp;D – rate contracts are being finalised,. However, present status may be inquired at your level and document(s) in this regard be kept in your office record before taking further action.<br />

<p>6. The bio-metric attendance terminals would require Wi-Fi connectivity through the internet I NICNET for communicating with the back-end attendance servers, which are installed at NIC data centers. Therefore, there is need to procure connectivity (GPRS/Wi-Fi using NICNET/Broadband /Internet) from suitable service providers. For proper functioning of the Biometric attendance terminals, minimum 1 mbps of bandwidth connectivity is advised. The format placed at Appendix ‘E’ of the On-boarding Manual for Biometric Attendance System for capturing the connectivity requirements may be used.</p>
<p>7. The site for installation of the wall mounted biometric terminals under 24 hours security shall be vigilantly &amp; intelligently identified by the Nodal Officer ensuring the following:-</p>
<p>7.1 220 V/5A Electrical points with suitable security.</p>
<p>7.2 Protection from environmental conditions like rain, sun etc.</p>
<p>7.3 LAN point for connecting Wi-Fi access devices.</p>
<p>7.4 Good data connectivity through GPRS I 3G as a backup connectivity. Appendix ‘F’ of the On-boarding Manual for Biometric Attendance System for site requirements may be referred to.</p>
<p>8. The Nodal Officer shall take up the installation, commissioning and maintenance of the Biometric attendance terminals with the help of vendors who are empanelled with DGS&amp;D, UIDAI, NIC and DeitY who shall extend all technical support for integrated back-end infrastructure.</p>
<p>9. The Nodal Officer of the respective Unit (i.e. Regional Offices, ZIETs and Kendriya Vidyalayas) shall be responsible for maintenance of the devices installed in his I her Unit. The agencies will also be responsible for taking suitable on-site warranty support for smooth functioning of BAS.</p>
<p>For any suspicion, you may visit the ‘On-boarding Manual for Organisations to install Aadhaar-enabled Biometric Attendance System’ which is readily available on the KVS web-portal and also the FAQs available on ‘http://attendance.gov.in/fag/public fag’.</p>
<p>10. The Nodal Officers in case of KVS, Regional Offices and ZIETs shall ensure to complete the process of procurement of devices as per requirement &amp; norms and make the Biometric Attendance System functional by 07.07.2015.</p>
<p>11. The Deputy Commissioner of respective Regions will further ensure that the Biometric Attendance System is put on fully functional in each of the Kendriya Vidyalaya of his I her Region.</p>
<p>12. It is also intimated that M/s MGRM Net Ltd have been recently awarded the work of MIS/ERP of all KVs through NICSI by KVS. M/s MGRM Net Ltd will be providing one Bio-metric terminal with no additional cost to each school while implementing MIS/ERP (KV Shaala Darpan) in all Kendriya Vidyalayas. One Biometric Terminal seems to be sufficient for 50 to register attendance. So, a KV up to the strength of 50 employee, need not spend on hardware (Biometric device) The compliance report may be sent to this office. Suggestions, if any, to improve the system are solicited.</p>

<div>Subject: <strong>Review of progress of NPS (National Pension System) implementation.</strong></div>
<div></div>
<div>I am to inform that the Pension Fund Regulatory and Development Authority (PFRDA), New Delhi organised a review meeting on NPS (National Pension System) on 15th January 2015 from 10.30 A.M. to 12.30 P.M.. The following points were discussed in the above meeting:</div>
<div></div>
<div>(a) Subscriber coverage – It is intimated that all the employees who join in service on or after 01.01.2004 will come under New Pension System as per the policy of the Government. They also advised that as and when a candidate joins the service, the process for joining in NPS is to be completed immediately &amp; efforts are to be made to enhance subscriber’s awareness by distributing brochures, updating S2 Form, issuing statement of transactions and redressing grievances in February 2015.</div>
<div></div>
<div>(b) Delay in uploading/remitting contributions – PFRDA took serious note for delays in uploading or remitting contributions. As per existing policy NPS contribution (Own and management share) is to be uploaded by 5th of  month vide Min. Of Fin. Deptt of Expenditure, New Delhi 0.M No following 1(7)(2003/TA/Part File/279) dt 02.09.2008. The delay in this matter will have serious consequences. Statutory penal provisions may also be enacted soon. So appropriate priority and extra attention is to be given.</div>

<div>(c) Confirmation of uploading legacy amount – The legacy amount is to be uploaded immediately and necessary confirmation to be obtained from the Pay &amp; Accounts Office so that no legacy amount is left pending for uploading.</div>
<div></div>
<div>(d) Resolution of pending grievances under CGMS (Centralized Grievance Management System) – The grievances pending with PAO are to be resolved immediately. The delay in this matter will not be tolerated.</div>
<div></div>
<div> (e) Nomination details for subscribers — PFRDA advised that all the subscribers should provide the nomination details in the S2 form. Once the nomination details are provided by the subscribers, these details can be updated in the CRA system. This facility has been extended to subscriber also i.e. subscriber can himself revise nomination, address and mobile number.</div>
<div></div>
<div>(f) Refund of NPS contribution — PFRDA advised that employee’s contribution with management contribution along with interest up to the date of settlement may be returned to the official who has tendered resignation/expired while in service if their contribution is lying with office. And amount may be transferred to the concerned organization where the official is presently working in case of technical resignation. In this regard it is relevant to comply KVS(HQ) letter No.1101260125/2010/KVS/NRDCPS/Allot/PPAN/PF/1159-1232 dated 29.12.2010.</div>
<div></div>
<div>(g) Assessment of the performance of KVS in the field of NPS reveals that much more priority and attention is required by your Regional Office/ZIETs to achieve the ideal target of 100% uploading in time and zero grievances. In view of this it is advised to earmark one staff and one computer with Internet facility for the same at RO level and monitor the same personally and ensure regular compliance, positively, to avoid penal consequences.</div>

<div>(h) Please sensitize your office and all KVs under your control in this matter and a report be sent to the undersigned by 28.02.2015.</div>

										<content:encoded><![CDATA[<p><strong>Enhancement of Fees for Kendriya Vidyalayas</strong></p>
<div align="justify">The scheme of Kendriya Vidyalayas was approved in November, 1962 by the Govt. of India to provide uninterrupted education to the wards of transferable Central Government employees. Starting with the taking over of 20 Regimental Schools as Central Schools or Kendriya Vidyalayas during the academic year 1963-64 the Schools have now expanded to a network of 1087 schools all over the country and 3 schools abroad. This phenomenal growth is mainly due to the quality education provided by Kendriya Vidyalayas and ceaseless efforts put in by the employees of KVS. On 15th December, 1965 KVS was registered as a society under the Societies Registration Act. KVS is functioning under the Ministry of Human Resource Development and is financed by Government of India.</div>

<p>&nbsp;</p>
<div align="justify">As of now Kendriya Vidyalayas have been catering to the schooling needs of the children of transferable Central Govt. employees including Defence and Para – Military personnel, children of employees of other Government undertakings and Autonomous Bodies as also of the floating population and others. Kendriya Vidyalayas are maintaining School Fund account to which all the moneys received in the form of Govt. grants and Tuition Fees received from the students are credited. In addition, Vidyalayas are also maintaining Vidyalaya Vikas Nidhi which came into existence after merging the then Pupil Fund, Maintenance &amp; Development fund and Science Fund. Collection towards Computer Fund is also credited into VVN Account which is to be spent exclusively for computer education consumables, remuneration of computer instructors etc. Vidyalaya Vikas Nidhi is thus administered for the development of the School and overall welfare of the student community.</div>

<div align="justify">Activities at present covered under V.V.N. are mainly grouped as under:-</div>
<div align="justify"></div>
<div align="justify">1. Annual Repairs &amp; Maintenance etc: It includes repair &amp; maintenance of School Building (Civil and Electricals), compound wall, Internal roads, furniture maintenance of Sports facilities and campus, Gardening &amp; maintenance of School Park.</div>
<div align="justify"></div>
<div align="justify">2. Classroom Facilities: Purchase, repair &amp; maintenance of classroom furniture &amp; fixtures, purchase and maintenance of Lab. Equipment including consumables as also the upkeep of laboratories, Purchase, maintenance and development of facilities such as library, academic facilities and infrastructure facilities, Vidyalaya magazine and student diary, Procurement, maintenance and development of Computer and Computer related technology including e-mail, inter net for students.</div>

<div align="justify">3. Student Activity and Welfare: Expenditure on Games and Sports, Scouts and Guides, Adventure/ Mountaineering/ Trekking, SUPW activities, Audio-visual activities, Pupils Societies, School Day Celebration, Conduct of Examination, School Day Celebration, Entertainment on Special occasion, Medical/Sanitation, Employment of workers on Part Time basis and any other expenditure for the benefit of the students/vidyalaya.</div>

<div align="justify">Revised rates of fees w.e.f. 01.04.2013</div>
<div align="justify"></div>
<div align="justify">The scope of activities through the Vidyalaya Vikas Nidhi of the Kendriya Vidyalayas is enlarged in a geometrical progression day by day and the existing financial resources are inadequate to meet such new activities. In order to augment financial resources to meet additional requirement of funds, the VVN Contribution and Computer Fund is now revised with effect from 01.04.2013 as per details given below:-</div>

<div align="justify">Computer fund @ Rs. 150/- will be charged from the students who opt Computer Science/IP as an elective subject.</div>
<div align="justify"></div>
<div align="justify">At present Government employees (whose wards constitute approximately 73% of total students enrolment) are entitled for reimbursement of fees @ Rs. 1250/- per month per child. Therefore, there shall be no burden on the parents as entire amount of revised fee will be reimbursable to them from their Office/Department concerned.</div>
<div align="justify"></div>
<div align="justify">Remianing 27% of the school children are falling under the private categoroy (Vth category). Out of the 27%, 12% of the children are exempted from the payment of fees. However, even after the fee hike the fees charged by Kendriya Vidyalayas will be less than the prevailing fees charged by the private/ public schools in the country.</div>
<div align="justify"></div>
<div align="justify">Causes for enhancement of fees and utilization of additional funds:-</div>
<div align="justify"></div>
<div align="justify">(i) To provide for creation of ICT-enable class rooms in the Vidyalayas to modernize the teaching-learning environment as mandated through ICT policy of Govt of India which has further been stressed upon by the CBSE calling its affiliated institutions for conversion of at least one class room in each class into IT-enabled smart E-Class rooms, to begin with and increase the said infrastructure in a phased manner.</div>
<div align="justify"></div>
<div align="justify">(ii) To provide for creation of corpus at RO/Hqrs level for meeting the infrastructural (building/sports etc.) requirements of the KVs as a whole by way of regular contribution in the form of remittance as certain percentage of the total collection of VVN fee. The existing contribution payable by the Vidyalayas to KVS RO Deposit Account, Regional Sports Control Board Account and National Sports Control Board Account at rate of 5%, 3% and 2% respectively will remain unchanged. In addition to the above a separate contribution of 20% will have to be remitted by all Kendriya Vidyalayas quarterly from the VVN collection to KVS (HQ) through their Regional Offices. Such contributions will be utilized by the KVS (HQ) towards major maintenance/ repairs and construction of additional class rooms/ laboratories/ playgrounds/ auditorium etc. for the existing Vidyalayas. This contribution may not be utilized for construction of school buildings/ staff quarters for the newly sanctioned Vidyalayas for which financial support is provided by Govt.</div>
<div align="justify"></div>
<div align="justify">(iii) To provide for creation of suitable infrastructure for Language Labs etc.</div>
<div align="justify"></div>
<div align="justify">(iv) To provide for suitable operational requirements of Fire safety.</div>
<div align="justify"></div>
<div align="justify">(v) To meet the additional requirement toward the payment of salary to contractual teachers. In fact the rates for Payment to contractual teachers have been increased substantially which may cause a considerable financial burden on the VVN fund of the Vidyalayas.</div>
<div align="justify"></div>
<div align="justify">(vi) Exemption from payment of any fee from 25% of students enrolled under RTE Act. This is likely to have multiplying effect by every year in the total strength of the school as such it is likely to lessen the VVN generation.</div>
<div align="justify"></div>
<div align="justify">(vii) Apart from the exemption granted to RTE students, there is a provision of re-imbursement of Rs.4500/- per child per annum towards books, transportation, uniforms etc of the same lot of RTE students which is likely to cause considerable amount from VVN fund and hence requiring raising of fee, although the same may be got recouped from the Govt. but with no certainty as of now.</div>
<div align="justify"></div>
<div align="justify">(viii) Exemption to BPL category students, single girl child students, disabled/challenged students etc have financial bearing on the collection of VVN for whom the expenditure is done by the Vidyalaya on holistic activities in normal course.</div>
<div align="justify"></div>
<div align="justify">(ix) Revision of Minimum Wages by Govt. of Delhi/ respective states mandating the payment of enhance wages to the contractual staff employed for Security services, Conservancy services and horticulture/beautification activities of the Vidyalay.</div>
<div align="justify"></div>
<div align="justify">(x) Providing of Medical facilities to the student community has been inducted by the KVS in the form of engagement of Doctors and Nurses on daily basis which is costing the VVN account of the Vidyalaya for Rs.42500/- per month (Rs. 1000+700=Rs.1700×25 days). This additional burden of regular expenditure needs to be compensated by way of raising the fee structure.</div>
<div align="justify"></div>
<div align="justify">(xi) The KVS has approved the installation of Generator sets in the Vidyalayas out of VVN fund but the same has not been implemented in most of the schools due to paucity of funds which may get realized from the revenue generated through proposed fee hike.</div>
<div align="justify"></div>
<div align="justify">(xii) Accidental compensation to the children while school hours.</div>
<div align="justify"></div>
<div align="justify">(xiii) The provision of engagement of following categories has added to the additional expenditure to VVN account:</div>
<div align="justify"></div>
<ul>
<li>a.) Engagement of German teachers.</li>
<li>b.) Engagement of Data Entry Operators for ministerial works.</li>
<li>c.) Engagement of Counselors.</li>
<li>d.) Engagement of sub-staff against vacant posts/fire-fighting compliance/Generator set operator etc.</li>
<li>e.) Increased number of skilled staff viz sports coaches, dance, music, craft teachers etc.</li>
</ul>
<p>&nbsp;</p>
<div align="justify"></div>
<div align="justify">(xiv) Above all, the substantial cost escalation in expenditure on all the items of expenditure warrants the fee revision to maintain the present status of the Kendriya Vidyalayas. To illustrate a few:</div>
<div align="justify"></div>
<ul>
<li>a.) Considerable enhancement in cost of annual Maintenance &amp; Repair/Petty construction activities of Vidyalaya buildings.</li>
<li>b.) Cost escalation in Furniture items, Lab consumables, Sports goods, Examination related activities, pupil society items etc.</li>
<li>c.) Cost escalation in Electricity/Water charges, property tax, telephone expenses etc.</li>
<li>d.) Hike in stationery items viz computer cartridges, AMCs, printing papers, photocopies etc.</li>
</ul>

<div align="justify">I am to invite your attention to the subject cited above and to state that a proposal for enhancement of Vidyalaya Vikas Nidhi and Computer Fund was placed before the 94th meeting of BOG of KVS held on 28th December 2012. Further as per the directions of Board the matter was placed before the Hon’ble HRM &amp; Chairman of KVS for his kind approval. The Hon’ble HRM &amp; Chairman of KVS has approved the proposed enhancement of fees viz Computer fund and VVN contribution as per the details given below:-

<div align="justify">2.) With the issue of this letter, the provisions of Articles 59, 66 and 67A of the Accounts Code stand amended. The revised fee structure &amp; amendment to Articles 59, 66 and 67A of the Accounts Code be circulated among all the Vidyalayas of your Region for timely implementation. The details of various exempted categories from the payment of fees is enclosed in the form of Annexure – A. It has also been decided that such exemptions will not be available to children of Govt. employees to whom the facility of reimbursement of such expenses from their departments is available.</div>

<div>In accordance with the decision taken by the Board of Governors, KVS in its 94th meeting held on 2612.2012 as circulated vide KVS (HQ) circular No.F.11019/9/2012-KVS(Admn-II) dated 11.01.2013 the Board has approved the inclusion/deletion in the list of existing hard/very hard stations notified vide this office memorandum of even No. dated 10.10.2011 and has come into force with effect from 28.12.2012.</div>

<div>Accordingly, the number of Hard Stations remain unchanged as 102.Kendriya Vidyalaya Tuting (Arunachal Pradesh) has been Included and Kendniya Vidyalaya Tura (Meghalaya) has been deleted from the list of Very Hard Stations. Hence, the No. of very hard stations remain 26 (Annexure-1). Article 71 A of the Education Code stands amended accordingly.</div>

<div>Other terms &amp; conditions as mentioned in this Office Memorandum of even number dated 26.3.2007 will remain unchanged. This office memorandum may be circulated among all the Kendriya Vidyalayas.</div>

<p>Madam,<br />
I am to refer to your letter No.F. 14044/6-15/2012-KVS/Bhopal/5931dated 12-09-2012 on the subject mentioned above and It is to Inform you that under law the biological father’s name cannot be changed till such time the said father allows or gives away the child in adoption under adoption laws.The biological mother cannot unilaterally allow her child to change the name to new person whom she will marry or has married. Under these circumstances, It is not legaIy permissible to change the name of biological father.</p>
<p>In the case of single biological mother who has been either divorced or has lost her husband on account of death etc. the rule position is that before she marries again, she is permitted to change the name of her child. This is permissible In law however she is not allowed to change the name of the child while the father is alive and without his consent.</p>
<p>This issues with the approval of the competent authority.</p>

I am to refer to your letter No.F.16076/2013/Acad./KVS(CR)/Staff Sanction dated 04.02.2013 on the subject cited above and to convey the approval of Commissioner, KVS for restoration of fresh admission in classes I, II and III in KV Alhilal Cantt. for the session 2013-14 with immediate effect, keeping in view the assurance of Defence Authorities for transfer of 4.5.acres of land to KVS and providing temporary safe infrasturcture.</p>
