Ref:- Scary situation of increasing number of Covid-19 pandemic cases.

महोदय,

वर्तमान COVID-19 महामारी के बढ़ते प्रकोप के कारण, सक्षम अधिकारी दूवारा कर्मचारियों और अभिभावकों की सुरक्षा को ध्यान में रखते केन्द्रीय विद्यात्रयों में सत्र 2021-22 में प्रवेश की औपचारिकताओं को पूरा करने के लिए निम्नलिखित संशोधन किए जाने की स्वीकृति प्रदान की गई है-

1. The declaration of Class -1 admission to be done after 30th of April (instead of 23 April),depending on the situation.

2. DC’s to decide on the display of the admission list from class II to IX as per the exigencies of the State.

3. Class IX admission to be done on the basis of priority category. Admission test will not be conducted for admission in Class-IX.

Sub: Fee collection of fee in respect of class XI students promoted from class X – reg.

Madam / Sir,

The KVS HQ is receiving lot of queries regarding collection of fee of class XI students promoted from class X after declaration of result by CBSE. In this regard, it is to inform you that since the collection of fee for the 2nd Quarter is currently going on hence the data cannot be edited/ verified for class XI students in respect of existing students. To facilitate collection of fee from class XI students it is decided to open the UBI fee portal for verification of class XI student data w.e.f 06.08.2020. The process of verification in respect of class XI students should he completed by 13.08.2020. It is relevant to inform you that since as of now data for rt Quarter can only he verified in respect of class XI students, the said data for the 3rd Quarter will be replicated for the last two quarters (1st and 2nd) for collection of fee by KVS HQ.

The fee collection for class XI will commence from 15.08.2020 to 31.08.2020 without any late payment fee. The Regional Offices are also directed to send the consolidated list of all students of class XI along with ‘Student Code’ after verification to this office at ‘kvsdcfinance@gmail.com’. Thereafter, UBI portal will be opened for verification of data for the 3rd quarter in respect of all classes.

The content of this letter may be circulated to all Principals of Kendriya Vidyalayas and other stake holders.

This issues with the approval of the Competent Authority.

Note: The data only in respect of class XI students promoted from class X should be verified during aforementioned dates.

A. SCHEDULED CASTE, SCHEDULED TRIBE AND OTHER BACKWARD CLASSES CATEGORY

15% seats for Scheduled Caste, 7.5% seats for Scheduled Tribes and 27% seats for Other Backward Classes (OBC-NCL) shall be reserved in all fresh admissions in all Kendriya Vidyalayas.

B. DIFFERENTLY ABLED CATEGORY

3% seats of total available seats for fresh admission will be horizontally reserved for Differently Abled-children as per the provisions of RTE Act, 2009. Read in conjunction with Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.

ADMISSION OF WARDS OF ARMED / PARA MILITARY FORCES

Automatic admission of children in the Kendriya Vidyalayas on the basis of transfer certificate issued by the CBSE affiliated schools run by Armed Forces (Army, Air Force, Navy) and Para Military Forces i.e. CRPF/BSF/ ITBP/SSB (Sashastra Seema Bal)/ CISF/NSG and Assam Rifles will be entertained only if the parent has been transferred to that place or has desired to settle at the place after his retirement, or transferred to some non-family station or posted in Naxal affected areas and choose to keep the family elsewhere.

This provision shall be applicable to schools run by Indian Coast Guard also. This provision may also be extended to the children of government employees studying in schools run by ISRO/AEES (Atomic Energy Education Society).

It is clarified that above provisions are only for the wards of Defence personnel / Para Military Forces i.e. CRPF/BSF /ITBP/SSB (Sashastra Seema Bal)/ CISF/NSG and Assam Rifles viz. sons & daughters only. This will not include the grand children of Defence personnel. Provisions of KVS admission guidelines including the eligibility criteria for age and marks/Grades will be followed in letter and spirit. Also, the fee including VVN is to be paid from the month of admission of the child in the Kendriya Vidyalaya regardless of the fact that the fee for succeeding months have already been paid in the school from which TC has been issued for admission to KV. TCs issued by the CBSE affiliated schools of Defence Ministry/Deptts/Authority will be endorsed by the concerned Deputy Commissioner of the region where admission is sought.

ADMISSION OF PRE-PRIMARY STUDENTS IN CLASS-I

The policy of automatic admission of pre-primary students in Class-I has been withdrawn w.e.f. session 2008-09. Now all admissions in Class-I shall be treated as fresh admissions and shall be dealt with as per rules in vogue.

CHILDREN WHO WERE EARLIER STUDYING IN KENDRIYA VIDYALAYA:

Children who were earlier studying in Kendriya Vidyalaya but due to(a) transfer of parent or (b) relocation due to exigency caused by posting of parent to field area was compelled to study in a school other than Kendriya Vidyalaya because no KV was available at that station, if the said parent subsequently gets transferred to a place where a Kendriya Vidyalaya exists, his/her child be considered for admission, consequent upon the transfer/ movement of the parent subsequently to a place where a Kendriya Vidyalaya exists, over and above the class strength. A proof to this effect has to be provided by the parent.

Madam/Sir,
In terms of Hon’ble Supreme Court in its judgement in writ petition (Civil) No. of 2013 National Legal Services Authority Ws Union of India and others delivered on 15/04/2014 declared in para-129.

1. Hijras, Eunuchs, apart from binary gender, be treated as “third gender” for the purpose of safeguarding their rights under Part III of our Constitution and the laws made by the Parliament and the State legislature.

2. Transgender persons’ right to decide their self-identified gender is also upheld and the Centre and State Governments are directed to grant legal recognition of their gender identity such as male, female or as third gender.

3. Directed Centre and State Governments to take steps to treat them as socially and educationally backward classes of citizens and extend all kinds of reservations in case of admission in educational institution and public appointments.

You are requested to disseminate the same to all the schools under your jurisdiction for inclusion of “Third Gender” in all forms/applications for the purpose of admission to Kendriya Vidyalayas w.e.f ensuing academic session 2015-16 where ever gender classification is envisaged.
