OFFICE MEMORANDUM

Subject: Disbursement of salary /wages/ pension to the Central Government Employees in the State of Kerala for the month of August, 2020 on account of ONAM festival.

In view of the ‘ONAM’ festival, the Government have decided that the salary of all Central Government employees in the State of Kerala for the month of August, 2020 may be drawn and disbursed by the Central Government offices (including Defence, Posts & Telecommunications) on 26 August, 2020 (Wednesday).

2. The wages for August, 2020 of the industrial employees of Central Government serving in the State of Kerala may also be disbursed in advance on 26th August, 2020.

3. The pension for August, 2020 of all Central Government Pensioners in the State of Kerala may also be disbursed by Bank/ PAOs on 26th August, 2020.

4. The salary/ wages/ pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full month’s salary/ wages/ pension of each employee/ pensioner is determined. The adjustment, if any, will be made without exception from the salary/wages/ pension of the month of August, 2020.

5. The concerned Ministries/ Departments are requested to bring these instructions to the notice of their offices located in the State of Kerala for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala for necessary action immediately.

Thiruvananthapuram: Kerala Chief Minister Oommen Chandy today told the state assembly that new pay scales for government employees would be implemented by January end or in February next.

Replying to a notice for an adjournment motion on the issue moved by CPI(M)-led LDF opposition, Chandy said the cabinet sub-committee, set up to study the 10th Pay Revision Commission report,had already considered the report two times.

The report was submitted in July last.

Government would not delay implementing salary revision, the chief minister said, adding, “UDF government would take employees into confidence before implementing the revision.”

Seeking notice for the motion, A K Balan (CPI-M) said UDF was trying to sabotage the recommendations by delaying it even though the report was submitted six months ago.

More than five lakh government employees and four lakh pensioners would benefit by the revision, he said.

Thiruvananthapuram: A handsome hike for government employees’ salaries and an increase in their retirement age to 58 from the present 56 are among the key recommendations made by Kerala’s 10th Pay Commission.

The panel, headed by Justice CN Ramachandran, handed its report to Chief Minister Oommen Chandy at a function here today.

Among the various recommendations of the much-awaited report includes a proposal for minimum salary of Rs 17,000 and maximum of Rs 1.2 lakh for government employees under various categories.

High school teachers with service of 28 years should be promoted to the post of deputy headmasters, it proposed, adding that the minimum period of service needed for awarding pension should be lowered to 25 years from the present 30.

Accepting the report, Chandy said that the government would consider the recommendations and take appropriate steps regarding those.

An official release said that the first part of the report, that covers pay revision and pension, has been handed in now with the next part to be submitted within November.

As per the media information, the State Government of Kerala has increased seven percent of Dearness allowance for its employees from July 2014. This benefit will also applicable for state pensioners and the total DA/DR is now increased to 80%.

The Finance Minister K.M.Mani said, the new Dearness allowance would have retrospective effect from July 2014 and also said that with the increase, the employees and pensioners in the state would get the same benefit as that of the Central Government employees and Pensioners.

The increased DA would be disbursed from March 2015. However, the arrears of employees from July 2014 to March 2015 would be merged with the Provident Fund.
