<h3 class="wp-block-heading">ADMISSION QUOTA IN KENDRIYA VIDYALAYAS</h3>



<p>2187. SHRIMATI SUNITA DUGGAL:</p>



<p>Will the Minister of EDUCATION be pleased to state:</p>



<p>(a) the list of Kendriya Vidyalayas in the country, State-wise;</p>



<p>(b) the details of the various quota available for the candidates to take admission in Kendriya Vidyalayas;</p>



<p>(c) the time by which KVS, Badopal (Haryana) is likely to shift into its new building as it is running in Government primary school building since its inception;</p>



<p>(d) whether the Government has received any proposal from the State Government of Haryana for the opening of a new KV and if so, the details thereof?</p>

<p>(a) As present, 1242 Kendriya Vidyalayas (KVs) are functioning in the country. State/UT wise details are annexed.</p>



<p>(b) As per the norms, 15% for SCs, 7.5% for STs and 27% for OBCs quotas are available in admission in class-I. 3% horizontal reservation quota has also been provided to differently abled candidates. As per Right to Education Act Provisions, initially 25% of available seats in class-I are filled by draw of lots from all applications of SC/ ST / EWS/ BPL/ OBC (Non-Creamy Layer) who are the resident of Neighborhood / Differently abled taken together.</p>



<p>(c) Construction of permanent buildings for KVs is a continuous process, which depends upon identification of suitable land, completion of lease formalities in favour of KVS by the sponsoring authorities, submission of drawings / estimates by construction agency, availability of funds and requisite approvals etc. As such, no definite time frame can be given in this regard.</p>

<p>Refer to this office memorandum No.110334/1/2021-22 /KVS(HQ)/Acad. /7076-7112/dated 05/06-01-2021 vide which <a href="https://centralgovernmentnews.com/kv-school-kendriya-vidyalaya-vacation-and-breaks-for-session-2021-2022-during-summer-autumn-and-winter-season/" target="_blank" rel="noreferrer noopener">vacation and breaks</a> for the academic session 2021-22 were circulated. In the light of forthcoming Board examination of class -X &amp; XII w.e.f. 4th May to 11 June 2021 and requirement of teachers for invigilation and evaluation work, the already announced vacation /breaks were kept in abeyance. Now in continuation of this office memorandum dated 05/06-01-2021, it is informed that the vacation &amp; breaks during 2021-22 in Kendriya Vidyalayas will be regulated as under:- :</p>



<ol class="wp-block-list"><li>Vacation/ Breaks as per Office memorandum issued on 06-01-2021 remain unchanged.</li><li>All teachers in the designated CBSE Examination Centers will be present in school from 4th May to 2nd June 2021. For this period, in respect of the days coinciding with the summer vacation schedule, credit of leave/s shall be done as per rules.</li></ol>



<p>Further, CBSE is also likely to announce list of teachers for evaluation work in due course of time. Accordingly, all the teachers who are appointed as evaluators would: stay in the station and be available for the evaluation work.</p>



<p>For the examinations scheduled after 2nd June’ 2021, Principals may allot duty to local teachers as per requirement.</p>

<p><strong>Two new KVs opened, one each in Karnataka and Punjab; announces Union Education Minister</strong></p>



<p class="has-text-align-right">04 MAR 2021</p>



<p>Union Education Minister Shri Ramesh Pokhriyal ‘Nishank’ announced the <strong>opening of two new Kendriya Vidyalayas, one each in the state of Karnataka and Punjab. KV Sadalaga, Belagavi, Karnataka, and KV IIT Ropar, Punjab will be two new addition to the family of Kendriya Vidyalaya Sangathan. With this,</strong> the total number of KVs across the Country will raise to 1247.</p>



<p>Initially these two Vidyalayas will function with classes I to V and thereafter grow consequentially upto class XII. When these Vidyalayas start functioning in full capacity, around 1000 students of the area will be benefited in each school.&nbsp;<strong>The Admission process in both the Vidyalayas will start in the academic session 2021-22.</strong></p>



<p>KV Sadalagais a Civil sector Vidyalaya and will start functioning in the building provided by the State Government till the construction of new building.</p>

<p>KV IIT Ropar will start functioning in its own building provided by the Institute.</p>



<p>KV Sadalagais in the Chikkodi Parliamentary constituency (district Belagavi) of Karnataka, while KV IIT Ropar is in Anandpur Sahib Parliamentary Constituency (district Roopnagar) of Punjab.</p>



<p>From 20 schools in the year of establishment-1963, KVS now has 1247 schools in the year 2020-21 including 3 KVs abroad viz. Moscow, Kathmandu, Tehran. Total enrolment of students as on date is 1393668.</p>

<p>Sir/Madam,<br />
The matter pertaining to redressal of grievances have engaged the attention of the Commissioner, KVS and it has been observed that non-redressal of grievances results in dis-satisfaction among employees and also results in increase in court cases, which causes unnecessary expenditure as well as wastage of valuable time also of the Officers at higher levels.</p>



<p>Presently grievances of the employees of KVS are being redressed in KVS through CPGRAMS portal and Shikayat Nivaran Divas which is being organised in each Regional Office on Every Second Saturday.</p>



<p>Hence, with a view to promote work culture by enhancing satisfaction level amongst the employees, KVS has decided to provide a one time opportunity to its employees to submit their grievances on Google Form link. It is a onetime measure to redress the grievances of the employees in one go as far as possible.</p>



<p>This Google Form link will remain open from 09.05.2019 to 18.05.2019.</p>

<p> The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the setting up of 50 new KendriyaVidyalayas under Civil/Defence Sector all over the country.</p>



<p>The Vidyalayas are proposed to be opened in the Civil/Defense Sector and once they are fully functional they will provide quality education to approximately 50,000 students once they become fully operational.</p>

<p><strong>1. Micro ATM</strong></p>
<p>Micro ATM is an Android based application developed to run on handheld device such as Tab / Smartphones with bio metric capability. This application is for User to support customers in doing banking transactions. This will enable field Users to provide services such as customer on boarding, e-­KYC based financial transactions such as Cash Deposit, Cash Withdrawals, Bill payments, Remittances and Non-financial transactions such as Balance enquiry, Account management, Beneficiaries and Standing Instructions.</p>
<p><strong>1.1 Login to Micro ATM</strong></p>
<p>User launches the application and the login screen is displayed. User would be able to login into the application using any one of the two options</p>

<strong> Login with User ID + Biometric</strong></p></blockquote>
<p>Enter user id and password sent to User mobile/email after onboarding in AMS<br />
Read and accept the terms and conditions. Tap on the finger print icon and provide fingerprint<br />
Application would validate the fingerprints with Aadhaar database.<br />
After successful authentication, User change password screen will be displayed. Enters default password sent to User mobile/email after onboarding in AMS. Enter new password and confirm new password again and click on change password. Password for the User will get change.</p>

<p>It is to inform that Govt. of India vide its OM No. 42/14/2016-P&amp;PW(G) dated 24.10.2016 has provided an option to the pensioners retired between 01.01.2016 to 04.08.2016, in relaxation of Rule 10 of CCS (Commutation of Pension) Rules,1981, not to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of the 7th CPC.</p>

<p>Teachers of Government schools can now send their entries directly for National Award for Teachers. Announcing this, Union Minister for Human Resource Development Shri Prakash Javadekar said that this is a new initiative, as earlier entries were selected by the State Government. He said that Government Teachers themselves can apply for National Award for Teachers. In the new system, Government teachers/heads of schools can nominate themselves online. Three teachers will be selected from every district; likewise 6 teachers will be selected from every state. An independent jury at national level will select 50 outstanding teachers/ heads of schools for the National award for Teachers. Teachers can also upload the videos of their work done.</p>
<p>Shri Javadekar said National jury will select the best teachers for the National Award on the basis of their innovations and revolutionary changes in education system and style of teachings. The purpose of National Award to the Teachers is to celebrate the unique contribution of some of the finest teachers in the country and to honor those teachers, who through their commitment have not only improved the quality of school education but also enriched the lives of their students.</p>
<p>All teachers working in Government and Government aided schools of States/ UTs, Central Govt. Schools i.e. Kendriya Vidyalayas (KVs), Jawahar Navodaya Vidyalayas (JNVs), Central Schools for Tibetans (CTSA), Sainik Schools run by Ministry of Defence (MoD), Schools run by Atomic Energy Education Society (AEES) and schools affiliated to C.B.S.E. and C.I.S.C.E. are eligible to apply for National Award for Teachers.</p>

<p>Madam/ Sir,</p>
<p>With reference to the subject cited above, this is to inform that Transfer Guidelines of KVS 2018 for non-teaching staff upto Assistant Section Officer and teaching staff upto PGTs duly approved by the Board of Governors (BOG) of KVS in its 109th meeting held on 06.03.2018 are enclosed herewith for the reference of all stakeholders.</p>
<p>&nbsp;</p>
<p>You are, therefore, directed to circulate these Transfer Guidelines in all Kendriya Vidyalayas of your region/ZIET/R0 etc. The Principals should be directed to take printout of sufficient copies of Transfer Guidelines and to keep them in the library and staff rooms of the Vidyalayas for perusal of staff members. The controlling officers should make all efforts to make these guidelines known to each and every employee of the Vidyalaya.</p>
<p>&nbsp;</p>
<p>Schedule of Annual Transfer 2018 will be notified in due course of time, before that it is desired that KVS employees who are eligible for applying for request transfer in 2018 and willing to do so, they must keep their documents/certificates ready in support of their claims as Single Parent/Medical Ground Case/Disability Certificate/PH Certificate etc. To avoid any controversy/inconvenience at last moment, every employee should act well within the time to arrange all these documents/certificates.</p>
<p>Grading/Points of APARs of employees of preceding 02 years should be made available to the Principal by the Regional Office in advance.</p>

<p>Hindi version of the Transfer Guidelines is being sent separately.</p>

<p><strong><em>&#8220;A proposal for enhancement of tuition fees was moved by Kendriya Vidyalaya Sangathan to its Board of Governors for approval. However no decision is taken on the matter&#8221;.</em></strong></p>
<p>Minister of State for Human Resource Development Shri Updendra Kushwaha said in written reply to a question in Lok Sabha on 26th March, 2018 that there is a proposal for enhancement of tuition fees was moved by Kendriya Vidyalaya Sangathan to its Board of Governors for approval. However no decision is taken on the matter.</p>
<p>Also he added, as per the codal provisions contained in the Accounts Code for the Kendriya Vidyalayas (KVs), the Sponsoring Project Authorities are at liberty to apply a differential fee structure in their sponsored KVs, if they so decide.</p>
<p>Three KVs vizSteel Plant, Visakhapatnam, Panchgram and BHEL Jagdishpur have enhanced the fees to augment their internal receipts for meeting the committed expenditure. Details are as follows:-</p>
<p>1. KV Steel Plant, Visakhapatnam:An increase of Rs.100 per month in the form of Project fees for Project students and Rs.350 per month (average) for non-Project students has been introduced by the project authority.</p>
<p>2. KV,Panchgram:An increase of Rs.500 per month in the form of development fees/Project Fees for both Project students and non-Project students has been introduced.</p>
<p>3. KV, BHEL Jagdishpur:An increase of Rs.927 per month (average) for BHEL students and Rs.1617 per month (average) for non BHEL students has been introduced by the Project Authority.</p>
<p>Fees of Class 1 to 12th in Kendriya Vidyalayas revised from 1.4.2013 and the same continued till now.  No tuition fee is charged from boys up to Class VIII, girls up to Class XII, for SC/ST students,<br />
Children of KVS Employees, Children of Officers and men of the Armed Forces killed or disabled during the wars of 1962, 1965, 1971, 1999-Kargil War (against China and Pakistan).</p>
