<p>The RTE Amendment Rules for Kendriya Vidyalayas will be implemented from the 2025-26 academic session. Key changes include enhanced student support, re-examinations, regular parent-teacher meetings, and a competency-based evaluation system. Students who do not meet promotion criteria will be retained, ensuring academic standards are met. However, no child will be expelled until they complete their elementary education, in line with RTE provisions.</p>



<ol class="wp-block-list">
<li><strong>Effective Date</strong>: The amendment provisions will take effect from the 2025-26 academic session for Classes V and VIII.</li>



<li><strong>Awareness Training</strong>: Principals and teachers must be sensitized to the new provisions and their implications on student assessment.</li>



<li><strong>Parent-Teacher Meetings (PTMs)</strong>: Schools are required to conduct PTMs starting April 2025 to inform parents about the changes and promote ongoing communication.</li>



<li><strong>Support for Underperforming Students</strong>: Students who do not meet promotion criteria will receive additional instruction and have the opportunity for re-examinations within two months after result declaration.</li>



<li><strong>Enhanced Parent Communication</strong>: Teachers should actively engage with parents regarding students’ academic progress and discuss learning gaps and remedial measures.</li>



<li><strong>Monitoring and Records</strong>: Principals must maintain records of students held back and monitor the specialized support provided to them, ensuring regular follow-ups on their progress.</li>



<li><strong>Competency-Based Evaluation</strong>: Assessments will focus on a competency-based approach, emphasizing holistic development over rote memorization.</li>



<li><strong>Retention Policy</strong>: Students failing to meet promotion criteria after re-examination will be retained in their respective classes (V or VIII).</li>



<li><strong>No Expulsion Until Completion of Elementary Education</strong>: No child shall be expelled from school until they complete their elementary education, ensuring every student has the opportunity to continue their schooling.</li>

<h3 class="wp-block-heading">Subject: Implementation of RTE Amendment Rules in Kendriya Vidyalayas &#8211; reg.</h3>



<p>Madam /Sir,As intimated by the Ministry of Education vide letter dated 15.01.2025, the RTE Amendment Act, 2019, which revised the ‘No-Detention’ provision under Sections 16 and 38 of the RTE Act, 2009, has been in effect since 1st March 2019. Accordingly, the Central Government, as the competent authority for Kendriya Vidyalayas, has amended the RTE Rules, 2010, to incorporate these changes. The amendments have been notified in the Gazette of India (G.S.R. 777(E), dated 16th December 2024, and published on 21st December 2024. In this regard for effective implementation of the RTE Amendment Rules, it is requested to direct the Principals of all KVs under the Region to implement the following guidelines for in Classes V and VIII with effect from 2025-26 onwards.</p>



<p>1. The amended provisions concerning Class V and VIII will come into effect from the Academic Session 2025-26.</p>



<p>2. Informing Principals and teachers: The Principals and teachers should be thoroughly sensitised on the provision and the monitoring of academic progress of the students.</p>



<p>3. Conduct of Parent-Teacher Meetings (PTMs): All schools must conduct first PTM in April 2025 and inform all stakeholders — students and parents/ guardians about the contents of the Gazette notification to ensure awareness of the changes. Additionally, KVs may issue a separate communication to parents in writing detailing these provisions. This provision needs to be highlighted in subsequent PTMs also.</p>



<p>4. After the Annual Examinations, students who do not meet the promotion criteria, as notified from time to time, shall receive additional instructions and be given an opportunity for re-examination within two months of the result declaration especially before Summer Vacation.</p>



<p>5. During this period, the concerned subject teacher must provide necessary guidance to the student and parents, offering targeted support to address identified learning gaps and improve academic performance.</p>



<p>6. Schools must enhance communication with parents regarding their child’s academic progress. Teachers should actively engage with parents to discuss learning gaps and the remedial measures being implemented.</p>



<p>7. The Principal must maintain a record of students held back and personally monitor the specialized support provided to them, ensuring regular follow-ups to track progress.</p>



<p>8. The examination and re-examination will follow a competency-based approach, emphasizing holistic development over rote memorization and procedural skills, thereby fostering deeper understanding and overall growth.</p>



<p>9. If a student fails to meet the promotion criteria in the re-examination, he/she shall be retained in Class V or VIII, as applicable.</p>



<p>10. No child shall be expelled from the school until the completion of elementary education, ensuring that every student has the opportunity to complete their schooling.</p>



<p>Therefore, it is requested to direct to ensure the effective implementation of these provisions in all Kendriya Vidyalayas under the jurisdiction, in accordance with the enclosed notification.</p>

<p><strong>KVS Admission 2025-26: Key Dates Announced</strong></p>



<p>Kendriya Vidyalaya Sangathan (KVS) will begin online registration for Class I admissions for the 2025-26 academic session on <strong>March 7, 2025, at 10:00 AM</strong>. The registration window will remain open until <strong>March 21, 2025, at 10:00 PM</strong>. Admissions for <strong>Class II and above</strong> will be conducted offline, subject to vacancy availability as per the official schedule.</p>



<p><strong>KVS Admission Guidelines &amp; Schedule 2025-26</strong></p>



<p>The admission guidelines and schedule for the <strong>2025-26 academic session</strong> have been released. The <strong>maximum class size</strong> for all grades, from <strong>Balvatika to Class XII</strong>, is capped at <strong>40 students per section</strong>.</p>



<p><strong>KV Admission to Class II Onwards (2025-26)</strong></p>



<p>Vacancies for <strong>Class II and above</strong> must be <strong>posted online</strong> on the Vidyalaya website, social media (Facebook &amp; X), and the school notice board <strong>before registration begins</strong>. The <strong>Deputy Commissioner</strong> will ensure compliance through verification.</p>



<p><strong>Verification of Documents at Admission (2025-26)</strong></p>



<p>Principals must <strong>thoroughly verify</strong> all admission documents, including <strong>Date of Birth Certificate, Parent’s Service Certificate, Address Proof, Disability Certificate (if applicable), and Caste Certificate</strong>. Strict action will be taken in cases of fraudulent submissions or errors. Any discrepancies found later could lead to admission cancellations and administrative consequences.</p>



<p><strong>KVs with Balvatika Classes: Admission Process (2025-26)</strong></p>



<ul class="wp-block-list">
<li><strong>Online admissions</strong> will be conducted for <strong>Balvatika-1</strong> and <strong>Balvatika-3</strong> in KVs where these classes are operational.</li>



<li><strong>Balvatika-3 students</strong> will be <strong>automatically promoted to Class I</strong>. In such KVs, one section of Class I will be removed from the online admission process.</li>



<li>Any vacancies in this section will be filled from the <strong>waitlist</strong> based on the <strong>online draw of lots</strong> and priority category.</li>



<li>In <strong>single-section KVs</strong>, <strong>Class I admissions will not be online</strong>. Instead, any vacancies will be filled <strong>offline</strong> as per the Class II and above admission schedule.</li>
</ul>



<p>In KVs where Balvatika-1, 2, and 3 are operational, all regulations pertaining to Class I admissions will apply to Balvatika-1. For Balvatika-2 and 3, the regulations for admissions from Class II onwards will be in effect. Fresh admissions in these classes will only be permitted if the class size is below 40.</p>



<p>In KVs where only Balvatika-3 is operational, all Class I admission regulations applicable to KVs will also be relevant for Balvatika-3.</p>



<p><strong>Other Important Points for KV Admission (2025-26)</strong></p>



<ul class="wp-block-list">
<li>Admissions for <strong>priority categories I-IV (Civil/Defence KVs)</strong> and <strong>I-V (Project/IHL KVs)</strong> at the <strong>retirement location</strong> of parents will follow <strong>KVS Admission Guidelines (Part A, 7(A)(i))</strong>.</li>



<li><strong>Transfers to another KV</strong> in the same academic year <strong>will not be allowed</strong>, except in cases of government employee transfers or relocation to government housing.</li>



<li><strong>Regular classes</strong> for <strong>Balvatika and Class I</strong> will begin on <strong>April 1, 2025</strong>. Further details on <strong>Online Admissions</strong> will be shared separately.</li>
</ul>

<p>Madam/Sir,</p>



<p>In continuation to this office letter even number dated 28.03.2024 vide which KVS Admission Guidelines 2024 was communicated, I am to convey the amendments to the said admission guidelines, as approved by the competent authority as given below:</p>



<h3 class="wp-block-heading"><span style="text-decoration: underline;">I. <strong>PART-A, Para 5<br /></strong></span><strong>CLASS STRENGTH AND COMPETENT AUTHORITIES</strong></h3>

<p><strong>* The KV TC admissions would be admitted according to existing priority categories in the order, strictly, i.e. Categories I, II, III, IV and V for Civil/Defence KVs and Categories I, II, III, IV, V and VI for Project/IHL KVs.</strong></p>



<p><strong>** The KV TC admissions of students from classes IX to XII would be permitted and would be supernumerary to the section strength of 50 and with the approval of concerned DC, RO KVS for 2024-25, provided the option of redistribution/re-allotment of nearby KVs is exhausted.</strong></p>



<h3 class="wp-block-heading"><strong><span style="text-decoration: underline;">II. PART-B, Para 2<br /></span>ADMISSION OF WARDS OF ARMED/PARAMILITARY FORCES &amp; OTHERS</strong></h3>



<p>Admission of children into a Kendriya Vidyalaya on the basis of transfer certificate issued by the schools following NCERT/ CBSE curriculum &amp; syllabus and run by Armed Forces (Army, Air Force, Navy) and Para Military Forces i.e. CRPF/ BSF/ ITBP/SSB (Sashastra Seema Bal)/ CISF/ NSG, Assam Rifles and schools run by Indian Coast guard, ISRO/ AEES (Atomic Energy Education Society)/ DRDO will be entertained <strong>only if the enrollment is less than 40 for Class I and 50 for all other classes for 2024-25 (this implies that limits would be 40 for Class I in 2024-25, 40 for Classes I and II in 2025-26, 40 for Classes I, II and III and so on)</strong> and the parent has been transferred to that place or has desired to settle at the place after his retirement, or transferred to some non-family station or posted in Naxal affected areas and choose to keep the family elsewhere. Further, such requests shall be considered only in those stations where schools run by those organizations are not available.</p>



<p>Further, all the KVs be asked to convey the parents taking fresh admissions in the current session that any&nbsp;future KV TC based admission shall be governed by the provisions contained in the extant Admission Guidelines.</p>



<p>These amendments be disseminated to all the stakeholders immediately.</p>

<p><strong>Sub : Reporting on compliance of Instructions issued on Financial Matters through Internal audit reports &#8211; reg</strong></p>



<p>Madam/Sir,</p>



<p>This is in the background of various instructions issued by KVS Hqrs on financial matters from time to time. Since the compliance thereupon is not being reported from the field, it becomes incumbent that the Finance Officer/ Head of Audit team of the Regions are sensitized to invariably scrutinize the relevant records and report as to whether the said compliances as instructed from KVS Hqrs are being ensured in the field units on those financial matters as cited hereunder.</p>



<ol class="wp-block-list">
<li>Financial Matters as communicated vide virtual DCs’ conference minutes dated 26.11.2021 :</li>
</ol>



<p>(i) Rationalization of Financial transactions related to minimising payment structure is being adhered to.</p>



<p>(ii) For settlement of audit paras, the paras pending for more than 3 years have been replied to RO and their settlement is ensured.</p>



<p>(iii) All Outstanding Advances and pending entries have been settled by the KVs and being done regularly.</p>



<p>(iv) Retiral benefits/ pension cases are processed in time</p>



<p>(v) Escrow Accounts in Project KVs have been opened and being operated</p>



<p>(vi) All Bank accounts have been modified for correct nomenclature</p>



<p>(vii) Online PRAN generation is done and related issues at Vidyalaya level are disposed off. SO</p>



<p>(viii) Project dues and reconciliation thereof is ensured by respective Vidyalayas.</p>



<p>(ix) Tally accounting is complied with and the ledgering/ payment vouchers are generated thru Tally only.</p>



<p>(x) The observations raised in SARs are taken note of and complied with.</p>



<p>(xi) Mandatory procurement through GeM is done.</p>



<ol class="wp-block-list" start="2">
<li>The matters communicated through Letter dated 08.12.2021:</li>
</ol>



<p>i) Annual Physical verification of Fixed assets and other inventories is being conducted regularly. Also such reports are produced to AG audit during SARs.</p>



<p>ii) All Goods and services that are available on GeM are being procured through GeM portal only. Non-compliance be reported under serious irregularity.</p>



<p>iii) The policy of GoI for procurement of Make In India products is being adhered to.</p>



<p>iv) The audit paras pending beyond 3 years have been replied by the KV and got settled. If not, the same be reported with emphasis with reasons for such non-compliance.</p>



<p>v) Maintenance and reconciliation of Assets Registers.</p>



<ol class="wp-block-list" start="3">
<li>All other issues as conveyed vide letter dated 02.8.2022 related to compliances of VVN protocol are being complied with in letter &amp; spirit. Also audit should check and report that payments should not be processed merely on the basis of authority letter but on duly signed cheque instrument and the cash book is properly maintained and attested.</li>
</ol>



<p>As such, the Finance Officers/Audit teams may be asked to invariably mention on the above aspect in internal audit reports. Further, if any of the KVS units is found lacking in compliance of above instructions as issued from KVS Hqrs, then concerned DC must take appropriate administrative action against such defaulting authorities.</p>

<p>Since the previous academic year, the &#8220;<strong>New Education Policy</strong>&#8221; has been put into effect by the Central Government in Kendirya Vidyalayas. Therefore, six years old is the minimum age requirement for entrance to Class 1 for the academic year 2023-2024.</p>

<p>Kendriya Vidyalaya is a school in India. Admission for classes 1, 2, 3, 4, 5, 6, 7, 8, 9, 11 in 2023-24 will commence soon. Applicants must be over the age requirement for the corresponding class to be considered for admission. A birth certificate, evidence of residency, and a current passport-sized image are required for entry. The PDF admission list will be available soon, and the lottery results will be announced on a specific day. All applicants should carefully study the admission rules and be prepared to submit all required documentation by the deadline.</p>



<p>The Kendriya Vidyalaya Application Form 2023-24 for Class 1 is now available! Admissions for classes 1 &#8211; 11 will be available on the official website at kvsonlineadmission.kvs.gov.in. <p>Kendriya Vidyalaya Admission 2023-24 for Standard 1 is available only through the KVS online admission site (kvsonlineadmission.kvs.gov.in). To guarantee a smooth registration procedure, parents and guardians should gather all required documentation before submitting their application on the official KVS website (<a href="https://kvsonlineadmission.kvs.gov.in/" target="_blank" rel="noreferrer noopener">KVS online admission</a>). This registration period will last more than 15 days, so there is no need to rush on the first day. Class 3 has an age limit of 6 to 8 years old.</p>

The application process can be finished offline if there are any open opportunities. <h3 class="wp-block-heading">KVS Class 1 Admission Rules for 2023-2024</h3>



<p>Before applying for Class 1 at a Kendriya Vidyalaya, it&#8217;s critical to be aware of the following requirements:</p>



<ol class="wp-block-list">
<li>The age restrictions must be rigorously followed; for the academic year 2023-2024, your child must be 6 years old by March 31, 2023. Children born on April 1st are the sole exception. The KVS online admission site will reject your child&#8217;s application if they don&#8217;t meet this requirement.</li>



<li>You can apply for your child to enrol in Class 1 at a number of different schools, but you cannot apply again for the same school. If you do, both applications can be turned down.</li>
</ol>



<h3 class="wp-block-heading">KVS Admission Forms 2023-2024 Download</h3>



<p>For the academic year 2023-2024, parents are urged to obtain and access the required documents in PDF format via the official KVS Online Admission Portal. The Self-Declaration for Distance between School and Residence, Service Certificates for both the Federal and State Governments, an Affidavit for a Single Girl Child, a Died In Harness Certificate, and a Transfer Certificate are among these documents.</p>

<blockquote><p><strong>12.4 Rule 43, which makes provision for maternity, for the sake of convenience, is extracted herein below:</strong></p></blockquote>
<p>&#8220;&#8230;43. <strong>Maternity Leave :</strong></p>
<p>(1) A female Government servant (including an apprentice) with less than two surviving children may be granted maternity leave by an authority competent to grant leave for a period of (180 day&#8217;s) from the date of its commencement.</p>
<p>(2) During such period, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave. NOTE :- In the case of a person to whom Employees&#8217; State Insurance Act, 1948 (34 of 1948), applies, the amount of leave salary payable under this rule shall be reduced by the amount of benefit payable under the said Act for the corresponding period.</p>
<p>(3) Maternity leave not exceeding 45 days may also be granted to a female  Government servant (irrespective of the number of surviving children) during the entire service of that female Government in case of miscarriage including abortion on production of medical certificate as laid down in Rule 19: &#8216;Provided that the maternity leave granted and availed of before the commencement of the CCS(Leave) Amendment Rules, 1995, shall not be taken into account for the purpose of this sub-rule&#8217;.</p>
<p>(4) (a) Maternity leave may be combined with leave of any other kind. (b)  Notwithstanding the requirement of production of medical certificate contained in sub-rule (1) of Rule 30 or sub-rule (1) of Rule 31, leave of the kind due and admissible (including commuted leave for a period not exceeding 60 days and leave not due) up to a maximum of one year may, if applied for, be granted in continuation of maternity leave granted under sub-rule (1).</p>
<p>(5) Maternity leave shall not be debited against the leave account&#8230;&#8221;</p>

										<content:encoded><![CDATA[<p><b>Cabinet approves setting up of 50 new Kendriya Vidyalayas in the country under Civil / Defence Sector</b></p>
<p>The Cabinet Committee on Economic Affairs,chaired by the Prime Minister Shri Narendra Modi has approved the proposal for opening of 50 new KendriyaVidyalayas (KVs) under Civil / Defence Sector in the country keeping in view the high demand for these schools for their quality of education and excellent results.</p>
<p>The total project cost based on KendriyaVidyalayaSangathan (KVS) norms for the proposed 50 new KVs is Rs.1160 crore.</p>
<p>New KVs will be opened from classes I to V for which 650 regular posts shall be created in all 50 KendriyaVidyalayas. The school grows every year with addition of one more higher class and, when the school grows upto class XII and becomes a full fledged school with two sections in each class, there shall be a requirement of about 4000 regular posts of various categories i.e., about 2900 teaching posts and about 1100 non-teaching posts. These new KVs when fully functional will provide quality education to approximately 50,000 students in addition to the approximately 12 lakh students already studying in present KVs.</p>
<p>The new KVs will address the educational needs of eligible students with high quality standards and will play a role of pace-setting educational institutions in the districts concerned.</p>
<p><b>Background:</b></p>
<p>The main objective of KVS is to cater to the educational needs of children of transferable Central Government employees including Defence and Para-military personnel by providing a common programme of education. There are at present 1142 functional KendriyaVidyalayas under the KVS including three abroad at Moscow, Kathmandu and Tehran.</p>
<p>The KendriyaVidyalayas are considered as model schools in the country in terms of physical infrastructure, teaching resources, curriculum and academic performance. KendriyaVidyalayas as pace setting schools have consistently turned out excellent academic performance as is evident from the Board Results of Class X and XII exams conducted by the Central Board of Secondary Education (CBSE).</p>

<p>Kendriya Vidyalaya Sangathan (KVS) vide office-order of even number dated 04.03.2014, conveyed approval of Government of India, for establishing 54 new Kendriya Vidyalayas under Civil Sector with the stipulation that the sponsoring authority concerned is required to transfer the identified and demarcated land and also to give possession of the same to KVS prior to opening of the new Kendriya Vidyalaya. Kendriya Vidyalaya. Khanpur, Distt. Roopnagar, Punjab is one of these 54 new Kendriya Vidyalayas sanctioned.</p>
<p>Since the land in the matter of Kendriya Vidyalaya, Khanpur, Distt. Roopnagar, Punjab has been transferred in favour of Kendriya Vidyalaya concerned, the sanction of the Commissioner, KVS is hereby conveyed to start this new Kendriya Vidyalaya under Civil Sector with effect from 01.04.2017 in academic session 2017-18 at the following location:</p>

										<content:encoded><![CDATA[<p class="entry-title"><b>‘Three Kendriya Vidyalaya proposals approved’, HRD Minister says in interaction with Press</b></p>

<p class="entry-title">Union HRD Minister, Sh. Prakash Javadekar announced the approval of three Kendriya Vidyala proposals, during an informal interaction with the media persons today. The Minister also received the feedback from the media regarding the performance of the ministry and education sector, appreciating the immense experience of the media professionals in covering the ministry of Human Resource Development.</p>
<p>The Minister briefed the press about the approval of three Kendriya Vidyalaya proposals. It was decided to open new Kendriya Vidyalaya in Rae Bareli, Uttar Pradesh (Railway Coach Factory) as well as in Takenpur, Madhya Pradesh (BSF Academy). It was also decided to adjust timings in the already functional Kendriya Vidyalaya in Piliphit, Uttar Pradesh to enable classes for Std XI considering the space constraints of the KV.</p>
<p><b>On NEET, the Minister clarified as follows</b></p>
<p>1. In case a candidate appeared in NEET-I and applied for NEET-II but not paid the fee, his candidature for NEET-II will not be considered as he has not submitted the fee and thus, his form has not been submitted successfully. The registration issued to any candidate is basically a unique number which is issued to all candidates who registers with the system. In the above case, result of NEET-I will be considered</p>
<p>2. In case, a candidate appeared in NEET-I and applied for NEET-II successfully but could not appear in NEET-II, such cases will be placed before the Oversight Committee for consideration of their NEET-I result.</p>
<p>3. Any other case which will come to the notice will also be placed before the Oversight Committee for taking final decisions.</p>
