<p>Will the Minister of&nbsp;<strong><em>Education&nbsp;</em></strong>be pleased to state:</p>



<p>(a) number of new Central schools opened in the country during last three years, year-wise, State-wise;</p>



<p>(b) number of new Government schools buildings constructed in place of the old ones during last three years, year-wise and State-wise;</p>



<p>(c) number of vacant posts of teachers in new and old Central schools in last three years, year-wise and State-wise;</p>



<p>(d) by when Government will be able to fill these vacant posts, details of the timeline thereof; and</p>



<p>(e) number of Government schools and private schools added under the Atal Innovation Mission (AIM) during last three years, year- wise, State-wise and district-wise for West Bengal?</p>



<h2 class="has-text-align-center wp-block-heading"><strong>ANSWER</strong></h2>



<p><strong>MINISTER OF</strong>&nbsp;<strong>EDUCATION<br /></strong><strong>(SHRI DHARMENDRA</strong>&nbsp;<strong>PRADHAN)</strong></p>



<p>(a) During the last 3 years i.e. from 2019-20 to 2021-22 and current year, 54 new Kendriya Vidyalayas (KVs) have been opened and made functional across the Country. The year-wise, State/UT-wise details are at&nbsp;<strong>Annexure-I.</strong></p>



<p>(b) 45 KV buildings and 1323 Government schools buildings (under Samagra Shiksha) have been constructed during the last three years i.e. from 2019-20 to 2021-22. State / UT-wise details are at&nbsp;<strong>Annexure-II.</strong></p>



<p>(c) &amp; (d) Details of State/UT-wise and Year-wise total number of vacant posts of teaching staff in KVs across the country during the last three years are at&nbsp;<strong>Annexure-III.&nbsp;</strong>Kendriya Vidyalaya Sangathan (KVS) has started the process of filling up of vacancies of teaching and non-teaching posts and advertisements have already been issued. Filling up of vacancies is a continuous process and efforts are made to fill up the vacancies as per the provisions of the relevant recruitment rules. Teachers are also engaged on contractual basis for temporary duration by KVS to ensure that teaching-learning process is not hampered.</p>



<p>(e) NITI Aayog has informed that under Atal Innovation Mission (AIM), 10,000 Atal Tinkering Labs (ATLs) have been established across the country, out of which 6,642 ATLs have been established in last three years. The number of ATLs established State-wise in Government and Private schools, in last three years are given at&nbsp;<strong>Annexure-IV.</strong></p>



<p>The district-wise details of 142 ATLs established in the State of West Bengal are given at&nbsp;<strong>Annexure-V.</strong></p>

<p>Kendriya Vidyalayas across the country have resumed face-to-face teachings for various classes as per the guidelines issued by the MHA and State Governments. <a href="https://centralgovernmentnews.com/category/kv-school/">KVs</a> started opening from the month of October in a phased manner.</p>

<p>According to the data compiled on February 11, 2021, from all the KVs, an average of 42% Students of Class 9, 65% Students of Class 10, 48% Students of Class 11, and 67% Students of Class 12 are physically attending classes all over the Country. These figures are dynamic and trends indicate a consistent increase every day. Face-to-face classes for class 1 to 8 have also been started in some KVs where State Governments have permitted to open Schools for junior grades.</p>



<h3 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/kendriya-vidyalaya-admission-2021-2022/">Kendriya Vidyalaya Admission 2021-2022</a></h3>



<p>Regular contact with the Parents and Guardians is being established by the Schools in case of any apprehension from students/ parents. Students are being permitted with the prior consent of their guardians.</p>

<p>The SOPs issued by the State and Central Governments are being followed completely in view of the Corona Pandemic. <p><strong>Safety and Security of Children in Kendriya Vidyalaya Schools</strong></p>



<p>MEASURES TO PREVENT CHILDREN FROM DANGERS OF WATER AND DROWNING</p>



<p>Navodaya Vidyalaya Samiti (NVS) and Kendriya Vidyalay Sanghatan (KVS) in their guidelines have explained steps to be taken to avoid danger of children from drowning.</p>



<p><strong>WELLS AND PONDS</strong></p>



<p>I. The wells and ponds if exist in the campus are to be provided with protective wall and iron grills covering the well and the movements of the students should be restricted towards it</p>



<p><strong>RIVER, CANALS, PONDS AND RAILWAY TRACKS</strong></p>



<p>II. Children should not be allowed to go towards the nearby river, canals, ponds and railway tracks and to take bath using water from the overhead tanks by climbing on the terrace.</p>



<p>Fencing should be provided to the steps of overhead tank to avoid children climbing over head tank.</p>



<p>III. Movements of children are to be strictly watched through formation of groups by school authorities.</p>



<p>IV. Children should not be permitted to go outside the School premises during the school hours.</p>



<p><strong>SCHOOL CAMPUS STRICTLY ENFORCED</strong></p>



<p>V. The presence of the students in the School campus at all times should be strictly enforced. Strict discipline and to check the unauthorized absence of the students from the School is to be given paramount importance.</p>



<p>VI. The root cause for such behavior of the child must be ascertained, parents should be informed accordingly and corrective steps should be taken.</p>



<p>VII. For certain ritual and functions which are observed in the school, necessary precautions and arrangements to be made in advance.</p>



<p>Children should not be permitted to go on rallies for immersion of idols in tanks, ponds and wells etc.</p>



<p>VIII. No procession should be allowed to move from school out of the campus in the eve of any religious celebrations.</p>



<p><strong>SWIMMING POOL</strong></p>



<p>IX. No swimming pool will be constructed without prior permission of competent authority.</p>



<p>X. If swimming pool is constructed in school premises, it must be constructed as per the prescribed norms of competent authority and should also be maintained as prescribed.</p>

<p>New Delhi: With land scarcity becoming an issue, the Union HRD ministry is considering relaxing the norms for opening new Kendriya Vidyalaya schools.</p>
<p>According to sources, as per the present norms for starting a new Kendriya Vidyalaya school, 10 acres of land is needed in rural areas while 8 acre land is required if the school is to come up in an urban area.</p>
<p>For Metros, 4 acres of land is required.</p>
<p>“There are sometimes issues related to availability of the land. So it is being considered that the present norms may be relaxed,” a source said.</p>
<p>Officials said that the issue has been discussed at the highest level in the HRD ministry including minister Prakash Javadekar and a decision in this regard may be taken in the coming days.</p>
<p>There are over a thousand Kendriya Vidyalayas in the country which are run by the HRD ministry. Often these schools are opened up by the ministry at requests of the state governments.</p>

<p>A question about the Kendriay Vidyalayas raised in Parliament on 12th August 2013, the Minister of state for Human Resource Dr.Shashi Tharoor replied in written form that the number of Kendriya Vidyalayas throughout the country at present is 1091. The total number of teaching and non-teaching staff are working in Kendriya Vidyalayas is 57,170. And a total of 9853 posts are lying vacant in different categories in KV Schools all over the country.</p>
<p>Despite the shortfall of teachers in various schools, the KVS has given guidelines to appoint contractual basis and bring from neighbouring schools and ensure to provide proper education to the students. They filling up the vacancies by promotion, direct recruitment and limited departmental examination as per RR rules of <a href="http://centralgovernmentnews.com/category/kv-school/">KVS</a>.<strong></strong></p>

<p>(a) whether Government proposes to set up 50 Kendriya Vidyalayas (KV) on railway premises across the country;<br />
(b) whether the sites of all the 50 KVs have been indentified; and<br />
(c) if so, the details thereof?</p>

<p>(a) Yes, Sir. The Ministry of Human Resource Development and the Ministry of Railways, Govt. of India have signed a Memorandum of Understanding (MoU) on 16.02.2010 wherein it was agreed that around 50 Kendriya Vidyalayas in the Civil Sector will be opened on Railways-owned land identified by the Ministry of Railways.<br />
(b) &amp; (c) To execute the MoU, a High Powered Working Group consisting of senior officials and experts has been constituted. So far 43 locations for the new KVs, as per the details in Annexure, have been identified.</p>
