										<content:encoded><![CDATA[<h3>Revision of Minimum Pay and Fitment formula due to increased revenue collections of the Central Government</h3>
<p>Comrades,</p>
<p>Today none of the 7th CPC related demands of Central Government Employees are settled. The assurance given by the Group of Ministers to the NJCA leaders regarding increase in Minimum Pay and Fitment formula is in paper even after a lapse of 20 months. Now the Finance Minister has replied in Parliament that &#8220;no change in Minimum Pay and Fitment formula is at present under consideration&#8221;.</p>
<p>To avert the 11th July CG employees strike the Hon&#8217;ble Prime Minster had instructed the group of Hon&#8217;ble Ministers including Shri Rajnath Singhji, Hon&#8217;ble Home Minister, Shri Suresh Prabhuji , Hon&#8217;ble Railway Minister and Shri Arun Jaitelyji , Hon&#8217;ble Finance Minister to hold discussions with the Staff Side (JCM) on 30th June 2016 and the Shri Arun Jaitelyji , Hon&#8217;ble Finance Minister had published a written assurances in the Government website on 6th July 2016 leading to deferment of the strike .</p>
<p><strong style="color: #c60;">Pay Commission Objective</strong>: It is the endeavour of every pay commission to ensure that the pay and allowances of employees should be ‘fair and reasonable&#8217;. The pay structure should also motivate the employees to reasonable levels of performance in the tasks assigned to them, so that the general public derive the benefit of their service as intended.</p>
<p style="color: #c60;"><strong>Our demand of revision of Minimum Pay and Fitment formula is quite justified.</strong></p>
<p>Comparison of earlier wage hike we can observe that the fitment factor of 2.57 times is the lowest comparing to other pay commissions. If we make a study of earlier pay commission.</p>

<p>The financial position of the Central Government is very good. Even the GDP (Gross Domestic Product) has shown increase in last few years which is around 7% , the Indian economy is fastest growing and placed 7th in the world ( which is at 2,250.987 billions of $ ), comparing to wages paid in the world our wages are at lower level. The Government fiscal budget deficit equal to 3.50 percent of the country&#8217;s Gross Domestic Product in 2016. Compared to 2008 where the fiscal deficit was at 7.8%, but today the fiscal deficit is contained at 3.5%. This is also a healthy sign of the economic status of the Central Government financial status, the budget fiscal deficit is always below 4%.</p>
<p>Direct tax collections in 2017-18 at Rs 9.95 lakh crore, exceeded the revised budgetary target of Rs 9.8 lakh crore. Also, 6.84 crore income tax returns filed in the year against 5.43 crore in the previous year signalling a rise of 26% . A net of 99.5 lakh new assesses were added to the tax net.</p>
<p>Net collection from corporate tax went up 17.1 per cent while that from personal income tax rose 18.9%.</p>
<p>The revenue collection from Goods and Services Tax (GST) exceeded Rs 1 lakh crore in April 2018, GST revenue collected in April 2018 came at Rs 1,03,458 crore.</p>
<p>With the improved economic climate, introduction of e-way bill and improved GST compliance, GST collections would continue to show a positive trend.</p>
<p>The wage bill of the Central Government on in its employees is less than 10% or 3.4% of the GDP, which is less compared to various countries world wide .</p>
<p>Vacancy of the Central Government is about 15% , more than 4 lakhs vacancies are existing in the Central Government the work load is being carried out by the existing employees. The Government being a model employer should pay for its employees and motivate them to work more for implementation of its policies.</p>
<p>Hence due to the improved revenue earning of the Central Government, as assured to the staff side JCM by the Group of Ministers in respect of increase of Minimum Pay and Fitment formula, the Central Government should increase the Minimum Pay and Fitment formula.</p>

<p>Comrades,<br />
I thank one and all the Central Government Employees of the Karnataka State who are affiliated to the Confederation of CG employees for making the 16th March 2017 strike a grand success , the leaders of the affiliates were working for making this strike a success . The Central leaders Com KKK Kuttyji President Confederation of CG employees had been to the state of Karnataka many times , his valuable guidance has inspired us very much . I also thank Com Krishnanji Secretary General Confederation of CG employees for his valuable guidance in making 16th March 2017 strike a grand success.</p>
<p>The participation of employees in 16th March 2017 strike was very good in Karnataka state , apart from Bangalore CG employees in all districts of the state of Karnataka had participated in the strike , this time there was huge success , this is due to the success campaign by all leaders , it was a joint effort .</p>
<p>The strike in Postal was historic, many of the Post offices were locked and the strike participation was nearly 90%.</p>
<p>The participation in ITEF, AICGWBEA, RMS was near to 100%, In Survey of India, AG&#8217;s Census it was nearly 70%, Civil Accounts for the first time participated with 95% strike.</p>
<p>The media have given good coverage of the strike, the article and photos of the strike were taken and published in many newspapers in many parts of the state.</p>
<p>Com Tapen Senji Hon’ble Member of Rajya Sabha has raised our justified demands in the floor of the Rajya Sabha. On behalf of COC Karnataka I express my gratitude to Com Tapen Senji for taking up the issues.</p>
<p>I hope our demands gets attention of the Government, the promises made to our leaders by the Group of Ministers is kept up and your issues get resolved at the earliest. I once again thank all the employees and leaders for making this strike of 16th March 2017 a success.</p>

<h2 style="text-align: center;"><span style="color: #ff0000;">Prepare for Strike</span></h2>
<p>Comrades,<br />
The meetings of allowances and standing committee of National JCM scheduled on 13th October 2016, has been postponed to 25th October 2016. It was expected that the recommendations of allowance committee will be made in October 2016 , with the postponement of meetings now we can expect in November 2016 the allowances committee will submit its report .</p>
<p>Meanwhile the Finance Ministry has issued orders on advances. The 7th CPC has recommend for abolition of all advances, the staff side JCM demanded retention of all advances , the some of the advances such as medical, computer and travelling allowances are retained, but the important festival advance is been abolished.</p>
<p>The Government has so far not set up the high level committee on minimum wage, fitment formula revision and other main demands of CG employees as assured by Cabinet Ministers in July 2016. Since four months time which was sought by the Cabinet Ministers is going to end shortly.</p>
<p>The Central Government has shown urgency in issuing orders on advances, but the same urgency is not shown in case of issue of orders on allowances and revision of minimum wage, fitment formula which will benefit lakhs of Central Government employees.</p>
<p>To put more pressure on the Central Government to accept the main demands of the Central Government employees all are requested to observe the following programs.</p>
<p><strong>1st PHASE : 20th OCTOBER 2016 : THURSDAY</strong><br />
Demonstration at all centres/all office gates and forwarding of resolutions adopted on charter of demands to Hon&#8217;ble Prime Minister of India (2) Hon&#8217;ble Home Minister (3) Hon&#8217;ble Finance Minister and all Departmental heads.</p>
<p><strong>2nd PHASE : 7th NOVEMBER 2016 : MONDAY</strong><br />
Mass dharna at all state capitals/important centres.</p>
<p><strong>3rd PHASE : 15th DECEMBER 2016 : THURSDAY</strong><br />
Massive Parliament March of not less than 20000 Central Government employees. Reserve your tickets immediately.</p>
<p><strong>4th PHASE : STRIKE JOINTLY WITH ALL LIKE MINDED ORGANISATIONS</strong><br />
Date will be decided in consultation with other organisations.</p>

There are various reports on 7th Central Pay commission on the media on fitment formula, arrears being paid as bonds , these reports are totally wrong and unwanted , these confuse the Central Government Employees, if you read the below table it is quite clear that a Group “C” employee shall get.</p>
<p>The true picture, as per the 7th CPC recommendations has provided only at 14% wage hike at Group “C” level it is only ranging from Rs 2240 to Rs 3500/ increase per month, and at Group “B” level ranging from Rs 4000 to Rs 6500/ increase per month.</p>
<p>The Empowered Committee is likely to rectify and change the fitment formula in that case , As per media reports the committee may recommend a minimum wage of Rs 20000/- or Rs 21000/- against the demand of Rs 26,000/ of the staff side , the Central Government Employees (Group “B” &amp; Group “C” ) and shall get a salary increase of just Rs 4000/ to Rs 16000/- only , that is also too meager considering the aspect of price rise and modern day expenditures, Secondly arrears of six months if the 7th CPC is implemented shall be only Rs 8000/- per month on average per employee per month , for six months it will just at Rs 50000/- per employee only , this amount will not affect the Central Government finances,</p>

<p>So don’t believe any news paper reports, Secondly there is no change in allowances expect HRA, that too its rates are reduced by the 7th CPC and also many allowances have been withdrawn. This is saving for the Government.</p>
<p>Hence we should not bother too much on these reports, instead we should educate the members and prepare for struggle, so that we get at least get a minimum wage of Rs 24,000/- ( 50 % wage hike without allowances) , as allowances are not taken into pension benefit.</p>

<p>Comrades,<br />
There are various reports in the media about the impact of the 7th CPC recommendations on the common man and the government resources at large, the reports suggest that the Government may postpone the 7th CPC implementation also till its finances are set right.</p>
<p>These reports are totally wrong.</p>
<p>A) Let us examine the Revenue Secretary Shri Hasmukh Adhia statements which are also published in the news papers.</p>
<blockquote><p>“So far, 1.8 crore refunds for assessment year 2015-16 have been processed, he said. In the past, refunds have been held up for years as the government sought to show healthier finances.”</p>
<p>“Data released by the government showed that over Rs 5 lakh crore was locked up in tax disputes at various levels, with some of the cases going back over 10 years. In value terms, over half the cases related to income tax with 30% of the cases involving corporation tax.”</p></blockquote>
<p>B) The crude oil prices has come down from 140 $ to just 30$ a barrel in last year thus the Central Government finances have improved a lot.</p>

<div>           There are number of unwanted articles on minimum wage, fitment formula and wage hike on many websites which are not true and create confusion among the Central Government Employees. This type of the articles also give wrong impressions and give wrong signals to the Government, these articles are written without having basic knowledge of the price rise and minimum wage calculation.</div>

<div>The minimum wage calculation is given below.  Hence it is requested to go through the below calculation of minimum wages, as the 7th CPC has indicated the use of using Dr. Aykroyd formula and 15th ILO norms for calculation of minimum wages. The rates are taken from Government shops (retail prices are 10% more than Government prices). The rates to be taken up by the 7th CPC may vary only marginally.</div>

<p>We should actually wait for the 7th CPC to give its report and then we should react and staff side JCM shall take necessary steps in this regard. Let us stop all such unwanted gossips of minimum wage, fitment formula and wage hike. The model minimum wage calculated using Dr. Aykroyd formula and 15th ILO norms as on 1st July 2015 is given below.</p>

<p><b>DA as likely on 1st Jan 2016 is likely at 125%.</b></p>
<p><b>After 7th CPC implementation it will DA will be zero %</b></p>
<p><b>Existing Basic Minimum wage is Rs 7000/- as on 1/1/06</b></p>
<p><b>Add 125% DA as on 1/1/2016 =Rs 8750/-</b></p>
<p><b>Total existing Minimum Wage as on 1/1/2016 is Rs 15750/-</b></p>
<p><b>If the Minimum wage is fixed at Rs 25,000/-</b></p>
<p><b>Net Increase shall be Rs 9250/-</b></p>
<p><b>Net Increase should be 60%.</b></p>

</strong><br />
1) Providing proper minimum wage of Rs 25000/- for CG Employees including that of GDS employees.</p>
<p>2) Increment rate should be 10% of basic pay. The present grade pay system should be removed, the time scale gap between one posts to another should be at-least Rs 1000/ not Rs 100/ at present and it should be uniform rate of increment  from starting to end. The Group B post should start from Rs 5400/- GP. there should be uniform pay scales for similar posts. Removal of Grade Pay Rs.2000.</p>
<p>3) Proper promotion policy that is in a career and   in same grade pay providing additional increment for those who got MACP promotion. Provide five promotion to all. Promotional benefit should be at-least Rs 2000/- per month.</p>
<p>4) Providing proper DA for CG employees &amp; rectification of DA formula etc.</p>
<p>5) There are three demands of working women<br />
a)Flexi working  working hours due to traffic problems.<br />
b) CCL not granted as loop holes are their in the order.<br />
c)Posting  on promotion at same place.</p>
<p>6) Proper entitlement of wards in hospitals under CGHS and proper health care system.</p>
<p>7)  Increasing tour TA/ DA  rates for field staff.</p>
<p>8) Increase in rate of all Allowances it should be doubled.</p>
<p>9) Increase in OTA rates on par with Railways.</p>
<p>10) Night Duty Allowance on par with Railways.</p>
<p>11) Stitching charges for uniforms should be doubled.</p>
<p>12) Transport Allowance for all field staff without any conditions.</p>
<p>13) VRS scheme on par with Railways.</p>
<p>14) Compensate appointment on par with Railways remove ceiling.</p>
<p>15) Ensure 8.33% of the Gross salary as Bonus, Removal of ceiling on Bonus, etc</p>
<p>16) Merger of Jr. Clerk (LDC) and Sr. Clerk (UDC) and allotment of Grade Pay Rs.2800 as entry level in Clerical Cadre.</p>
<p>17) Pay parity in pay scales of the Ministerial and Stenographers   between Field and Secretariat offices.</p>
<p>18) Provide additional increment w.e.f. 01.01.2006 to staff working in old pay scale Rs.7450-11500.</p>
<p>19) Pay parity of Drivers on par with Central Secretariat Drivers.</p>
<p>20) To fill up all vacancies in all Central Government Establishments and remove ban on recruitment.</p>
<p>21) To exempt Children education Allowance from Income Tax.</p>
<p>22) To remove the anomalies in the pay of Direct Recruitees and the promotees in the all cadre.</p>
<p>23) Providing good quality uniforms.</p>
<p>24) The daily wages of the casual labour are to be fixed as 1/30th of the monthly salary of a regular employee working in the same kind of job.</p>
<p>25) Exemption of Transport Allowance from the purview of Income Tax &#8211; enhancement of exemption limit from Rs.800 to Rs.3200 plus DA thereon.</p>
<p>26) To abolish the license fee for the Departmental Quarters allotted to the employees since the HRA is recovering fully.</p>
<p>27) For improvement in the House Building Advances – To reduce the rate of interest, One more chance to avail HBA who already taken earlier to improve the existing accommodation, allowing to avail HBA for extension, renovation of exiting own accommodations, HBA for purchasing resale flats/houses.</p>
<p>28) To revise various Allowances such as Winter Allowances, Hill Compensatory Allowances, Tribal Allowances, etc. and to ensure the rate on par with the concerned state Governments.</p>
<p>29) To revise the Gratuity equal to last drawn one month salary and to extend the gratuity to the employees joined after 01.1.2004.<br />
30  Restore two increments or more  on acquiring additional qualifications.</p>
<p>31) To enhance – double the CEGIS coverage limit.</p>
<p>32) To enhance all Allowances such as DA, HRA, Special Allowances by 25% from the date of attaining DA 50%<br />
33) To modify the OM issued by Dept of Expenditure to fix the Pay on promotion to a post carrying higher duties and responsibilities carrying the same grade pay by deleting the reference previous OM by the Department issued in the year 2000, i.e. prior to the implementation of 6th CPC</p>
<p>34) To stepping up the Pay Scale of Seniors on par with the juniors who are elevated on account of ACPs</p>
<p>35) Rectification of all anomalies.</p>
