OFFICE MEMORANDUM

Sub: Rotational Transfer Policy (RTP) applicable to CSSS officers – Modification thereof – regarding

The undersigned is directed to refer to this Department OM No. 25/28/2014-CS-II (A) dated 22.07.2015 vide which the Rotational Transfer Policy applicable to CSSS officers was circulated.

2. The competent authority has now approved the following modifications/ additions in the aforementioned Rotational Transfer Policy dated 22.07.2015 as given below:

Para No. 11 (officers returning from deputation/ long leave/ long term training etc.) of the existing RTP guidelines is modified and replaced as under:

An officer returning from deputation, long leave/ long term training will be posted to any Ministry/ Department based on the Administrative exigencies, with the approval of the Competent Authority. In such cases this posting will be treated as a fresh tenure. In case It is decided that an officer is to be posted back to the same Ministry/ Department he last served, then his tenure will be limited to the balance period of the tenure prescribed for the grade subject to the availability of the vacancy and subject to the condition that at least one year balance tenure is left.

Para No. 13 (Preference for posting) Two new sub-paras are added after para 13(f) as below:-

(g) The transferring out of Officers working in Establishment Office, DoP&T will be done only with the concurrence of Establishment Officer (EO). The DoP&T administration will consult the EO and maintain a list of such officers, ready to be sent to CS Division as and when RTP exercise is taken up.

(h) Any officer who ts not clear from vigilance angle and who may/may not be due for transfer under RTP may be transferred out in case a report is received from the concerned Ministry /Department. Such an Officer will be posted to a non- sensitive post in any Ministry/ Department without seeking his option for posting irrespective of the tenure of his posting in that Ministry/ Department. No preference will be sought from such officer.

Subject: Extension of timelines for recording of Annual Performance Assessment Report (APAR) of Group ‘A’, ‘B’ and ‘C’ officer of Central Civil Services for the year 2019-2020.

The undersigned is directed to invite attention to this Department’s O.M. of even number dated 30.03.2020 on the above subject, extending the timelines for distribution / online generation, recording and completion of APAR for the year 2019-20 for Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services, as a one-time measure, owing to the situation arising out of the lockdown due to spread of corona virus.

2. In view of prevailing situation, it has been decided to further extend the timelines for distribution/online generation, recording and completion of APAR for the year 2019-20 for Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services, as a one-time measure, as specified in Annexure.

3. The extended timelines for the APAR year 2019-20 shall also apply to the reporting / reviewing / accepting authorities, who have demitted office or retired from service on or after 29.02.2020 and they shall be allowed to record their remarks till the respective extended cut-off dates.

4. Further, the decision conveyed vide O.M. of even number dated 22.05.2020 delinking recording and completion of APAR for the year 2019-20 from the conduct of Annual Medical Examination and thereafter submission of summary of Medical Report by 31.12.2020, shall continue.

Subject: Posting of Direct Recruit Assistant Section Officers of CGLE 2017 – Seeking options – Revised list of Ministries / Departments -regarding.

The undersigned is directed to refer this Department OM of even number dated 29.05.2020 on the above subject and to say that the Group-wise Ministries/Departments available for posting has been revised as per Annexure-l.

2. All the Direct Recruit Assistant Section Officers (CGLE 2017), who joined the Foundational Training Programme are requested to take note of revised list of Ministries / Departments available for posting as per Annexure-1 and furnish 10 (Ten) options (five from Group-A and five from Group-B in the order of their preference.

3. The ASOs who have already furnished their options can also revise their options in case they wish to, in lieu of options furnished earlier.

4. The other term and conditions of the OM dated 29.05.2020 will remain the same.
