<p>Union Minister of State (Independent Charge) Science &amp; Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh today lauded the efforts of the Staff Selection Commission for deciding to conduct the Multi-Tasking (Non-Technical) Staff examination 2022 in 13 regional languages in addition to Hindi and English for the first time.</p>



<p>Dr Jitendra Singh said, the move is in tune with Prime Minister Narendra Modi’s vision of providing level playing field to all the job aspirants and to ensure that no one is denied an opportunity or being at disadvantaged due to language barrier.</p>



<p>The thirteen regional languages are Urdu, Tamil, Malayalam, Telugu, Kannada, Assamese, Bengali, Gujarati, , Konkani, Manipuri(also Meiti), Marathi, Odia and Punjabi.</p>



<p>Dr Jitendra Singh said, the move will fulfil the long pending demand of candidates from different States, and particularly from South India for the Exams being conducted earlier in English and Hindi Languages. This is likely to benefit a very large number of candidates from all over the country, the Minister added.</p>



<p>Dr Jitendra Singh asserted that after this historic move, efforts are on to gradually include all the languages mentioned in Eighth Schedule to the Constitution.</p>



<p>Dr Jitendra Singh pointed that Modiji during the inauguration of the the “Kashi Tamil Sangamam” in Varanasi in November, 2022 pointed out that “despite having one of the world’s oldest living languages, i.e., Tamil, we lack in honouring it fully. “This is the responsibility of 130 crore Indians to preserve the legacy of Tamil and enrich it. We have to remember to remove linguistic differences and establish emotional unity”.</p>



<p>Dr Jitendra Singh said, it is the continuous endeavour of the Staff Selection Commission to provide level playing field to different sections of the population so as to bridge the regional disparities and attain the ideals of the Constitution while at the same time celebrating the linguistic diversity of our country.</p>



<p>The Minister informed that in order to review the scheme and syllabus of examinations conducted by the Staff Selection Commission, including the medium in which the examinations are conducted, the Department of Personnel and Training had constituted an Expert Committee. The Committee, has, inter-alia, recommended that it would be in fitness of things to conduct the examinations for lower-level posts in multiple languages, which, to begin with, can start with a few languages and then gradually increase to include all the languages mentioned in Eighth Schedule to the Constitution. The Government has accepted the recommendations of the Committee.</p>



<p>Staff Selection Commission is one of the largest recruiting agencies of the Government of India, its main mandate being recruitment to all Group B (Non-Gazetted) and Group C (Non-Technical Posts) in various Ministries/ Departments of the Government of India the medium of examinations conducted by the Commission is normally Hindi and English.</p>

<p>Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today interacted with the Deputy Commisioners of all Districts of Jammu &amp; Kashmir and Ladakh to discuss the latest COVID 19 situation, the arrival of stranded persons in the two UTs and the arrangements made by the administration for the passengers arriving through the Shramik Special trains, besides the resumption of regular train services to Jammu from tomorrow.</p>



<p>The Minister complimented the DCs for the sustained and commendable efforts put in by the two UTs to control the <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID 19</a> Crisis. Dr. Singh said that the management was much better than other States and UTs. Dr. Jitendra Singh said that in fact the doubling time of the number of cases in J&amp;K was better than even the national average. He also expressed satisfaction over the high number of tests being done for COVID 19.</p>



<p>Dr. Singh further said that over 50,000 stranded persons including students have come back to the UT and that the Administration has done a fine job of testing them, making arrangements for quarantine and sending them home. The Minister urged the DCs to reopen markets in a staggered manner with different shops opening at different times on different days so as to maintain the social distancing norms. The Minister also reiterated the MHA instructions regarding the downloading and use of Arogya Setu App. for the protection of citizens.</p>

<p><strong>No move to reduce the <a href="https://centralgovernmentnews.com/category/retirement-age/" target="_blank" rel="noreferrer noopener">retirement age of government employees</a>, nor such a proposal discussed or contemplated at any level in the government: Dr Jitendra Singh</strong></p>



<p>Strongly refuting the reports in a section of media that Government has moved a proposal for reducing the age of retirement of government employees to 50 years, Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, Atomic Energy and Space, Dr Jitendra Singh categorically stated here today that there is no such move to reduce the retirement age nor has been such a proposal discussed or contemplated at any level in the government.</p>



<p>Dr Jitendra Singh said, there are certain motivated elements which have been over the last few days, time and again planting such disinformation in a section of media and attributing it to the government sources or DoP&amp;T. He said, each time a prompt rebuttal is sought to be made in order to clear the confusion in the minds of stakeholders. He said, it was unfortunate that at a time when the country is going through Corona crises and the entire world is praising Prime Minister Shri Narendra Modi for his proactive handling of the pandemic, there are certain elements and vested interests which try to underplay all the good work done by the Government by planting such media stories.</p>



<p>On the contrary, right from the beginning of the emergence of the Corona challenge, Government and the DoP&amp;T have, from time to time taken prompt decisions to safeguard the interests of the employees. For example, he said, even before the lockdown was officially announced, <strong><a href="https://centralgovernmentnews.com/latest-dopt-orders-2020/" target="_blank" rel="noreferrer noopener">DOPT</a></strong> had issued an advisory for the offices to work with &#8220;<strong>absolutely necessary or minimum staff</strong>&#8220;. Even though the essential services were exempted from this guideline, DOPT had issued directions to exempt the &#8220;<strong>Divyang employees</strong> even from the essential services&#8221;.</p>



<p>Considering the constraints of the lockdown, he recalled that DOPT<strong> </strong>had postponed the last date for filling of the Annual Performance Appraisal Report (<strong><a href="https://centralgovernmentnews.com/tag/APAR/" target="_blank" rel="noreferrer noopener">APAR</a></strong>) by the government officials.</p>



<p>At the same time, he referred to the UPSC’s decision to reschedule the dates of IAS / Civil Services interview / personality test and also announced that the Civil Services Preliminary Test will be done after May 3rd. Similarly, on the same line, SSC has also postponed its process of recruitment.</p>



<p>As for the Department of Personnel in the Ministry of Personnel, Dr Jitendra Singh said that last week there was fake news that the government had decided to impose a 30% reduction in the <strong><a href="https://centralgovernmentnews.com/category/pension/">pension</a></strong> and discontinue pensions for those who are above the age of 80. However, contrary to this, the truth is that on the 31st of March there was not a single pensioner whose pension did not deposit in his account. Not only this, services of the <strong><a href="https://centralgovernmentnews.com/category/postal-department/" target="_blank" rel="noreferrer noopener">Postal Department</a></strong> were sought to deliver the pension amount at the residence of the pensioners, whenever required.</p>



<p>As for the Department of Personnel, in the last four weeks, the Ministry of Personnel has had Video Conference consultations for <strong>Pensioners</strong> and Senior Citizens across 20 cities where pulmonary advice was given by experts like Dr Randeep Guleria, Director (AIIMS). Similarly, Yoga Sessions on Webinar are also being organised.</p>

<p>The Prime Minister, Shri Narendra Modi, today addressed Civil Servants on the occasion of Civil Services Day. He said the occasion is one of Appreciation, Evaluation and Introspection. He described the Prime Minister’s Award as a step towards motivating civil servants, and congratulated the awardees. He said the awards also indicate the priorities of the Government.</p>
<p>He said that the priority programmes such as Pradhan Mantri Fasal Bima Yojana, Deendayal Upadhyay Kaushalya Yojana, Pradhan Mantri Awas Yojana, and Digital Payments, for which awards have been given, are important programmes for New India.</p>
<p>Speaking on the subject of Aspirational Districts, the Prime Minister said that these 115 districts could become growth engines for their entire States. He stressed on the importance of Jan Bhagidaari, or public participation, in development. He said 2022, the seventy-fifth anniversary of independence, can become an inspiration for working towards achieving the India of the dreams of our freedom fighters.</p>
<p>The Prime Minister asserted that all available technology, including space technology, should be used for improving governance. He said it is important for civil servants to keep pace with emerging technologies worldwide.</p>
<p>He described civil servants as people with great capability and said that these capabilities can contribute in a big way, for the benefit of the nation.</p>
<p>The Prime Minister also released two books &#8216;New Pathways&#8217; and &#8216;Aspirational Districts: Unlocking Potentials&#8217;. The first book &#8216;New Pathways&#8217; is a Coffee Table Book consisting of significant details of 28 successful Innovations and 34 Success Stories relating to implementation of Priority Programmes viz., PMAY-U, PMAY-G, DDUGKY, PMFBY and Promoting Digital Payments in Districts shortlisted for Prime Minister&#8217;s Awards, 2018. &#8216;Aspirational Districts: Unlocking Potentials&#8217; book relates to development of Strategies for transforming Aspirational Districts and the approach towards development of relevant social and other parameters. NITI Ayog is coordinating the initiative for development of Aspirational Districts.</p>
<p>During the event, &#8220;New India-shaping the future&#8221;, a film by DARPG was also screened. The film shows initiatives of the 11 districts/organizations selected for PM Awards this year.</p>
<p>Speaking on the occasion, the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space Dr Jitendra Singh said that it is a platform for civil servants to share their best experiences. He said that during the last four years, the entire format of the Civil Services Day has changed and now the work done for implementation of priority programmes is rewarded under PM awards. He said that in the year 2016, only 74 districts had participated for the PM awards and this number has risen significantly to 599 districts in 2017 and to 643 districts this year.</p>
<p>The Minister also said that Prime Minister had given the mantra of &#8216;minimum government, maximum governance&#8217;. The citizens are essential stakeholders of governance, he added. Speaking about the grievance redressal mechanism of the DARPG, he said that now there is CPGRAMS Portal, dashboard and timelines to redress the grievances of the citizens. He added that the grievances have increased significantly from about 2 lakhs in a year in 2014 to about 16 lakhs in a year now. This is due to the fact that the department has been more responsive, sensitive and prompt to the grievances of the citizens. He also spoke about Pensions Portal, Anubhav and Jeevan Pramaan initiatives of the Department of Pensions &amp; Pensioners&#8217; Welfare. The Minister said that DARPG has also started holding regional conferences outside Delhi and has already held such conferences in places like Guwahati, Nagpur, Jaipur and Chandigarh among others.</p>
<p>The Cabinet Secretary, Shri P. K. Sinha said that this year four priority programmes have been chosen for PM awards. These include Pradhan Mantri Fasal Bima Yojana, Promoting Digital Payments, Pradhan MantriAwas Yojana &#8211; Urban &amp; Rural, and Deen Dayal Upadhyaya Grameen Kaushalya Yojana. He informed that 103 out of 115 aspirational districts have participated for PM’s awards this year. He assured that the civil servants will work to fulfil the dream of Prime Minister&#8217;s ‘New India’.</p>
<p>Later the Prime Minister presented 15 awards to the winners in various categories. Under the priority programme, Pradhan Mantri Fasal Bima Yojana, District West Tripura (Tripura) was awarded under NE &amp; Hill States category and Beed (Maharashtra) was awarded under Other States category. Under &#8216;Promotign Digital Payments&#8217; Programme, Bishnupur (Manipur) was given award under NE &amp; Hill States category, Daman (Daman &amp; Diu) was awarded under Union Territory and Sonipat (Haryana) was awarded under Other States category. The Kangra district of Himachal Pradesh was awarded under NE &amp; Hill States and Neemuch district of Madhya Pradesh given award under Other States category for Pradhan Mantri Awas Yojana (Gramin). For Pradhan Mantri Awas Yojana (Urban), Puducherry ULB (Puducherry) was awarded under UT category and Greater Hyderabad Municipal Corporation (Telangana) was awarded under Other States category. For Deen Dayal Upadhyaya Grameen Kaushalya Yojana, Dhemji (Assam) and Karimnagar (Telangana) were given awards under NE &amp; Hill states and Other states categories respectively. Under awards for Innovation, Disitrcit Administration Banka of Bihar was awarded for initiative Unnayan Banka &#8211; Reinventign Education using Technology and Team GST, Department of Revenue (GoI) was awarded for their initiative GST &#8211; One Nation, One Tax , One Market. Under innovation (AS/JS &amp; Dir/DS category), Team India represented by Shri Shailendra Singh, AS &amp; Shri Ravinder, JS, DIPP (GoI) was awarded for initiative Ease of Doing Business in India and Shri Yugal Kishore Joshi, Director, Ministry of Drinking Water &amp; Sanitation (GoI) was presented award for Information, Education &amp; Communication of Swachh Bharat Mission (Gramin).</p>
<p>Shri Nripendra Misra, Principal Secretary to the Prime Minister, Dr P. K. Mishra, Additional Principal Secretary to Prime Minister, Shri K .V. Eapen, Secretary, DARPG and other senior officers from various Ministries/departments also attended the event.</p>

<p>Union Minister of State (Independent Charge) for Development of North Eastern Region (<strong>DoNER</strong>), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh administered the New India Pledge &#8216;<strong>Sankalp se Siddhi</strong>&#8216; to the employees of the Department of Personnel &amp; Training on the occasion of Commemoration of 75th Anniversary of the Quit India Movement, here today. The pledge commits to create a New India that is strong, prosperous and inclusive; an India that will make our freedom fighters proud.</p>
<p>On the occasion, presentations were made by Joint Secretary, DoPT, Shri Devesh Chaturvedi on Strategy for Anti-Corruption: Initiatives taken by the Government of India and OSD, Ministry of Drinking Water and Sanitation, Shri Akshay Rout on Swachh Bharat Mission.</p>
<p>Addressing the gathering, Dr. Jitendra Singh said it&#8217;s a unique privilege for us all to be part of the 75th Anniversary of the Quit India Movement. He said that the rapid pace of events unfolded from 1942 to 1947, beginning with the Quit India Movement and resulting in India&#8217;s Independence five years later. Let us pledge to carry on with the same spirit in the next five years to drive out poverty, corruption, terrorism, communalism, casteism and build a Clean and New India by 2022 when the country will mark its 75th Anniversary of Independence, he added.</p>
<p>Dr. Jitendra Singh said the Government has lived up to its commitments by acting against corruption and creating a work friendly atmosphere. This day marks our rededication to our commitments, he added.</p>

<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today, congratulated all the eight North-Eastern States for successful implementation of GST and said, the North-Eastern States have set an example by being highly supportive right from the beginning of the GST exercise, in spite of several diversities, contradictions and constraints of the region. He commended the unassuming approach of the eight State Governments of different political parties as well as the various trade bodies and their representatives from the region, who, from time to time, came forward with their apprehensions and sought responses with an open mind, which paved the way for amicable solution to each of the issues related to GST roll-out in the region.</p>
<p>Speaking to Nagaland Minister for Roads &amp; Bridges, designate in GST Council, Shri Y. Vikheho Swu, who called on him to discuss the arrangements post-roll-out of GST in the State, Dr Jitendra Singh had a word of praise for Nagaland, which happens to be one of the most peripheral Indian States with its immediate borders with foreign countries and with constant hassles emanating from topography, inadequate connectivity, transport limitations etc.</p>
<p>Shri Vikheho Swu gave a detailed resume of the manner in which everything was being managed smoothly following the GST roll-out on the midnight of June 30th and July 1st. He also wanted Dr Jitendra Singh to ensure that the All India Services officers engaged in implementation and management of GST should not be transferred or posted elsewhere for the time being.</p>
<p>Dr Jitendra Singh also had a word of praise for the literate approach and sagacious wisdom of the traders as well as consumers of North-Eastern region who were always open to reason. Citing an example, he said, when it was pointed out that some of the local handloom / handicraft products had come under the gambit of GST, even though these were tax-free earlier, the grievance got instantly resolved when it was explained that earlier, several of the taxes on raw material, etc., were embedded and hence not visible, whereas now it is only one tax, the GST, which is visible with no other invisible taxes, and hence the ultimate cost could remain the same or even less.</p>
<p>In the long run, Dr Jitendra Singh said that the GST will prove to be a blessing for the Northeast as it will offer the peripheral States an opportunity to grow side by side along with the more developed States of India.</p>

<div data-blogger-escaped-style="text-align: center;"> New Delhi: There is no proposal with the central government to increase the maximum age limit for single unmarried women to 25 years for government jobs, Rajya Sabha was informed today.</div>
<p>In a written reply, Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh said a provision for relaxation of age up to 35 years (up to 40 years for the members of Scheduled Castes and Scheduled Tribes) for the widows, divorced and women judicially separated from from their husbands already exists for group &#8220;C&#8221; jobs.</p>
<p>&#8220;No proposal for raising the maximum age limit for single unmarried women to 35 years is under consideration in the Department of Personnel and Training,&#8221; the Minister said.</p>

<p><em>As per the budget documents, the workforce of the central government establishments would be 35.67 lakh in 2018</em></p>
<p>New Delhi: Nearly 2.83 lakh central government jobs are estimated to be generated by next year. This projection has been made in the Union Budget for 2017-18 presented last week by finance minister Arun Jaitley.</p>
<p>As per the budget documents, the workforce of the central government establishments would be 35.67 lakh in 2018, about 2.83 lakh more than the actual head count of 32.84 lakh in 2016. The home ministry will add 6,076 more personnel to take its strength to 24,778 in 2018. About 1.06 lakh more workforce will be added in police departments to take the total head count to 11,13,689 by next year.</p>
<p>The strength of police departments under the central government is 10,07,366, as per the 2016 data. There will be an estimated increase of 2,109 persons in the external affairs ministry as against its actual strength of 9,294 in 2016, it said.</p>
<p>In newly created ministry of skill development and entrepreneurship, the government has estimated to add 2,027 jobs by 2018. Its actual strength in 2016 was 53 only. Minister of state for personnel, public grievances and pensions Jitendra Singh on Sunday said the additional workforce will help in providing more citizen-centric governance.</p>
<p>“The central government is trying to emphasise more on employability of our youths rather then employment. That is why the skill development ministry has been started. It will train more youths to become entrepreneur and be job-ready in changing scenario. “The projection of additional workforce will help in providing more citizen centric governance,” he said.</p>
<p>There would be an estimated 1,045 more staff in 2018 in the ministry of civil aviation from its actual strength of 1,141 in 2016. In the department of posts, there would be 20,442 more workforce from its strength of 4,48,840.</p>
<p>The ministry of environment, forest and climate change will add 2,165 more jobs in next year to take its strength to 5,094. An estimated 91 people will be part of the workforce in the minority affairs ministry in 2018, in addition to its actual strength of 169 in 2016.</p>
<p>The mines ministry will have 1,351 more jobs to take its strength to 9,481 and the department of space will have an estimated 17,894 personnel, 3,068 more than its strength of 14,826. The personnel ministry will have 2,367 more personnel in 2018 than its actual strength of 8,443 in 2016. Whereas, the ministry of water resources, river development and Ganga rejuvenation will have a workforce of 11,407 in 2018, 3,632 more than its actual strength of 7,775 in 2016.</p>

<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 29th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions &amp; Pensioners’ Welfare (DoP&amp;PW), Ministry of Personnel, Public Grievances &amp; Pensions and the last such meeting was held on June 27, 2016.</p>
<p>During the meeting, Dr. Jitendra Singh said that today’s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&amp;PW. The Minister said that there are about 50-55 lakh pensioners in the country and almost 88 percent of pension accounts have been seeded to Aadhaar. He further said that minimum pension has been increased to Rs. 9000 per person and ex-gratia amount has been increased from Rs. 10-15 lakh to Rs. 25-35 lakh.</p>
<p>Dr. Jitendra Singh said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&amp;PW should be reoriented in such a way that pensioners become a part of nation building process.</p>
<p>In the meeting, discussions were held on the action taken report of the 28th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special “Higher” Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&amp;T pensioners, issue relating to CGHS Wellness Centre, Dehradun etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.</p>
<p>The Secretary, DoP&amp;PW, Shri C. Viswanath and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.</p>

<p><em>Minimum pension for centgral government employees has been increased to Rs9,000 per person besides a two-fold hike in ex-gratia amount</em></p>
<p>The minimum pension has been increased to Rs9,000 per person besides a two-fold hike in ex-gratia amount for central government employees, union minister Jitendra Singh said on Thursday.</p>
<p>Addressing the 29th meeting of the Standing Committee of Voluntary Agencies (Scova) in the city, he said almost 88% of pension accounts have been seeded to Aadhaar. There are about 50-55 lakh pensioners in the country, said Singh, minister of state in Prime Minister’s office.</p>
<p>He further said that minimum pension has been increased to Rs9,000 per person and ex-gratia amount has been increased from Rs10-15 lakh to Rs25-35 lakh, as per a release issued by personnel ministry.</p>
<p>The Scova meeting is organised by the Department of Pensions and Pensioners’ Welfare (DoP&amp;PW). Singh said there is a need to put in place an institutionalised mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario.</p>
