<p>Subject: <strong>Issue of Concordance tables for revision of pension of pre-2016 pensioners/ family pensioners under the first formulation in implementation of Govt. decision on the recommendations of 7th CPC &#8211; regarding.</strong></p>



<p>Sir,<br />The undersigned is directed to convey that Concordance Tables for fixation of notional pay for Armed Forces personnel who retired/died during the 4th 5th and 6th Pay Commission periods (including 3rd Pay Commission for sailors only) were issued vide this Ministry letter No. 17(01)/2017(02)/D (Pension/Policy) dated 17.10.2018. Para 2 of the ibid letter mentioned that Concordance Tables for JCO/ORs who discharged/ died in service prior to 1.1.1986 were under preparation.</p>



<ol class="wp-block-list" start="2"><li>In compliance with the above, Concordance Tables for fixation of the notional pay as of 01.01.2016 for JCOS/ORs of Army and Airmen of Air Force, who retired/died in various ranks after implementation of 3 CPC (01.01.1973), are enclosed herewith for further necessary action.</li><li>Due care has been taken in the preparation of these Concordance Tables. However, in case of any inconsistency in the concordance tables vis-a-vis the relevant rules/instruction, the notional pay and pension/ family pension of pre-1.1.2016 pensioners/ family pensioners may be fixed in accordance with the rules/ instructions applicable for fixation of pay in the intervening pay commission periods.</li><li>This issues with the concurrence of the Ministry of Defence (Finance/Pension) vide. their UO Note No. Part File (1) to 30(01)/2016/Fin/Pen dated 24.05.2021.</li></ol>

<p><strong> </strong>For the recruiting year 2016-17, a total of 53786 vacancies have been allotted.</p>
<p>The Armed Forces have undertaken sustained image projection and publicity campaign to create awareness among the youth on the advantages of taking up a challenging and satisfying career.  Awareness campaigns, participation in career fairs and exhibitions, advertisements in print and electronic media, motivational lectures in schools, colleges are also some of the other measures taken in this direction.</p>
<p>This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shrimati Savitri Thakur and Shri Deepender Singh Hooda  in Lok Sabha today.</p>

<p>Subject-<strong>Revision of pension of pre-2006 Commissioned Officer pensioners/ family pensioners.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s letter No, 17(4)/2008(1)/D(Pen/Pol) dated 11.11.2008 as amended, issued in implementation of government decision on the recommendations of the Sixth CPC for revision of pension/ family pension in respect of Pre-2006 Armed Forces pensioner/family pensioners. As per provisions contained in Para 5 therein, with effect from 01.01.2006 revised pension and revised ordinary family pension of all pre-2006 Armed Forces pensioners/ family pensions determined in terms of fitment formula laid down in Para 4.1 above said letter dated 11.11.2008, shall in no case be lower than fifty percent and thirty percent respectively, of the minimum of the pay band plus the Grade pay corresponding to the pre-revised scale from which the pensioner had retired/ discharged/ invalided out/died including Military Service Pay where applicable.</p>
<p>2. The above minimum guaranteed pension was revised,vide GOI. MOD letter No. 1(11)/ 2012/D(Pen/Pol) dated 17.01.2013 with effect from 24,09,2012, at the rate of minimum of fitment table for the Rank in the revised pay band as indicated under fitment table annexed with SAI 2/S/2008 and SA]. 4/S/2008 as amended, plus Grade pay corresponding to the pre-revised scale from which the pensioner had retired / discharged/ invalided out/died including Military Service Pay.</p>
<p>3. Now, after issue of GOI, Ministry of Personnel. PG &amp; Pensioners, Department of Pension &amp; Pension Welfare OM No. 38/37/08-P &amp; PW (A) dated 30.07.2015, it has been decided that the pension/family pension of all pre.2006 pensioners/family pensioners may be revised in accordance with Para 2 with effect from 01.01.2006 instead of 24.09.2012.</p>
<p>4. In case the consolidated pension/family pension calculated as per Para 4.1 of this Ministry’s letter No. 17(4)/2008(1)/O(Pen/Pol) dated 11.11.2008 is higher than the pension/ family pension calculated in the manner indicated above, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/ family pension.</p>
<p>5. Accordingly, revised tables indicating minimum guaranteed pension / ordinary family pension for Indian Commissioned Officers which is annexed with GOI, MOD letter No.1(11) 2012-D(Pen/ Policy) dated 17.01.2013, shall be effective with effect from 01.01.2006 instead of 24.09.2012. Pension Disbursing Authorities are hereby authorized to step up the pension/ family pension of the affected pre-2006 pensioners/ family pensioners with effect from 01.01.2006 instead of 24.09.2012 and arrear of pension/ family pension will be paid.</p>
<p>6. All other terms and conditions shall remain unchanged.</p>
<p>7. The provisions of this letter shall take effect from 01.01.2006 and arrears, if any, shall be allowed from 01.01.2006 to 23.09.2012.</p>
<p>8. This issues with concurrence of Finance Division of this Ministry vide their ID No. 22(5)/2015/Fin/Pen dated 25.08.2015 and Ministry of. Finance, Department of expenditure vide their ID No. 1(12)/EV/2015 dated 2.9.2015.</p>

<p>(a) the average anticipated number of officers, Junior Commissioned Officers and other ranks likely to be retired during each of the next five years;</p>
<p>(b) the details of schemes launched for providing alternate jobs to this trained and disciplined man-power;</p>
<p>(c) the number of retired soldiers below fifty years registered on the rolls of respective Directorate General of Resettlements who have not found any alternative job as on date; and</p>
<p>(d) the details of long-term plan for resettlement of retired soldiers including resettlement on Government land, particularly in J&amp;K and Eastern Sector?</p>

<p>(b) Reservation ranging from 10% to 24.5% of the available vacancies in Group C &amp; D posts in Central Government and Central Public Sector Undertakings / Banks has been provided for the willing and eligible ex-servicemen. Most State Governments also provide reservation to ex-servicemen in State Government jobs. 10% vacancies are reserved in the posts upto the level of Assistant Commandants in Para-military forces. Moreover, age relaxation is available for the ex-servicemen in services or posts filled by direct recruitment. ESM Officers are sponsored by DG Resettlement for jobs based on requisitions received from Government / PSUs and Corporates. DG Resettlement implements certain schemes / resettlement opportunities for ESM viz. Security Agency scheme, management of CNG stations in NCR, allotment of Bharat Petroleum Corporation Ltd., / Indian Oil Corporation Ltd. (Company Owned Company Operated) outlets, Coal Loading and Transportation scheme, Mother Dairy / Gopaljee outlets.</p>
<p>Meaningful professional and vocational training to retiring officers, junior Commissioned Officers &amp; Other Ranks is imparted by DGR through various training institutes for the rehabilitation and resettlement of ESM in civil life.</p>
<p>Army Welfare Placement Organization and similar placement cells in Air Force help ESM in finding suitable jobs in Banks, industries, corporate Houses, Academic Institutions, Hospitals, Hotels and Real Estate.</p>
<p>(c) No such data are maintained.</p>
<p>(d) There is no plan for resettlement of ESM on Defence Land. However, there are two policies involving Defence land for the welfare of ESM viz.</p>
<blockquote><p>(i) Use of temporarily surplus Defence Lands for agricultural / horticultural purposes and<br />
(ii)Leasing of Defence Land for retail outlets.</p></blockquote>
<p>However, welfare of ESM is a continuous process and all eligible ESM are provided the entitled facilities. All efforts are made on an on-going basis by the Department of Ex-servicemen Welfare to address the concerns of ESM.</p>

<p align="justify">PDAs are aware that as per Para 6.2 of this Office circular cited under reference, special pension/ invalid pension/ service element of disability pension in respect of JCO/ORs discharged with qualifying service of less than 15 years and service pension of TA personnel would also need to be revised in terms of MOD letter dated 17.01.2013. Since specific tables for less than 15 years qualifying service in this regard were not provided in the ibid Govt. letter. PDAs were advised to refer such cases to PSAs concerned on Annexure “B” to the MOD letter. Accordingly, such cases are being referred to PSAs by the PDAs on Annexure 13′ for further necessary action.</p>
<p align="justify">
<p align="justify">2. It has been observed that in some cases with qualifying service of less than 15 years these GOI MOD orders are not beneficial. In such cases, either there is no change in revised rates or revised rates in terms of these orders works out to be less than Rs. 3500/-. Therefore, such cases are need not to be referred to their PSAs. These cases are as under-</p>
<p align="justify">
<strong>(a) In case of ORs;-<br clear="all" /><br />
</strong>In case of ORs (i.e., Sepoy, Naik, Havildar and its equivalents), it has been examined from the Annexure ‘B’ received from the PDAs that in some cases where Q.S. is below 15 years, the revised pension as on 24.09.2012 works out to less than Rs. 3500/-. Hence there is no change in their service element since they are already drawing the minimum pension. The cases where revised pension in terms of above cited GOI, MOD letter is worked out less than Rs 3500/- and the same has been stepped up to Rs 3500/- are as follows-</p>

<p><strong>(b) In case of JCOs:-</strong><br />
In case of JCOs (i.e. Naib Subedar, Subedar, Subedar Major and its equivalents), it has been found that there is no change in revised rates in terms of ibid GOI MOD letter except in Rank of Subedar Major in Group-’X’ in Army. Therefore, PDAs are advised not to refer such type of cases on Annexure to their PSAs. The cases which are not to be submitted to PSAs are as under:-</p>

										<content:encoded><![CDATA[<p><strong>PCDA Pension Orders 2013 : One Rank One Pension &#8211; Rate of Minimum Guaranteed Family Pension with effect from 24.9.2012 (Commissioned Officers)</strong></p>
<p>An Important circular has been issued by the Office of the PR.Controller of Defence Accounts (Pensions)-Allahabad regarding that the Dependent Pension (Special) and Dependent Pension (Liberalised) to Defence Service Personnel and Ex-Servicemen and also issued the table of minimum guaranteed family pension effect from 24.9.2012 (Commissioned Officers). Implementation of Government decision on the recommendations of the Committee Secretaries Committee- 2012 on the issues related to Defence Service Personnel and Ex-Servicemen- Improvement in Casualty Pensionary Awards for pre- 2006 Armed Forces Officers and JCO/ ORs and equivalents.</p>
<p>The main content of the order is reproduced and given for your information and also given a link to the original order&#8230;</p>
<p>Subject : <strong>Implementation of Government decision on the recommendations of the Committee Secretaries Committee- 2012 on the issues related to Defence Service Personnel and Ex-Servicemen- Improvement in Casualty Pensionary Awards for pre- 2006 Armed Forces Officers and JCO/ ORs and equivalents.</strong></p>
<p>Reference : <em>This Office Circular No. 503 dated 17.01.2013.</em></p>
<p>Kindly refer to Table No. 1 appended in this office circular cited under reference. Your attention is invited wherein to various nomenclature columns (Column 6, 8, 11, 13, 17,19) the 2nd Life awards of SFP and 2nd Life awards of LFP have been shown. However, in the case of Commissioned Officers it should be Dependent Pension (Special) and Dependent Pension (Liberalised). In order to facilitate the PDAs for smooth revision and implementation, the same has been rectified and an amended Table No. 1(Revised) is enclosed for necessary revision/ action.</p>
<p>It is also mentioned that the rates of Dependent Pension (Liberalised) in case both parents are alive are @ of 75% of LFP. This has been left out inadvertently which has now been reproduced in the revised table.</p>
<p>2.All Pension Disbursing Authorities are authorized to revise/ update the family pension in respect of Commissioned Officers equivalent as per tables attached to this circular, if the same is beneficial. Table No. 1 appended in Circular No. 503 is replaced by Table No. 1(Revised) annexed with this circular.</p>
<p>3.All other terms and conditions for revision of family pension in respect of pre-2006 Armed Forces family pensioners drawing pension under casualty pensionary awards shall remain unchanged.</p>
