<h2 class="wp-block-heading">Proposal to increase leaves to CAPFs personnel from 75 days to 100 days in a year</h2>



<p><strong>Recommendations/Observations in respect of which replies of the Government have not been accepted by the Committee</strong></p>



<h3 class="wp-block-heading"><strong>Observation/Recommendation</strong></h3>



<p>3.6.9 The Committee observes that the CAPFs function under much duress, given the nature of their duty which requires their postings in harsh climatic conditions. So, to ease their mental state and reduce stress, leaves at appropriate intervals are a necessity, so that they can spend time with their families. The Committee notes that the Ministry is examining/deliberating on increasing the leaves of CAPFs personnel. It recommends that the proposal should be considered positively and finalized at the earliest, as it would boost the morale of the CAPFs. Proposal for additional posts may also be positively considered for enabling the decision.</p>

<h3 class="wp-block-heading">Action Taken</h3>



<p><em>3.6.10 The present dispensation governing leave provides 75 days of leaves (60 days earned leave and 15 days casual leave) for those who are posted in the field.</em></p>



<p><em>3.6.11 The modalities are being worked out so that jawans can spend about 100 days in a year with their families.</em></p>



<h3 class="wp-block-heading">Further Recommendation/Observation</h3>



<p>3.6.12 The Committee notes that at present, 75 days of leave are provided to the personnel who are posted in the field, and there is a proposal to increase that to 100 days. The Committee is of the view that the Ministry must speed up the roll-out of this proposal at the earliest for the benefit of jawans. The Committee would like to be informed about the progress made in this regard</p>

<p><strong>Government will soon be able to implement long &#8211; term demand for military personnel.</strong></p>



<p>The Ministry of Finance (<strong>MoF</strong>) has agreed to examine a long-standing demand by the army personnel to exempt ration money and the risk and burden of taxation in accordance with the recommendation of the <strong><em>7th Pay Commission</em></strong>. Changes to existing regulations are likely to benefit from paramilitary jawans of the CRPF, BSF, Central Industrial Security Force (CISF) and Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB). </p>



<p>These changes can be announced by the Government in the next full 2019 Budget, tabled by the new government at the Center. In all, 9 lakh security staff will benefit from the move. In its report, the 7th Pay Commission stated that the allowance given to jawans as a free ration must be exempted from income tax. </p>



<p>Central government employee unions made several requests regarding the 7th Pay Commission recommendations, including increasing the basic pay rise fitting factor. While not all the requirements were met, the Center and state governments implemented several pay increases.</p>



<p>In addition, as part of the 7th Pay Commission&#8217;s recommendations, the MP government increased the pensioner dearness allowance (DA). From May, the revised DA will apply. After the <strong>2019 Lok Sabha elections</strong> the government will take a definitive decision on the delays from January 2018 to April 2019. </p>



<p>DA is a cost of living adjustment allowance, calculated to compensate for the rise in prices resulting from inflation, as a fixed percentage of a person&#8217;s base salary or pension.</p>



<p>Under the 7th Pay Commission, the Ministry of Personnel, Public Grievances and Pensions approved recently an increase for highly skilled central government employees. The onetime incentive given to employees will result in a five-fold increase if they acquire a higher degree while serving in their own departments in accordance with the notification. Those with new higher education qualifications would be awarded a sum of Rs 2,000-Rs 10,000.</p>



<p>In March, the government of Uttarakhand also announced a 3% increase in the DA, which amounts to 12%. The decision would benefit more than 2.5 lakh public servants and pensioners. From 1 January 2019 the order will be retrospectively applicable. The state government also announced to waive off pending water bills estimated at Rs 70 crore of around 10,000 people rehabilitated at New Tehri due to the construction of the Tehri dam. </p>

<p style="text-align:center">Ministry of Home Affairs<br /> <strong>MHA approves entitlement of air travel to all personnel of CAPFs</strong><br /></p>



<p style="text-align:right">21 FEB 2019</p>



<p>In a significant decision, the Ministry of Home Affairs has approved the entitlement of air travel on Delhi-Srinagar, Srinagar-Delhi, Jammu-Srinagar and Srinagar-Jammu sectors to all the personnel of Central Armed Paramilitary Forces. The decision will immediately benefit approximately 7,80,000 personnel of the CAPFs in the ranks of Constable, Head Constable and ASI who were otherwise not eligible earlier. This includes journey on duty and journey on leave, i.e; while going on leave from Jammu and Kashmir to home and return.</p>



<p>This facility is in addition to the existing air courier services for CAPFs that have been steadily extended in all sectors by the MHA to help the jawans cut down on travel time during their journey to and fro from home on leave.</p>



<p>In Jammu and Kashmir Sector, it may be recalled that Air Courier Service for CAPF jawans was approved for the Jammu-Srinagar-Jammu sector.</p>



<p>Subsequently, the Service was extended to cover 1) Delhi-Jammu, 2) Jammu-Srinagar, 3) Srinagar-Jammu  and 4) Jammu-Delhi sector in Dec 2017. The number of flights were further extended in Dec 2018.</p>



<p>In addition, air support is provided from IAF as and when required.</p>

<strong>Allowance to Armed Forces</strong></p>

<p>Taking note of the rigours of military life, the 6th Central Pay Commission (CPC) had recommended an additional, separate element of Pay for the Defence Forces called Military Service Pay (MSP) which the CPC intended would also maintain the edge enjoyed by the Defence Forces over the civilian scales. The Commission was of the view that the rate of MSP as a percentage of the existing pay has to be maintained in case of officers (up to the level of Brigadier / equivalent) as well as PBORs because the difficulties faced in field situations by both these categories are similar.</p>
<p>The 7th Central Pay Commission (CPC) had considered all aspects with regard to applicability of MSP including the rates while making its recommendations. This was done after considering the views of the Services in the matter. The <strong>7th CPC</strong> has consciously decided not to create additional categories of personnel for the grant of MSP or to disturb the slab rates for the four categories for which it is being paid up to the level of Brigadiers. The Government after carefully considering the recommendations of the 7th CPC in respect of MSP has accepted and notified the same.</p>
<p>Besides MSP, Service personnel are entitled to several other allowances such as High Altitude Allowance, Field Area / Modified Field Area Allowance, Counter Insurgency Allowance etc which are paid based on risks and hardships involved at a location / in an operation.</p>

<p>The Seventh Pay Commission has awarded monetary compensation to jawans for allowing purchase of personal clothing items of uniform to be purchased under arrangement to be made by the Army. An annual remuneration of Rs 10,000/- has been paid to all jawans in lieu of selected items of personal clothing. Accordingly, Army has made arrangements for purchase of quality cloth to be made available through CSD outlets and stitching to be carried out under unit arrangements or any other means that the individual jawans may wish to get their clothing stitched as per authorized specifications. This provision is applicable to Central Armed Police Forces as well. It is, therefore, incorrect and inappropriate to single out Army on this issue through inadequately researched articles in the media.</p>

										<content:encoded><![CDATA[<p><b>Grievance Redressal Mechanism for the Jawans</b></p>
<p>Government of India has implemented a web based Centralized Public Grievance Redress and Monitoring System (CPGRAMS) in all its Ministries / Departments including the Ministry of Defence. This system provides online access to all citizens including the jawans and other Armed Forces personnel to lodge their grievances with the Ministry of Defence. The CPGRAMS system allows the Ministry to monitor the grievances and ensure their time bound redressal by the organisations / institutions concerned of the Ministry.</p>
<p>The Armed Forces also have systems in place for the redressal of grievances of their personnel. The procedures for dealing with statutory and non-statutory complaints and representations have been laid down under various sections of The Army Act, 1950; The Navy Act, 1957; The Air Force Act, 1950 and the regulations and orders issued on the subject. There are also informal mechanisms in place for redressal of grievances in the Armed Forces like the sainik sammelans, personal interviews, suggestion boxes, informal meetings, etc.</p>
