<p>Will the Minister of EDUCATION be pleased to state:</p>



<p>(a) whether any criteria for setting up Jawahar Navodaya Vidyalayas have been fixed and if so, the details thereof;</p>



<p>(b) the names of the States in the country along with the names of the places where Jawahar Navodaya Vidyalayas have been established at present, State- wise and district-wise;</p>



<p>(c) the names of the States in the country where new Jawahar Navodaya Vidyalayas have been opened during the last four years and the details thereof;</p>



<p>(d) whether the Government proposes to provide the facility of inclusive education at the local level by establishing new Jawahar Navodaya Vidyalayas at every subdivision/block headquarters of the country in the coming years and if so, the details thereof; and</p>



<p>(e) whether the Government has received any demands from time to time from all over the country for the establishment of Jawahar Navodaya Vidyalayas at every subdivision/block headquarters in the country and if so, the names and details of the State organizations and public representatives who have made such demands along with the dates on which these demands were made?</p>

<p>MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SMT. ANNPURNA DEVI)</p>



<p>(a) to (e) The Navodaya Vidyalaya Scheme envisages opening of one Jawahar Navodaya Vidyalaya (JNV) in each district of the country. Opening of new JNVs is a continuous process which depends on the willingness of the concerned State Government/UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya, till the permanent building is constructed. Sanction and opening of new JNV depends on approval by the competent authority. All the districts (as on 31st May, 2014) of the States/UTs, which have accepted the&nbsp;scheme, have been covered under this scheme. JNVs are not opened sub-division/ block headquarters wise.</p>



<p>The State/UT/District-wise list of JNVs established in the country at present are at Annexure-I.</p>



<p>The State/UT-wise details where new JNVs have been opened in the country during the last four years are at Annexure-II.</p>



<p>While no specific request has been received to establish JNV in every sub- division/block headquarters in the country, however, requests for setting up of JNVs have been received from public representatives/organizations, details of which are at Annexure-III.</p>

<p><em><strong>Pension benefit to teachers of Jawahar Navodaya Vidyalayas</strong></em></p>
<p>The option to switchover to the GPF Scheme was available only to the employees of those institutions which were in existence as on 1.1.1986. Since the Navodaya Vidyalaya Samiti (NVS) was registered as a society only on 28.2.1986, the option of switchover to GPF scheme was not applicable to the employees of NVS.</p>
<p>The employees of NVS had been given the benefits of Contributory Provident Fund (CPF) scheme since its inception. The New Pension Scheme (NPS), which was introduced for the Central Government employees w.e.f. 1.1.2004, was made applicable to the regular employees of NVS w.e.f. 1.4.2009. Those employees who had joined NVS on regular basis before 1.4.2009 were given an option to continue with the existing CPF scheme or to join the NPS.</p>
<p>The option was to be exercised by 3.11.2009. Those employees of NVS who have opted for and are covered under the NPS, are entitled to the benefits envisaged under this scheme. Thus, the teachers of the Jawahar Navodaya Vidyalayas are already entitled to benefits of either the CPF scheme or the NPS scheme having regard to the option exercised by them.</p>
<p>This was stated by Shri Satya Pal Singh, Minister of State for Human Resource Development in a written reply to a question in Rajya Sabha on 13.12.2018.</p>

<p>(a) whether Kendriya Vidyalayas (KVs) and Jawahar Navodaya Vidyalayas (JNVs) have been established in all districts and sub-divisional headquarters of the country;</p>
<p>(b) if so, the number of districts in the country where these schools have been established; and</p>
<p>(c) whether it is also a fact that the buildings of these schools have been constructed and if not, the details and number of such districts where the construction is yet to be completed?</p>
<p><em><strong>ANSWER</strong></em></p>
<p>MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (DR. SHASHI THAROOR)</p>
<p>(a) &amp; (b): The Kendriya Vidyalayas (KVs) are opened primarily to cater to the educational needs (upto the Senior Secondary Level in the Science, Humanities and Commerce streams) of the wards of transferable Central Government Employees, including Defence personnel, on the receipt of a proposal in prescribed proformae from the various Ministries of the Government of India/State Government/UTs committing the availability of requisite resources from their side for setting up a new KV as well as after securing the necessary sanction of the Government. The KVs are not opened on the criteria of state-wise/District-wise/Block-wise or backward and needy area wise etc. The Navodaya Vidyalaya Scheme provides for opening of one Jawahar Navodaya Vidyalaya (JNV) on an average in each district of the country. However, so far no JNV has been established in the state of Tamil Nadu. The number of KVs and JNVs established so far in various districts of the country is as follows:-</p>

<p>(c):    A total of 680 KVs and 515 JNVs are functioning from their own permanent buildings. The KVS does not construct its own building for the Vidyalayas running under the Projects Sector/ Institute of Higher Learning Categories. The construction of buildings for 264 KVs in 219 districts and 58 JNVs is yet to be completed.</p>

<p>The Ministry has replied to the questions above mentioned in Lok Sabha on 13.3.2013 as under<strong>&#8230;</strong></p>

<div>The employees of JNVs appointed before 01.01.2004 have not been found eligible for the grant of pension under the CCS (Pension) Rules, 1972 as the Navodaya Vidyalaya Samiti (NVS), an autonomous organization, was registered after 01.01.1986, the cut-off date for determining the eligibility of employees of autonomous bodies, for pension under CCS (Pension) Rules, 1972. These employees have been representing for this pension and some sections of them had proceeded on strike with effect from 06.02.2013 for fulfillment of their demands, of which the major demand related to grant of pension. The strike has since been withdrawn with effect from 15.2.2013 after assurances from the Government that all their legitimate demands would be sympathetically considered in a time-bound manner.</div>

<div>The Government has approved the introduction of the New Pension Scheme (NPS) for all the regular employees of the NVS, joining on or after 1.4.2009. Those employees who had joined the Navodaya Vidyalaya Samiti on a regular basis before 1.4.2009, including those appointed prior to the year 2004, shall have the option either to continue with the existing Contributory Provident Fund Scheme or to join the New Pension Scheme&#8221;.</div>
