<p>Subject: <strong>3-days Orientation Programme to be held from 18th-20th March 2019 for Directors and Deputy Secretaries joining the Central Secretariat under the Central Staffing Scheme at the Institute of Secretariat Training and Management (ISTM), New Delhi &#8211; regarding</strong></p>



<p>The undersigned is directed to say that 3-days Orientation Programme for Directors and Deputy Secretaries joining the Central Secretariat under the Central Staffing Scheme is scheduled to be conducted at the institute of Secretariat Training and Management (ISTM), New Delhi during 8th &#8211; 20th March, 2019. </p>



<ol class="wp-block-list"><li>The programme is designed for officers of the rank of Director and Deputy Secretary joining the Ministries/Departments for the first time under the Central Staffing Scheme. List of such officers, who have joined various Ministries / Departments is attached. The course would cover Machinery of Government, Office Procedure, Noting and Drafting, Parliamentary Procedure, Budget Procedure, Purchases Procedure and Right to Information. </li><li>There is no course fee payable and the period of the training will be treated as &#8216;on duty&#8217;. Respective Ministries/Departments are requested to nominate the officers as per the list attached and to relieve them to join the programme at ISTM, Old JNU Campus, New Delhi -110067 at 9.00 A.M. on 18t1  March, 2019. The Ministries/Departments are also requested to relieve the officers whose names are not mentioned in the list but are eligible as per para no. 2 of this O.M. The Institute is also being requested to send relevant information outlining the objects, course contents of the programme directly to the officers.</li><li>Participants are requested to fill in the online nomination form available in the link: https://www.istm.gov.in/home/online  nomination form by 8th  March 2019. 										<content:encoded><![CDATA[<p><strong>Workshop for the liaison officers of CPSES regarding “Implementation of Reservation Policy in CPSES” begins</strong></p>
<p>Shri Madhukar Gupta, Additional Secretary in the Department of Public Enterprises, M/o Heavy Industry &amp; Public Enterprises has advised the Officers of Central Public Sector Enterprises to follow the Guidelines devised by the Deptt. of Personnel, Public Grievances and Pensions and Training (DoPT) in letter and practice. Shri Gupta was inaugurating a 2 day workshop for the liaison officers of CPSEs regarding “Implementation of Reservation Policy in CPSEs” here in New Delhi today.</p>
<p>This workshop will enable the participants to:</p>
<blockquote><p>1. List out relaxations and concessions available to reserved category employees</p>
<p>2. Describe procedure for operations and maintenance of Roster for small cadre</p>
<p>3. Describe procedure for operation and maintenance of Roster for large cadre</p>
<p>4. List issues involved in Reservation in promotion, and direct recruitments (DR).</p></blockquote>
<p>It may be noted that National Commission for Schedule Castes (NCSC) has informed DPE that NCSC has taken review meetings with several Central Public Sector Enterprises (CPSEs) and anomalies in respect of implementation of DoPT orders in respect of issues pertaining to Reservation in CPSEs like Reservation Rosters, non-filling of Backlog vacancies meant for SCs and OBCs, appointment of liaison officers etc. as noticed by commission brought to the notice of the concerned CPSE. However it is informed by NCST that most of the CPSEs did not comply with Commission’s recommendations.</p>
<p>Accordingly, the NCSC had requested Department of Public Enterprises (DPE) to issue suitable instructions to Central Public Sector Enterprise (CPSE) for early implementation of the Commission’s recommendation.</p>
<p>In view of concern raised by NCSC in regard to implementation of reservation policy in CPSEs, it was decided to organize a training programme on the subject matter of “Implementation of Reservation Policy in CPSEs” through Institute of Secretariat Training &amp; Management (ISTM), an autonomous body under DoPT.</p>
<p>Nearly 56 officials from 28 CPSEs out of around 80 nominations are participating in the workshop.</p>

<p>In pursuance of the recommendations of the Committee of Experts which was set up to review the procedure of Disciplinary/Vigilance Inquiries, the Department of Personnel and Training (DOPT) had directed the Institute of Secretariat Training and Management to bring out an updated Handbook for Inquiry Officers and Disciplinary Authorities. Shri Sethu Ramalingam an Ex-Faculty of ISTM in vigilance matters who was entrusted with this work submitted the draft of the handbook well in time. Though every care has been taken to ensure the accuracy and correctness of the contents in the handbook, yet, in case the readers come across any errors or omissions, they may kindly bring the same to the notice of this Institute. <p><strong>Subject : Successful completion of mandatory CSS Training Programmes &#8211; Clarification regarding</strong>.</p>
<p>Mandatory training for CSS officers under CSS-CTP is in place vide O.M. No.4/11/2005-CSI dated 15th December, 2006, O.M. No.1/1/2009-CSI(Trg.) dated 24th February, 2010 and OM No.8/11/201000CSI(Trg.) dated 5th April, 2010 in accordance to the eligibility criteria for purposes of promotion etc., as prescribed under the <a href="http://centralgovernmentnews.com/category/css/" target="_blank">CSS</a> Rules, 2009 and relevant Regulations / Notifications.</p>
<p>2. The issue of failure to complete the mandatory training under CSS-CTP has been examined in this Department. It has been decided with the approval of the competent authority that the participant who fail to qualify the written/theory component of the mandatory training, shall be given a maximum of two more opportunities by the ISTM for clearing the exam. However, there will be no further opportunity for clearing the &#8216;general assessment&#8217; or &#8216;field component&#8217; of the tests/assignments viz., study-tour and no further facility for classroom inputs etc., would be provided. Moreover, these additional two opportunities for clearing the written component of the training programme would require such officers to take the appropriate leave from their controlling Ministries/Departments for appearing in the subsequent supplementary exams.</p>
<p>3. All the Ministries/Departments may bring the above stipulations under CSS-CTP to the notice of all the officers of the Central Secretariat Service in their respective Ministries/Departments.</p>

<p>Subject: <strong>Development of E-modules as training tool for CSS officers &#8211; invitation of applications reg.</strong></p>
<p>Department of Personnel &amp; Training is the cadre controlling authority for Central Secretariat Service Officers. Officers of CSS are nominated for training at the Institute of Secretariat Training and Management (ISTM) for various mandatory trainings under the cadre training plan. In addition to mandatory training, CSS Officers are also nominated by Ministries/Departments to other training programmes conducted by ISTM on specific topics.</p>
<p>2. As on date, no training module is available on line. It has been decided to develop e-training modules on subjects common to all Ministries / Departments with a view to enrich the existing training programmes conducted by ISTM. E-training modules will also help officers to access training material easily to acquire knowledge on such common subjects and prepare them in handling these subject matters. Further, these e-modules can also work as a primer to officers prior to attending class room sessions to make them understand the subject well and make the class room training more effective. It has, therefore been decided to invite applications from willing officers both serving and retired to prepare training material which will be converted into e-training modules.</p>
<p>3. The details of the proposal are given as under :<br />
I. Purpose of the e-modules</p>
<blockquote><p>(i) To give an overview of the subject matter.<br />
(ii) Act as a primer or introductory course.<br />
(iii) Gives the Govt. servant the basic knowledge of the subject matter and makes him capable of handling issues related tothe subject.<br />
(iv) Makes him understand where to look for in case he requires in-depth knowledge of the matter.</p></blockquote>
<p>II. What should it cover?</p>
<blockquote><p>(i) Related constitutional/legal provisions<br />
(ii) All major and important aspects<br />
(iii) Important instructions on the subject<br />
(iv) Important landmark cases decided by the apex court<br />
(v) Illustrations and hands on tutorials to test understanding of the subject.</p></blockquote>
<p>III. How should it be framed?</p>
<blockquote><p>(i) In lucid and succinct language<br />
(ii) At the end of each chapter questions to test the understanding of the subject<br />
(iii) FAQs<br />
(iv) Reference to important circulars issued by DoPT or other relevant Department<br />
(v) At the end of the course, a detailed test covering the entire course.</p></blockquote>
<p>IV. Size of the material  &#8211; The participant should be able to complete the module in seven days by devoting one hour daily.</p>
<p>V. Duration for developing the module &#8211; One month</p>
<p>VI. Fee and Consultation Fee &#8211; Rs.30,000/- per module will be paid to the officers (both serving/ retired) engaged for developing the module. The fee is payable only after acceptance of the module by DoPT.</p>
<p>VII. Subjects on which training modules are to be prepared</p>
<blockquote><p>(i) Reservation in Service<br />
(ii) Administrative Vigilance<br />
(iii) Noting &amp; Drafting<br />
(iv) Pension &amp; Other Retirement Benefits<br />
(v) Purchase Management in Govt.<br />
(vi) Records Management<br />
(vii) Parliamentary Procedure<br />
(viii) Conduct Rules<br />
(ix) Handling of court cases &#8211; basic procedure, preparation of counter affidavit, WP. SLP, affidavit etc.<br />
(x) Departmental Promotion Committees/ Promotion.</p></blockquote>
<p>4. Applications are, therefore, invited from retired / serving Central Govt. officers not below the rank of Under Secretary to the Govt. of India and who have sufficient experience of handling the subject matter to design training material which will eventually be converted into e-training modules. Experience of developing training modules will be given due weightage in selecting the candidates in case of serving officers the application should be routed through proper channel.</p>
<p>5. The application is required to be submitted in the enclosed format latest by 15th June 2013.</p>

<div>The undersigned is directed to inform that the procedure for joining and imparting training (Foundation Course) to DR Assistants of CSS as enunciated in Department of Personnel &amp; Training OM No 4/11/2005-CS-I dated 15.12.2006 and OM No. 1/1/2009-CSI (Trg) dated 24.2.2010 has been re-visited by this Department in consultation with various stake holders. Based on the suggestions and feedback, it has been decided to adopt a revised design of joining procedure for DR Assistants and their nomination for Foundation course from this year onwards. The modalities of the revised design are detailed below:-</div>
<div></div>
<div>2(i) After the receipt of dossiers of candidates from the SSC, CS-I Division of D0P&amp;T would allocate the candidates to different Ministries/Departments (hereinafter Cadre Units), who shall be responsible for completing the pre and post appointment formalities, viz. police verification, medical examination etc in respect of the DR Assistants allocated to them. The cadre units shall also be issuing offers of appointments to the DR Assistants after completing pre appointment formalities, delineating in clear terms, inter alia, the mandatory nature of Foundation Course and its direct linkage to their probation period and their subsequent confirmation.</div>
<div></div>
<div>(ii) The Cadre Units will immediately inform the CS Division about the DR Assistants who join the allocated Cadres. Based on the joining information of these DR Assistants in the Cadre Units. CS-I Division will nominate them in batches of 100-120 for their Foundation Course programme at ISTM for a period of 12 weeks.</div>
<div></div>
<div>(iii) Once CS Division nominates DR Assistants for the training, they shall stand relieved from the concerned Cadre Units. No formal relieving order would be required to be issued It is once again reiterated that the cadre units shall indicate in unambiguous terms in the offer of appointment that successful completion of training is mandatory for completing the probation by the DR Assistants and their confirmation.</div>
<div></div>
<div>(iv) The existing instructions on the subject which inter alia provides that Assistants who qualify Combined Graduate level Examination (hereinafter CGLE) would be directly nominated to ISTM for undergoing Foundation Course training thus stand superseded with the revised design spelt out in above paragraph.</div>
<div></div>
<div></div>
<div>(v) The successful candidates recommended by Staff Selection Commission based on the CGLE-2011 are accordingly allocated to various Cadre Units as detailed in the Annexure.</div>
<div></div>
<div>3. Till now all the pre appointment formalities were being carried out centrally by the CS Division of DoP&amp;T, concerned District Authorities were requested for verification of character and antecedents of the candidates qualified as DR Assistants through CGLE-2011.  Concerned District Medical Officers/Chief Medical Officers were also requested to conduct the medical examination of the candidates, Verification Reports and Medical Certificates received till date from the authorities are placed in the respective dossiers. For those candidates who are already in Government service, their present employers had been requested to furnish copies of Verification/Medical Report. These reports wherever received are placed in the respective dossiers of the candidates Verification/Medical Reports received in CS Division after dispatch of dossiers will be sent to concerned Cadre Units as and when the same are received.</div>
<div></div>
<div>4. In terms of this Departments OM No 16/11/93-CS.I dated November 26, 1993 if offer of appointment is issued after completion of pre-appointment formalities, the time period allowed to join the post should in no case exceed three months. This condition should also be incorporated in the offer of appointment. The Cadre Units may accordingly issue the offers of appointment immediately to those candidates whose verification and medical reports have been received. Where the verification reports ar yet to be received, Cadre Units may pursue the matter with concerned District Authorities to expedite the matter so as to ensure that the candidates are appointed at the earliest.</div>
<div></div>
<div>5. The original certificates with references to date of birth and educational qualification etc, shall be verified before appointments are made by the Cadre authorities. Copies of certificates submitted by candidates claiming to belong to the SC/ST/OBC etc in support of their Claim have been added to their respective dossiers. These claims may also be verified by the Cadre Units concerned.</div>
<div></div>
<div>6. ISTM has scheduled to start the 1st batch of Foundational Training Programme for DR Assistant for about 120 candidates from 21st November 2012 for a duration of 12 weeks. As such, Cadre Units are requested to Issue offers appointment in clear cases without any delay and inform the CS Division about the joining of the candidates so that timely action in the matter of conduct of the scheduled Foundation Course Programme may be taken.</div>

<div>7. In case of any doubt or suspicion as regards the eligibility or otherwise inrespect of any of the recommended/appointed candidates, concerned administrative Ministry/Department may correspond with the Staff Selection Commission giving therein complete details for getting such case(s) enquired through appropriate Government Agency</div>

<div style="text-align: justify;">Subject:<strong> Nomination of Stenographers Grade ‘D’ of CSSS with seven years of approved service for Level-I Training programme to be conducted by ISTM w.e.f 19/I 1/2012 to 07/12/2012-reg.</strong></div>

<div style="text-align: justify;">The undersigned is directed lo refer to this Department’s OM No. 20/28/2010-CS-II(A) dated 20/10/2011 (available on the web-site of the DoP&amp;T) regarding Cadre Training Plan (CPT) for the officers / officials of Central Secretarial Stenographers Service (CSSS) and to say that Stenographers Grade ‘D’ with seven years of approved service, whose names are given in the (Annexure-I), are nominated to participate in the Level-I Training programme being conducted by the ISTM from 19/11/2012 lo 07/12/2012. It is requested that these officials may please be relieved of their duties with the direction to report to Ms. Savita Sen. Assistant Director, ISTM, Administrative Block. JNU Campus (old), New Delhi at 9.00 AM on 19th November 2012.</div>

<div style="text-align: justify;">2. Cadre Units of CSSS are also requested to ensure that the officials nominated to the above Level-I training programme are relieved in time as this training course is mandatory in nature and the Stenographers Grade ‘D’ (with seven years approved service) who do not complete and qualify the Level-I training programme shall not be promoted to the grade of Personal Assistant till such time they pass the examination conducted by the ISTM. Absenteeism and withdrawal from the course, including part/different components of the programme, may not be allowed in normal circumstances.</div>

<div style="text-align: justify;">3. As part of the Training course, the participants would be taken on a study tour. In order to meet the expenditure for the study tour, all the administrative Ministries/Departments are required to sanction an advance of Rs 20,000/- (Rupees Twenty thousand only) as TA/DA advance for each for each participant along with their relieving order.</div>

<div style="text-align: justify;">4. Cadre Units of CSSS are also requested to send Curriculum Vitae of each participant specifically indicating their gender in prescribed proforma given in the Annexure-II to Ms.Savita Sen, Assistant Director, ISTM, New Delhi, Ms.Savita Sen. Assistant Director is accessible on Phone No.011-26165593.</div>
