<h3 class="wp-block-heading">Subject: Launch of “ePratiniyukti”- a single window, online Deputation Module for receipt and processing of deputation applications/ Cadre Clearance of IRS (C&amp;CE) Officers-reg.</h3>



<p>As you &nbsp;are aware, deputation &nbsp;is one of the modes &nbsp;of recruitment &nbsp;to various posts/ positions &nbsp;under &nbsp;Government &nbsp;of India as well &nbsp;as State Governments. &nbsp;Deputation &nbsp;provide s officers with exposure to other areas of work as also facilitates cross learning and knowledge .· transfer. Besides learning and acquiring new skills, deputation also provides avenues for the career progression of the officers.</p>



<p>2. The present deputation procedure for IRS(C&amp;CE) Group A officers involves routing applications in manual/ hard copy mode, through proper channel which is both lengthy and cumbersome with avoidable delays and duplication of work.</p>



<p>3. In view of above and  also CBIC’s focus on paperless  work  and  promoting  digital governance , <strong>“ePratiniyukti”</strong> – a single window, Online Deputation Module is being launched w.e.f. 28-08-2020 for receipt and processing of deputation applications/ Cadre Clearance of IRS (C&amp;CE) Officers. This module brings together all stakeholders i.e.  Ad.II Section CBIC/ Ad. V  Section CBIC/DGoV/DGHRD and  CCOs/DGs as well as all IRS(C&amp;CE) officers on a  single  platform  for  streamlining  Cadre  Clearance  procedure  for  swifter  and  seamless processing  of  cadre  clearances.  The  endeavor  is  to ensure  end -to-end  cadre  clearance processing for  deputation  in  <strong>10 working  days.</strong></p>



<p><strong>4. In this regard, the following are the SOPs/ instructions &nbsp;for &nbsp;information &nbsp;and compliance by all concerned:</strong></p>



<ul class="wp-block-list"><li><strong>e-Pratiniyukti</strong>  is   hosted   on    the    official    website    of    DGHRD-CBIC (www.dghrdcbic.gov.in).  Link  has  also  been  provided  on  the  CBIC   website (www.cbic.gov.in). All  IRS (C&amp;CE) officers desiring to apply for deputation can login into the module with their @nic.in/@gov.in email  ID  and default  password cbic#l23: However , the default password must be changed upon first login.</li><li>Vacancy circulars would be uploaded into the Module by Ad. II Section CBIC. Vacancy Circulars that are uploaded by the Board in the deputation module would be visible at the user end at the <em>Home page </em>of the deputation module. User may apply against any  of  these  deputation  vacancies,  by  clicking   over the relevant circular/advertisement and by filling the requisite information for the post concerned. Even if a vacancy circular comes to the notice of an Officer which is not featured on the module, the officer has the facility to apply by attaching pdf of the said Circular.  <strong>However, it may be noted that vacancy circulars intended for confidential circulation shall not be uploaded in the module and the officers are advised not to applv for such posts through ePratiniyukti. Such vacancies/applications will continue to  be processed  manually.</strong></li><li>For applying through e-Pratinyukti, a standard template is also required  to be filled by the officer providing various information, reference documents etc. It should be ensured by the applicants that the information/particulars provided is accurate. A mandatory declaration to this effect is provided on the relevant screen.</li><li>All applications for any deputation vacancy/ posts should, as far as possible, be submitted at least <strong><u>10 working days before the last date mentioned in the vacancy circular.</u></strong></li><li>To facilitate smooth transition, only applications received up to 31st August, 2020 shall be processed as per existing practice. Thereafter, all deputation applications (barring those meant for confidential circulation) shall be received and processed only through e-Pratinyukti. All stakeholders -CCO/Directorates/DGHRD (HRM-I)/ Directorate General of Vigilance/ Ad. V Section shall furnish requisite documents/information including response to queries to AD.II Section, only through the said  module.</li><li>As soon as an officer applies against any deputation vacancy, the application would get transmitted simultaneously to each stakeholder for action/ processing i.e. Ad. II Section, Ad. V Section, DGHRD HRM-I, DGoV and the concerned CC/DG. An application alert would be flashed to the all stakeholders including the CC/DG concerned and the nominated nodal officer (ADC/JC) in their office. Each stakeholder will act upon it independently and simultaneously without waiting for any other request/letter from Ad. <em>III </em>Ad. V or any other authority.</li><li>The CC/DG office shall forward the application in online mode in the module to AD II Section along with documents/certifications etc., wherever required. <strong>The requisite action by CC/DG office would need to be completed within 2 working days.</strong> The CC/DG office should not withhold forwarding of the application. However,  CCs/DGs will  have the option to fo1ward the application  with remarks/ comments,  if any. Additionally, the facility to upload, documents is also available.</li><li>Where an application is not forwarded by the CCO/ Directorate within the prescribed time limit, Ad II Section shall have the option to get the application force forwarded in the system from CCO/DG. Other stakeholders are not required to wait  for forwarding of application by the CCO. They shall immediately take up /complete the requisite action at their end (within prescribed timelines) as soon as application is submitted by the officer in the module as the application gets transmitted to all stakeholders for simultaneous processing.</li><li>Upon receipt of notification of incoming application from the officer, the Nodal officers in DGHRD (HRM-1)/Ad. V Section/DGoV shall immediately and simultaneously act on it without waiting for the application to be forwarded by the CCO.</li><li>DGHRD (HRM-I) would transmit the requisite documents i.e. APARs/IPRs to Ad. II in online mode only through the Module to Ad. II Section, <strong><u>within maximum of 2</u> <u>working days.</u></strong></li><li>As mentioned above, Ad.V Section &amp; DGoV would receive the application simultaneously. DGoV shall not wait for any further/separate letter etc. from Ad. V Section and shall process the Vigilance Status and the same will be submitted to Ad. V Section in online mode through module only. Upon receipt of Vigilance status from DGoV, Ad.V Section shall submit the Vigilance status/Vigilance clearance to Ad. II Section can also seek any further information/ clarification form DGoV through the module. The timeline for DGov and AD V Section taken together for transmitting the requisite clearance /status to Ad .II in online mode <strong>would be maximum 4 working days ( 2 working days each for DGoV and  AD.V).</strong></li><li>Ad II Section may  seek  any specific information, additional information/documents etc. from CCO/DG or DGHRD (HRM-I) or AD V Section through the module. DGHRD may also seek some additional documents/ information from the CCO/DG concerned in the module.</li><li>All documents shall be processed through online mode only in the said module and no manual/ hard copies be accepted after the date indicated  in Para 5.</li><li>In cases where documents/ APARs/ Vigilance status are required by Ad.  II  for certain appointments (e.g. in case of appointment  as  personal  staff  of  Hon’ble Ministers), Ad. II Section can initiate and send  request  to  CCO/DG, DGHRD (HRM­ I), DGoV, Ad. V Section, as applicable. In such cases, there is no need for any application to be submitted by the officer in the module.</li><li>Upon receipt of all documents/ <a href="https://centralgovernmentnews.com/tag/APARs/" target="_blank" rel="noreferrer noopener">APARs</a>/ Vigilance clearance etc, Ad II Section would take print out of the application and requisite document, and process the cadre clearance file <strong>within 4 working days (maximum).</strong></li><li>If required, Ad II Section may seek further clarification/documents etc from the concerned CC/DG or DGHRD (HRM-·I)/Ad. V Section. However, this query/ requirement should be routed tlrrough online mode only.</li><li>Upon specific request from borrowing authorities, Ad II may also seek attested hard copies of documents from DGHRD (HRM-I) through request routed through ePratiniyukti only.</li><li>On completion of the processing of cadre clearance, the application shall be closed by Ad II Section in the said module by giving the action completed date.</li><li>The officer can track his application status online Email/ SMS alerts would also be sent at every stage/ step of application processing</li></ul>



<ul class="wp-block-list"><li>For accessing deputation module and processing of applications, all stakeholders i.e. Ad. II Section, Ad. V Section, DGoV, DGHRD (HRM-I) and all CCOs/ Directorates shall have two email IDs mapped in the system/module. For CCOs/ Directorates, one email will be same as the official email ID of CCO/ Directorate and the other email ID has been created. The list of such email IDs of all CCOs/ Directorates is enclosed as&nbsp;<strong>Anncxure-I.</strong></li><li>The email &nbsp;IDs or Ad. II Section Ad-II, &nbsp;Ad. V Section &amp; DGoV is being communicated through email separately.</li><li>Apart from email IDs, two mobile numbers each of these action holders can &nbsp;be mapped in the module for alerts. The alerts will be sent on mapped email IDs as well as mobile numbers of the action The mobile number/nodal officer details can be changed by the action holders in their profile.</li><li>The main objective of this module is to bring complete transparency and ensuring time bound processing/ accountability in the processing of cadre clearance for deputation of IRS (C&amp;CE) officers. All stakeholders shall &nbsp;strictly &nbsp;act &nbsp;within &nbsp;the &nbsp;prescribed timelines.</li><li>To ensure monitoring of pendency/ status of various deputation applications, Monitoring Dashboard with MIS/ Report generation facility will be provided to the Chairman CBIC, Member (Admin) CBIC, DG DGHRD, ADG CVO,&nbsp; DGoV &nbsp;HQ, CBIC, Commissioner (Coord) and ADG (HRM-I) DGHRD.</li><li>A process flowchart of processing in&nbsp;<strong>e-Pratiniyukti</strong>&nbsp;is enclosed for information (Annexure-II). Step by step process guide is available in the module under “FAQ/ Help Guide”. For any help/ support, email can be sent to: deputation­ dghrdcbic@gov.in</li><li><strong>It is clarified that submission of deputation application does not confer any right to any officer to cadre clearance. Decision of the competent authority shall be final in this regard.</strong></li></ul>



<p><a href="https://centralgovernmentnews.com/providing-opportunity-for-submitting-representation-to-the-employees-who-have-been-awarded-below-very-good-grading-in-their-last-three-years-apars-for-the-purpose-of-macps/">Providing opportunity for submitting representation to the employees who have been awarded below “Very Good” Grading in their last three years’ APARs (for the purpose of MACPs)</a></p>



<p>It is requested that the SOP /Instructions may be disseminated to all officers under your jurisdiction. It is further requested that all officers/ stakeholders should strictly adhere to these instructions on deputation cadre clearance processing, keeping in mind the timelines prescribed.</p>

<p>A delegation of the Indian Revenue Service (IRS) officers met the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here today and sought intervention by Department of Personnel &amp; Training (DoPT) for the clearance of backlog in promotions.</p>
<p>In a memorandum submitted by the members of delegation, it was pointed out that around 450 posts of Joint Commissioner / JAG level are lying vacant, but there are no officers eligible to be promoted because Recruitment Rules prescribe minimum residency of 5 years at Deputy Secretary level as eligibility criteria. Officers up to 2007 batch have already been promoted and therefore, they requested for relaxation of 9 months for gaining eligibility for the officers of 2017 batch who have been left out. The members of delegation sought Dr Jitendra Singh’s intervention so that the DoPT could take a holistic view of circumstances and grant relaxation for promotion to JAG / JC-IT.</p>
<p>Prominent IRS officers who led the delegation included Shri Rajesh Menon from Mumbai, Shri Anantharaman Aiyer from Delhi, Shri C.K. Singh and Shri B.K. Singh.</p>

Subject: <strong>Use of email based communication for Paperless Assessment Proceedings-reg.</strong></p>
<p>Paperless assessment/ e-assessment has been conceived to usher in a paperless environment while carrying out regular assessments of cases selected by the Department. In this regard, to start with, the Board had, during the last Financial Year, decided to implement the e-mail based assessments on a pilot basis in non-corporate charges of 5 cities ie. Ahmedabad, Bangalore, Chennai, Delhi and Mumbai where the e-mail based assessment proceedings were initiated and disposal of several cases has been reported.</p>
<p>2. It has now been decided to cover two more cities, namely Hyderabad and Kolkata, for implementing e-mail based communication scheme for paperless assessment proceedings. It shall now be open for all the taxpayers assessed in those seven cities, whose cases have been selected under scrutiny, to opt for being scrutinized under the e-mail based paperless assessment proceedings by giving their consent. However, the cases, which require submission of voluminous documents and it is not practicable to submit the scanned copies thereof through e-mail, the documents could be received by the assessing officer in physical form provided reasons are recorded for the same. It is also necessary that proper Note-sheet is maintained for recording the entire proceedings.</p>
<p>3. The Directorate of Systems is in the process of developing a dedicated module. for comprehensive e-scrUtiny. Till the same gets functional, the Assessing Officers may be advised to follow Notification No.2/2016 dated 3rd Feb 2016 issued by Pr. DGIT(Systems) prescribing the procedure, formats and standards for ensuring secured transmission, of electronic communication. Further, the instructions issued by the Member (IT) vide his D.,O dated 9th May 2016 may also be strictly complied with.</p>
<p>4. In order to make the Scheme a success, you are requested to give due publicity in media and create awareness and a sense of confidence so that the taxpayers of the above seven cities, whose cases have been selected under scrutiny, give their consent for being covered under the e-mail based paperless assessment proceedings.</p>

										<content:encoded><![CDATA[<p>Seeking to check IAS dominance, a confederation representing thousands of IPS, IRS officers among 20 civil services, has sought fair representation on an empowered committee that will examine the 7th Central Pay Commission recommendations.</p>
<p>In a memorandum submitted to Cabinet Secretary P K Sinha and Expenditure Secretary Ratan Watal recently, it demanded that the representation of any one service should be restricted to 25 per cent of the total strength of the committee.</p>
<p>The Union Cabinet had on January 13 given its approval for setting up an empowered committee of Secretaries under the Cabinet Secretary to process the recommendations of the pay panel.</p>
<p>The move assumes significance as various civil services have been raising their voice against career benefits enjoyed by officers of the Indian Administrative Service (IAS) and Indian Foreign Service ( IFS).</p>
<p>The Confederation of Civil Services Association (COCSA) has highlighted the “apprehensions” shared by a “majority” of officers and requested for a fair representation to other services on committee, limiting the representation of any one service to 25 per cent of the total strength, said senior IRS officer Jayant Misra, its convener.</p>
<p>The COCSA had in December forwarded a memorandum and sought an appointment with the Cabinet Secretary to explain to him the “concern” of these officers.</p>
<p>“We are still waiting for an opportunity to meet the Cabinet Secretary. We have submitted fresh Memoranda dated January 19, 2016 to the Cabinet Secretary and also to the Expenditure Secretary, reiterating our demand that equitable representation be given to various services in all the bodies or committees etc. looking into or implementing recommendations of the 7th CPC, so that there is no domination by any particular service,” he said.</p>
<p>Amid a bitter war of words among services, the confederation maintained “that officers from various services continue to maintain excellent interpersonal relations and serve the Government with full devotion”.</p>
<p>“Cohesion and camaraderie among various civil services are essential pre-requisites for good governance and efficient public service delivery.</p>
<p>“The onus of strengthening these attributes lies on the officers of these services, but somewhat more on the officers who control the service conditions of the services, particularly when they are expected to render absolutely objective and neutral advice to the competent authorities, even if it may be perceived as disadvantageous to their own service,” the memorandum said, citing its concern.</p>
<p>In the present context, strong evidence was presented before the Pay Commission regarding unfair, unjustified and exclusive edge to two services, the confederation said.</p>
<p>“Our arguments were accepted and favourable recommendations were made by the Commission in a majority voice, and the final decision will be taken by the Cabinet in due course,” it said referring to the report submitted by the pay panel in November last year.</p>
<p>Two factors, however, raised concerns among thousands of officers whether the recommendations of the Commission will ever be taken to logical conclusion.</p>
<p>“First, the dissenting notes of one member of the Pay Commission in violation of the time-honoured principle of ‘nemo judex in causa sua’ (No one can be a judge in his own cause), and second, the very meagre level of compliance of the PMO’s instructions of reducing the huge inter-service gap in empanelment to the Joint Secretary level by December 2015.</p>
<p>“When instructions from even the highest office of the country are not being complied, one cannot blame the affected officers if they get hugely disappointed and agitated, and approach the service associations for espousing their cause,” said the COCSA, that comprises 20 services including IPS, Indian Revenue Service, Indian Forest Service, Indian Audit and Accounts Service and Federation of Railway Officers Association (representing nine railway services).</p>

<p>New Delhi: Various service associations of All India Services and allied services have represented to the Seventh Pay Commission seeking pay parity with IAS officers and adequate representation in central government’s policy making positions.</p>
<p>Officers associations of Indian Police Service (IPS), Indian Revenue Service (IRS), Indian Audit and Accounts Service (IA&amp;AS) and Indian Forest Service (IFoS) have made detailed presentations to the Pay Commission about their grievances and suggestions for the future.</p>
<p>Though made separately, the associations’ presentations unanimously voiced their demand for ensuring pay parity with IAS officers and a share in Joint Secretary-level posts at the Centre.</p>

<p>The Indian Revenue Service officials demanded that top level posts be increased to accommodate them on par with IAS officers. Asserting that they were involved in the important task of collecting revenue for the government, the IRS officers association said the superiority of IAS and Indian Foreign Services (IFS) officers should go as they did not face any hardships.</p>
<p>Listing out the “disparities”, the associations complained about delay in empanelment of officers of their services as Joint Secretaries at the centre vis-a-vis IAS officers. For example, they said, while a 1997 batch IAS officer is empanelled as Joint Secretary, for empanelment of an IPS officer he has to be of the 1993 batch, 1994 batch for IA&amp;AS and 1989 for IFoS.</p>
<p>These organisations deprecated IAS officers deciding the fate of other All India Services and Allied services officers.</p>
<p>The IRS officers also demanded positions ranging from Superintendents of Police to Joint Directors in the CBI for its officers, claiming they were equipped to deal with economic crimes.</p>
<p>IA&amp;AS memorandum also sought equality in rules governing central deputation and allowances.</p>
<p>In its representation, the IPS Officers Association deplored that its demand for pay parity with IAS and IFS has been ignored by successive Pay Commissions.</p>
<p>“But the same (their demand) has not found favour with the Commission. Unfortunately, the reasons for turning down the request were never based on merit but through direct acceptance of flawed arguments made by the other side on the basis of specious premises,” it said.</p>
<p>The IPS officers also demanded that there be more options for them in central staffing and policy making, especially police-specific jobs like internal security division under the Union Home Ministry.</p>
<p>There are hardly any joint secretary or secretary level officers in the bureaucracy from IPS. The memorandum also said that out of 111 posts of Central Vigilance Officers, only 21 were occupied by IPS officers.</p>
<p>It also spoke about the duty of a police officer which went beyond his ordinary scheduled work hours. “A police officer is subject to restrictions on his private life, one of which is the obligation to obey an order to return to duty,” it said.</p>
<p>The duty hours spanned more than 16 hours a day and, therefore, there was a need to introduce an ‘Overtime Allowance’ for police personnel.</p>
<p>Previous UPA regime had announced the Seventh Pay Commission which was constituted on February 28, 2014. Chaired by Justice Ashok Kumar Mathur, it has Vivek Rae as full-time Member, Ratin-Roy as part time Member and Meena Agarwal as Secretary.</p>
<p>The Commission has been given 18 months to submit its recommendations and its term expires in October this year.<br />
