<h3 class="wp-block-heading">Sub: Amendment to Para 122 of IREM Vol.I &#8211; Provision regarding filling up posts of Station Masters.</h3>



<p>Attention is invited to Para 122 (1) (iii) of IREM Vol.I (Revised Edition 1989), First Re-print Edition, 2009, detailing the categories eligible for filling up the post of Station Masters in Level 6 against the 25% General Selection Quota.</p>



<p>The matter has been reviewed by Board and it has been decided that Shunting Master/Jamadar &amp; TNCs, in Level-6 may also be made eligible for promotion to the post of Station Master in Level-6 against the 25% General Selection Quota. This will be treated as lateral transfer and not entitled for fixation of pay in same level of Station Masters.</p>



<p>The last line of para 122(1)(iii) viz. “Staff in Level-1 (erstwhile 6th CPC GP Rs.1800) may be allowed to appear with qualification of matriculation and 5 years of regular service”<strong>&nbsp;may be read as</strong>&nbsp;“Staff in Level-1(erstwhile 6th CPC GP Rs.1800) of the Operating Department who are matriculates, and have 5 years of regular service in Operating Department”.</p>



<p>Para No. 122(3) “Upper age limit for promotion of Switchmen (and Levermen and Cabinmen, wherever they are considered in lieu of Switchmen) as SM against 25% Quota set apart for them will be 50 years”, may be deleted.</p>



<p>Accordingly, Para 122 (1) (iii) of Indian Railway Establishment Manual, Volume-I (Revised Edition 1989) First Re-print Edition, 2009 is amended as per ACS No.280 enclosed herewith.</p>

<p>Dear Sir,</p>
<p>Sub: <b>Relaxation of residency period for promotion of Jr. Accounts Asstt (GP 2800/-) as Accounts Asstt (GP 4200/-) on Indian Railways-reg.</b></p>
<p>NFIR invites kind attention of the Railway Board to the provisions made in the Indian Railway Establishment Manual Vol. I (2009 Edition) &#8211; Para 171 (5) wherein it has been stipulated that the posts of Accounts Assistants in GP 4200/PB-2 will be filled by promotion of Jr. Accounts Assistants in GP 2800/- on completion of three years service in the Grade and on passing Appendix-ll Examination. The said para of the IREM is reproduced below:-</p>
<p>&#8220;The posts in the grade of Accounts Assistants in Scale Rs. 1400-2600 will be filled by promotion of Junior Accounts Assistants in Scale Rs. 1200-2040 after they have completed three years service in the grade and passed Appendix II examination. Provided that the condition of passing the Appendix II Examination will not be applicable to those Jr. Accounts Assistants, who were promoted as such against un-qualified senior suitable quota as per clause 3 (ii) above&#8221;.</p>
<p>2. Further the Federation brings to the notice of Railway Board that vide provision contained in Para 215 (a) of IREM (Rules governing the promotion of Group ‘C’ Staff) &#8211; Section B/Chapter I, it has been laid down that for promotion within Group ‘C’, a minimum of 2 years service in the immediate lower Grade is necessary.</p>
<p>In view of the above, Federation proposes that the minimum residency period of three years for promotion of J AA to Accounts Assistants with the condition of passing Appendix 11 IREM Examination be reduced to two years for ensuring equitable justice to staff.</p>
<p>NFIR, therefore, requests the Railway Board to kindly consider the above points and amend the extant provision of 3 years residency period to two years as is in vogue in other than Accounts Department/which would enable appendix qualified staff to get promotion to the post of Accounts Assistant.</p>
<p>Federation may please be replied of action being taken on the above proposal.</p>

<p><strong>Sub:- Promotion from GP Rs.1800 (Level-1) to GP Rs.1900 (Level-2) against 33-1/3% quota &#8211; Minimum eligibility condition of service for selection.</strong></p>
<p>In terms of provisions contained in Para 189 of IREM, Vol.I, Railway servants in erstwhile Group &#8216;D&#8217; categories for whom no regular avenue of promotion exists, 33-1/3% of the posts in the lowest grade of Commercial Clerks, Ticket Collectors, Trains Clerks, Office Clerks, Stores Clerks etc. are eligible for promotion on completion of 3 years continuous service, which is relaxable for SC/ST employees who are eligible on completion of probation in recruitment grade, which is 2 years (Para 104 of IREM).</p>
<p>2. One of the Federations (NFIR) have raised an item in the PNM forum to prescribe two (02) years residency condition for promotion from GP Rs.1800 (Level-1) to GP Rs.1900 (Level-2) against the above quota. The issue has been examined by the Board and it is now decided, that henceforth, staff will be eligible for promotion against 33-1/3% quota on completion of 2 years continuous service in the relevant grade on successful completion of probation period, irrespective of the fact whether such staff belong to GEN/OBC/SC/ST. These instructions will be effective from date of issue.</p>

Sub: <strong>Non-charging of annual increment in case of prolonged sickness followed by sad demise of the Railway employees</strong></p>
<p>As per provision under para 606(ii)(a), Chapter VI of the IREM Vol. I, the annual increment of the Railway employee is charged from the due date, i.e. presently from 1st July, only, when the employee resumes duty in case he/she is on leave or on sick list prior to that day.</p>
<p>It has been brought to the notice of AIRF that there are certain cases wherein the employee, due to prolonged sickness, followed by sad demise, could not resume duty on or after 1st July, i.e. due date of increment, and subsequently expired. Non-resumption of duty in such cases was beyond his/her own control because of serious ailment for which he/she was unable to resume duty and subsequently expired. In compliance of the above provision of the IREM, no annual increment from 1st July, i.e. due date, is charged in such cases and there is substantial cumulative loss at the time of settlement of such deceased employees.<br />
It may be appreciated that non-resumption of duty on the date of annual increment or thereafter due to prolonged sickness and subsequent death of the employee, being a hard case, should not debar him/her from charging of annual increment from the due date, as a result of which, he/she sustains cumulative financial loss, which is highly unfair and unjustified as well.</p>
<p>It is, therefore, urged upon that necessary clarification in this regard may be issued to all the Railway administrations to permit charging of annual increment in cases when the employee is unable to resume duty on the date of annual increment, i.e. 1st July at present and subsequently expires on this account, in the interest of justice, so that no undue financial loss is sustained by the bereaved family of the deceased employee on this account.</p>
<p>An early action in the matter shall be highly appreciated.</p>
