<h3 class="wp-block-heading">Sub:- Provision of economy meals and affordable packaged drinking water in GS coaches.</h3>



<p>Ref:-(i) Board’s letter of even no. dated 27.06.2023.<br />(ii) IRCTC’s letter no. Z019/IRCTC /Catg./Policy Instructions/ 02 dated 20.07.2023 &amp; 25.07.2023.</p>



<p>This is in continuation to Board’s instructions issued vide letter referenced above (Ref-i) vide which Zonal Railways/ IRCTC were advised to take necessary action for making provision of economy meals and affordable sealed glass of packaged drinking water at platforms of stations for the passengers of GS coaches. Further, IRCTC, vide letter dated 20.07.2023, has raised few concerns regarding implementation of the scheme. The same have been examined in Board’s office and following is advised:</p>



<p>1. Zonal Railways must ensure earmarking of space at platforms for service counters in terms of Board’s letter dated 27.06.2023 to enable IRCTC to provide seamless service of economy meals, snack/combo meals and affordable packaged drinking water to passengers of GS coaches. The compliance in this regard may be forwarded to this office by <strong>27.07.2023.</strong></p>



<p>2. Any one option of the following rice based economy meals may also be made available from such service counters in addition to the aloo-poori economy meal as per the details below:</p>

<p>3. The existing Refreshment Rooms at B &amp; below category of stations which are under the management of Zonal Railways should also make provision of such economy meals, combo/snack meals and affordable packaged drinking water to the passengers of GS coaches through extended service counters under the framework of Board’s instructions dated 27.06.2023 and related instructions issued from time to time.</p>



<p>Immediate necessary action may be taken in accordance with the above.</p>

<p>The issuance of Passes and PTOs for serving/ retired railway employees has been made online through E-Pass/PTO Module of HRMS. Now e-tickets can be booked through IRCTC app/portal against the E-Passes/PTOs generated in HRMS Module. References have been received in this office to streamline ticket checking activity for Railway staff travelling with e-tickets booked on E-Pass/PTO.</p>



<p>2. The matter has been examined and it is desired that in case of railway staff travelling on e-ticket generated on E-Pass/PTO, the following may be ensured:-</p>



<ul class="wp-block-list">
<li>(i) During the journey, Railway personnel/ eligible family member booked on E-Pass/PTO will be required to carry the e-ticket in digital mode or printout. In case of non production of e-ticket in the aforesaid format, a penalty of ₹ 50/- as applicable in case of e-ticket shall be imposed.</li>



<li>(ii) Any one of the passenger booked on the E-Pass/PTO is required to carry one of the prescribed proofs of identity during the journey, failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly. Prescribed proofs of identity will be the same which have been stipulated for undertaking journey in reserved Classes.</li>



<li>(iii) Passengers holding Wait Listed physical tickets issued from PRS counter against E-Pass/PTO can undertake journey if vacant accommodation is available in eligible Class, including in higher Class if eligible to travel on payment of difference of fare. In this case the E-Pass/PTO will be considered as used for that leg of journey, unless the PRS ticket is cancelled within the prescribed time limit stipulated in Refund Rules. Further, at present, in case the status of all the passengers booked on an e-ticket is Wait Listed at the time of preparation of first reservation chart, names of all the passengers booked on that e-ticket are dropped from the reservation chart and such passengers are not authorized to undertake journey in the train and if found travelling in the train, are charged as travelling without ticket. This provision will also be applicable in case of fully Waiting List e-tickets booked on E-Passes/PTOs. In such case, the E-Pass/PTO will become valid for further booking. In case of travel requirement on E-Pass/PTO after preparation of first Reservation Chart in a train having RAC/WL, unreserved tickets should be got issued from UTS/Station Booking Counter for undertaking journey in unreserved compartment/ available Class. If vacant accommodation becomes available, berths/seats as per entitlement of E-Pass/PTO holder may be allotted. E-Pass/PTO will be treated as used for the leg of journey upto which booking has been made in UTS/Station Booking Counter.</li>



<li>(iv) An intimation regarding above provisions should be given on the site of HRMS at the time of issuing E-Pass/PTO. A message on this account should also be sent to railway personnel at the time of issuing E-Pass/PTO/e-ticket.</li>



<li>(v) Passengers travelling with only E-Pass/PTO without booking a valid ticket on the same will be treated as travelling without ticket and charged accordingly.</li>
</ul>



<p>3. CRIS will make necessary modifications in the software if any.</p>



<p>4. Necessary instructions may be issued to all concerned for taking further necessary action accordingly.</p>

<h2 class="wp-block-heading">Subject: Modification of instructions regarding Booking of Air Tickets on Government account.</h2>



<p>In view of the decision of the Government for disinvestment of Air India, it has already been decided that in all cases of air travel where the Government of India bears the cost of air passage, air tickets shall be purchased only from the three authorized Travel Agents viz.</p>



<ul class="wp-block-list">
<li>i. M/s Balmer Lawrie &amp; Company Limited (<strong>BLCL</strong>)</li>



<li>ii. M/s Ashok Travels &amp; Tours (<strong>ATT</strong>)</li>



<li>iii. Indian Railways Catering and Tourism Corporation Ltd. <strong>IRCTC</strong>)</li>
</ul>



<p>2. Ministry of Finance, Department of Expenditure vide their O.M. No. 19024/03/2021/E.IV, dated 16 June, 2022 has issued certain instructions regarding booking of air -tickets on Government account in supersession to their earlier instructions on the subject. Ministry of Finance&#8217;s modified instructions are adopted and circulated to all Indian Railways/PUs in the following manner:</p>



<p>3. The choice of the Travel agent from amongst the 03 Travel agents under para-1, for booking of ticket for tour and LTC is left open to the Railways/PUs and to the official in case of self. booking, based on convenience and service quality. Tickets for all employees for a single tour should be done through one selected Travel Agent only. No agency charges/convenience fees will be paid to these three booking agencies.</p>



<p>4. Employees are to choose flight having the&nbsp;<strong>Best Available Fare</strong>&nbsp;on their entitled travel class which is the&nbsp;<strong>Cheapest Fare</strong>&nbsp;available, preferably for Non-stop flight in a given slot at the time of booking:-</p>



<p>(a) On the day of travel in the desired 3 hours slot of following time band — 00.00 to 03.00, 03.00 to 06.00, 06.00 to 09.00, 09.00 to 12.00, 12.00 to 15.00, 15.00 to 18.00, 18.00 to 21.00, 21.00 to 24.00.</p>



<p>(b) with provision of optimizing within a 10% price band, for convenience and comfort.</p>



<p>5. Employees are encouraged to book flight tickets at least 21 days prior to the intended date of travel on tour and LTC, to avail the most competitive fares and minimize burden on the exchequer. Accordingly, wherever possible, approval of the tour programme and LTC may be obtained at least 21 days prior to the intended date of travel.</p>



<p>6. Any booking made within less than 72 hours of intended travel on Tour, will require the submission of self-declared justification by the employee.</p>



<p>7. Employees are also encouraged to avoid unnecessary cancellations. Cancellations made less than 24 hours before intended travel, will require the submission of a self-declared justification by the employee.</p>



<p>8. Employees should préferably book only one ticket for each leg of intended travel. Holding of more than one ticket is not allowed. However, in case of special exigencies or exceptional circumstances, a maximum of two tickets for the alternative flights for different time-slot may be booked for the same leg of travel with the self-declared justification for the same. In such exceptional circumstances, the booking of two alternative flights be done with the approval of the authority competent to approve the air travel.</p>



<ul class="wp-block-list">
<li>(a) While tickets may be arranged by the office through the Travel Agent, employees are encouraged to make ticket booking digitally through the Self Booking Tool/online booking website/portal of these 3 authorized Travel agencies only.</li>



<li>(b) Employees must register their official Government Email-id with these 3 Travel agencies to book their air tickets digitally through above modes for travel ‘by any airlines.</li>
</ul>



<p>10. Railways/PUs should ensure the availability of sanctioned Budget for Domestic and Foreign travel for their employees.</p>



<p>11. In case of unavoidable circumstances, where the booking of ticket is done from unauthorized travel agent/website, (i) JS/Railway Board in cases of Railway Board, (ii) PHoD/CHoD/HoD with independent charge not below SAG level in Zonal-Railways/PUs &amp; (iii) DRM in Divisions are authorized to grant relaxation with Finance concurrence.</p>



<p>12. All Railways/PUs are to clear their dues on account of air ticket to the concerned travel agent within a maximum of 30 days from completion of journey.</p>



<p>13. To ensure timely payment of air ticket to the travel agents, to confirm the performance of journey, the employee has to submit a certificate/undertaking in prescribed proforma (enclosed as Annexure-1) within 72 hours of completion of journey. TA bill may be submitted later as per the existing rules.</p>



<p>14, Railways/PUs must clear all previous outstanding dues to the travel agents by 15th February 2023.</p>



<p>15. No Mileage Points will be generated against travel on Government account.</p>



<p>16. All Railways/PUs are directed to’ ensure strict compliance of the order and to widely circulate this O.M. in all offices including Attached/Subordinate Offices/Autonomous Bodies under their control.</p>



<p>17. The instructions regarding Air Travel entitlement of Railway employees as issued under Board’s letter No. F(E)I/2017/AL-28/41, dated 24.08.2017, 25.09.2017, 24.04.2018, 08.05.2018 &amp; 10.05.2018 and as consolidated vide Board’s letter No. F(E)I/2021/AL-28/47, dated 13.08.2021 shall remain in force.</p>



<p>18. This letter is issued in supersession of Board’s earlier instructions issued vide letter of even No. dated 11.01.2022 on the subject.</p>



<p>19. This issues with the approval of the Board (MF, CRB &amp; CEO).</p>

<p>To facilitate passengers, Indian Railways has decided to increase the limit of booking maximum 6 tickets in a month to 12 tickets by a user ID which is not Aadhaar linked and the limit of booking maximum 12 tickets in a month to 24 tickets by a user ID which is Aadhaar linked and that one of the passengers in the ticket to be booked is verifiable through Aadhaar.</p>



<p>At present, maximum 6 tickets in a month can be booked online on IRCTC website/app by a user ID which is not Aadhaar linked and <strong>maximum 12 tickets in a month can be booked online on IRCTC website/app</strong> by a user ID which is Aadhaar linked and that one of the passengers in the ticket to be booked is verifiable through Aadhaar.</p>

<p>Ministry of <a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/railways/" target="_blank">Railways</a> (MoR) in consultation with ministry of Health &amp; Family welfare (MoHFW) and Ministry of Home Affairs (MHA) has decided that train services on Indian Railways shall be partially restored w.e.f. from 12th May 2020 in a graded manner. Fifteen pair of special trains (thirty trains) shall be operated as per the details mentioned in the annexure. (link is given below)</p>

<p>These services shall be in addition to the Shramik specials for transporting stranded persons, which are under operation w.e.f. 1st May 2020.</p>



<p>Other regular Passenger services including all mail/ express, passenger and suburban services shall remain cancelled until further advice.</p>



<p>These special trains which have been started presently will have only Air conditioned classes i.e. First, Second &amp; Third AC. The fare structure for the ‘Special Trains’ shall be as applicable for the regular time tabled Rajdhani trains (excluding catering charges).</p>



<p>Only online E-Ticketing will be done through IRCTC website or through Mobile App. No tickets will be booked across the reservation counter on any Railway Station. Booking of tickets through ‘agents’, (both IRCTC Agents and Railway Agents) shall not be permitted. Maximum Advance Reservation Period (ARP) will be of maximum 7 days.</p>



<p>Only confirmed e-tickets shall be booked. Booking of RAC/ Waiting list ticket and on board booking by ticket checking staff shall not be permitted. Current booking, tatkal and premium tatkal booking shall not be permitted. No Unreserved tickets (UTS) shall be permitted.</p>



<p>No catering charges shall be included in the fare. Provision for pre paid meal booking, e-catering shall be disabled. However, IRCTC shall make provision for limited eatables and packaged drinking water on payment basis. Information to this effect shall be made available to passengers during time of booking ticket.</p>



<p>Passengers are encouraged to carry their own food and drinking water. Dry, ready-to-eat food and bottled water shall be provided on demand, inside the trains on payment basis.</p>



<p>All passengers shall be compulsorily screened and only asymptomatic passengers are allowed to enter /board the train.</p>



<p><strong><em>Passengers travelling by these special services will observe the following precautions :</em></strong></p>



<ul class="wp-block-list"><li>Only passengers with Confirmed tickets shall be allowed to enter the Railway station.</li><li>All passengers shall be wearing face covers/masks at the entry and during travel.</li><li>The passengers shall reach the station at-least 90 minutes in advance to facilitate thermal screening at the station. Only passengers who are found asymptomatic will be permitted to travel.</li><li>Passengers shall observe social distancing both at the station and on trains.</li><li>On arrival at their destination, the travelling passengers will have to adhere to such health protocols as are prescribed by the destination state/ UT</li></ul>



<p>Online cancellation shall be permitted up to 24hrs before scheduled departure of train. No cancellation permitted less than 24 hrs before departure of train. Cancellation charge shall be 50% of fare.</p>



<p>Zonal Railways have been instructed to ensure that there are separate entry and exit gates at Railway stations to the extent feasible so that there is no face to face movement of passengers. Zonal railways will be guided by standard social distancing guidelines on stations and trains and observe the safety, security and hygiene protocols.</p>



<p>All passengers are advised to download and use the Aarogya Setu application.</p>

<p>No Linen, blankets and curtains shall be provided inside the train. Passengers are advised to carry their own linen for the travel. The temperature inside AC coaches shall be suitably regulated for this purpose.</p>



<p>No stalls/ booths on the platforms shall be opened. No train side vending would be permitted. Passengers are advised to travel light.</p>



<p>As per MHA guidelines the movement of the passenger(s) as well as the driver of the vehicle transporting the passenger(s) to and fro the Railway Station shall be allowed on the basis of the confirmed e-ticket.</p>

<p>Subject:- <strong>Clarification regarding relaxation of purchase of air tickets from authorized Travel Agents for the purpose of LTC.</strong></p>



<p>The undersigned is directed to refer to this Department’s o.M. No. 31011/412014- Estt.A-IV dated 19.06.2014 and subsequent o.M. regarding the procedure for booking of air-tickets on <strong><a rel="noreferrer noopener" aria-label=" (opens in a new tab)" href="https://centralgovernmentnews.com/category/ltc/" target="_blank">LTC</a></strong> and to say that as per the extant instructions, whenever a Government servant claims LTC by air, he/she is required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the services of the authorized travel agents viz. M/s Balmer Lawrie &amp; company, M/s Ashok Travels &amp; Tours and IRCTC, (to the extent <strong><a href="https://centralgovernmentnews.com/tag/IRCTC/">IRCTC</a></strong> is authorized as per DoPT O.M. No. 31011/6/2002-Est(A) dated 02.12.2009) while undertaking LTC journey(s).</p>

<p>2. In this regard, many cases pertaining to the period of 2010-13 have been reported in this Department where Government employees had traveled on LTC by air to visit Jammu &amp; Kashmir (J&amp;K) and North-East Region (NER) under the special dispensation scheme after booking the tickets through private travel agents due to lack of awareness of rules at that time. It has been observed that claims of these Government servants were initially settled by the administrative authorities. However, after few years when the audit authorities noticed the lapses, objections were raised on these claims and recoveries were ordered in such cases along with charging of penal interest. In view of the financial hardships caused to these individuals, huge demands are being received from Ministries/ Departments and JCM for grant of one time relaxation in these cases.</p>



<p><a href="https://centralgovernmentnews.com/benefit-of-gratuity-in-respect-of-central-government-employees-counting-of-service-on-joining-new-service-covered-under-national-pension-system-nps/" target="_blank" rel="noreferrer noopener" aria-label=" (opens in a new tab)">Benefit  of gratuity in respect of Central Government Employees counting of  service on joining new service covered under National Pension System  (NPS)</a></p>



<p>The matter has been considered in this Department in consultation with Joint consultative Machinery &#8211; staff side and Department of Expenditure. It has been decided to grant one time relaxation to such Government employees who had availed <a href="https://centralgovernmentnews.com/tag/all-india-ltc/">LTC</a> by air to visit J&amp;K and NER during the period of January. 2010 &#8211; June. 2014 and booked the tickets through travel agents other than ‘M/s Balmer Lawrie &amp; company’, ‘M/s Ashok travels &amp; Tours’ and &#8216;IRCTC&#8217; due to lack of awareness of rules. such relaxation shall be granted with the concurrence of Financial Advisor of the concerned Ministry/ Department. Fulfillment of fare limit of LTC-80 and other LTC conditions prevalent at the time of performance of journey by the Government servants may be ascertained before granting such relaxations. The Administrative Ministries/ Departments shall also ensure that only those cases are considered for relaxation where it is established that bonafide mistake has occured and no undue benefit has accrued to/obtained by the Government servant.</p>



<p>Further, in this regard, it is reiterated that the extant instructions regarding booking of air tickets on LTC journey through authorized modes should be strictly complied with. It is seen that despite reiterating the above provisions from time to time, this Department is still in receipt of cases seeking relaxation for booking of tickets from private travel agents on the grounds of lack of awareness of rules and work-exigencies. Therefore, Ministries/ Departments are again advised to ensure wide circulation of this Department’s instructions issued vide O.M. No. 310111212018-Estt.A-IV dated 10.12.2018, among their employees. Henceforth, the cases seeking relaxation on the plea of lack of awareness of rules and on grounds of exigencies of work shall not be considered by this Department. Only those cases, where the Administrative Ministry/ Department will certify the fact that bonafide mistake has occured and undue hardship is being caused to the Government servant, shall be considered by this Department.</p>

<p><strong><em>Indian Railways provides Divyangjans with various facilities to make their services more convenient and accessible for differently abled passengers</em></strong></p>

<p> Encouraged by Accessible India Campaign launched in 2015 by the Hon&#8217;ble Prime Minister, Shri Narendra Modi, Indian Railways have been providing facilities/services to Persons with Disabilities (<strong>Divyangjan</strong>) so as to enable them a barrier free transportation across the Railway network. To make its services more convenient and accessible to differently-abled passengers (<strong>Divyangjans</strong>) at railway stations, Indian Railways offers the following facilities for the Divyangjans.</p>

<ul class="wp-block-list"><li>Specially designed coaches known as SLRD coaches with wider entrance doors to allow a wheel chair to enter, wider aisles, modified toilet and with 4 berths, the lower two for persons with disability and upper berths for attendants have been attached in almost all Mail/ express trains except Rajdhani, Shatabdi, Jan shatabdi Express trains and Duranto Express trains.</li><li>Instructions have been issued that in all mail/ express trains, the SLRD coaches should be treated as unreserved coaches earmarked for exclusive use of persons with disability. In case of Garib Rath express trains which are fully reserved trains, these coaches are treated as reserved for booking by persons with disability (<strong>Divyangjans</strong>) travelling on the prescribed certificate on payment of full fare of 3 AC class of Garib Rath Express on first come first served basis.</li><li>Separate counters are earmarked at various Passenger Reservation System (PRS) centres for dealing with the reservation requisitions received from  Persons with Disability and Senior Citizens, if the average demand per shift is not less than 120 tickets wherever feasible. ln case there is no justification for earmarking of an exclusive counter for any of these categories of persons including handicapped persons, one or two counters depending upon the total demand are earmarked for dealing with the reservation requests for all these categories of persons.</li><li>A reservation quota of four sleeper class berths and two berths in 3 AC has been earmarked in all trains running on non-suburban sections for persons with disability performing their journey on concessional ticket. The person accompanying the person with disability as escort is also allotted the berth out of this quota.<br /> Instructions have also been issued that in the tickets issued through PRS, to extent feasible, one lower berth should be allotted to person with disability and the person accompanying the person with disability as escort should be allotted middle/upper berth near the person with disability subject to availability of accommodation.</li><li>After departure of train, if there are vacant lower berths available in the train and if any person with disability booked on the authority of concessional ticket, who has been allotted upper/middle berth, approaches for allotment of vacant lower berths, the Conductor/Train Ticket Examiner (TTE) has been authorized to allot the vacant lower berth to them after making necessary entries in the chart.</li><li>The facility to book concessional e-tickets online using the photo-identity card issued by Railways has also been introduced to facilitate persons with disability.</li></ul>



<p>As per Railway rules, concession in fares is admissible to four categories of Persons with Disability. The names of these four categories, and the element concession admissible, are as under :-</p>

<p>To make accessibility better, the following facilities are being served currently at stations:-</p>



<ul class="wp-block-list"><li>Wheel chair on platforms: Around 7000 wheelchairs have been provided at more than 5400 railway stations. The wheelchairs are provided by Railways and are given to attendant of the Divyangjan absolutely ‘free of cost’ to escort them from and to the trains. However, when attendants are not willing or available, Sahayaks can be hired on nominal rates to escort the Divyangjans.</li><li>In addition a scheme of Yatri Mitra sewa is also available, wherein a sahayak provided by IRCTC assists the person with disability by providing wheel chair cum porter services at major stations. The Yatri Mitra seva service can be booked on IRCTC e-ticketing website and 139 (IVRS and SMS) or through a mobile.</li><li>Battery operated Vehicle (BOV) vehicles are available at some stations and Powers have further been delegated to Zonal Railways for provision of BOV free of charge for person with disability through CSR route/commercial publicity route and through chargeable route.</li><li>In addition to above, it has been decided to provide following short term facilities for persons with disability at stations (Comprehensive instructions for passenger amenities and user facilities at stations dated 09.04.2018):</li></ul>



<ol class="wp-block-list"><li>Provision of standard ramp with railing for barrier free entry.</li><li> Earmarking of at least two parking lots for vehicle used by disabled persons.</li><li> Provision of non-slippery walkway from parking lot to building.</li><li> Provision of signage of appropriate visibility.</li><li> Provision of at least one drinking water tap suitable for use by a disabled person.</li><li> Provision of at least one toilet on the ground floor.</li><li> “May I help you” booth.</li></ol>



<ul class="wp-block-list"><li>In the long term the following facilities are being planned for persons with disability at Non-suburban Grade (NSG)1 to NSG 4 category stations:</li></ul>



<ol class="wp-block-list"><li>Provision of facility for inter-platform transfer.</li><li> Engraving on edges of platforms.</li></ol>



<p>An Executive Director level committee is also formed to frame guidelines regarding Accessibility standards over Indian Railways. ED /Station development is the convenor of the committee.</p>



<p>On the International Day of Persons with Disabilities, Indian Railways reaffirms its commitment to the cause of empowering of Divyangjans through the ‘Accessible India Campaign’.</p>

<p>Attention is invited to Board&#8217;s letter of even no. dated 23.09.2016 (Commercial Circular No. 50/2016) stipulating the policy guidelines to be followed for handing over of Retiring Roorns / Dormitories and their management to IRCTC.</p>



<p>As per clause 1.1 of CC No 50/2016 &#8211; &#8220;The phase wise plan prepared and submitted by IRCTC will be approved by Ministry of Railways.in consultation with Zonal Railways, The NIT shall be published by IRCTC after getting due approval from Railway Board.&#8221;At present, 32 stations have already been approved for handing over of retiring room to IRCTC.</p>



<p>It has, now; been decided that in order to speed up the process of up-gradation of retiring rooms, Principal Chief Commercial Manager {on recommendation of division) shall have powers for handing over of any retiring room directly to IRCTC with the persoilal approval of General Manger. Board&#8217;s office to be informed by IRCTC before tendering. While selecting stations for handing over Retiring Rooms to IRCTC, zones should ensure that there is no overlap with staions already being proposed for redevelopment through IRSDC. AIso, additional expenditure from divisional fund (PH-53] should be stopped at such selected Retiring Rooms.</p>



<p>It is also advised that Zonal Railways may expedite the process of signing the pending agreements with IRCTC for all remaining stations and provide the details for calculation of MLF, Sketch maps, etc. to IRCTC as per existing guidelines.</p>

<p>As per S.No.38 of IRCA Coaching Tariff No. 26 Part-I (Vol.II) concession is admissible to Men Senior Citizens of the age of 60 years and above and 58 years &amp; above in case for Women–Senior citizens of Indian Nationality. The element of concession is 40% for Men Senior Citizens and 50% for Women Senior Citizens.</p>
<p>2. As an interim measure till finalization of uniform policy by Ministry of Law &amp; Justice, it has now been decided to grant of 40% concession in passenger fare to Transgender (T) Senior Citizens of the age of 60 years and above.</p>
<p>3. This will be implemented with effect from 01.01.2019.</p>
<p>4. Other terms and conditions shall remain the same.</p>
<p>5. CRIS &amp; IRCTC may make necessary changes in the software.</p>
<p>6. Necessary instructions shall be issued to the all concerned.</p>
<p>7. This issues with the concurrence of Finance Directorate of the Ministry of Railways.</p>

<p>The undersigned is directed to refer to this Department&#8217;s O.M. No. 31011/5/2014-Estt.A-IV dated 24.09.2014, 23.09.2015 and 21.08.2017 on the procedure for booking of air tickets on LTC and to say that as per the extant instructions, whenever a Government servant claims LTC by air, he/she is required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the services of the authorized travel agents viz. &#8216;M/s Balmer Lawrie &amp; Company&#8217;, &#8216;M/s Ashok Travels &amp; Tours&#8217; and &#8216;IRCTC&#8217; (to the extent IRCTC is authorized as per DoPT O.M. No. 31011/6/2002-Est(A) dated 02.12.2009) while undertaking LTC journey(s).</p>
<p>2. In this regard, it is observed that despite reiterating the above instructions from time to time, this Department still continues to receive numerous references from various Ministries/Departments and individuals seeking relaxation for booking of air tickets for the purpose of LTC through private travel agents. In most of the cases, the common reasons cited by the Government employees are lack of awareness of the rules and work exigencies.</p>
<p>3. Therefore, all the Ministries/Departments are advised to ensure wide circulation and strict compliance of the guidelines stated in para 1 of this OM. This point may also be emphasized by the Administration whenever any advance is sought or intention to avail LTC is conveyed by the Government servant. It is stated that henceforth only those cases, where it is established that bonafide mistake has occured and the Administrative Ministry/Department is satisfied that undue hardship is being caused to the Government servant, shall be considered by this Department for relaxation provided that the information is received in the Proforma enclosed along with supporting documents.</p>
