OFFICE MEMORANDUM

Subject: Submission of Immovable Property Return (IPR) for the year 2021 (as on 31.12.2021) by the Officers of Central Secretariat Services (CSS) reg.

In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSS Officers in the grade of Under Secretary and above, latest by 31.01.2022. IPR should be submitted by all the CSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out of the IPR submitted online duly signed, should also be submitted to CS.I (PR/CMS)Section, which is the custodian of IPRs of these Officers. Assistant Section Officers (ASOs) and Section Officers (SOs) of CSS will also submit the print out of their IPR duly signed, to their respective Admin/Vigilance Division.

2. Ministries/Depts are requested that contents of this O.M. may be widely circulated to all CSS Officers /Officials working under their respective control. They should also ensure that IPR for the year 2021 (as on 31.12.2021) is submitted within the stipulated time. The officers may be informed that non-submission of IPR within the stipulated date would invite denial of vigilance clearance for empanelment, deputation and for applying to sensitive posts, assignments and training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).
3. It is, therefore, requested that all the CSS Officers may be directedto file their Immovable Property Return (IPR) for the year 2021 (as on 31.12.2021) well in time, latest by 31.01.2022, through Web Based Cadre ManagementSystem only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. It is also stated that the date offiling of IPR will start from 1 January, 2022 and the “Immovable Property Returns” window shall be
   opened at cscms.nic.in. from that date.

Subject: Proposal for amendments in IAS (Pay) Rules, 2016, IPS (Pay) Rules, 2016 and IFS (Pay) Rules, 2016 -reg.

Sir / Madam,

I am directed to say that with the objective to ensure timely submission of Immovable Property Return (IPR) by AIS officers i.e. IAS, IPS and IFS, a proposal to amend the respective pay Rules viz. IAS (Pay) Rules, 2016, IPS (Pay) Rules, 2016 and IFS (Pay) Rules, 2016 by way of incorporating the following Note below the Rule 3(1) of IAS (Pay) Rules, 2016 is under consideration of the Central Government:

“Note 4: A member of the service shall mandatorily file Immovable Property Return (IPR) for the previous year within the time frame specified for the purpose, i.e. 315 January, for being considered for appointment in the next level of pay in the pay matrix.
Provided that a member of service, who has not filed the IPR for any of the year(s) prior to coming into effect of the above provision, shall mandatorily file the same within such period, as may be prescribed by the Central Government in this behalf. for being considered for appointment in the next level of pay in the pay matrix.”

The identical Note will also be incorporated at the appropriate places of pay rules applicable to the IPS and the IFS.

2. In this regard, the State Governments are requested to furnish comments on the proposed amendments latest by 17.12.2021. This may kindly be accorded top priority.

3. This issues with the approval of the Competent Authority.

IPR should be submitted by all the CSSS officers through Web Based Cadre Management System which is hosted at cscmc.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.II Division,
which is the custodian of Immovable Property Return (IPR) of these Officers. CSCS officers and CSSS officers upto the level of Private Secretary will also submit their print out (IPR) duly signed, to their respective Admin/ Vigilance Division.

2. Ministries/ Departments are, therefore, requested that the contents of this OM may be widely circulated to the notice of all CSSS and CSCS officials working under their respective control. They should also ensure that the IPR for the year 2020 (as of 31.01.2021) is submitted within the stipulated time by all the CSSS/ CSCS Officials. The officers are also informed that non-submission of the IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation, applying to sensitive posts, and assignment to the training program (except mandatory training) as the IPR status needs to be checked for the said purpose(s).

It is, therefore, requested that all the CSSS/ CSCS officials may be directed to file their Immovable Property Return (IPR) for the year 2020 (as on 31.01.2021) well in time, at latest by 31.01.2021, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. lt is also stated that the date of filing of the IPR has already been started from
   01st January 2021 and the Immovable Property Returns” window has been operative at cscms.nic.in.

Subject: Non receipt of IPR (Immovable Property Return) for the year 2019

In terms of Rule 18(1) (ii) of CCS (Conduct) Rules, 1964 “Every Government servant belongings to any service or holding any post included in Group ‘A’ and Group ‘B’ shall submit an annual return in such form as may be prescribed by the Government in this regard giving full particulars regarding the immovable property inherited by him or owned or acquired by him or held by him on lease or mortgage either in his own name or in the name of any member of his family or in the name of any other person.”

Further, in terms of Government of India’s decision 23, Rule 18 of CCS (Conduct) Rules, 1964, Annual Immovable Property Returns are required to be submitted by all Group ‘A’ and ‘B’ officers in respect of every calendar year by 31st January of the next year.

However, it has been observed that IPR for the year 2019 in respect of many SAOs/ AOs is still awaited from controller’s office.

In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSSS Officers in the grade of PPS ,Sr.PPS and PSO, latest by 31.01.2018. IPR should be submitted by all the CSSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.II (A) Section, which is the custodian of IPR of these Officers. Steno Grade D, PA and PS of CSSS will also submit the print out (IPR) duly signed, to their respective Admin/Vigilance Division.

2. Ministries/Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSSS Officers/Officials working under their respective control. 2.2016, wherein instructions regarding online filing of Immoveable Property Returns under rule 16(2) of AIS(Conduct) Rules, 1968 were issued. In this regard, it is reiterated that all members of the All India Services shall continue to file Immoveable Property Returns (IPR) as on 1 st January and latest by 31 st January under rule 16(2) of AIS(Conduct) Rules, 1968. Accordingly, the same may please be brought to the notice of all concerned for strict compliance.

The undersigned is directed to say that the information in respect of Personal Assistants of CSSS who are posted in all the Ministries/Departments is essentially required to be updated for several purposes ego filling of Immovable Property Return (IPR), updation of web-based data of PAs and filling up of unfilled vacancies etc. It will also serve other purposes- record maintenance, preparation of CSL etc.

2. All Ministries/Departments are, therefore, requested to furnish the requisite information of PA Grade as oh 31.12.2016 in the proforma attached by 15.01.2017 positively to enable this Department to update the records of PA Grade.

Subject : Submission of Immovable Property Return for the year 2012 (as on 31.12.2012) by US and above levels of the Central Secretariat Service Officers – regarding.

Reference is invited to this Department’s O.M. of even number dated 09.01.2013 and subsequent reminder dated 23rd May, 2013 on the subject mentioned above.

2. Ministries / Departments are well aware that the Immovable Property Returns (IPR) in respect of CSS Officers (Under Secretary and above level) are required to be furnished to this Division by 31st of January every year. However, the IPR for the year 2012 (as on 31.12.2012) in respect of several officers (annexure attached) has not yet been received by this Department.

3 Ministries / Departments are, therefore, requested to obtain the lPRs from the defaulting officers and forward the same to this Department immediately. Attention of defaulting officers may also be invited to this Department’s O.M. No.11012/11/2007-Estt.A dated 14.12.2007 read with 0.M. of even number dated 27.09.2011 stipulating that Group ‘A’ officers, who do not submit the property return by the prescribed time would be denied vigilance clearance for (a) empanelment (b) deputation and (c) training programmes (except mandatory training).

4. Submission of the IPR online. As Ministries / Departments are aware, this Department has launched the Web Based Cadre Management System for CSS Officers which is presently hosted at http://10,21.145.125 One of the modules of the system is submission of lPRs online. All CSS Officers including those who have already submitted IPR manually are once again requested to submit the complote details of Immovable Property held by them in the on line system also as requested vide O.M. dated 23.05.2013.

5. All Ministries / Departments are requested to bring this G.M. to knowledge of all CSS Officers under their control.
