<blockquote><p>Department of personnel and training rejects 6-day week schedule amid protests from women</p></blockquote>
<p>The Department of Personnel and Training (DoPT) will soon inform Parliament that the government is not going back to a six-day week for its employees, even as a senior representative of the central government employees said that women employees were biggest opponents of any such change by the new government.</p>
<p>A senior DoPT official told ET on Tuesday that all individual ministries would be advised that before they ask employees to come to work on Saturdays, they were expected to first consult the Joint Consultative Machinery set up in each ministry which has representatives from the staff side before implementing the same. There was confusion among government ranks last week after the road ministry issued an order asking employees to report to work on all Saturdays except the second. The same was apparently withdrawn after women employees in the ministry took it up with transport minister Nitin Gadkari.</p>
<p>Employees in many other ministries have also been asked informally to report to work on Saturdays in case senior officials or the respective minister is in office. ET has learnt that DoPT will soon inform Parliament that the government would continue to work 5-days-a-week to end all speculation on this as it has received questions on the same from MPs.</p>
<p>Shiva Gopal Mishra, Secretary (staff side) of the National Council, JCM, told ET that “no government ministry can enforce six-day week on employees without the concurrence of the DoPT. “Not just DoPT’s concurrence, the government also needs to consult employees on the same through the JCM mechanism.</p>
<p>There will be no use of going back to a six-day week system as it will only raise electricity costs of the government. Also, women employees form a sizeable proportion of the workforce and they are strongly against any move to resort to a six-day week,” Mishra, who is also general secretary, All India Railwaymen’s Federation, told ET.</p>
<p>Most women employees use the weekend for pending household chores. The JCM, chaired by the Cabinet Secretary, is a joint group of various staff unions of central government employees supposed to act as a platform for constructive dialogue between the representatives of the staff side and the official side for peaceful resolution of all disputes.</p>

<p>Board Of Governors, Kendriya Vidyalaya Sangathan, in its 91st meeting held on 19th January, 2012 decided that working hours of teachers will be seven and half hours per day (45 hours per week) in line with the provisions of Right to Education Act., 2009. The additional one hour 20 minutes, after school hours was to be used for activities such as planning, preparation, evaluation, etc. This was to be done in the school itself.</p>
<p>In the 97th meeting of Board of Governors, Kendriya Vidyaiaya Sangathan, held on 27th February, 2014, the above decision has been reviewed and it has been decided that in line with the provisions of RTE Act, 2009, working hours of teachers will still remain 45 hours per week. However, additional one hour 20 minutes which the teachers are expected to devote in addition to school hours will be utilized for preparation and other follow up works. This time may be spent by the teachers preferably in the school. The work done during this additional one hour 20 minutes will be monitored by the Principal/Nice-Principal/HM.</p>
<p>The above arrangement comes into effect from the date of issue of this order.</p>

<p>Kendriya vidyalaya Sangathan has clarified on the issue of 5 days week of KV Schools. Clarification letter has been sent to the editor of Time of India, it denotes that the 5-day week plan was only discussed in the JCM meeting but there is no such proposal under active consideration of KV Sangathan at the moment. We all know that earlier the Times of India had published an article with the title of &#8216;KVs Plan 5-day week to give students space&#8217;.</p>

All India Kendriya Vidyalaya Teachers Association (AIKVTA) demanded in JCM meeting held on 25.7.2012 to introduce 5 days week in KVS, but the official side said that in view of implementation of RET 2009 it is not possible at present.</p>

<p>Introduction of 5 days week in KVS : An important discussion has been held in the JCM meeting of KVS, which was held on 25-07-2012 at New Delhi. The demand was submitted by the AIKVTA and it has been taken for the discussion in the JCM meeting. The point explained as &#8220;5 days week should also be implemented in KVs which may give space for students to pursue self learning as per their aptitude and interest Keeping them bound to school routine six days a week is determined to their natural growth of talent in various fields. While Western system of Education is quoted and applauded in ways, this important aspect of giving autonomy to students to pursue their hobbies and interests away from Vidyalaya binding is overlooked. In the interest of over burdened KV teachers also 5 day week should be introduced in Vidyalayas as has been in force for KVS HQ and Regional Offices&#8221; and KEVINTSA has also pointed out the same as &#8220;Five days week to be observed for all the non-teaching staff working in KVS at par with their counterparts working in KVS, ROs, KVS, ZIETs and HQ” in the meeting.</p>
<p><strong>Comments of KVS :</strong> The proposal for introduction 5 days week on KVs was discussed in KVS Academic Advisory Committee in detail. The Committee did not approve the proposal, keeping in view the Right to Education Act-2009 which stipulates additional working hours for the teachers. As such five days week was not found suitable at this moment.</p>
<p><strong>Decision / Recommendation :</strong> In view of implementation of RTE 2009 is The not possible at present. However, the matter regarding working hours is already sub-judice. The President, AIKVTA informed that there are so many other institutions who are observing 05 days week. The Chairperson, JCM directed him to submit the details with supporting documents of such institutions who are imparting the school education, observing 05 days week as in the matter of teaching staff.</p>
