<p>In connection with the subject issue a High Power Committe has been constituted to formulate an incentive scheme for the employees of O.F Organisation who are not covered by the existing piece Work incentive scheme. To enable the committee to deliberate the issue in its justify perspective and render a report within the given time, the following information factory wise may please be furnished:</p>
<blockquote><p>(i) Total number of examiners working in the Factory(Grade Wise)</p>
<p>(ii) Total number of Maintenance Workerd in the factory(Grade Wise)</p>
<p>(iii)Total Incentive paid to maintenace workers month wise during the period from 2012-2013-2014&amp;2014-2015.</p>
<p>(iv)Total Piece work earnings(PWE) of the factory during the period 2012-2013,2013-2014&amp;2014-2015.</p>
<p>(v) Piece Work Profit paid month wie(Value &amp;percentage (%) both with and without ceiling)during the period 2012-2013,2013-2014&amp;2014-2015.</p></blockquote>

<p>ASSESSMENT OF INDWF OF THE RECOMMENDATION OF 7TH CPC</p>

<p>Minimum Pay : Though the Commission claims to have adopted Dr. Aykroyd formula in calculating minimum wages, the rates of commodities based on which the recommendations of the commission is made is significantly deviating from the rates mentioned in the National Council of JCM proposal. The JCM proposal in this regard should be reiterated. A comparison between existing and proposed VII CPC minimum pay is given below. The retrograde nature of the commission’s recommendations in this regard can by understood by this table.</p>

<p>From the above picture, it is clear that the VII CPC recommendations are not giving fair wages and the total pay increase is meager for next 10 years. Therefore, the minimum pay needs to be increased accepting the proposal of National Council JCM</p>

<p>NEW PAY STRUCTURE : The present system of pay bands and grade pay has been dispensed With and a matrix has been recommended. The New system is an extension of system Of Pay Scales, albeit, with a progressive Increment of 3% instead of fixed Increments. Unlike VI CPC, Minimum pay fixed on promotion is at par with the initial pay fixed direct recruits in the same grade. However, the fixation benefits on promotion, particularly from Level 2 to 3, 3 to 4 &amp; Level 4 to 5 is significantly less compared to VI CPC Structure. National Council JCM demand of fixation benefit of two increments Should be reiterated or at least 5% should be ensured. A comparison of the promotion benefit for the after 10 years of service in their respective grades is given below.</p>

<p>PROPOSED NEW PAY SCALES MINIMUM (AFTER MERGER) SUBMITTED TO 7TH PAY COMMISSION – INDWF</p>

<p>Oral evidence submitted by National Council(JCM) Standing committee and the VII CPC on 23.03.2015, 24.03.2015 and on 31.03.2015 respectively.</p>
<p>&nbsp;</p>
<p>The JCM(NC), JCM Constitutents including INDWF jointly prepared the memorandum on pay Structure, Pay determination, Allowances, leave, women issues, LTC, TA/DA and Retirement benefits etc., on 30.06.2014. Similarly, on behalf of INDWF, we have submitted matters relating to Defence Civilian Employees on service matters on 28.07.2014.</p>

<p>Defence Federations were invited from 30th to 31st march, 2015. INDWF met the VII CPC on 31.03.2015 in the VII CPC office, New Delhi from 1030 HRs to 1200 HRs.</p>

<p>Proposed new pay scales after removal of existing Grade Pay Rs.1900, Rs.2400, Rs.4600 and Rs.8700 in order to reduction of pay scales from 19 to 14.</p>

<div>In the recent meeting of the OFB JCM III Level council held on 25th and 26th August, 2014 at OFB HQrs, Kolkatta. During the meeting, the Staff side raised the issue regarding proper implementation of financial upgradation under ACP/MACP. Some Factories implemented properly and some factories denied implementing the same. Accounts authorities also did not agree the proposals of Factories.</div>
<div></div>
<div>In this regard, it was agreed by the official side to convene the Admin/Personnel officers of Ordnance Factories at NADP, Nagpur alongwith Accounts Officials for which the issues of ACP/MACP is required to be forwarded for discussion to Ordnance Factory Board within 10 days.</div>
<div>Therefore all the Unions are requested to submit the details of ACP/MACP issues unsettled immediately with reference to the orders on the subject.</div>
<div></div>
<div>— Upto 31.08.2008 — ACP under Financial upgradations is to be granted on Promotional Hierarchy ignoring the promotion granted prior to 01.01.2006 for the erstwhile Group D employees and Labourer USK to Labourer SK.</div>
<div></div>
<div>— NIEs Group ‘D’ — Labourer SSK — then Tradesman SSK all should be ignored for ACP and their promotion to SK should also be ignored and 1st ACP should be Rs.2400 Grade Pay and 2nd ACP should be Rs.4200/- Grade Pay if they are eligible before 31.08.2008.</div>
<div></div>
<div>— NIEs Group ‘D’ categories like Peon, Duftry, Gestner Operator, Tracer etc., are eligible for promotions as per SRO of NIEs induding Durwans to supervisor and Chargeman. This has not been fully implemented, Whether this has been implemented If not what are the actions from the respective Factories.</div>
<div></div>
<div>— ACP till 31.08.2008 and MACP w.e.f. 01.09.2008 which is promotional hierarchy and Grade Pay hierarchy respectively whether this has been implemented/ Granted to the eligible employees.</div>
<div></div>

<p>Indian National Defence Workers Federation is one of the constituents of National Council JCM representing the Central Government employees including Defence. On behalf of National Council JCM being one of the constituent organisatins have prepared a common memorandum consisting on the issues of Pay and Allowances and Terminal Benefits as well as retirement benefits etc., for which we are also party and unanimously accepted.</p>
<p>On the issues pertaining of Defence Civilian Employees to which this Federation is representing a separate memorandum has been prepared and submitted to the VII Central Pay Commission and was sent by e-mail as well as hard copy was handed over to the commission on 30.07.2014 at the office of VII CPC for consideration.</p>
<p>Defence Civilian employees consisting around 3.75 Lakhs next to the Indian Railways which is the second largest Central Government employees in India. These employees are mostly covered under the Factories Act and working in Industrial Establishments such as Ordnance Factories, DRDO, EME, AOC, MES, DGOA, DGAQA, Airforce, Navy, Army installations including Technical, Clerical, Storekeeping, Scientific, Paramedical, Teaching Staff, Security, Fire Staff and so on.</p>
<p>The Defence Civilian Staff are considered as fourth Arm of the Defence force in India and working side by side alongwith service personnels of the Armed Forces.</p>
<p>To consider the unique activities of the Defence Civilian employees we have proposed certain improvement and grant of benefit to Defence Civilian at par with service employees by the Pay Commission for a discussion alongwith the representatives fo the concerned Departmental category. The interaction meeting may also be convened for explaining the case of miscellaneous and isolate categories.</p>
<p>We request you to kindly consider to give dates for us in advance in a month’s time keeping in mind the holidays during the period to prepare ourselves to meet the Pay Commission. If the tentative dates are conveyed to us it will enable us to keep our other programmes accordingly so as to keep time spared for the meeting the commission.</p>

<p>The issues involved on the above subject mentioned above had been examined in consultation with D(Civ), Defence(Finance) and DOP&amp;T, DOP&amp;T in the matter has advised in the following manner :</p>
</div>
<div>
<p> 2. Consequent upon implementation of recommendations of 6th CPC, the posts of Unskilled (Labourers) and Semi Skilled Workers have been merged in PB-1 with GP Rs.1800/- (after imparting training) with designation as Tradesman Mate. In case of Tradesman Mate who had completed 30 years of service as on 01.09.2008, would be entitled for financial benefit under MACPS. Hence the following categories of employees are eligible for financial upgradation under ACP/MACPS :</p>

<p>(i) Employees completing 12 years of service upto 31.08.2008 &#8211; <strong>1st ACP in GP Rs.1900/-</p>
<p></strong></p>

<p>(ii) Employees completing 24 years of service upto 31.08.2008 &#8211; <strong>2nd ACP in GP Rs.2400/-,</strong></p>
</div>

<blockquote><p>(iii) Employees completing 30 years of service as on 31.08.2008 &#8211; <strong>3rd MACP in GP Rs.2800/-</strong>.</p></blockquote>

<p>3. The posts of Unskilled (labourers) and Semi-skilled workers which are placed in the Grade Pay of Rs.1800/- have been merged to the post of Tradesman Mate. Para 5 of MACPS provides for ignoring of promotions earned/upgradations granted under ACP Scheme in the past to those grades which now carry the same grade pay due to merger of pay scales/upgradations of posts as a part of the 6th CPC recommendations, Guidelines with regard to grant of financial upgrdations under MACPS, Including that of para 5 of Annexure-1 of MACPS with regard to ignoring of past promotions ACPs granted in the pre-revised pay scales which are now merged in to the same GP, <strong>are effective from 01.09.2008 only. Accordingly, thre is no question of grant of 1st ACP to employees completing 12 years of service upto 31.08.2008 in the GP of Rs.1900/- and 2nd ACP on completion of 24 years of service upto 31.08.2008 in the GP Rs.2400/-.</strong></p>
<p><strong> </strong></p>

<p>4. So fare as the case of grant of 3rd MACPS benefits to the employees at category (iii) at para 2 above, it may be stated that ACP Scheme has been replaced by MACPS w.e.f.01.09.2008. Fulfillment of prescribed promotional norms including passing of Trade Test has been dispensed with for grant of financial upgradations under MACPS,<strong> In consultation with DOE, as MACPS upgradations are granted in the hierarchy of Grade Pay as prescribed in the CCS(RP) Rules, 2008, instead of promotional hierarchy. </strong>However, &#8220;Benchmark&#8221; as prescribed in para 17 of MACPs is mandatory.</p>
<p>&nbsp;</p>

<p>5. Thus, para 4 above amply clarifies that for grant of MACPS upgradations which come into effect from 01.09.2008, passing of Trade Test is not mandatory.</p>
<p>&nbsp;</p>

<p>6. OFB may take note that of the above clarification given by DOP&amp;T in the matter to deal with all such cases relating to grant of ACP/MACP benefits to the eligible Labourers/Workers.</p>

<div>1. <strong>PIECE WORK CO-RELATION ON VI CPC PAY BAND &amp; GRADE PAY </strong></div>
<div>After discussions held on 06.02.2014 at M of D, the proposal to grant Piece work Profit on Rs.5200 PB-I and Grade Pay Rs.1900 total Rs.7100/- as minimum of pay + Increment separately paid.  After approval by Defence Minister, it was sent to OF Board for getting Draft Government Letter (DGL) and the same was prepared and sent to Secretary, Department of Defence Production for issue of Government letter.  Orders will be issued in the first week of March 2014.  M of D said that the Co-relation will be effective from prospectively.  But it was demanded retrospectively which will be considered separately.</div>

<div>2. <strong>GRANTING OF DEPARTMENTAL OVERTIME FOR 3 ¼ Hours (Saturdays) for PIECE WORKERS. </strong></div>
<div>Departmental OTA for Piece workers for 3 ¼ Hrs working on Saturdays was stopped by OFB w.e.f 01.04.2006 whereas the same is being paid to Day workers, Maintenance Workers as well as Non-Industrial Employees.  This issue was discussed with M of D and at OFB.  The file was now submitted to OFB seeking justification.  The proposal from OFB with proper justification is about to be sent to M of D and Defence Finance for payment of OTA on Single Rate to Piece Workers for working on Saturday 3 ¼ Hrs.</div>
<div></div>
<div>3. <strong>MANPOWER </strong></div>
<div>For 2013-14 issue of sanction for Manpower was delayed but sanction was issued. For 2014-15, after collecting the data about the requirements from the factories, proposal will be taken up with Secretary, DP and necessary sanction will be issued.</div>
<div></div>
<div>4. <strong> INCENTIVE For EXAMINERS </strong></div>
<div>Indian National Defence Workers Federation raised this point granting of Incentive for Examiners which is pending for long.  Production employees are getting Piece work, Maintenance Employees are getting Incentive but whereas the Examiners are not getting any financial benefit.</div>
<div></div>
<div>Chairman said that the Council of Quality General of India in its meeting to consider the proposal for granting incentive.  Necessary policy is to be framed and will be taken up with Secretary, Department of Defence Production who is also in favour of considering.</div>
<div></div>
<div>5. <strong>CONSIDERING DIPLOMA OBTAINED THROUGH DISTANCE EDUCATION FOR LDCE TO CHARGEMAN </strong></div>
<div>Indian National Defence Workers Federation insisted that the Diploma obtained through Distance Education needs to be considered as the employees cannot acquire qualification through full time Diploma.  Also employees working in remote areas do not have any facility near to them.  Further acquiring Diploma/Degree is only eligibility, and not they will be automatically selected unless they pass the written examination and qualify for the same.  Therefore, the Diploma/Degree obtained through distance education should be considered eligible for appearing to Chargeman post through LDCE Quota both for Tech and Non-Tech.</div>
<div></div>
<div>Chairman while replying said that on this distance education we need to take a longer view and settle the matter at the earliest.</div>
<div></div>
<div>6. On IR matters when raised by INDWF about HE Factory violating safety norms etc harassing workers, extending probation periods etc.  Chairman, OFB said instructions will be issued to GM’s to avoid any gap between Unions and administration to maintain harmonious Industrial Relations.  On HE Factory issue a feed back was asked to submit on building No.37 where safety norms are totally violated.</div>

<div>7. <strong>HAPP – Work Load</strong></div>
<div>Within the powers of OF Board, Rs.50 Crores have been sanctioned for the RGB 6 &amp; 12 project considering the huge requirements.  It is temporarily suspended but it will be restored soon.  FSAPB – Mark III, PMT etc huge requirements are there and HAPP will have more work load.</div>
<div></div>
<div>8.<strong> JWM Transfers </strong></div>
<div>Against 600 applications seeking transfers, in one sitting about 100 applications were cleared.  The remaining will be cleared on stages by Member/Per with the assistance of NG Section Officers very soon.  Further the pending transfer order which were cancelled will be restored.</div>
<div></div>
<div>9. <strong>ONE TIME RELAXATION TO UDC &amp; OS AND CADRE REVIEW </strong></div>
<div>The issue was already taken up with DOP&amp;T for obtaining One time relaxation.  Further, Cadre Review proposals for clerical Cadre has been referred to M of D with the following proposals vide OFB letter Dt 13.02.2014 to DPP</div>

<div>10. <strong>OF DAY GIFTS </strong></div>
<div>It was demanded to Chairman that during OF Day celebrations on 18th March of every Year the employees should be given gift and at the same time there should be uniformity in the Factories would be decided by OF Board.</div>
<div></div>
<div>11. <strong>CENTRAL RECRUITMENT BOARD FOR OFB </strong></div>
<div>OFB proposed long back to form a OFB Recruitment Board for recruitment of Group ‘C’ posts.  Still the appointment of the Board has not been approved by Secretary, DDP. Since more number of posts are lying unfilled by recruitment by many factories and GMs are reluctant to carry out the process of recruitment.  5 Factories have been identified and will be entrusted the responsibilities of Direct Recruitment for various Group ‘C’ posts.  The vacancies factory wise will be notified through advertisement and written test will be conducted on one day in various centres throughout the country and selected candidates list will be sent to the nearest factories of the candidates which will avoid migration from one place to another.</div>

<div>12. <strong>VIJAYANTA SR.SECONDARY SCHOOL OF HVF </strong></div>
<div>HVF Vijayanta Sr. Secondary School requires major repairs and renovation including providing better amenities.  Member/Per assured he will visit and sanction necessary funds. Provided the factory submit the proposal. Member A/V also agreed and supported the claim of INDWF.</div>
<div></div>
<div>13. <strong>VII CPC CELL FORMATION AT OFB </strong></div>
<div>At OFB, Cell was formed to prepare a proposal to the 7th CPC.  A meeting was convened on 26.2.2014 at OFB with all the Federation and Association representatives a report has been asked to submit to the OFB.</div>

<div>14. <strong><span style="text-decoration: underline;">CADRE REVIEW </span></strong></div>
<div>Cadre Review proposal for Para-Medical staff was forwarded by OFB to Ministry of Defence.</div>
<div></div>
<div>15. Revised Pay slip was issued.  We have demanded that the Bank Account number to be included.</div>
<div></div>
<div>16. One time relaxation from Labourers.  The issue was referred to DOP&amp;T to grant MACP Rs.2800/-.</div>
<div></div>
<div>17. For granting ACP in promotional Hierarchy to Durwans, it was demanded to merge Durwans with Subedar Durwan.  This would be considered.</div>
<div></div>
<div>18. <strong><span style="text-decoration: underline;">RELIEVING STAGNATION TO STOREKEEPING STAFF </span></strong></div>
<div>A proposal given by the Staff side JCM to Divert the Direct Recruitment, LDCE vacancies of Chargeman (T) and Chargeman (NT) one time to relieve the stagnation of Storekeeper and Supervisor stores is being considered about the feasibilities.  Now the DR and LDCE vacancies for this year have already been released but it would be considered in the next year.</div>

<div>19. Leather Machinist will be considered for promotion to Chargeman (Leather) based on the recommendation of the Sub-committee report.</div>
<div></div>
<div>20.  Due to court cases, Cadre Re-structuring was delayed and the promotions were granted at a later date.  It is demanded that all financial benefits should be granted retrospectively instead of notionally.</div>

<p>Subject : <strong>Indefinite Strike</strong></p>
<p>Dear Colleagues,</p>
<p>Three Recognised Defence Federations (INDWF, AIDEF &amp; BPMS) have jointly decided and issued a Joint Declaration on 19.09.2013 to call for a Joint Agitation by the Defence Civilian Employees including of a indefinite strike. Notice of the Joint Declaration was sent to Defence Secretary Dt. 19.09.2013 alongwith the charter demands. The Joint Declaration and the programme of action together with the charter of demands was sent to all our affiliated unions for conducting Strike Ballot. Accordingly strike ballot was conducted by our affiliated unions as per our programme on 19.12.2013 and reports were sent to the Federation HQrs. It has been observed as per reports that more than 98% of the Defence Civilian Employees all over the country have voted in favour of the indefinite strike as the demands are very much genuine and long pending.</p>
<p>After receiving the reports of the strike ballot, we have sent further intimation to the secretary, Ministry of Defence that the majority employees have supported the strike and the Ministry of Defence should settle the problems forth with failing which, the Defence Civilian Employees will go on indefinite strike and the date for strike will be intimated.</p>
<p>Three recognized Federation have met at New Delhi on 27.01.2014 and noted with serious concern that even after more than 4 month after forwarding the Joint Declaration alongwith charter of demands, there is no progress in settlement of the issues pertaining to Defence Civilian Employees and the Govt. has not taken any step forward for a negotiated settlement/Agreement on the charter of demands.</p>
<p>Considering the negative attitude of the Government and Ministry of Defence towards the demands of the Defence Civilian Employees and its negligence, three Federations have decided in the meeting held on 27.01.2014 at New Delhi to organize Defence Civilian Employees for an indefinite strike starting from 17.02.2014 from 0600 AM in support of the following charter of demands. The meeting also calls upon the affiliated unions of the three Federations to jointly mobilize the Defence Workers by various agitational programmes during the period of serving strike notice on 03.07.2014 and make the strike a grand success.</p>
<p>The meeting also appeals to the CDRA, its affiliates and all other trade unions and associations functioning in the Defence Establishments to join the indefinite strike in the interest of unity of the Defence Employees and also realize the out standing demands of the Defence Civilian Employees.</p>

<span style="text-decoration: underline;"><strong>CHARTER OF DEMANDS</strong></span></p>
<p><strong>Demands on Service Matters</strong></p>
<p>1) Grant of 2nd / 3rd MACP in Grade Pay Rs. 4600/- to the Artisan Staff of Defence Establishments who were granted 2nd ACP in the Chargeman Pay Scale of Rs. 5000-8000 upto 31.12.2005 (inspite of MoD’s recommendation matter is pending with Defence Finance)</p>
<p>2) Correlation of the hourly rate of Industrial Workers deployed on Piece Work system in Ordnance Factories in 6th CPC Pay Scale w.e.f. 01.01.2006 (inspite of MoD’s recommendation matter is pending with Defence Finance)</p>
<p>3) Grant of Departmental Overtime Wages to the Industrial Workers deployed on Piece Work system in the Ordnance Factories (inspite of MoD’s recommendation matter is pending with Defence Finance)</p>
<p>4) Grant of hourly rate to the Piece Workers of Ordnance Factories who were given MACP benefits, (inspite of MoD’s recommendation matter is pending with Defence Finance)</p>
<p>5) Grant of revised ACP benefits to the labourers who have completed 30 years of service by granting an one time exemption of Trade Test. (MoD’s recommendation in the matter is pending with DOP&amp;T)</p>
<p>6) Grant of revised ACP benefits to the erstwhile Group “D” NIEs (MoD’s recommendation in the matter is pending with DOP&amp;T)</p>
<p>7) Revision of Night Duty Allowance w.e.f. 01.01.1996 and from 01.01.2006 in the 5th and 6th CPC rates respectively by implementing the Court Judgments on the subject.</p>
<p>8) Doubling of the Risk Allowance for Defence Civilian Employees w.e.f, 01.09.2008 has agreed in the National Anomaly Committee Meeting.</p>
<p>9) Implementation of the following judgment to the similarly placed employees. As per the provisions of DOP&amp;T OM No. A11019/2/98-AT dated 03rd September, 1998</p>
<p>i) Grant of MACP in promotional hierarchy (Government’s SLP dismissed in the case of CAT Chandigarh Bench Judgment on OA No. 1038/CH of 2010)-</p>
<p>ii) Placement from HS Grade to HS Grade-I should be ignored for . granting MACP (Judgment of CAT Principal Bench New Delhi in the case of Employees of 505 ABW, New Delhi referring various Supreme Court Judgments)</p>
<p>iii) Restoration of the opportunity of Chowkidars and Safaiwalas of MES for redesignation as Mate (SS) (Judgment of the Hon’ble CAT Ernakulam Bench in OA No.109/2012 dated 12.12.2012)</p>
<p>iv) Removal of discrimination and grant of skilled pay scale of Rs. 260-4000/950-1500 to non-petitioner Valvemen of MES (Judgment of Hon’ble CAT Jodhpur Bench in OA No. 51/2002 dated 21st July, 2003)</p>
<p>v) Inclusion of HRA and Transport Allowance etc. for computation of OT Wages under Factories Act 1948 based on the judgment of Madras High Court, vi) Implementation of higher Pay Scale and grade structure for the similarly placed Cooks of all Defence Establishments as granted to the Cooks of Air Force vide MoD Letter No. Air HQ./23064/Cooks/PC-4/444-CC/D (Air-!II) dated 12th November, 2013 based on the judgment of Hon’ble Principal Bench CAT, New Delhi.</p>
<p>10) Approval of all cadre review proposals of MTS, Durwan, Fireman, Drivers, Storekeeping Staff, Industrial Canteen Staff, Para Medical Staff, Stenographers, DEO, JJWM and Clerical Staff of OFB, DRDO, DGQA, Navy, EME, AOC, Air Force and other Directorates pending at different level.</p>
<p>11) Grant of PRIS to the DRDO Employees at par with Department of Atomic Energy and ISRO.</p>
<p>12) Revision of Fixed Medical Allowance to the Defence Employees posted at hard stations / isolated places and also grant of medical reimbursement for inpatient treatment for such employees by implementing the judgment of Punjab and Haryana High Court.</p>
<p>13) Grant of Four Grade Structure to the Ammunition Mechanic of NAD under Navy.</p>
<p>14) Grant of Four Grade Structure to the Meter Reader of MES at par with the Artisan Staff,</p>
<p>15) Extension of CSD Canteen facilities for retired defence civilian employees at par with Ex-Serviceman.</p>
<p>16) Revision of Bonus Payment ceiling and Gratuity Ceiling limit.</p>
<p>17) Opening of CGHS Dispensaries in all major cities and recognition of Hospitals under CGHS in Hill Stations.</p>
<p style="text-align: center;">
<span style="text-decoration: underline;"><strong>DEMANDS ON POLICY ISSUES</strong></span></p>
<p>1) Withdraw DPP-2013 which is against the interest of DRDO and Ordnance Factories.</p>
<p>2) No FDI in Defence Sector.</p>
<p>3) No disturbance in the functioning of DRDO by implementing Professor Rama Rao Committee recommendations.</p>
<p>4) No arbitrary reduction of manpower in the various Army Units in the name of ASEC Report in violation of the Cabinet Secretary’s directions.</p>
<p>5) No closure of any Defence Units including Military Farms,</p>
<p>6) Stop all types of outsourcing / contract and regularize all the existing contract/casual workers.</p>
<p>7) Fillup all the posts lying vacant in all the Defence Establishments.</p>
<p>8) Withdraw the New Pension Scheme.”</p>
<p>9) Grant of Compassionate Appointment 100% as being granted by the Railway Ministry.</p>
<p>10) No reduction of sanctioned strength of the Ordnance Factories based on Sourab Kumar Committee Report.</p>
<p style="text-align: center;">
<span style="text-decoration: underline;"><strong>DEMANDS ON TRADE UNIONS RIGHTS AND FUNCTIONING OF JCM</strong></span></p>
<blockquote><p>1) Regular meeting with the recognized Federations by the MoD and other Directorates should be ensured.</p>
<p>2) Three meetings of the Departmental Council (JCM) and four meeting of the JCM-III Level Council as per the constitution of the JCM Scheme should be ensured.</p>
<p>3) Grant of Trade Unions rights to all the non gazetted employees working. in the Defence Establishments as being given in the case of Railway.</p>
<p>4) Grant of Trade Unions rights to the Employees of Hospitals and Training Establishments under MoD since these Establishments are already recognized as Industry by the Labour Ministry.</p>
<p>5. Grant of Trade Unions rights to the Defence Civilian Employees postedat area declared under SRO-17E.</p></blockquote>
<p style="text-align: center;">
<span style="text-decoration: underline;"><strong>DEMANDS ON 7th CPC ISSUES</strong></span></p>
<blockquote><p>1) Settle all the 6th CPC Anomalies and all Cadre review proposals before 7th CPC starts functioning.</p>
<p>2) Accept all the terms of reference of 7th CPC submitted by the staff side of National Council (JCM) to the DOP&amp;T.</p>
<p>3) Implement the revised comprehensive pay packet for the Central Government Employees as on 01.01.2014.</p>
<p>4) To Consider the demand of merger of Dearness Allowance/Dearness Relief with Basic Pay and Basic Pension and also grant of interim relief.</p></blockquote>
<p>The 4 lakhs Defence Civilian Employees who are the fourth force of the Defence of our country are committed and dedicated workforce and they work side by side with the uniformed personnel for the security of our great natioi. Their contribution to the Defence preparedness cannot be underestimated. Any disturbance in the industrial relations in the Defence Estatlishments will hamper the Defence preparedness. The Defence Civilian Employees and their Trade Unions with this responsibility in mind were patiently waiting for settlement of their demands. However, since there is no positive outcome inspite of our best efforts, the Defence Civilian Employees are forced to proceed with an indefinite Strike from 17.02.2014</p>

Actual promotion/placement is qualifying, however to be accorded after completion of necessary qualifying service/residency period (satisfactory competition of probationary period in respect of Semi-skilled lEs), and getting necessary vigilance e clearance.</div>
