<p><strong>MINUTES OF MEETING ON RATIONALISATION OF INDUSTRIAL TRADES</strong><br />
<strong>MINUTES OF THE MEETING HELD ON 19.09.2013 AT MSF, ISHAPOR </strong><br />
<strong>ON RATIONALIZATION OF INDUSTRIAL TRADES.</strong></p>
<p>The following were present in the meeting:<br />

<p>02. Continuing with the points discussed during the last meeting held on 13.12.2012, further deliberations were made, which went along the following lines.</p>
<p>03. During the last meeting held on 13.12.2012, some reservations were expressed by the staff side on merger of trades as a part of rationalization exercise, which may affect the promotional prospects of existing incumbents. The issue was deliberated at length and it was acknowledged that a change over from the existing system of trade-wise grade-wise seniority and promotion to grade-wise common seniority and promotion for all trades in a factory could be the way out.</p>
<p>04. Such a change over seems to be legally and administratively in order, as neither the SRO nor any of the Govt. orders stipulates that seniority and promotion are to be maintained/made trade-wise. In operational terms, the change over would mean the following:</p>
<p>(i) Grade-wise common seniority for all trades in a factory for the purpose of promotion</p>
<p>(ii) Grade-wise common reservation roster for all trades</p>
<p>(iii) Simplification in terms of grade-wise seniority list and reservation roster in stead of multiple grade-wise trade-wise seniority list and reservation roster.</p>
<p>05. The advantages of having grade-wise common seniority and promotion for all trades in a factory could be as follows:</p>
<p>(i) Disparity in promotion amongst trades would be removed</p>
<p>(ii) Vacancies which are locked in trade-wise inter grade ratio would be released for utilization.</p>
<p>(iii) This would enable merger of cognate trades without affecting the promotional prospects of existing incumbents.</p>
<p>06. While agreeing in principle with the above propositions brought out at para 3,4 &amp; 5, the staff side stated that they would consult their constituents and come back with firm views by the next meeting. After concurrence from the staff side to the proposed grade-wise common seniority and promotion for all trades in a factory, the committee would work out merger of trades based on similarity of operation, scope for multi-skilling and promotional channel to chargeman.</p>
<p>07. It was agreed that there should be only one set of trades, without the distinction of Annexure-A &amp; B. A certain percentage, say 20% may be earmarked as PR quota, to cater for promotion from labourer.</p>
<p>08. The views of Operating Divisions may be obtained on the proposed abolition of redundant trades as mentioned at para 7 and introduction of new trades as mentioned at para 8 of the minutes of meeting dated 13.12.2012.</p>
<p>The meeting ended with a vote of thanks by Director/IR.</p>

</strong> <strong>CPI for Industrial Workers</strong></p>

<div>The Labour Bureau compiles and maintains segment specific three different series of Index numbers viz. (i). Consumer Price Index Numbers for Industrial Workers on base 2001=100, (ii). Consumer Price Index Numbers for Agricultural Labourer on base 1986-87=100, (iii). Consumer Price Index Numbers for Rural Labourer on base 1986-87=100.</div>

<div>Besides, the Consumer Price Index encompassing the entire rural and urban population is compiled by the Central Statistics Office, Ministry of Statistics &amp;Programme Implementation.</div>
<div></div>
<div>These indices measure relative changes in prices of selected goods and services consumed by indexed population over a period of time.</div>
<div></div>
<div><strong>Consumer Price Index Numbers for Industrial Workers</strong></p>
<p>Consumer Price Index Numbers for Industrial Workers on base 2001=100 are being compiled and maintained by Labour Bureau, Ministry of Labour &amp; Employment in respect of All-India and 78 constituent centres. The All-India Index for CPI-IW is a weighted average index of centres’ indices. These indices are compiled on monthly basis and are released on the last working day of the succeeding month.</p></div>

<div><strong>Consumer Price Index Numbers for Agricultural and Rural Labourers</strong></p>
<p>The Labour Bureau is also compiling CPI Numbers for Agricultural and Rural Labourers separately for 20 States and All-India. These indices are released on monthly basis by 20th of every succeeding month.</p>
<p>The all-India CPI for Industrial workers at the beginning of financial year 2012-13, i.e., in the month of April, 2012 was 205 with an increase of 1.99 per cent over the month March, 2012. This rise was mainly on account of Food Items and Vegetables in particular. The next highest increase of 1.92 per cent in the index was recorded during the month of July, 2012, attributed to food items, specifically cereals and vegetables.</p></div>

<div>In case of CPI-AL/RL, the proportionate change in monthly indices as compared to previous months was reported due to changes (rise/fall) in the prices of food items, particularly cereals &amp; vegetables.</div>
<div></div>
<div>The headline inflation used as a macro economic indicator is based on Wholesale Price Index (WPI) compiled by the office of Economic Advisor, Department of Industrial Policy &amp;Promotion, Ministry of Commerce &amp; Industry. Inflation reflecting change in retail prices of goods and services consumed by the working population is measured with the help of CPI (IW). A comparative statement indicating the inflation rates during January, 2012 to January, 2013 in respect of WPI and CPI (IW) is given in the Annexure.</p>
<p>The Government has undertaken a series of policy measures aimed at curbing inflation. These measures, inter-alia, include appropriate monetary measures intended to have desired impact on the demand side. The monetary policy however had to take into account the overall economic situation as manifested in declining growth rate. Besides, necessary fiscal and administrative measures were undertaken to ensure desired effect on the overall supply situation. Some of the important fiscal and administrative measures are given below:</p></div>

<div>1. <strong>Fiscal Measures:</strong></div>
<ul>
<li> Reduced import duties to zero in respect of wheat, onion, pulses, crude palmolein etc.</li>
<li>Duty-free import of white/raw sugar upto June 30, 2012. Presently the import duty for sugar has been kept at 10 per cent.</li>
</ul>

<div>2. <strong>Administrative measures:</strong></div>
<ul>
<li>Ban on export of onion from time to time depending on the domestic situation.</li>
<li>Suspended Futures trading in rice, urad, tur, guar gum and guar seed.</li>
<li>Banned export of edible oils (except coconut oil and forest based oil) and edible oils in blended consumer packs upto 5 kg with a capacity of 20,000 tons per annum and pulses (except Kabuli chana and organic pulses and lentils up to a maximum of 10,000 tonnes per annum).</li>
</ul>

<div>
<ul>
<li>Imposed stock limits from time to time in the case of select essential commodities such as pulses, edible oil, and edible oilseeds.</li>
</ul>

<div>The Minister of State for Labour &amp; Employment Minister Shri Kodikunnil Suresh  gave this information in a written reply  in  Lok Sabha today.</div>

<div>Subject: <strong>Extension of the revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees.</strong></div>
<div></div>
<div>The undersigned is directed to state that the matter regarding extension of revised orders on encashment of Earned Leave and Half Pay Leave lo industrial employees at par with the non industrial Central Government employees covered by the CCS (Leave) Rules. 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the provision of this Department’s OM No.14028/3/2008-Estt (L) dated 25th September 2008, mutatis mutandis to industrial employees of Ministries/Department other than Railways.</div>

<p>&nbsp;</p>
<div>Accordingly, industrial employees shall be entitled to encash both Earned Leave and Half Pay leave, subject to overall limit of 300. Cash equivalent payable for Learned Leave shall continue unchanged. However, cash equivalent payable for half Pay Leave shall be equal to leave salary admissible for Half Pay Leave plus Dearness Allowance admissible on the leave salary without any reduction being made on account of pension and pension equivalent of other retirement benefit payable. To make up for the short fall in Earned Leave, no commutation of Half Leave shall be allowed. This Department’s OM No. 14028/25/94-Estt.(L) dated 7th October, 1996, stands amended to this extent.</div>

<div>2.These order shall take effect from the date of 07.11.2006, the date from which accumulation and encashment of 300 days EL were allowed to them and subject to the following conditions :-</div>
<div></div>
<div>(i) The benefit will be admissible in respect of past cases i.e. relating to period w.e.f. 07.11.2006 to till date, on receipt of applications to that effect from the pensioner concerned by the Administrative Ministry concerned.</div>
<div></div>
<div>(ii) In respect of retirees (retired after 07.11.2006), who have already received encashment of earned leave of maximum limit of 300 days together with encashment of HPL, standing at their credit on the date of retirement, such cases need not he reopened. However, such cases of Government servant considered as industrial employees retiring after 07.11.2006, in which there was a shortfall in reaching the maximum limit of 300 days can he reopened.</div>
